(09/054) Operations and Attacks in the Southeast…

In the rural areas Şemdinli district of Hakkari, the bodies of 7 militants who died during an armed clash were found on 9 September 2015.

According to the official announcement by the General Staff, 2 militants were killed during the operations conducted after the bomb attack on 5 September 2015 against a military troop in Dağlıca village of Şemdinli district of Hakkari.

A police officer was killed, 2 police officers and one civilian were wounded during the armed attack against police houses in Tunceli on 9 September 2015.

8 militants were reportedly killed during an armed clash on 9 September 2015 in the rural areas of Şenkaya district of Erzurum.

2 police officers were wounded when a police vehicle was attacked on 10 September 2015 during patrol nearby Justice and Development Party (AKP) premises in Diyarbakır.

An armed attack was organised against police officers in Diyarbakır when they were in a soup shop on 11 September 2015. the waiter Şeyhmus Sanır (22) died, 3 police officers were wounded during the attack.

Governorate of Tunceli announced that 11 regions in the province were decided to be military security zones from 1 September 2015 to 1 March 2016. Entrance of civilians to the military security zones was also banned. Governorate of Elazığ announced 17 regions; Governorate of Diyarbakır announced 25 regions military security zones.

Governorate of Siirt announced that the implementation of security military zones in several regions of Pervari district was prolonged for until 15 June 2016.

3 health officers were reportedly abducted on 9 September 2015 when they went to Çukurca village of Bingöl.

(09/055) Suspicious Private Death in Hakkari…

According to the announcement on 8 September 2015, Şahin Şimşek who was serving for compulsory military service in Şemdinli district of Hakkari died. He was Kurdish origin and registered to Haymana district of Ankara. He allegedly died during an armed clash or committed suicide.

(09/056) Cizre under Siege…

After the declaration of curfew in Cizre district of Şırnak on 4 September 2015, the number of the casualties reached 19 during the operations of security forces in the district.

A group of HDP executives including Co-Chair Selahattin Demirtaş, MPs, and ministers wanted to go to Cizre for solidarity. The convoy of the group was stopped in Midyat district of Mardin. Security Forces did not allow the group. But the group decided to go to Cizre on foot. The group spent the night in İdil district. On 10 September 2015, the group decided to go back to İdil district when security forces did not allow the group to enter Cizre and threatened them to intervene and disperse.

Bahattin Sevinik (50) and Suphi Sarak (50) died on 9 September 2015 when their house was attacked with a rocket launcher.

During the attacks on 10 September 2015 in Nur quarter, Eşref Edin was killed and 4 persons were heavily wounded.

Zeynep Taşkın (18) and Maşallah Edin (35) were killed by the snipers. Sait Nayici (17) was shot to death.

D.B. (9) was wounded when a sniper shot her/him at arm.

Selman Ağar (10) and Bünyamin İrci (14) were shot by snipers on 11 September 2015. They died when security forces did not allow ambulances to hospitalise them.

Mehmet Dikmen (70) whose health condition worsened due to heart problem died at home for not being hospitalised.

(09/057) Attacks against HDP, Hate Crimes throughout Turkey…

After the bomb attack in Dağlıca village of Hakkari which led to death of 16 soldiers according to the official announcement by the General Staff, attacks against the Peoples’ Democratic Party (HDP) premises continued on 9 and 10 September 2015.

Unidentified persons organised an armed attack against the HDP premises in Uşak. A group of ultra-nationalists attacked in Bolu province the East and Southeast Anatolia Solidarity and Development Association (Doğu ve Güneydoğu Yardımlaşma Dayanışma ve Kalkınma Derneği) and a kebab house. The attacks caused material damage.

HDP premises in Marmaris district of Muğla, İstanbul, Bursa, Kocaeli, İzmir, Erzincan, Bartın and Kahramanmaraş were also attacked.

D.H.C. who was detained in connection with setting HDP Head Quarters to fire was arrested on 9 September 2015 on the allegations of “damaging premises, buildings, and properties of political parties”, “preventing political rights”, and “attempt to theft”.

4 persons who set the shops of Kurdish owners to fire in Kırşehir were arrested.

4 Kurdish workers were attempted to be lynched in Beyşehir district of Konya.

On 9 September 2015, 2 persons who bought tickets to Erzurum from Trabzon Bus Terminal were attacked and tried to be lynched on the allegations of being PKK members.

2 Kurdish shop owners were attacked on 10 September 2015 by a group of ultra-nationalists in Küçükköy quarter of Gaziosmanpaşa district in İstanbul. Ramazan Süt who was shot at head during the attack was heavily wounded.

(09/058) Armed Attack in Hatay…

A soldier died when a military troop was opened fire from Syria during patrol nearby Cilvegözü Border Gate in Reyhanlı district of Hatay.

(09/059) Persons Beaten by the Police in Diyarbakır…

After the curfew declaration in Bismil district of Diyarbakır on 8 September 2015, the police stopped a vehicle and beat all 5 persons in the vehicle for minutes. After the objection of people nearby, the police reportedly detained 5 persons.

(09/060) Hunger Strikes in Prisons…

The prisoners incarcerated several prisons and convicted in PKK and KCK cases continue hunger strike started to protest in the recent military operations and arrests. Hunger strike reached its 28th day as of 11 September 2015.

