(03/148) Military Operation to North and East Syria…

Urfa Governorate made a declaration on March 12, 2020 and announced that 1 soldier (Beyazıt Bestami Buluş) died in an attack to a military control point in Resulayn city of Syria.

(03/149) Attack to a Police Vehicle in Istanbul…

On March 11, 2020, 1 police officer got wounded in an attack to a police vehicle in Küçükçekmece district of Istanbul. It is learned that Peoples’ United Revolution Movement (HBDH) took responsibility of the attack.

(03/150) Intervention to Grup Yorum Band Members on Hunger Strike…

It is learned that Grup Yorum band members İbrahim Gökçek (on hunger strike for 269 days) and Helin Bölek (on hunger strike for 266 days) who were forcefully hospitalized on March 11, 2020, by order of Istanbul Penal Court of Peace No 18, are taken to intensive care unit on March 12, 2020, based on hospital board’s decision. The court has ordered forcefully hospitalization according to Article 432 of Turkish Civil Code. It is reported that attendants and lawyers of İbrahim Gökçek and Helin Bölek were forced out of hospital wards.

(03/151) Intervention to Mustafa Koçak on Hunger Strike in Prison…

It is learned from the news coverage of March 13, 2020 that, Mustafa Koçak who is on hunger strike for 254 days in Izmir Şakran T Type Prison, to demand a fair trial, is taken to Şakran Campus Hospital under coercion on March 12, 2020. The details and degree of medical intervention is unknown since Mustafa Koçak is prevented from seeing his family and lawyers.

(03/152) Detained People in Istanbul…

On March 11, 2020, 8 people (Betül Varan, Seher Adıgüzel, Eren Erdem, İbrahim Gökçek’s brother Onur Gökçek, Fırat Kıl, Beyhan Gün, Cemile Temizkalp, Ulaş Baran) who came to Ümraniye Training and Research Hospital to visit Grup Yorum members İbrahim Gökçek and Helin Bölek, are detained. İbrahim Gökçek and Helin Bölek, who are on death fast, have been forcefully hospitalized.

(03/153) Abduction in Ankara…

It is learned from the news coverage of March 12, 2020 that, Ahmet Kaya, a member of People’s Democratic Party (HDP) was abducted in Ankara on March 9, 2020 by persons who claim themselves as police officers and intelligence officers and was forced to be a police informant.

Ahmet Kaya had a press declaration at Human Rights Association (IHD) Headquarters in Ankara and stated the following: “I was going to meet a friend at around 2 or 3 p.m. and somebody rushed out and introduced himself as a police officer. He asked me to get in a car with them. When I asked what was that about he said they wanted to talk. They forced me into the car and took to a solitary place in Etimesgut. They interrogated me in the car for almost 2 or 3 hours and wanted me to cooperate with them (…) I rejected them certainly. Then they blackmailed me saying ‘We would take you, and say you come through Rojava, and you would stay in prison for years’.”

It is learned that Ahmet Kaya will make an official complaint to the prosecutor’s office.

(03/154) Afghani Person was Subjected to Racist Attack in Konya…

It is learned that an Afghani person, fishing on a lake, had a quarrel with a person who says “Are you bringing corona virus here” and was stabbed by this person. It is learned that Afghani person was heavily wounded and was taken to Beyşehir Public Hospital and U. G., the attacker, was detained.

(03/155) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1220 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on March 12, 2020 at 13.30, and forced people away from the monument.

(03/156) Detained Co-Mayor in Şırnak…

Berivan Kutlu, co-mayor of Cizre district of Şırnak, is detained through an Urfa based investigation on March 12, 2020. Berivan Kutlu was suspended by Ministry of Interior on October 29, 2020. It is learned that Berivan Kutlu was taken to Urfa.

İbrahim Ayyıldız, city council member of Siverek district of Urfa from HDP, is detained on March 12, 2020.

(03/158) Detained Lawyers, Political Party Executives and Members and Other People through an Urfa Based Investigation…

On March 12, 2020, at least 33 people including lawyers, HDP executives and members and 12 wardens of Siverek T Type Prison are detained in operations in Urfa, Van, Şırnak, Batman and Diyarbakır through an Urfa based investigation. It is learned that warrants are issued for 103 people.

It is learned that Mizgin Çay Yavuz, one of detainees, has a 50-days-old baby and she is allowed to breastfeed her baby only in certain times determined by authorities.

(03/159) Detained People in Malatya for Social Media Posts…

On March 12, 2020 3 people (A. Ş., Lütif Aslan, Mehmet Halici) are detained for social media posts, in Malatya. It is learned that A. Ş. came to Turkey from England for his father’s funeral.

(03/160) Detained People in Muş for Social Media Posts…

It is learned that 2 people are detained in Muş on March 12, 2020, on the grounds of ‘social media posts about corona virus’.

(03/161) Human Rights Defender on Trial in Diyarbakır…

The final trial of the case against Raci Bilici, Human Rights Association (IHD) central executive board member, for preparing reports on right violations for the association between years of 2011 and 2014, participating in meetings of right defenders and activities of Democratic Society Congress (DTK), is held at Diyarbakır Heavy Penal Court No 5 on March 12, 2020.

The court sentenced Raci Bilici to 6 years and 3 months for ‘being an illegal organisation member’. 

(03/162) Journalist on Trial in Antalya…

The trial of the case against Engin Korkmaz, Progressive Journalists’ Association Akdeniz branch chair and Antalya Körfez newspaper managing Editor, on the grounds of ‘insulting the President on social media’ is held at March 12, 2020. The court adjourned the trial to September 9, 2020.

(03/163) HDP Members on Trial in Adana…

The trial of the case against 26 members of HDP Youth Assembly, including 5 arrestees, is held at Adana Heavy Penal Court No 2 on March 12, 2020.

The indictment demands sentence for ‘being an illegal organisation member’ and ‘making propaganda for an illegal organisation’.

After defence hearings the court released 3 people and adjourned the trial.

(03/164) People on Trial in Ankara for Attending Pride March…

The trial of the case on the grounds of ‘violating the law on meetings and demonstrations’ against 19 people, who were detained in police intervention to 9th Pride March on May 10, 2109 at Middle East Technical University, is held at Ankara Penal Court of First Instance No 39 on March 12, 2020.

It is learned that Ankara Security Directorate did not submit uncut video recordings of the police intervention although it was demanded by the court. After defence hearings the court adjourned the trial to July 10, 2020.

(03/165) The Case Against People Evacuated from Sur…

The trial of the case against 40 people including 19 arrestees who were evacuated from the buildings they were stuck in during the curfew in Sur district of Diyarbakır during February and March, 2016; is held at Diyarbakır Heavy Penal Court No 5 on March 12, 2020.

The court has decided to separate the cases for each person on January 10, 2020.

The court sentenced 1 person (Rihan Kavak) to 12 years and 6 months for ‘being an illegal organisation member’.

