(03/277) Operations and Attacks in Southeast…

It is learned that 2 soldiers got wounded due to roll-over of a military vehicle in Türkoğlu district of Maraş on March 27, 2020.

It is learned from the news coverage of March 27, 2020 that, 2 HPG militants died in Zap area of Iraqi Kurdistan Regional Government on February 1, 2020.

(03/278) People Subjected to Violence of Municipal Police in Istanbul…

It is learned from the news coverage of March 29, 2020 that, 3 people (M. K., A. K. and E. K.) who were fishing at Üsküdar coast in Istanbul despite of the ban on fishing as a precaution for Covid-19, were subjected to physical violence of municipal police. It is learned that 2 of them were injured at face and body due to violence, and that 3 people made an official complaint on about.

(03/279) “Regulation on Administration of Penal Institutions and The Execution of Sentences and Security Measures”…

“Code on Administration of Penal Institutions and The Execution of Sentences and Security Measures” which was effective as of March 20, 2006 is repealed on March 29, 2020 and “Regulation on Administration of Penal Institutions and The Execution of Sentences and Security Measures” is put into effect.

The new regulation is issued on Official Gazette on March 29, 2020, and Article 101, namely the article on “Rejection of the given food by prisoner”, states that involuntary medical intervention and force feeding will be implemented for prisoners on hunger strike and death fast. Related paragraph of the article is as follows: “For prisoners rejecting nutrition on hunger strike or death fast who have been confirmed to be in life-critical condition or losing consciousness by prison doctor; precautions as medical examination, diagnostic medical inquiry, treatment and feeding will be implemented without jeopardizing their health and life; either at the penal institution, or at hospital if not possible at the penal institution; regardless of their will”.

Article 74, “Phone conversation”, of the regulations is also amended. Accordingly, prisoners convicted or arrested for ‘leading an illegal organisation’ will be excluded as to exercise this right; prisoners convicted or arrested for ‘being a member of an illegal organisation’ will exercise the right to have video call or to have longer phone conversation, according to consideration of administration and supervision board.

(03/280) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of March 28, 2020 that, Ministry of Justice suspended visits at open and closed prisons and transfers of prisoners for 2 more weeks, as a part of precautions for Covid-19 pandemic.

It is claimed in the news coverage of March 29, 2020 that, political prisoners at Aksaray T Type Prison were threatened by wardens saying “you have to obey the rules otherwise we will bring an ordinary prisoner carrying virus”.

It is learned from the news coverage of March 29, 2020 that, prisoners at Afyon T Type Prison were subjected to stand in military order during roll-calls and those who reject it were subjected to physical violence of the wardens.

It is learned from the news coverage of March 29, 2020 that İmdat Bingöl, a prisoner at Trabzon Beşikdüzü T Type Prison is being kept in a solitary cell.

(03/281) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declarations of public labourers who had been dismissed by a state of emergency decree and have been struggling 1237 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on March 27, 28, and 29, 2020 at 13.30, and forced people away from the monument by using physical violence.

(03/282) Detained Co-Mayor in Iğdır…

Hasan Safa, co-mayor of Halfeli town of Iğdır, who was detained on March 23, 2020 is arrested by the court on the charge of ‘being an illegal organisation member’ on March 27, 2020. Ministry of Interior appointed a trustee to Halfeli Municipality on March 23, 2020.

Osman Sağlam, chair of Mardin Medical Chamber, is called to Mardin Security Directorate to give statement through the investigation against him upon complaint of Mardin Directorate of Health for his statements about Covid-19 pandemic.

(03/284) Detained People for Social Media Posts…

On March 29, 2020, a person named Malik Baran Yılmaz is detained in Hatay, for his social media post about Covid-19 pandemic, saying “your system will kill me, not the virus”. Malik Baran Yılmaz is released on judicial control conditions by the court on the same day.

(03/285) Proceedings Against Parliamentary Members…

It is learned from the news coverage of March 29, 2020 that, parliamentary deputy speaker Süreyya Sadi Bilgiç has responded the parliamentary question of Republican People’s Party (CHP) Ordu MP Mustaaf Adıgüzel about the number of parliamentary members subjected to proceedings. According to official response, 967 proceedings demanding lift of impunity of 174 parliamentary members is submitted to the Grand National Assembly of Turkey.

Distribution of the proceedings by political parties are as following:

  • Peoples’ Democratic Party (HDP): 55 parliamentary members, 695 proceedings,
  • Republican People’s Party (CHP): 95 parliamentary members, 216 proceedings,
  • Justice and Development Party (AKP): 9 parliamentary members, 10 proceedings,
  • Nationalist Movement Party (MHP): 5 parliamentary members, 5 proceedings,
  • İYİ Party: 5 parliamentary members, 5 proceedings,
  • Democratic Regions Party (DBP): 1 parliamentary member, 27 proceedings,
  • Turkish Workers’ Party (TİP): 2 parliamentary members, 7 proceedings,
  • 2 independent parliamentary members, 2 proceedings.

(03/286) Covid-19 Pandemic…

Ministry of Health declared that 17 people died due to Covid-19 pandemic and 2069 new Covid-19 cases were diagnosed on March 27, 2020.

Ministry of Health declared that 16 people died due to Covid-19 pandemic and 1704 new Covid-19 cases were diagnosed on March 28, 2020.

Ministry of Health declared that 23 people died due to Covid-19 pandemic and 1815 new Covid-19 cases were diagnosed on March 29, 2020.

The death toll from Covid-19 in Turkey increased to 131 and total number of confirmed cases is 9217 as of March 29, 2020.