According to the news appeared in the press on 9 September 2015, 8 prisoners who were incarcerated in Edirne F-type Prison and started hunger strike were reportedly beaten.

4 members of Mücadeli Birliği (Union of Struggle) who opened a placard saying “Kürt halkı yalnız değildir (Kurdish people are not alone)” on 10 September 2015 on the roof of a shop on Taksim Square were detained under beatings

(09/062) Political Party Premises Attacked in Ankara…

Republican People’s Party (CHP) premises in Sincan district of Ankara was attacked on 8 September 2015 by a group known as “Osmanlı Ocakları”.

(09/063) Operations throughout Turkey…

İsmail Tayden and Remzi Coşkun who were detained in Muş and Bulanık district were arrested on 8 September 2015 on the allegations of “being member of an illegal organisation”.

The police conducted operations on 8 September 2015 in Bitlis and Silvan district of Diyarbakır and detained 2 persons. The reason of the operations was not disclosed. The police also detained 3 persons in the city centre of Diyarbakır.

On 8 September 2015, 7 persons were detained in Menemen district of İzmir during the operations conducted by the police.

Mustafa Tezel, Serhat Bulgurlu, Hüseyin Vural and Tayfun Yıldız who were detained during a demonstration staged in Gazi quarter of Sultangazi district in İstanbul to protest in the military operations and curfew declarations were arrested on 9 September 2015 on the allegations of “being member of an illegal organisation” and “making propaganda of an illegal organisation”.

Resul Sarı, Co-Mayor if Bismil district in Diyarbakır, his son and 2 siblings were detained during  a house raid conducted on 9 September 2015.

İlyas Bozkurt, Democratic Regions Party (DBP) executive in Suruç district of Şanlıurfa, and Ömer Kaya, Mehmet Selçuk, Ferzende Abay and İsmail Tikit in Iğdır were arrested on 10 September 2015 on the allegations of “being member of an illegal organisation”.

The police intervened a group of persons in Karayazı district of Erzurum who wanted to stage a demonstration on 10 September 2015 to protest in the attacks in Cizre and detained 2 persons.

(09/064) House Raids in İstanbul…

The police conducted house raids against the members of Socialist Party of the Oppressed on 8 September 2015 in İstanbul and detained 17 persons.

(09/030) Operations and Attacks in the Southeast…

A police station in Tunceli city centre was attacked on 4 September 2015. One police officer, 2 PKK militants and civilian Ayten Gülhan (30) died during the clash that broke out after the attack. An ambulance driver and a police officer were also wounded.

Lokman Bayar (22) died when a vehicle was attacked on 4 September 2015. The soldier Nuri Karakaş and driver’s nephew T.B. (6) were wounded. The attack was reportedly organised on the grounds that there was a non-commission officer in the vehicle.

One soldier was wounded when a mine exploded on 4 September 2015 in the rural area of Başkale district in Van.

One militant in Şırnak and 2 militants in Uludere district reportedly died during the armed clashes on 3 September 2015.

According to the official announcement by the General Staff 16 soldiers died and 6 soldiers were wounded when a bomb exploded during the passage of a military convoy nearby Dağlıca village of Yüksekova district in Hakkari. On the other hand PKK announced that 31 soldiers died during the attack.

Celal İnan wa shot to death when PKK militants opened fire against a vehicle for not obeying stop warning on 5 September 2015 in Şemdinli district of Hakkari. Justice and Development Party Chair for Şemdinli district Miran Kaya was reportedly driving the vehicle.

2 police officers died and 8 police officers were wounded when an armoured vehicle was attacked on 5 September 2015 in Sur district of Diyarbakır.

2 soldiers were wounded when 8th Gendarmerie Regimental Command in Şırnak was attacked on 5 September 215.

One police officer was wounded when the Governorate in Mazıdağı district of Mardin was attacked on 6 September 2015.

2 soldiers were abounded during an armed clash that broke out on 7 September 2015 nearby İncesu hamlet of Altınsu village in Şemdinli district of Hakkari.

One police officer was wounded when a bomb exploded on 7 September 2015 in the city centre of Başka district of Van during the passage of an armoured vehicle.

14 police officers died when a bomb exploded on 8 September 2015 during the passage of a police service and police vehicle nearby Hasanhan village of Aralık district in Iğdır. The service was carrying police officers to Dilucu Border Gate.

The police officer Murat Savaş Kale (30) died when PKK militants opened fire against a civil vehicle on 8 September 2015 nearby Alacık village on the road between Tunceli and Erzincan.

One police officer died and 3 police officers were wounded when a bomb exploded on 8 September 2015 during the passage of an armoured vehicle in Dargeçit district of Mardin.

8 police officers were allegedly wounded during the armed attacks against armoured vehicles on 7 September 2015 in Cizre district of Şırnak.

Governorate of Ağrı announced that the implementation of security military zone on Tendürek Mountain was prolonged for 15 days on 4 September 2015.

According to the news appeared in the press on 7 September 2015, Governorate of Batman announced that 8 regions in the Sason, Kozluk and Hasankeyf districts were decided to be military security zones for 15 days starting from 1 September 2015. Entrance of civilians to the military security zones was also banned.

(09/031) Cizre under Siege…

On 4 September 2015, Governorate of Şırnak declared curfew in Cizre district and security forces started conducting operations in the district after the curfew declaration.

The curfew in the district continues as of 9 September 2015. 10 persons were killed during the attacks of the security forces.