(03/166) Abdullah Cömert Case…

The sentence of 6 years 10 months and 15 days given by Balıkesir Heavy Penal Court No 2 to police officer Ahmet Kuş on the charge of ‘conscious negligence’ for Abdullah Cömert’s (22) death, is approved by Supreme Court on March 12, 2020. Abdullah Cömert died due to being hit by a gas bomb shell at the head, during a protest in Hatay on June 3, 2018 while Gezi Park protests were continuing over the country. It is learned that Ahmet Kuş was arrested upon approval of the court and was put in prison.

The sentence of 13 years and 4 months given to Ahmet Kuş by Balıkesir Heavy Penal Court No 2 for ‘intentional injury resulting in death’ was reversed by Penal Department No 1 of the Supreme Court.

(03/167) Attack to Political Party Office in Ankara…

On March 12, 2020, HDP’s Keçiören district office in Ankara was attacked by anonymous people. It is learned that the attack lead to material damage but no casualties.

(03/168) Special Security Zone in Hakkari…

Hakkari Governorate made a declaration on March 12, 2020, and announced 12 areas with given coordinates in central, Çukurca, Şemdinli, Yüksekova and Derecik districts as special security zones as of March 12, 2020 until December 31, 2020.

(03/140) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of March 11, 2020 that, 11 prisoners who were transferred from Tarsus T Type Prison to Aksaray T Type Prison on February 28, 2020; and who were subjected to physical violence during transfer and at the entrance of the prison, were then out in solitary cells. It is also stated in the news reports that prisoners who were injured due to violence were not treated.

It is learned from the news coverage of March 11, 2020, in Tarsus Women’s Prison food for only 6 people is given to wards for 14 people.

It is learned from the news coverage of March 11, 2020 that, 6 journalists (Barış Pehlivan, Barış Terkoğlu, Hülya Kılınç, Murat Ağırel, Aydın Keser and Ferhat Çelik) who were arrested for news reports on a national intelligence officer died in Libya, and who were put in Silivri Prison, were kept alone in cells for 3 people.

(03/141) Intervention to Grup Yorum Band Members on Hunger Strike…

It is learned that Istanbul Penal Court of Peace No 18 ordered involuntary hospitalization of Grup Yorum band members İbrahim Gökçek (on hunger strike for 268 days) and Helin Bölek (on hunger strike for 265 days) on March 11, 2020.

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1219 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on March 11, 2020 at 13.30, and forced people away from the monument.

(03/143) Co-Mayors and Other People on Trial in Diyarbakır…

The first trial of the case against Mehmet Fatih Taş and Fatma Ay, co-mayors of Kulp district of Diyarbakır, and HDP district co-chair Mehmet Abidin Karaman, Kulp Municipality Civil Works Director Şener Aktaş, Mehmet Emin Ay and Kulp district council Yücel Çete and Ümit Fidan, on the charges of ‘killing on purpose’, ‘disrupting the integrity and unity of the country’, ‘intentional killing by causing fire, flood, destruction, sinking, bombing or by using nuclear, biological or chemical weapons’ is held at Diyarbakır Heavy Penal Court No 9 on March 11, 2020.

The court rejected to lift judicial control conditions on 7 people and adjourned the trial to June 17, 2020.

Mehmet Fatih Taş, Fatma Ay, Şener Aktaş and Mehmet Emin Ay were detained through the investigation after bombing attack on September 12, 2019 in Kulp district where 7 people died and were arrested on September 16, 2019. 4 people were released on judicial control conditions on December 11, 2019. Ministry of Interior appointed a trustee to Kulp Municipality on September 17, 2019.

(03/144) Police Intervention to a Protest in Düzce…

The police intervened the protest of Alev Şahin, to regain her job from which she was dismissed by a state of emergency decree, in front of Düzce Governorate building on March 11, 2020 and detained Alev Şahin.

(03/145) Prevention to Lawyers in Edirne…

It is learned that visit of chairs of bar associations in Istanbul, Antalya, Tekirdağ and Kırklareli and lawyers from these bar associations, in order to observe right violations against asylum seekers in Pazarkule border line in Edirne on March 11, 2020 is prevented by the police on the grounds of governorate’s ban.

(03/146) Ban of Event in Izmir…

It is learned that press declaration to be held on March 12, 2020 at Ahmed Adnan Saygun Art Center in Izmir, to protest the ban of the event “Freedom to Art – We Want Grup Yorum Alive” which was to be held at the same place on the same day, was also banned. Izmir Governorate has banned the event organized by several trade unions, professional organisations and democratic organisations on March 11, 2020.

It is learned from the news coverage of March 11, 2020 that, General Directorate of Security initiated proceedings against 29 people on the grounds of ‘sharing worrisome social media posts about corona virus’.

It is learned from the news coverage of March 10, 2020 that 5 HPG militants died in an air bombardment of Turkish Armed Forces to Hakurk area of Iraqi Kurdistan Regional Government.

(03/124) Intervention to Grup Yorum Band Members on Hunger Strike…

On March 11, 2020, the police raided the house in Küçükarmutlu neighbourhood of Sarıyer district of Istanbul where Grup Yorum band members İbrahim Gökçek (on hunger strike for 267 days) and Helin Bölek (on hunger strike for 264 days) stay.

It is reported that people who were in the house to support Gökçek and Bölek were handcuffed behind their backs and 3 people (Erdinç Aslan, Ayhan Gün, Yurdagül Gümüş) were detained.

It is learned that İbrahim Gökçek and Helin Bölek were taken to Ümraniye Training and Research Hospital and stated that they do not accept medical intervention.

(03/125) Hunger Strike in Prison…

It is learned that 4 of 8 lawyers including Selçuk Kozağaçlı, chair of Progressive Lawyers Association (ÇHD) who were on a hunger strike in prisons since February 4, 2020, to support demands of Mustafa Koçak, and Grup Yorum band members İbrahim Gökçek and Helin Bölek who are all on death fast; and to demand fair trial and cancellation of results of proceedings which came up with unfair trials, converted their strike to infinite death fast while 4 others paused the strike. Ebru Timtik, Barkın Timtik, Aytaç Ünsal and Oya Aslan will continue the strike as infinite, Aycan Çiçek, Engin Gökoğlu, Selçuk Kozağaçlı, Ayşegül Çağatay paused their strike.

(03/127) Police Intervention to a Protest in Istanbul…

The police intervened the press declaration for Mustafa Koçak, İbrahim Gökçek and Helin Bölek, at Taksim Square in Beyoğlu district of Istanbul on March 10, 2020 and detained 2 people (Ahmet Gökçek and Özlem Balkır). Detained people are released on the same day. Mustafa Koçak is on death fast for 252 days in Izmir Şakran T Type Prison, to demand a fair trial. İbrahim Gökçek and Helin Bölek have gone on a hunger strike on June 18, 2019 and İbrahim Gökçek turned his strike to a death fast on January 3, 2020 and Helin Bölek did it so on January 20, 2020.

It is learned that Halk TV cameraman Yavuz Dönmez was detained in Edirne while reporting on asylum seekers at the border on March 10, 2020 and was released on the same day.

