(11/152) Operations and Attacks in Southeast…

It is learned from the news coverage of November 14, 2019 that 1 HPG militant died in a clash between security forces and HPG militants in İskenderun district of Hatay on October 26, 2019; 3 HPG militants died in an air operation of Turkish Armed Forces to rural areas of Doğubayazıt district of Ağrı on November 7, 2019; and 2 HPG militants died in an air operation to rural areas of Silopi district of Şırnak on November 9, 2019.

(11/153) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1101 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on November 14, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on November 14, 2019, 2 people (Merve Demirel and Nazan Bozkurt) and at 18.00 2 people (Nazan Bozkurt and Merve Demirel) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on November 14, 2019. It is learned detained people were released on the same days they were detained.

(11/154) Police Intervention to a Protest in Düzce…

On November 14, 2019 the police intervened the press declaration of Alev Şahin in order to regain her job from which she was dismissed by a state of emergency decree, in front of Justice and Development Party (AKP) provincial office and detained her. It is learned that Alev Şahin was released on the same day.

(11/155) Detained Journalists in Giresun…

Journalists Canan Coşkun and Tuba Demir and documentarist Kazım Kızıl who were detained in Giresun on November 13, 2019 are released on judicial control conditions on November 15, 2019. It is learned that Canan Coşkun and Kazım Kızıl were in Giresun to follow the inquiry commission of Grand National Assembly which was established to investigate death of Rabia Naz Vatan (11) who was found wounded in front of her house in Eynesil district of Giresun on April 12, 2018 and then died in hospital. It is learned that Rabia Naz Vatan’s father Şaban Vatan was also detained on November 14, 2019 and was released on judicial control conditions on November 15, 2019.

(11/156) Detained HDP Executives in Maraş…

On November 14, 2018, 8 people, all executives of People’s Democratic Party (HDP) are detained in house raids in Maraş. The names of detained people are: Ali Kısa, Elif Kısa, Halil Hoşoğlu, Bekir Kara, Hatun Bark, İbrahim Mayır, Dilek Bekir and Mehmet Dilekçi.

(11/157) Arrested City Council Members in Diyarbakır…

Diyarbakır city council member and Lice district council member Şehriban Zuğurli who was detained in house raid in Diyarbakır on November 13, 2019, is arrested by the court on the charges of ‘resisting the police’, ‘knowingly and willingly aiding and illegal organisation’ and ‘making propaganda for an illegal organisation’.

Kayapınar district council Emel Arslan is arrested on the charges of ‘resisting the police’ and ‘knowingly and willingly aiding and illegal organisation’ at Diyarbakır Courthouse where she went to give official statement through an investigation on November 14, 2019.  

(11/158) Raid to Political Party Offices in Antep…

On November 14, 2019, HDP’s provincial office in Antep and offices in Şahinbey and Şehitkamil districts are raided by the police. 57 people are including HDP and Democratic Regions Party (DBP) members are detained in office and house raids. The names of detained people are: HDP Antep provincial co-chair Müslüm Kılıç, HDP Şahinbey district co-chair Mehmet Özkan, Habat Gengeç, Cuma Ali Taşçı, Servet Bayram, Diyar Bayram, Şükrü Özalan, Mahmut Aycan, Durri Kaygusuz, Azime Bali, Halil Kılıç, Şefik Sondu, Şahin Demir, Nesibe Çınar, Ali Yıldız, İsmail Berkpınar, Mehmet Karayılan, Ömer Faruk Koç, Sultan Bayındır, Hamza Bayındır, Cengiz Tunç, Zeki Demir, Faik Dursun, Ramazan Kuas, Guli Yaman, Salman Tutumlu, Mehmet Şahin, Nuray Göktepe, Bedran Fermanoğlu, Fatma Dikici, Tahir Altuğ, Ahmet İlbaş, Nafi Demir, Abdullah İnce, Emin Kavak, Sedika Yaman, Kasım Şan, Bircan Demir, Mehmet Çiftçi, Mustafa Yücel, Bekir Emlik, Hatice Küçüker, İbrahim Kaya, Mustafa Tunç, Müslüm Özkan, Sultan Özalp, Fatma Lebe, Abdurrahman Yalın, Erkan Şahin, Erol Daşdelen, Ahmet Hartavi, Güler Erat, Müslüm Şahinsoy, Emin Gümüştekin, Ömer Gümüştekin, Serhat Yıldırım and Süleyman Yağız.

It is also learned that lawyers Alaattin Aslan, Berivan Özpolat, Mehmet Alagöz, Mehmet Erdem, Hasan Önder Sulu, Adnan Erol, Yakup Koca, Mustafa Yalçın, Mustafa Hartavi, Mahmut Fermanoğlu and Kahraman Çiçek are banned from defending those who were detained. It is reported that Antep Public Prosecutor’s Office banned the lawyers from defence for 1 year, on the grounds of being members of Lawyers for Freedom (ÖHD).