Even the funerals were not allowed in the district. The bodies are reportedly kept in the refrigerators. Many persons were also wounded during the attacks. Security forces do not allow the ambulances to bring the casualties to the hospital.

Sait Çağdavul (19) was killed on 4 September 2015 when the police threw a bomb in Nur quarter.

Mehmet Emin Levent (21) was also killed the same day when the police opened fire.

Hacı Ata Borçin (70) and Xetban Bülbül (65) reportedly had heart attacks and died because of the explosions in the district.

Muhammed Tahir Yaramış (35 days) died on the grounds that the police did not allow the ambulance to enter the a quarter to bring the baby to hospital.

Cemile Cağırga (13) was shot to death on 7 September 2015 when security forces opned fire against the Cudi quarter from armoured vehicles located on the hills.

Osman Çağlı (18) who shot by the snipers on 7 September 2015 died of blood loss on the grounds that he was not allowed to be taken to hospital.

İbrahim Çiçek (80) who had health problems on 8 September 2015 died on the grounds that security forces did not allow ambulance to enter the quarter.

Özgür Taşkın (20) was wounded when police officers opened fire against Yafes quarter on 9 September 2015. He died on the grounds that security forces did not allow ambulance to hospitalise him.

Meryem Süne (53) was shot to death on 9 September 2015 while sitting in front of her house in Yafes quarter when the police opened fire from an armoured vehicle.

(09/032) Person Killed by the Police in Mardin…

The police entered the Yenişehir quarter in Nusaybin district of Mardin on 4 September 2015 to close the ditches in the quarter. Lokman Süne was shot when the police opened fire and died in the hospital.

(09/033) Person Killed by the Police in Şırnak…

Special Forces intervened a demonstration on 5 September 2015 in Silopi district of Şırnak staged to protest in recent attacks in Cizre and killed Muttalip Pusat (28). Yasin Uysal (30) was heavily wounded during the attack.

(09/034) Stop Warning…

The police opened fire against a motor bike on 6 September 2015 in Tarsus district of Mersin on the grounds of not obeying stop warning during road control. Murat Özdemir (28) died and Mehmet Çopur (23) was wounded during the incident.

(09/035) Child Shot by Soldiers in Hakkari…

Afghani Minlal Kerimi (10) who was wounded when gendarmerie soldiers opened fire against a minibus on 7 September 2015 nearby Şapatan Gendarmerie Station in Şemdinli district of Hakkari on the allegations of not obeying stop warning died in the hospital.

(09/036) Person Wounded by Soldiers in Van…

Deniz Gökay was heavily wounded when gendarmerie soldiers opened fire against a vehicle on 5 September 2015 nearby Akbulak Gendarmerie Station in Muradiye district of Van on the allegations of not obeying stop warning.

(09/037) Attacks against HDP, Hate Crime and Hate Murders throughout Turkey…

After the bomb attack against a military convoy in Dağlıca, Peoples’ Democratic Party (HDP) premises and Kurdish people were attacked starting from 7 September 2015 throughout Turkey.

128 premises of the HDP were attacked on 7 September and the attacks continued on 8 September. Nationalist Movement Party (MHP) and Grey Wolves organised meetings on 8 September 2015 to condemn terror. The participants of the meetings attacked the HDP premises after the meetings. HDP premises in Alanya district of Antalya and the shops of Kurdish people in Kırşehir were also set to fire.

In Manavgat district of Antalya, The shops without Turkish flags were also set to fire.

HDP Headquarters in Ankara besieged in the evening and tried to be set to fire. Entrance floor and second floor of the building were burnt, information processing unit and applications of MP candidates were reportedly set to fire by the attackers.

By the end of the second day, the number of premises attacked reached 400. At least 50 HDP members who were either in the premises or trying to defend the premises were detained. On the other hand, only one attacker was detained throughout Turkey.

The attackers also attempted to lynch HDP supporters of Kurdish people. On 6 September 2015, Sedat Akbaş (21) was stabbed to death for talking in Kurdish on the phone in İstanbul.

İ.Ç. was tried to be lynched in Seydikemer district of Muğla for sharing a photograph wearing peshmerga cloth. He was captured by the attackers; his clothes were taken off and torn to pieces. He was beaten and taken to the city centre where he was forced to kiss an Atatürk statue.

The attackers also targeted seasonal workers. 350 workers were attacked in Ilgın district of Konya. The workers left the district. The houses and vehicles of Kurdish workers were set to fire in Beypazarı district of Ankara. They also left the district.

(09/038) Worker Deaths…

Worker’s Health and Job Safety Assembly announced on 3 September 2015 that at least 158 workers died in August 2015 during work accidents due to untaken security measures. At least 1138 workers died in first 8 months of 2015.

(09/039) Killing by Unidentified Assailants Investigation in Diyarbakır…

Bilgin Bölükbaş (19) and Mustafa Akçil (46) who were detained in connection with the killing of Yunus Koçak, former Chair for Justice and Development Party (AKP) youth wings in Diyarbakır, in front of his pharmacy were arrested on 4 September 2015 on the allegations of “intentional killing”. They reportedly confessed the murder previously, but did not disclose the reason of the attack.