(03/129) Detained People in Cizre…

It is learned that 2 people (Zübeyde Akdoğan and Ahmet Akdoğan) are detained in house raids in Cizre district of Şırnak on March 10, 2020. The reason of detention is unknown.

(03/130) Former HDP Co-Chair on Trial…

The case against Figen Yüksekdağ, former co-chair of HDP, on Ankara Heavy Penal Court No 16 is held on March 10, 2020. Figen Yüksekdağ attended the trial to make her defence. The indictment demands Figen Yüksekdağ to be sentenced from 30 years up to 83 years for ‘leading an illegal organisation’, ‘making propaganda for an illegal organisation’, ‘opposing to the Law on Meetings and Demonstrations’, and ‘inciting hostility and hate among people’. The court decided to continue detention of Figen Yüksekdağ adjourned the trial to May 21, 2020.

(03/131) Co-Mayor on Trial in Diyarbakır…

The first case against Cemal Özdemir, HDP co-mayor of Sur district of Diyarbakır, is held at Diyarbakır Heavy Penal Court No 8 on March 10, 2020.

The indictment demands sentence for Cemal Özdemir from 17 years and 6 months to 36 years, for 22 activities he participated in, statement of an anonymous witness and 3 social media posts and demands jail sentence from 17 years and 6 months to 36 years for Cemal Özdemir, on the charges of ‘being an illegal organisation member’, ‘making propaganda for an illegal organisation’, ‘possession of hazardous substances without permission’ and ‘selling, purchasing, carrying and owning weapons and/or bullets which are severe in terms of quality’.

After defence hearings the court decided to continue detention of Cemal Özdemir and adjourned the trial to April 16, 2020.

Cemal Özdemir was detained on December 20, 2019 and was arrested on December 23, 2019. Ministry of Interior appointed a trustee to Sur Municipality on December 21, 2019.

(03/132) Journalist on Trial in Diyarbakır…

The case against journalist Kibriye Evren on Diyarbakır Heavy Penal Court No 5 is held on March 10, 2020. Kibriye Evren attended the trial and made defence. The indictment demands Kibriye Evren to be sentenced for ‘being an illegal organisation member’ and ‘making propaganda for an illegal organisation’. The court decided to lift judicial control conditions on Kibriye Evren and adjourned the trial to July 14, 2020.

Kibriye Evren was arrested after being detained with 141 others through a Diyarbakır based investigation on October 9, 2018, and was released at the first trial on November 12, 2019

(03/133) Former CHP MP on Trial…

The final trial of the case against Fikri Sağlar, former MP of Republican People’s Party (CHP), is held at Ankara Penal Court of First Instance No 14 on March 10, 2020. The court sentenced Fikri Sağlar to 10 months on the charge of ‘insulting the President’.

(03/135) People on Trial in Istanbul…

The final trial of the case against 7 people (Ayfer Yılmaz, Muzaffer İpek, Türkan Sünbül, Elvan Uçar, Mürvet Kesen, Zübeyde Ağırbaş, Maynur Yılmaz) is held at Istanbul Heavy Penal Court No 36 on March 10, 2020. 7 people were detained on November 24, 2019, while they were distributing leaflets on International Day for the Elimination of Violence Against Women in Esenyurt district of Istanbul, and were arrested by the court.

The court acquitted 7 people.

(03/136) The Case Against People Evacuated from Sur…

The court has decided to separate the cases for each person on January 10, 2020.

The court sentenced 1 person (Mehmet Şirin Kaya) to life imprisonment on the charge of ‘disrupting integrity and unity of the state’ and to 13 years on the charge of ‘attempting to kill a public officer’. The court decided to continue detention of Mehmet Şirin Kaya.

The court adjourned the trial of the case against Burhan Balta.

It is learned that the event “Freedom to Art – We Want Grup Yorum Alive” organized by several trade unions, professional organisations and democratic organisations, which was to be held Ahmed Adnan Saygun Art Center in Izmir on March 12, 2020 is banned by Izmir Governorate on March 11, 2020.

(03/138) Detentions and Arrests in Alleged Link to Coup Attempt…

On March 10, 2020, 19 of 59 people including university students who were detained in Ankara on February 28, 2020, are arrested by the court. 40 people are released on judicial control conditions.

(03/139) Special Security Zone in Şırnak…

Şırnak Governorate made a declaration on March 10, 2020, and announced 15 rural areas with given coordinates in central, Cizre, Silopi, Uludere, Güçlükonak, Beytüşşebap districts as special security zones as of February 15, 2020 until December 31, 2020.

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1217 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on March 9, 2020 at 13.30, and forced people away from the monument. It is learned that Nazan Bozkurt was detained on the grounds of ‘insulting an officer on duty’.

The police intervened the sit-in protest at Bakırköy Square on March 9, 2020 of Nursel Tanrıverdi who rally for 155 weeks to regain her job from which she had been dismissed by state of emergency decree, and detained her by using physical violence. Nursel Tanrıverdi is released on the same day.

The police intervened the press declaration for Mustafa Koçak, İbrahim Gökçek and Helin Bölek, at Khalkedon Square in Kadıköy district of Istanbul on March 9, 2020 and detained 1 person (Feridun Osmanağaoğlu). Mustafa Koçak is on death fast for 251 days in Izmir Şakran T Type Prison, to demand a fair trial. İbrahim Gökçek and Helin Bölek have gone on a hunger strike on June 18, 2019 and İbrahim Gökçek turned his strike to a death fast on January 3, 2020 and Helin Bölek did it so on January 20, 2020.

The police intervened the press declaration of Izmir Platform of Living Spaces, in front of Izmir Chamber of Commerce on March 9, 2020; to protest the meeting of “Ege Tourism Plan – Çeşme Project” with Minister of Culture and Tourism Mehmet Nuri Ersoy. It is learned that the police forced people away by using physical violence and that the press declaration was then held at Cumhuriyet Square.

It is learned that a new investigation on the grounds of ‘political or military espionage’ against Osman Kavala, Anadolu Kültür chair of executive board. Osman Kavala gave official statement via sound and vision system on March 9, 2020; and is arrested by the court on the same day.

(03/117) The Case Against Diyarbakır Co-Mayor…

The final trial against Diyarbakır co-mayor Selçuk Mızraklı, on the charge of ‘being an illegal organisation member’ is held at Diyarbakır Heavy Penal Court No 9 on March 9, 2020. Selçuk Mızraklı was suspended by Ministry of Interior and a trustee was appointed as mayor to Diyarbakır on August 19, 2019.

Selçuk Mızraklı did not join the trial for he rejects joining via sound and vision system. After defence hearings the court sentenced Selçuk Mızraklı to 9 years 4 months and 15 days on the charge of ‘being an illegal organisation member’.

Selçuk Mızraklı was detained on October 21, 2019 and was arrested on October 22, 2019.

(03/118) The Case Against Yüksekova Co-Mayor…

The final trial against Hakkari’s Yüksekova district co-mayor İrfan Sarı, is held at Hakkari Heavy Penal Court No 3 on March 9, 2020.

İrfan Sarı joined the trial from Elazığ T Type Prison via sound and vision system.