(09/040) Curfew in Diyarbakır…

Governorate of Diyarbakır declared curfew in Sur district on 6 September 2015 where 2 police officers were killed recently. After the curfew declaration, security forces conducted operations in the district. E.G. (7) was shot and wounded when the police opened fire. Abdullah Erdem (25) and Saliha Opçin (39) were heavily wounded during the police attacks

(09/041) Child Beaten by the Police in Mardin…

D.Ö. (15) was reportedly beaten by the police for minutes on the ground of ditching on 6 September 2015 in Nusaybin district of Mardin. The police stopped beating when D.Ö. fainted.

(09/042) Torture and Ill-treatment in Custody in Mardin…

The ear of Hamza Dikmen, Mayor of Dargeçit district in Mardin, who was detained on 4 September 2015 in connection with an attack caused to death of 4 police officers was reportedly stitched for being beaten in custody.

(09/043) Torture and Ill-treatment in İstanbul…

According to the news appeared in the press, 4 persons who were detained on 6 September 2015 in Gazi quarter of Sultangazi district in İstanbul were beaten in custody in Anti-Terror Branch.

(09/044) Remanded Children on Trial in Ankara…

Sincan Juvenile Court continued on 4 September 2015 to hear the case against 11 children incarcerated in Sincan (Ankara) Juvenile Prison launched upon official complaint of 24 prison guards on charges of “wounding and insulting public officers” and “damaging public property”.

It was revealed out on 2 January 2014 that 11 juveniles were tortured by the guardians. Z.Ş., mother of one of the juvenile K.Ş. (16), stated after she talked with his son that the children were tortured after their hands were cuffed and they were stripped naked and hosed cold water. The investigation started upon official complaint is not concluded, but the guardians issued official complaint against the children.

The court decided to wait for the expert’s report and adjourned the hearing to 25 December 2015.

(09/045) Hunger Strikes in Prisons…

The prisoners incarcerated several prisons and convicted in PKK and KCK cases continue hunger strike started to protest in the recent military operations and arrests. Hunger strike reached its 26th day as of 9 September 2015.

According to the news appeared in the press on 6 September 2015, 8 prisoners who were incarcerated in Malatya E-type Prison and started hunger strike were reportedly given solitary confinement sentences.

(09/046) Web Site of News Agency Banned…

A new domain of Dicle News Agency (DİHA) which was launched on 9 September 2015 was also banned by Telecommunication Communication Presidency. Access to 14 domains of DİHA was previously banned.

(09/047) Journalist Detained in Diyarbakır…

The Dutch journalist Frederike Geerdink living in Diyarbakır was detained on 5 September 2015 by the Anti-Terror branch police.

(09/048) Media Buildings Attacked…

On 6 September 2015 in İstanbul, a group of 200 persons attacked the Hürriyet Media Tower in Bağcılar district on the grounds that they were protesting the paper for way they published an expression of the State President Recep Tayyip Erdoğan on the web site of the paper hurriyet.com.tr. The attack was supported by the Justice and Development Party (AKP) MP Abdurrahim Boynukalın. The attack caused material damage.

Media Towers were also attacked on 8 September 2015. The police did not prevent the attackers and the group dispersed after a while. The printing facilities of the paper in Ankara were also attacked the same day.

(09/049) Public Statement Intervened in Mersin…

The police intervened a group of persons who gathered on 7 September 2015 in Güneş quarter of Akdeniz district of Mersin to for the declaration of self-governance. 2 persons were wounded when the police opened fire and one persons was detained.

(09/050) Protest Prevented in Diyarbakır…

The police intervened a group of persons who staged a demonstration on 7 September 2015 in Bağlar district of Diyarbakır to protest in the recent deaths and curfew in Cizre district of Şırnak. The police opened fire with real bullets to disperse the crowd and 2 persons including a child were wounded.

(09/051) Protest Prevented in Ankara…

The police prevented the members of Revolutionary Party (Devrimci Parti) who wanted to stage a demonstration on 4 September 2015 in front of the Turkish Union of Chambers and Commodity Exchanges to protest in the B-20 meeting in Ankara. 17 persons were detained under beatings during the intervention.

(09/052) Workers’ Action Intervened in Ankara…

On 7 September 2015, gendarmerie soldiers intervened the action of the workers who were recently fired from Ortadoğu Rulman Sanayi (ORS) factory in Polatlı district of Ankara. The crowd was dispersed with tear gas and 7 workers were detained.

(09/053) Operations throughout Turkey…

4 persons who were among 13 persons detained during operations conducted against the members and executives of Peoples’ Democratic Party (HDP) in Karakoçan district of Erzurum were arrested on 5 September 2015 on the allegations of “being member of an illegal organisation”.

Democratic Regions Party (DBP) Executive for Batman province Hikmet Yeşilmen was detained during a road control. The police conducted house raids in Hakkari and detained 8 persons including a child.

Faysal Tarkan who was among 3 persons detained during operations conducted in Edremit district of Van was arrested on 4 September 2015 on the allegations of “being member of an illegal organisation”.

Agit Tekin and Sahah Ahmet who were detained during house raids in Mersin were arrested on 4 September 2015 on the allegations of “being member of an illegal organisation” and “making propaganda of an illegal organisation”.

The brothers Lokman Bilir, Ali Bilir and Mustafa Bilir who were among 4 persons detained during house raids conducted in Şırnak were arrested on 4 September 2015 on the allegations of “being member of an illegal organisation”.

5 persons who were among 9 persons detained during house raids conducted in Kekelî  village of Bulanık district in Muş were arrested on 5 September 2015 on the allegations of “being member of an illegal organisation”.

The police detained 4 persons on 6 September 2015 when they were going to Siirt to take the body of PKK militant Muhammed Akkuş. 4 persons were detained during house raids conducted in Iğdır.

Fesih Kaya, worker with the Dicle municipality in Diyarbakır, who was detained during house raid was arrested on 7 September 2015 on the allegations of “being member of an illegal organisation”.

Police officer Burhan Gatfar who was heavily wounded during an armed attack against a police vehicle on 1 September 2015 in Batman died in the hospital. One police officer was also wounded during the attack.

2 soldiers were wounded during the armed attack on 1 September 2015 against the Milli Battalion in Uludere district of Şırnak.

One soldier died and 2 soldiers were wounded when a military troop was attacked on 2 September 2015 nearby Tekeli village of Şemdinli district in Hakkari.

2 police officers were wounded when a bomb exploded on 2 September 2015 in Derik district of Mardin during the passage of an armoured vehicle.

Regional Traffic Branch of Security Directorate in Karakoçan district of Erzurum was attacked on 2 September 2015 with long-barreled weapons and 3 police officers were wounded.

Governorate of Erzurum announced on 1 September 2015 that 32 regions in the province were decided to be military security zones for 15 days from 1 September 2015 to 15 September 2015. Entrance of civilians to the military security zones was also banned.

Governorate of Hakkari announced on 2 September 2015 that several regions in Yüksekova and Şemdinli districts were decided to be military security zones from 6 September 2015 to 20 September 2015. Entrance of civilians to the military securityzones was also banned.

Justice and Development Party (AKP) member Nurettin Toktamış and his son Cevat Toktamış were reportedly abducted by PKK militants on 2 September 2015 in Büyükçiftlik town of Yüksekova district in Hakkari.

One militant was reportedly killed and one militant was captured during the operations conducted since 2 September 2015 in the rural areas of Karakoyunlu district of Iğdır.

One chief police officer and 3 police officers died when a bomb exploded on 3 September 2015 during the passage of an armoured vehicle in Dargeçit district of Mardin.

(09/005) IS/ISIS Attacks in Kilis…

An armed attack was organised on 1 September 2015 from the region under the control of IS/ISIS in Syria to Kilis province. One soldier died during the attack and one soldier is reportedly missing.

(09/006) Killing by Unidentified Assailants in Diyarbakır…

B.B. and M.S. who were detained in connection with the killing of Yunus Koçak, former Chair for Justice and Development Party (AKP) youth wings in Diyarbakır, person in front of his pharmacy reportedly confessed the murder. The assailants did not disclose the reason of the attack.

(09/007) Rape on Border Allegation…

According to the news appeared in the press on 2 September 2015, Palestinian L.B. (21) and his/her father were captured on 2 September 2015 when they were trying to pass the border from Syria to Turkey nearby Güveççi village of Yayladağı district in Hatay. L.B. (21) was reportedly raped and his/her father was beaten by a soldier. Public Prosecutor in Yayladağı launched an investigation in connection with the allegations.

(09/008) Torture in Custody Allegation in Van…

5 persons who were detained during a road control on 1 September 2015 in Van were allegedly subjected to torture at Security Directorate.

Yaşar Er who visited his son Hüseyin Er in police custody announced that he was allowed to see his son for 5 minutes and there were bruises and traces of beating on his face.

(09/009) Use of Tear Gas in Mardin…

Neslihet Kazan (51) was shot at head and wounded on 2 September 2015 when the police was randomly throwing tear gas canisters in Nusaybin district of Mardin. The police was using tear gas arbitrarily; there was no incident in the district.

(09/010) Persons Beaten by the Police in Adana…

Police officers beat the civilians for minutes and security cameras recorded the incident. The civilians were detained after the incident. Mustafa Rençber, his Orhan Rençber and his friend Ali Kartal were reportedly arrested on the allegations of “resisting security forces”.

Erhan Tanrıkulu (28) was shot at head and killed by security forces on the grounds that he did not obey stop warning when he was going home on 27 August 2015 nearby the Uluyor Police Station in Doğubayazıt district of Ağrı.

According to the statement of an eyewitness, Erhan Tanrıkulu said “It’s okay, I’m just going home” upon stop warning, but the security forces opened fire.

Gendarmerie Specialised Sergeant Mustafa Kemal Özata who was wounded during an armed attack against a military troop on 14 August 2015 in the Dağlıca region of Yüksekova district in Hakkari died in the hospital on 28 August 2015.

Governorate of Van announced on 28 August 2015 that Çatak and Başkale districts were decided to be military security zones for 15 days starting until 12 September 2015. Entrance of civilians to the military security zones was also banned.

The police officers Ahmet Gılıç and İlker Narin were killed on 30 August 2015 during an armed attack in Kayapınar district of Diyarbakır.

The police officer Yılmaz Dikmen died and 5 police officers were wounded during an armed clash on 30 August 2015 that broke out after the attack against Security Directorate in Silopi district of Şırnak.

The same day in Silopi district of Şırnak, a police officer died and 4 police officers were wounded when a bomb exploded during the passage of a police vehicle.

14 civilians and 10 police officers were wounded when a police service bus was attacked with a rocket launcher on 29 August 2015 in Kızıltepe district of Mardin.