After defence hearings the court acquitted İrfan Sarı on the charge of ‘being an illegal organisation member’ and sentenced him to 1 year and 3 months on the charge of ‘making propaganda for an illegal organisation’. The court released İrfan Sarı upon its verdict.

İrfan Sarı was detained on October 15, 2019 and was arrested on October 17, 2019. Ministry of Interior appointed a trustee to Yüksekova Municipality on October 18, 2019.

(03/119) The Case Against Former Co-mayor and Former DBP Co-chair…

Malatya Heavy Penal Court No 5 has sentenced Gültan Kışanak, former co-mayor of Diyarbakır, to 14 years and 3 months; and Sebahat Tuncel, former co-chair of Democratic Regions Party (DBP), to 15 years; and Penal Department No 18 of Antep Regional Court has reversed the verdict.

Retrial of Gültan Kışanak and Sebahat Tuncel is held at Malatya Heavy Penal Court No 5 on March 9, 2020. Gültan Kışanak and Sebahat Tuncel joined the trial via sound and vision system. The court decided to continue detention of Gültan Kışanak and Sebahat Tuncel and adjourned the trial to April 13, 2020.

(03/120) DİSK Chair on Trial…

The final trial of the case against Arzu Çerkezoğlu, the chair of Confederation of Progressive Trade Unions of Turkey (DİSK), for her speech at a panel discussion organized by Republican People’s Party (CHP) in Sapanca district on April 5, 2016, is held at Sapanca Penal Court of First Instance on March 9, 2020. The indictment demands sentence up to 3 years for Arzu Çerkezoğlu, on the charge of ‘publicly inciting people to hatred and hostility’. The court acquitted Arzu Çerkezoğlu.

(03/121) Person on Trial in Ankara for ‘Insulting the President’…

The final trial of the case against a person named K. D., for his social media post “take the election, it’s all yours demon”, referring the President, is held at Ankara Penal Court of First Instance No 46 on March 9, 2020. The court sentenced the defendant to 5 months, not according to Article 299 of Turkish Penal Code which is related to the charge of ‘insulting the President’ but rather to Article 125, on the charge of ‘insult’. The court stated the following: “Defendant said ‘demon’, considering that the complainant, as a party leader, rig the elections. The insult is not related to actions of the complainant as President or head of executive power, but rather related to deeds of the complainant as a party leader, which is considered as unjust by the defendant; and the word ‘demon’ is an abstract attribution referring to personality, not referring any act, including stealing and rigging; thus it is outside of strong criticism”. It is learned that Ankara Public Prosecutor’s Office appealed the verdict on the grounds of incorrect description of the act which should be considered in ‘insulting the President’.

 (03/122) Dargeçit JİTEM Case…

The case against 18 people, for forced disappearance of 8 people including 3 children who were detained in Dargeçit district of Mardin between October 29, 2015 and March 8, 1996; and of special sergeant Bilal Batır, who was alleged to inform families of those disappeared forcefully, is held on Adıyaman Heavy Penal Court No 1 on the charge of ‘intentional killing’ on March 9, 2020. It is learned that writs for locating address of Ahmet Kul, district public prosecutor back then who was expected to be heard as witness, was not affirmed. The adjourned the trial to June 29, 2020.

(03/090) Torture and Ill-Treatment Under Custody in Ankara…

It is learned from the news coverage of March 6, 2020 that, 80 people who were detained on February 28, 2020 in Ankara, were subjected to torture and ill-treatment at Ankara Directorate of Security.

It is learned that lawyers who went to Ankara Directorate of Security, through Human Rights Center of Ankara Bar Association, were not allowed to see detained people.

It is also learned that detained people were not taken to hospital for medical examination. It is reported that a physician came for examination and said “I cannot do anything in case of no physical marks of violence”.

Expressions of one of detained people who applied to Human Rights Center of Ankara Bar Association, reports following: “[The person reports that] s/he was detained on February 28, 2020; s/he was interrogated 6 times under custody under the name of ‘interview’; on March 3, 2020, s/he was wakened from sleep at around 11 or 12 p.m. and was taken to a room at second floor where there was around 5 people in; s/he was forced to take off clothes apart of underwear and was handcuffed behind the back; a bag was covered to the head which made the person out of breath for 30 seconds and this was repeated 3 or 4 times; people in the room wearing gloves threatened the person saying ‘we will remove your nails with the pincer if you do not talk, we do not want your blood on us’ and showing a pair of pincers; and during the ‘interview’ on March 4, 2020, s/he was punched at stomach and chin, was forced to wait on foot, and was subjected to insulting words and swears.”

It is learned from the news coverage of March 7, 2020 that, a prisoner named Muhammed Fadullah Kamış was being kept in solitary cell in Erzurum E Type Prison. It is also stated that persons claiming themselves to be intelligence officers came to his cell and Muhammed Fadullah Kamış was forced to give statements against other people.

It is claimed on the news coverage of March 7, 2020 that, Oda TV news editor Barış Pehlivan who was arrested on March 6, 2020 was subjected to physical violence of the wardens at the entrance of Silivri Prison. Bakırköy Public Prosecutor’s Office made a declaration on the same day denying the claims: “The case was inspected by Silivri Prison Prosecutor’s Office. According to the examinations and reviews of security footage, it was concluded that arrestee Barış Pehlivan was not battered, not subjected to verbal and physical ill-treatment.”

It is learned from the news coverage of March 8, 2020 that, open visit which was announced by Ministry of Justice for 8 March International Women’s Day was not done at Izmir Şakran Women’s Prison on the grounds of “shortage of employees”.

On March 6, 2020, the police intervened Labour Party (EMEP) members distributing leaflets for 8 March International Women’s Day in Çanakkale and detained 5 people. It is learned that the reason of detention is anti-war expressions on the leaflets.

It is learned from the news coverage of March 6, 2020 that banners of Labour Party held in Fındıklı district of Rize were banned and removed by Rize Public Prosecutor’s Office on the grounds of the word “war” was involved.

It is learned from the news coverage of March 6, 2020 that 8 March banners of Labour Party in Dikili district of Izmir were banned by sub-governorate on the grounds that they were “damaging national security, public order, national unity and integrity”.

It is learned from the news coverage of March 6, 2020 that, the feast organized by People’s Democratic Party (HDP) in Osmaniye was not allowed by governorate.

It is learned that members of Tevgera Jinên Azad – Free Women’s Movement (TJA) and HDP distributing leaflets for 8 March meeting in Batman on March 7, 2020 were stopped by the police and were given penalty fine of 400 Turkish Liras per person according to the Law of Misdemeanour.

Istanbul Governorate banned Feminist Night March which was to be held on Istiklal Street on March 8, 2020. The police used pepper spray and rubber bullets to intervene women gathering on Sıraselviler Street. It is reported that the police intervened journalists and forced them away the street. It is learned that at least 32 women including Gazete Yolculuk reporter Buse Söğütlü and 2 journalists were detained. Detained people are released on March 9, 2020.