The police officer Ali Rıza Güneş (27) who was wounded during the armed attack on 28 August 2015 against the Security Directorate in Nazımiye district of Tunceli died in the hospital. According to the news gathered, 2 militants were killed; one police officer and 2 civilians were wounded during the armed clash that broke out after the attack.

An armed attack was organised on 29 August 2015 against the police officers who were on duty at Balıklıgöl State Hospital n Şanlıurfa. 2 police officers who were heavily wounded during the attack died in the hospital.

One soldier was wounded when BOTAŞ Gendarmerie Station in Midyat district of Mardin was attacked on 28 August 2015.

On 31 August 2015 in Silopi district of Şırnak, Fatma Ay (55) and her daughter B.Ö. Ay (14) were shot and wounded by the snipers located in the building of Security Directorate Traffic Branch when they were sleeping on the roof of their house.

Fatma Ay was heavily wounded and died in the hospital, B.Ö. was transferred to Batman for treatment.

According to the Forensic report, the 2 bodies found on 27 August 2015 nearby Kavallı village of Silopi disttict in Şırnak were  İsmet Tatar (45) and his son Cengiz Tatar (19). İsmet Tatar was shot to death with a single bullet, but Cengiz Tatar was shot several times.

According to the information gathered, a close relative of İsmet Tatar was Justice and Development Party (AKP) candidate for Şırnak province for the 7 June 2015 general elections.

After the attack, the police conducted an operation against the municipality on the allegations that the attacker took sheltee in the municipality. Governorate of Hakkari declared curfew on 26 August 2015 in Yüksekova district. After the curfew decision, the police and military troops started operations in the district.

On 26 August 2015, a bomb attack was organised against Cemil Radon, one of the Syrian opposition commanders living in Hatay. The car of Cemil Radon was exploded and he was heavily wounded. Cemil Radon died in the hospital.

The prisoners incarcerated several prisons and convicted in PKK and KCK cases started hunger strike to protest in the recent military operations and arrests. Hunger strike reached its 11th day on 26 August 2015.

2 prisoners in Denizli D-type Prison were reportedly subjected to pressures for taking part in the hunger strike and they were not given papers and journals.

Democratic Regions Party (DBP) Co-Chair for Malatya announced that hunger strikers in Malatya E-type Prison were beaten by the guards. According to the announcement, 3 ribs of the prisoner Gaffar Bayram were broken during the incident.

Hunger strikers Mehmet Adıyaman and Sinan Şimşek incarcerated in Burhaniye E-type Prison were taken into single cells and not given their b-12 vitamins.

Nail Toplu and Emir Melih Avşar who reacted against the recent clash environment during the funeral of Captain Ali Alkan in Beytüşşebap district of Şırnak were arrested on 26 August 2015 according to the Article 299 TPC on the allegations of “insulting the State President” with the expressions they used during the funeral.

2 persons were detained on 26 August 2015 in Kars on the allegations of “insulting the State President” with the expressions they used on social media platforms like facebook and twitter.

Ü.K. was detained on 26 August 2015 in İstanbul on the allegations of “insulting the State President” with the comments s/he made about the photographs of the State President on social media platforms.

The police intervened the persons who took part in the “stop daily life” campaign on 26 August 2015 in Diyarbakır. All the shops took down the shutters except for the drugstores and bakeries . The police conducted house raids on 26 August 2015 in Eleşkirt district of Ağrı and Erciş district of Van; 3 persons were detained during the operations. Peoples’ Democratic Party (HDP) Co-Chair for Eleşkirt district Engin Dursun was arrested the same day on the allegations of “being member of an illegal organisation”. İshak Yılmaz and Erdal Bütün who were detained in Erciş were arrested on the allegations of “making propaganda of an illegal organisation”.

Yafes Yıldırım, Co-Chair of People’s Democratic Assembly (Demokratik Halk Meclisi) in Hisan district of Bitlis, was detained on 26 August 2015.

Selahattin Salon and Nihat Ayık who were detained in Silopi district of Şırnak were arrested on 26 August 2105 on the allegations of “being member of an illegal organisation”.

Hafize İpek, Chair of Democratic Regions Party (DBP) for Diyarbakır province, was detained on 27 August 2015. The reason of the detention was not disclosed.

The gendarmerie station at Silvan Dam was attacked on 22 August 2015 in Diyarbakır. One soldier was wounded during the attack.

Governorate of Hakkari made a public statement on 22 August 2015 and announced military security zone in the region including several districts and villages for 15 days until 5 September 2015. Entrance of civilians to the military security zones was also banned.

A bomb vehicle attacked the gendarmerie control point on 21 August 2015 in Gevaş district of Van. 2 soldiers and 4 civilians were wounded during the attack.

Sidar Berksoy was hospitalised and had an operation. He reportedly lost one of his kidneys; his lungs and liver were damaged.

According to the news appeared in the press on 22 August 2015, Public Prosecutor in Cizre concluded the investigation concerning the death of Ümit Kurt.

The police opened fire against the group gathered to protest the operations and shot Ümit Kurt (14) to death with a single bullet at his heart. Ümit Kurt was working for the restoration of a house in the neighbourhood. 4 persons were also wounded during the police attack.

2 police officers who were suspects in the killing of the killing of Ümit Kurt were released on 25 February 2015 after testifying to the Public Prosecutor.

Public Prosecutor prepared the indictment against the police officer M.Ş. and wanted him not to be sentenced on the grounds that the police officer acted within limits of the Law on Duties and Powers of Police.

Peoples’ Democratic Party premises in Osmaniye, Kocaeli, Alanya district of Antalya were attacked on 22 August 2015for the recent deaths of soldiers.

The ultranationalist group who attacked the premises in Osmaniye unfurled Turkish flag on the building.

The police did not intervene and disperse the attack in Alanya. The police allegedly removed the sign of the HDP from the premises and gave it to the attackers.

After the funeral of a soldier on 24 August 2015, HDP premises in Kırşehir was stoned.

Governorate of Diyarbakır declared curfew on 24 August 2015 in 3 quarters of Silvan district. According to the news gathered, security forces conducted operations in the district against the quarters where ditches were dug on the roads to protest in the recent operations and pressures. Internet and cell phone lines were reportedly cut in the district. Entrance to the quarters in question was also banned.

Governorate of Hakkari made a public statement on 24 August 2015 and announced military security zones in 53 regions in Şemdinli and Çukurca districts for 15 days until 8 September 2015. Entrance of civilians to the military security zones was also banned. The number of current military security zones reached 180 in 15 provinces.

A coach was attacked with stones by a group of ultra-nationalists on 24 August 2015 in Aydıncık location of Silifke district of Mersin. The company of the coach was Özlem Cizre Nuh from Cizre district of Şırnak. The windows of the bus were broken during the attack, the driver and 4 passengers were wounded.

3 seasonal workers who came from Viranşehir district of Şanlıurfa to Sarıcakaya district of Eskişehir were attacked by a group of ultra-nationalists on 24 August 2015. The group tried to lynch the Kurdish workers. The workers were beaten with sticks and stones; Sabri Bağ was heavily wounded during the attack.

Celal Yılmaz, Deputy Security Director in İstanbul, who was arrested after shooting motor bike driver Ahmet Sülüşoğlu to death on 7 August 2015 after having a dispute in front of public houses in Halkalı quarter of İstanbul. Celal Yılmaz was released after 8 days on 24 August 2015 upon objection of his lawyer. The decision was taken on the grounds of “lack of probability of escape”.

Erkan Aydın (21) who was shot at his both legs and detained wounded on 23 August 2015 during a police intervention against a demonstration in Adana was allegedly subjected to torture in police custody.

Another detainee Figen Şahin (25) was also subjected torture both in police vehicle and in the Security Directorate. Her lawyers announced that police officers kicked and hit with the butt of the weapons Figen Şahin’s genitalia and breasts. The lawyers stressed that Figen Şahin is not able to walk and they are going to make official complaint against the police officers for sexual abuse. She was hospitalised due to torture.

On 24 August 2015, Co-Mayors of Edremit district in Van province Sevil Rojbin Çetin and Abdülkerim Sayan, Edremit Municipality Press Adviser Salih Sertkal; Co-Mayor of Çaldıran district in Van Faruk Demir; HDP Chair for Nusaybin district in Mardin province Sabiha Gündüz, MEYA-DER representative Salih Cebe and DBP executive for Nusaybin district Erhan Dinç were detained in connection with recent declarations of self-governance. Sevil Rojbin Çetin was arrested the same day.

A group of persons who allegedly staged a demonstration on 16 August 2015 in Alanya district of Antalya to protest in the recent clash environment attacked HDP premises in the district. A fight broke out after the attack between 2 groups and 15 persons were wounded during the incident. The operations were reportedly conducted in connection with the incident.

K.S. (17), Peoples’ Democratic Assembly (Demokratik Halk Meclisi) Co-Chair for Hizan district in Bitlis, who was detained during the operations conducted on 19 August 2015 following the declaration of self-governance was arrested on the allegations of “being member of an illegal organisation”.

5 persons who were among 10 persons called to testify in connection with the declaration of self-governance in Batman were detained.

Garip Vurgun and Suphi Allak who were detained during the operations conducted in Mardin were arrested on 20 August2015 on the allegations of “being member of an illegal organisation”.

Hanife Durak (80) reportedly died for having heart attack after a hand grenade exploded in front of his house. Veysi Toraman (60) also had heart attack and died during the operations.

The police prevented the members of Revolutionary Students Union (Devrimci Öğrenci Birliği – DÖB) when they wanted to open a placard on 19 August 2015 in front of İzmir Governorate to protest in the recent operations and human rights violations. DÖB members Lütfiye Burcu Kara and Cansu Göksün were detained during the intervention.

The police also prevented members of Struggle Unity (Mücadele Birliği) when they wanted to open a placard after a while at the same place saying “Turkish public will not be liberated until the oppressed people are liberated (Ezilen halklar özgürleşmeden Türk halkı özgürleşemez)”. The police detained 9 persons.

After the attack of the PKK militants 15 August 2015 in Varto district of Muş against the city centre, security directorate and gendarmerie stations, Governorate in Muş declared curfew in Varto on 16 August 2015.

Armed clashes in the city centre allegedly continued on 17 August 2015 and 4 persons reportedly died in Varto. Both Governorate of Muş and General Staff announced that the persons were PKK militants.

After the suspension of curfew, the civilian observers announced that the persons were civilians and were executed by the security forces either by firing or throwing explosives.

According to the forensic examination 2 of the killed persons were Rahmi Kızıltaş (36) and Abdullah Toprak (26). They were both born in Muş.