(03/093) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1216 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on March 6, and 7, 2020 at 13.30, and forced people away from the monument.

The police intervened the press declaration at 13.30 on March 8, 2020 and detained 4 people (Nuriye Gülmen, Merve Demirel, Acun Karadağ and Alev Şahin). Detained people are released on the same day.

(03/094) Police Intervention to a Protest in Istanbul…

The police intervened the press declaration for Mustafa Koçak, İbrahim Gökçek and Helin Bölek, at Khalkedon Square in Kadıköy district of Istanbul on March 7, 2020 and detained 2 people (Zeynep Koçak and Hasan Koçak). Mustafa Koçak is on death fast for 250 days in Izmir Şakran T Type Prison, to demand a fair trial. İbrahim Gökçek and Helin Bölek have gone on a hunger strike on June 18, 2019 and İbrahim Gökçek turned his strike to a death fast on January 3, 2020 and Helin Bölek did it so on January 20, 2020.

(03/095) Prevention of Saturday Mothers’ Protest in Istanbul…

Police obstructed all the streets around Galatasaray Square in Istanbul to prevent Saturday Mothers who rally every Saturday for 23 years in the same place to gather for the 780th time on March 7, 2020. Upon police prevention, the group including representatives of political parties, human rights defenders with HRFT president Şebnem Korur Fincancı and families of disappeared people held a press declaration on the street of Human Rights Association (IHD) Istanbul office.

(03/096) Prevention of Human Rights Defenders’ Event in Istanbul…

“F sit-in”, which is organized for the 415th time by Human Rights Association (IHD) Istanbul Branch Prison Watch Committee, to demand release of ill prisoners, on March 7, 2020, is prevented by the police. The police obstructed all the streets around Galatasaray Square. Human rights defenders made the press declaration in front of IHD Istanbul office.

(03/097) Arrested Journalists in Istanbul…

Yeni Yaşam newspaper’s executive editor Mehmet Ferhat Çelik, managing editor Aydın Keser and editor Semiha Alankuş, and Yeniçağ newspaper author Murat Ağırel who were called for giving official statements by Istanbul Public Prosecutor’s Office on March 6, 2020, through an investigation on the news reports about a national intelligence officer who were died in Libya and was buried in Manisa, were released by the court on judicial control conditions on the same day.

Upon objection of the Prosecutor’s Office, Mehmet Ferhat Çelik, Aydın Keser and Murat Ağırel were detained again and are arrested on March 8, 2020.

Oda TV website’s executive editor Barış Pehlivan was also called for statement on March 6, 2020, and was arrested by the court on the same day.

Oda TV news editor Barış Terkoğlu and journalist Hülya Kılınç were detained through the same investigation on March 4, 2020 and were arrested on March 5, 2020.

Rudaw TV reporter Rawin Sterk Yıldız who was detained in Edirne while reporting on asylum seekers at the border on February 29, 2020, and was taken to Ankara afterwards, is arrested by the court on the charge of ‘making propaganda for an illegal organisation’ on March 6, 2020.

6 people who were detained in Istanbul on March 5, 2020, on the grounds of social media posts on the attack to Turkish Armed Forces in Idlib city of Syria where 33 soldiers died; are released by the court on judicial control conditions on March 6, 2020.

On March 6, 2020, 5 people (Cabbar Gündüz, Mustafa Kılıç, Meki Eroğlu, Davut Okumuş and Metin Ortak) are detained in house raids in Savur district of Mardin. It is learned that the reason of detention is protests, demonstrations and political activities they participated in 2014 and 2015.

8 of 10 people who were detained in house raids in Mardin on February 29, 2020 are released after statement procedures at the police on March 6, 2020. The reason of detention was protests, demonstrations and political activities they participated in 2014 and 2015. People’s Democratic Party (HDP) Mardin provincial co-chair Perihan Ağaoğlu and former co-chair Musa Alkan are arrested by the court on the charge of ‘being an illegal organisation member’.

On March 6, 2020, 3 people are detained in house raids in Suruç district of Urfa, on the grounds of ‘making propaganda for an illegal organisation’. Names of detained people are unknown.

(03/103) Former Co-Mayor on Trial…

The case against Sara Kaya, former co-mayor of Nusaybin district of Mardin, is held on Mardin Heavy Penal Court No 4 on March 6, 2020. Sara Kaya joined the trial from prison via sound and vision system.

The court decided to continue detention of Sara Kaya and adjourned the trial to May 4, 2020.

Sara Kaya was detained on January 13, 2017 and was arrested by the court on January 26, 2017. Ministry of Interior appointed a trustee to Nusaybin district on September 11, 2016.

The trial of the case against 30 people including 9 arrestees, on the charges of ‘being an illegal organisation member’ and ‘making propaganda for an illegal organisation’ is held at Urfa Heavy Penal Court No 5 on March 6, 2020.

The court released 2 people (Hikmet Evin and Kemal Kudin) and decided to continue detention of 7 people (Ahmet Yenilmez, Feridun Günbeği, Leyla Mümin, Mehmet Kültür, Muzaffer Çakmak, Songül Arpa and Vahit Akgün) and adjourned the trial to April 17, 2020. 30 people were detained on October 9, 2019, when military operation of Turkish Armed Forces to north and south Syria has started.

The final trial of the case against 27 people, for participating in the march on February 24, 2015 in Ankara, for Özgecan Aslan, who was raped and killed in Mersin; is held at Ankara Penal Court of First Instance No 5 on March 6, 2020. The court acquitted 27 people. It is learned that the court stated that “demonstrations and meetings with peaceful purposes and freedom of expression are indispensable elements of democracy and these rights are guaranteed in the Constitution”.

(03/106) The Case on Sürmi İnce’s Death in Hakkari…

On March 6, 2020, Erzurum Regional Court has concluded on the appeal of 3 years and 4 months’ sentence given by Yüksekova Heavy Penal Court to specialised sergeant Ali Dağkıran, for Sürmi İnce’s (55) death due to gunfire of military members in Yüksekova district of Hakkari. The court reversed the verdict, for the sentence given was found high, and send the case to Yüksekova Heavy Penal Court for retrial. It is learned that the first trial will be held on April 14, 2020.

On July 18, 2017, Sürmi İnce died due to gunfire shot by military members, while she was carrying food for her children in Büyükçiftlik town of Yüksekova.

It is learned that a person named Seher Kıyıcı was subjected to physical and verbal violence of the police raiding a house in Esenyurt district of Istanbul on March 5, 2020.

Seher Kıyıcı stated the following: “My door was knocked loudly at around 6 a.m. I asked who they were and asked for an ID when they answered “Police”. And then I was subjected to insults and swears, they entered the house without showing their ID’s. They continued to insult me in front of my eyes. They searched the house forcing us out and around, they turned the house upside down. My children have serious fears because of continuous raids to our house.”

It is learned that, at 18.00, Melek Çetinkaya was forcefully taken into a vehicle by undercover police and was released after a while, Nazan Bozkurt who reacted to this was forced away from the monument. The police intervened the sit-in protest at the monument afterwards and forced people away from there.

Müyesser Yıldız’s lawyers demanded hearing of experts and the demand was rejected on the grounds that ‘it aims to extend the term of judging’. The court sentenced Müyesser Yıldız to 7,080 Turkish Liras and deferred the announcement of the verdict.

Ruken Demir was detained on November 12, 2019 and was arrested on November 16, 2019.

The trial of the case against İbrahim Aydın, Barış İnce, Can Uğur and Bülent Yılmaz, former executives of Birgün newspaper, for news reports on “Fuat Avni” account on Twitter, is held at Istanbul Heavy Penal Court No 32 on March 5, 2020. After defence hearings the court adjourned the trial to April 14, 2020.

(03/085) June 5 – Diyarbakır Case…

The case against 19 police officers for ‘official misconduct’ related to the bombing attack to HDP’s rally in Diyarbakır on June 5, 2015, is held on Diyarbakır Penal Court of First Instance No 14 on March 5, 2020. Defendant police officers did not attend the trial. The court adjourned the trial to July 10, 2020.

(03/086) The Case Against People Evacuated from Nusaybin…

The case against 70 people who were detained and then arrested on May 26, 2016, after being evacuated from the buildings they were stuck in during the curfew on Nusaybin district, is held on March 5, 2020 on Mardin Heavy Penal Court No 4. The court has decided to separate the case for each defendant and to start proceedings all over again with new case files on April 5, 2019.

The court sentenced 1 person (Gazi Muratoğlu) to 10 years on the charge of ‘attempt to killing’ and to 1 year and 4 months for ‘damaging public property’. The court sentenced İbrahim Halil Ildız to heavy life imprisonment on the charge of ‘disrupting integrity and unity of the state’, and to 53 years on the charges of ‘attempt to killing’, ‘possessing hazardous material without permission’, ‘damaging public property’. With the last verdicts, 42 people in total are sentenced through this case.

Balıkesir Governorate announced on March 5, 2020 that, all events such as demonstrations, press declarations, opening stands, collecting petitions, delivering leaflets and so on which aim to protest Turkish Armed Forces operation in Syria, are banned for 10 days as of March 5, 2020.

Kırklareli Governorate announced on March 5, 2020 that, all events such as meetings, marches, press declarations, hunger strikes, collecting petitions, sit-in protests, opening stands and tents, delivering leaflets, hanging banners and so on under the topic of “No to War”, are banned for 10 days as of March 5, 2020.

Kilis Governorate announced on March 5, 2020 that, all events such as demonstrations, press declarations, open-door events, protests, meetings, opening stands, hunger strikes, commemorations, hanging banners and posters, delivering leaflets, collecting petitions, lighting and carrying torches, sit-in protests, conferences, panels and seminars and so on which aim to protest Turkish Armed Forces operation in Syria, are banned for 15 days as of March 5, 2020.

Kocaeli Governorate announced on March 5, 2020 that, all events such as open-door and in-door events, demonstrations, press declarations, hunger strikes, sit-in protests, opening stands and tents, collecting petitions, lighting and carrying torches, delivering leaflets and so on under the topic of “No to War”, are banned for 2 days as of March 5, 2020.

It is learned that 2 soldiers died and 6 soldiers got wounded in an attack of Syrian Army to Turkish Armed Forces personnel in Idlib city of Syria on March 4, 2020.

(03/058) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1212 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on March 4, 2020 at 13.00, and detained 3 people (Nuriye Gülmen, Melek Çetinkaya and Nazan Bozkurt). Detained people are released on the same day.

Melek Çetinkaya, who was interviewing with journalists before the press declaration at 18.00, is forcefully moved away by the police. Nuriye Gülmen, who reacted against them was also forcefully moved away by the police.

The police intervened the press declaration of university students in front of General Directorate of Credit and Dormitories Agency in Ankara on March 4, 2020 and detained 25 people by using physical violence and handcuffing them behind their backs. Detained students are released on the same day.

Abdullah Kızılboğa, local authority of Kumrucak neighbourhood of Sur district of Diyarbakır who was detained in a house raid on March 3, 2020, is released by the court on judicial control conditions on March 4, 2020. It is learned that Abdullah Kızılboğa’s house was search without a warrant. 3 people (Eyüp Kızılboğa, Serhat Tosun and Hüseyin Gökmen) who were also detained in the same neighbourhood are released after statement procedures on March 4, 2020.

Oda Tv website news editor Barış Terkoğlu who was detained in Istanbul, and journalist Hülya Kılınç who was detained in Manisa and was brought to Istanbul on March 4, 2020, are arrested by the court according to Article 27 of The Law on the State Intelligence Services and National Intelligence Organisation, on March 5, 2020. Two journalists were detained in relation to a news report on a national intelligence officer who were died in Libya and was buried in Manisa.

The first trial of the case against 7 people (Mısra Öz Sel, İsmail Kartal, Hüseyin Şahin, Burak Arı, lawyers Gökmen Yeşil, Mürsel Ünder and Selvi Yüzbaşıoğlu Saltan), for “Justice Watch” held in front of Constitutional Court on June 12, 2019, by lawyers and families of victims of the train crash in Çorlu on July 8, 2018, is held at Ankara Penal Court of First Instance No 50 on March 4, 2020. The court adjourned the trial to April 13, 2020.

The first trial of the case against Selma Irmak, former Hakkari MP of People’s Democratic Party (HDP), for the hunger strike on September 5, 2016, is held at Diyarbakır Heavy Penal Court No 9 on March 4, 2020.

Selma Irmak joined the trial form prison via sound and vision system. After defence hearings the court acquitted Selma Irmak.

The court sentenced Fethi Gümüş to 7 years and 6 months for ‘being an illegal organisation member’.

On March 4, 2020, local authorities of 3 villages (Yusuf Yar from Üçköy village, Haşo Dinç from Eskihisar village and Yusuf Kılıç from Düzce village) in Nusaybin district of Mardin, are suspended by Ministry of Interior, on the grounds of an investigation through which they were detained on January 9, 2020.

It is learned that 1 customs employee who got wounded in the rocket attack which was stated to be of HPG militants to a vehicle of Gürbulak Customs Office in Doğubayazıt district of Ağrı on March 2, 2020, died in hospital on March 3, 2020. 16 people have got wounded in the attack which killed 2 people.

It is learned that Aysel Koç, a prisoner in Sincan Women’s Prison, died on March 3, 2020. It is stated in the news reports that, prison administration claims it to be suicide and that, Aysel Koç have said “they will not let us come out of here alive” to his father a while ago.

It is learned from the news coverage of March 3, 2020 that, Metin Aktin, a prisoner kept in solitary cell for 2 months in Trabzon Beşikdüzü T Type Prison, is on hunger strike since February 13, 2020.

It is learned from the news coverage of March 3, 2020 that, 2 prisoners (Kemal Yiğit and Murat Bakudan) who were transferred to Rize Kalkandere L Type Prison and who rejected strip search at the entrance, were subjected to physical violence.