Ö.C. (23) was heavily wounded when soldiers opened fire against a vehicle on 17 August 2015 in Tatvan district of Bitlis. The militants reportedly opened fire against a minibus on the grounds of not obeying stop warning. The driver Garip Bektaş (35) was heavily wounded during the incident and died in the hospital.

During the armed clash that broke out during the operations started after the attack one temporary village guard died.

One soldier was wounded when Security Directorate and Gendarmerie Command in Hizan district of Bitlis were attacked on 17 August 2015.

Governorate in Diyarbakır made a public statement on 17 August 2015 and announced that 20 regions in Silvan, Lice, Dicle and Kulp districts were decided to be military security zones for 15 days from 20 August to 5 September. Entrance of civilians to the military security zones was also banned.

On 16 August 2015, a group of street musicians were reportedly attacked by conservative persons with dogs in a public park in Avcılar district of İstanbul. One of the attackers said “These are playing Jewish songs, they are from Israel. I will not let them continue…” Upon this, 2 other persons attacked the musician with dogs.

Kurdish seasonal workers in Çamlıpınar village of Cumayeri district in Düzce were attacked by a group on 17 August2015. The group attacked the workers with iron chains, sticks and firearms. 4 workers including 2 female workers were wounded.

(08/098) Persons Beaten by the Police in İstanbul…

The police beat 3 persons on 16 August 2015 in Beyoğlu district of İstanbul. The video footages of the incident revealed that the police stopped the persons and detained them after beating for minutes.

(08/099) Demonstration Intervened in Şırnak…

On 17 August 2015 in Cizre district of Şırnak, the police intervened a group of demonstrators who were celebrating the anniversary of PKK’s launch of armed struggle. The police opened fire to disperse the crowd and 7 persons were wounded during the intervention.

(08/100) Operations against the Ditches…

On 17 August 2015 in Silopi district of Diyarbakır, the police conducted operations against the groups who dug ditches on the roads to protest in the recent operations and pressures. The police opened fire with real bullets during the intervention, Hüseyin Yiğit (41) was wounded during the police attacks.

(08/101) Curfew…

Diyarbakır Governorate declared curfew in Lie district from 21.00 o’clock on 17 August 2015 till 7.00 o’clock on 18 August 2015. Governorate also announced curfew in Silvan district for a unknown period of time.

When people of Silvan staged demonstrations on the streets to protest in the curfew decision, the soldiers reportedly opened random fire in the district. Phone and internet access in the district was also cut by the service providers and flood of information was also restricted.

Peoples’ Democratic Party (HDP) member Bercan Aktaş was detained on 17 August 2015 in İstanbul on the allegations of “making propaganda of an illegal organisation”. Bercan Aktaş was reportedly detained for using the expression “Police Chief Ahmet Çamur was inactivated in Şemdinli” to criticise the common reporting language of mass media.

(08/103) Operations throughout Turkey…

Operations started following the declarations of self-governance in several parts of Kurdish provinces as a result of recent human rights violations by security forces continued in 17 and 18 August 2015.

The police conducted house raids against the members and executives of Democratic Regions Party (DBP) on 17 August2015 in Hakkari. 2 persons were reportedly detained during the raids.

House raids and detentions were also conducted in several other provinces. Peoples’ Democratic Congress (HDK) members Cafer Ay, Ecevit Taştı, Şiyar Karabay, Türkan Sünbül, Feremez Erkan, Nevzat Yılmaz and Şehmuz Kalkan in İstanbul, Ercan Daşkesen in Adana, Barış Dayan in Siirt were arrested on the allegations of “being member of an illegal organisation”. Özcan Özhülagün and Murat Tanhan were arrested in İzmir on the allegations of “making propaganda of an illegal organisation”.

During the operations and house raids on 17 August 2015, 5 persons in Mersin, 5 persons in Mardin, and 5 persons in Tekman district of Erzurum were detained.

Gendarmerie soldiers detained 4 persons on 17 August 2015 when a group of persons organised a human shield action against the recent operations on the food of Ağrı Mountain in Doğubayazıt district of Ağrı.

4 persons including 2 children who were detained during house raids in Tarsus district of Mersin were arrested on 17 August 2015 on the allegations of “being member of an illegal organisation” and “committing crime in the name of an illegal organisation”.

2 persons were detained during house raids conducted on 18 August 2015 in Ankara in connection with a “PKK Investigation”.

Observation Report by TTB ‐ SES ‐ TİHV ‐ TPD delegations to Nusaybin, Cizre, Silopi, Van, Bitlis and Tatvan

…We regret to state that recently there have been many cases and events stemming from the environment of armed conflict where there are threats and assaults to health workers and health facilities (including ambulances) and interventions to working environments including denial of professional independence.   In order to observe the state of people affected directly or indirectly by armed conflict, identify cases detrimental to public health, develop suggestions for solution and determine what respective organizations can do in this regard, the Turkish Medical Association (TTB), Union of Health and Social Service Workers (SES), Human Rights Foundation of Turkey (TİHV) and The Psychiatric Association of Turkey (TPD) formed two delegations for two different areas.

Our visiting delegations confined their mission to investigating the experience of health workers, situation of health facilities and their extensions and problems faced in the delivery of health services. Therefore, issues related to human rights violations are presently being covered by other working groups also formed by organizations mentioned above…