 It is learned from the news coverage of March 3, 2020 that, Mehmet Reşit, a prisoner who has been transferred from Mardin Prison to Giresun L Type Prison was being kept in a solitary cell for 60 days. It is also stated in the news reports that 24 people are kept in wards for 8 prisoners.

It is learned from the news coverage of March 3, 2020 that, prisoners in Rize Kalkandere L Type Prison were referred to infirmary with delay.

Mustafa Koçak is on death fast for 246 days in Izmir Şakran T Type Prison, to demand a fair trial. İbrahim Gökçek and Helin Bölek have gone on a hunger strike on June 18, 2019 and İbrahim Gökçek turned his strike to a death fast on January 3, 2020 and Helin Bölek did it so on January 20, 2020.

It is learned that the police entering Faculty of Language History and Geography in Ankara University upon a bomb call on March 3, 2020, detained 7 students for having a quarrel with them. Names of detained students are unknown.

(03/052) Helin Hasret Şen Case…

The trial of the case against police officer A. E., for death of 12 years old Helin Hasret Şen, is held at Diyarbakır Heavy Penal Court No 1 on March 3, 2020. Helin Hasret Şen died due to fire opened from an armoured police vehicle on October 12, 2015, during curfew in Sur district of Diyarbakır.

Defendant police officer Abdullah E. joined the trial via sound and vision system, and another police officer is heard as witness and stated the following: “There were no call to police information center about a public problem such as digging ditches, or armed clashes between 07.00 – 10.00 on October 12, 2015”. After defence hearings the court rejected to arrest Abdullah E. and exemption of him to trials, and adjourned the trial to June 4, 2020.

The final trial of the case through “Fethullahist Terrorist Organisation / Parallel State Organisation”, against Muzaffer Madak, former news editor of Samanyolu TV, is held at Ankara Heavy Penal Court No 19 on March 3, 2020. The court sentenced Muzaffer Madak to 6 years 10 months and 15 days for ‘being an illegal organisation member’.

The final trial of the case against actor Atalay Demirci is held at Ankara Heavy Penal Court No 19 on March 3, 2020. The court sentenced Atalay Demirci to 5 years for ‘being an illegal organisation member’.

Siirt Governorate made a declaration on March 2, 2020, and announced 8 areas in Pervari, Eruh and Baykan districts as special security zones until December 31, 2020.

The police prevented the press declaration about military operation in Syria, which was to be held in Hopa district of Artvin on March 2, 2020. It is learned that the police said “you cannot have a press declaration here, go have it in your offices” and forced people away.

On March 2, 2020, 8 journalists and 1 translator are detained on the grounds of ‘entering military forbidden zone’ in Edirne where they have been to report on asylum seekers at European borders of Turkey. It is learned that 8 people are released on March 2, 2020 and British journalist Bradley Alan Secker was released on March 3, 2020 The names of detained people known so far are: Sedat Suna, Tolga Sezgin, Umut Tangöl, Yasin Akgül, Bradley Alan Secker.

On March 2, 2020, 1 of 5 people who were detained in Antalya, for their social media posts about the attack against Turkish Armed Forces personnel in Idlib where 33 soldiers died, is arrested, 3 of them are released on judicial control conditions. It is reported that 1 person is still under custody.

(03/036) Co-Mayor on Trial in Diyarbakır…

The trial of the case against Keziban Yılmaz, co-mayor of Kayapınar district, is held at Diyarbakır Heavy Penal Court No 9 on March 2, 2020. Keziban Yılmaz was elected as co-mayor from HDP and then was suspended by Ministry of Interior.

Keziban Yılmaz joined the trial from prison via sound and vision system. After defence hearings the court decided to continue detention of Keziban Yılmaz and adjourned the trial to March 16, 2020. 

Keziban Yılmaz was detained on October 21, 2019, and was arrested on October 23, 2019. Ministry of Interior has appointed a trustee to Kayapınar district on October 22, 2019.

The final trial of the case against Yaşar Kazıcı, executive board member of Communist Party of Kurdistan (KKP), on the grounds of his social media posts, is held at Diyarbakır Heavy Penal Court No 9 on March 2, 2020. The court sentenced Yaşar Kazıcı to 1 year 6 months and 22 days for ‘making propaganda for an illegal organisation’ and did not suspend the sentence on the grounds of “no sign of remorse”.

The final trial of the case against journalist Aziz Oruç for his social media posts is held at Diyarbakır Heavy Penal Court No 9 on March 2, 2020.

After defence hearings the court sentenced Aziz Oruç to 2 years and 1 months and did not defer the announcement of the verdict.

On March 2, 2020, anonymous people assaulted People’s Democratic Party Aydın office. It is learned that the door of the office was broken and signboard was removed.

It is learned from the news coverage of February 29, 2020 that, 4 HPG militants died in an air operation of Turkish Armed Forces to Hakurk area of Iraqi Kurdistan Regional Government on November 20, 2019.

(03/002) Military Operation to North and South Syria…

It is learned that 1 soldier died and 1 soldiers got wounded in an attack of Syrian Army to Turkish Armed Forces personnel in İdlib city of Syria on February 28, 2020.

(03/003) Person was Attacked in Mardin…

It is learned from the news coverage of March 1, 2020 that, a person named Halil Meşe was subjected to armed assault in Nusaybin district of Mardin, for which responsibility is claimed by Martyr Adil Gite Vengeance Unit. It is reported that Halil Meşe was heavily wounded.

(03/004) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of February 28, 2020 that, outdoor hours of prisoners in Silivri L Type Prison No 5 are limited, letters sent to prisoners are given with delay and books in foreign languages are not given to prisoners.

It is learned from the news coverage of February 28, 2020 that, special operations police join ward searches in Bursa H Type Prison and personal belongings of prisoners are scattered around; and some of them such as books, letters, notebooks and radios are seized. It is also stated in the news reports that 4 prisoners were given 20 days of solitary cell penalty.

It is learned from the news coverage of February 29, 2020 that prisoners who reject to stand in military order during roll-calls in Tokat T Type Prison were subjected to physical violence.

It is learned from the news coverage of February 28, 2020 that, prisoners in Bakırköy Women’s Prison were not referred to hospitals for a month and they were not taken to infirmary either.

(03/006) Rejection to Meeting Request with Abdullah Öcalan…

It is learned that the appeal made on February 28, 2020 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s sister and brother and tutelary along with the families of Hamili Yıldırım, Ömer Hayri Konar and Veysel Aktaş in order to visit, was rejected 59th time, on the grounds of limitations for prisoners in accordance with the Law on the Execution of Criminal and Security Measures Number 5275. Abdullah Öcalan met his family on January 12, 2019 for the first time after September 11, 2016 and meeting requests have been rejected for 93 times to this date.

(03/007) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the sit-in protest after press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1209 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on February 28, 2020 at 13.00, and detained 5 people (Nazan Bozkurt, Merve Demirel and 3 more people). Detained people are released on the same day.

The police intervened the sit-in protests after press declarations at 13.00 on February 29, and March 1, 2020 and forced participants away from the monument.

(03/008) Police Intervention to a Protest in Istanbul…

The police intervened the press declaration for Mustafa Koçak, İbrahim Gökçek and Helin Bölek, at Khalkedon Square in Kadıköy district of Istanbul on February 28, 2020 and detained 8 people (Grup Yorum member Meral Hır, BEKSAV co-chairs Canan Kaplan and Ahmet Uçar, People’s Democratic Congress Istanbul co-spokesperson Yoldaş Aydın, Socialist Party of the Oppressed Istanbul provincial executive Çınar Altan, Aygül Bilgi, Ahmet Gökçek and 1 more person). Detained people are released by the court on judicial control conditions on February 29, 2020. Mustafa Koçak is on death fast for 244 days in Izmir Şakran T Type Prison, to demand a fair trial. İbrahim Gökçek and Helin Bölek have gone on a hunger strike on June 18, 2019 and İbrahim Gökçek turned his strike to a death fast on January 3, 2020 and Helin Bölek did it so on January 20, 2020.

(03/009) Police Intervention to a Protest in Istanbul…

The police intervened the press declaration for Mustafa Koçak, Helin Bölek and İbrahim Gökçek, at Khalkedon Square in Kadıköy district of Istanbul on February 29, 2020 and detained 2 people (Zeynep Koçak and Hasan Koçak). Detained 2 people are released by the court on judicial control conditions on March 1, 2020.

(03/010) Prevention of Saturday Mothers’ Protest in Istanbul…

Police obstructed all the streets around Galatasaray Square in Istanbul to prevent Saturday Mothers who rally every Saturday for 23 years in the same place to gather for the 779th time on February 29, 2020. Upon police prevention, the group including representatives of political parties, human rights defenders and artists along with families of disappeared people held a press declaration on the street of Human Rights Association (IHD) Istanbul office.

(03/011) Prevention of Human Rights Defenders’ Event in Istanbul…

“F sit-in”, which is organized for the 414th time by Human Rights Association (IHD) Istanbul Branch Prison Watch Committee, to demand release of ill prisoners, on February 29, 2020, is prevented by the police. The police obstructed all the streets around Galatasaray Square. Human rights defenders made the press declaration in front of IHD Istanbul office.

(03/012) Detained HDP Executive in Mardin…

On February 29, 2020, 5 people including People’s Democratic Party (HDP) Mardin co-chair Perihan Ağaoğlu and former co-chair Musa Alkan, are detained in house raids in Mardin. It is learned that the reason of detention is events, protests and political activities they participated in between 2014 and 2015.

(03/013) Detained Community Houses Members in Izmir…

On February 29, 2020, 2 members of Community Houses are detained on the grounds of hanging a banner saying “What are we doing in Syria? No to war” in Izmir.

(03/015) Detained Journalists in Edirne…

Mezopotamya News Agency reporters İdris Sayılğan and Naci Kaya; Rudaw TV channel reporter Ravin Sterk Yıldız and cameraman Mehmet Şirin Akgün were detained on February 29, 2020, in Edirne on the grounds of ‘video recording in forbidden areas’. On March 2, 2020, İdris Sayılğan is arrested by the court on the charge of ‘violating judicial control conditions’, 3 journalists are released.

(03/016) Arrested Journalist in Istanbul…

Alptekin Dursunoğlu, editor in chief of Yakın Doğu News, was detained on February 29, 2020 and is arrested by the court on the grounds of his social media posts on March 1, 2020.

(03/017) Assault Attempt to Journalists’ Houses in Ankara and Detained Journalists…

It is learned that houses of 3 journalists (1 editor and 2 reporters) from Sputnik News Agency Ankara office were subjected to attempts of assault by anonymous people on February 29, 2020. It is reported that assaulter groups waited for a while in front of journalists’ houses, insulting and threatening them.

3 journalists are detained at the police station where they went to apply after the assaults. It is learned that the reason of detention is an investigation on a news report on English web page of Sputnik News Agency. It is reported that Sputnik Turkey editor Mahir Boztepe was also detained in Istanbul through the same investigation and Istanbul office of the agency was searched by the police.

4 journalists were released on March 1, 2020.

On February 29, 2020, 4 people are detained in house raids in Antep, for their social media posts about the attack against Turkish Armed Forces personnel in Idlib where 33 soldiers died.

(03/019) Özgür Gündem Case…

The final trial of the case against director Veysi Algan and Hüseyin Süzügen on Istanbul Heavy Penal Court No 22 for participating in “Editors in Chief on Watch” campaign to support Özgür Gündem newspaper which was closed down by a state of emergency decree, is held on February 28, 2020. The court sentenced Veysi Altay to 1 year and 3 months for ‘making propaganda for an illegal organisation’ and deferred the announcement of the verdict for 2 years. The court sentenced Veysi Altay to 10 months for ‘publishing an illegal organisation’s declaration’ and converted it to 6,000 Turkish Liras. The court separated the case against Hüseyin Süzügen.

(03/020) Journalist on Trial in Diyarbakır…

The first trial of the case against journalist Mehmet Erol, on the grounds of ‘making propaganda for an illegal organisation on social media’ is held at Diyarbakır Heavy Penal Court No 10 on February 28, 2020. After defence hearings the court acquitted Mehmet Erol.

(03/021) The Case Against People Evacuated from Nusaybin…

The case against 70 people who were detained and then arrested on May 26, 2016, after being evacuated from the buildings they were stuck in during the curfew on Nusaybin district, is held on February 28, 2020 on Mardin Heavy Penal Court No 4. The court has decided to separate the case for each defendant and to start proceedings all over again with new case files on April 5, 2019. The court sentenced 1 person (İbrahim Toktaş) to 15 years on the charge of ‘attempt to killing’ and adjourned the trial of the case against Nubahar Özdemir. With the last verdicts, 40 people in total are sentenced through this case.

(01/022) The Case Against People Evacuated from Sur…

The trial of the case against 40 people including 19 arrestees who were evacuated from the buildings they were stuck in during the curfew in Sur district of Diyarbakır during February and March, 2016; is held at Diyarbakır Heavy Penal Court No 5 on February 28, 2020.

The court has decided to separate the cases for each person on January 10, 2020.

The court sentenced 1 person (Mehmet Salih Ateş) to life imprisonment on the charge of ‘disrupting integrity and unity of the state’ and to 10 years and 10 months on the charge of ‘attempting to kill a public officer’. The court decided to continue detention of Mehmet Salih Ateş.

On February 28, 2020, 44 people are detained in operations covering 3 cities through an Ankara based investigation to Ministry of Foreign Affairs personnel; and 57 people are detained in Ankara.

It is learned from the news coverage of February 28, 2020 that General Directorate of Security Department of Anti-Cyber Crimes initiated investigation on 91 social media users, for posts about the attack against Turkish Armed Forces personnel in Idlib where 33 soldiers died.

(03/025) Ban of Events in Antep…

Antep Governorate announced on February 29, 2020 that, after the attack against Turkish Armed Forces personnel in Idlib where 33 soldiers died, all open events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned as of February 29, 2020. There is no time limit announced for the ban.