(11/159) Police Raid to an Event in Adana…

It is learned from the news coverage of November 14, 2019 that the police raided the event organized for 25th year of Atılım newspaper in Seyhan district of Adana on November 3, 2019. It is reported that the police seized issues of Atılım newspaper and Özgür Gençlik magazine which were delivered at the event, on the grounds of a ban on these periodicals. It is also learned that Ahmet Türkeş, a member of Socialist Party of the Oppressed (ESP) who attended the event was detained by the police that day and was released by the court on judicial control conditions on November 4, 2019. It is reported that ESP Party Assembly member Osman Kara and ESP member Kemal Gençaydın were called to the police for official statement and were detained there. Kemal Gençaydın was released after statement procedures and Osman Kara is referred to the court and was released on judicial control conditions and with a ban on leaving the city on November 11, 2019. It is reported that Adana Penal Court of Peace ruled a ban on Atılım newspaper on the charge of ‘making propaganda for an illegal organisation’, after the appeal made to the prosecutor’s office.

(11/160) Police Officer on Trial for Killing Necmettin Fendik in Hakkari…

The case against police officer A. F. K., on the charge of ‘causing death of Necmettin Fendik by reckless conduct’ is held at Yüksekova Penal Court of First Instance No 2 o November 14, 2019. Necmettin Fendik died due to police fire during a house raid in Yüksekova district of Hakkari on July 18, 2017. The court adjourned the trial to January 28, 2020.

(11/161) Political Party Executives on Trial in Mardin…

The case against DBP provincial co-chairs Leyla Bozkurt and Şeyhmuz Sun, HDP Party Assembly members Alaattin Semir Zuğurli and Sedat Ay, and HDP provincial co-chair Ali Sincar is held at Mardin Heavy Penal Court No 4 on November 14, 2019. It is learned that Alaattin Semir Zuğurli stated at the trial that they were not aware of the charges against them since the case file is not given them by prison administration although it was submitted by their lawyers to the prison. The court decided to continue detention of 5 people and adjourned the trial to December 10, 2019.

Those 5 people were detained in house raids in Nusaybin and Kızıltepe districts of Mardin on July 24, 2019 and were arrested on July 30, 2019.

(11/162) Journalist on Trial in Istanbul…

The final trial of the case against Fatih Polat, Evrensel newspaper executive editor, on the charge of ‘insulting the President’ in his article “What do respondents say about the allegations about Erdoğan family?”, is held at Bakırköy Penal Court of First Instance No 31 on November 14, 2019. The court acquitted Fatih Polat.

(11/162) TV10 Channel Employees on Trial in Istanbul…

The case against TV10 channel employees Kemal Demir and Kemal Karagöz, on the charge of ‘being an illegal organisation member’ is held at Istanbul Heavy Penal Court No 28 on November 14, 2019. The court rejected to lift ban on leaving the country and judicial control conditions on Kemal Demir and Kemal Karagöz and adjourned the trial to January 28, 2020.

(11/163) Former MP on Trial for ‘Insulting the President’…

The first case against Gaye Usluer, former MP of Republican People’s Party (CHP), on the charge of ‘insulting the President’ for a declaration of the party assembly in 2016 is held at Ankara Penal Court of First Instance No 39 on November 14, 2019. The court adjourned the trial to February 20, 2020.

(11/164) Detentions and Arrests in Alleged Link to Coup Attempt…

A physician named M. G. who was detained through an Istanbul based investigation against military doctors on November 14, 2019 is arrested by the court on the same day.

(11/165) Ban of Events in Hakkari…

Hakkari Governorate made a declaration on November 14, 2019 and announced that, all open events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of November 15, 2019. This extended the ban on all events in Hakkari to 240 days since April 4, 2019.

It is learned that 17 people got wounded due to an explosion in 20. Brigade Military Base of Turkish Armed Forces in Urfa on November 13, 2019.

(11/134) Allegation of Abduction Attempt in Diyarbakır…

It is claimed in the news coverage of November 13, 2019 that, Mervan Dündar in Kayapınar district of Diyarbakır was attempted to be abducted by 3 people claiming themselves to be police officers, who force him to get into a car and who then left by the car upon the reaction of people around. It is learned that Mervan Dündar was taken to the station by the police in order to get his official statement where he was informed that the license plate of the car of these 3 people was fake.

(11/135) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of November 13, 2019 that prisoners in Kayseri Bünyan Women’s Closed Prison and Kayseri T Type Prison No 2 were not given subscribed periodicals, 2 prisoners were kept in single cells for 1 year on the grounds of “instruction of ministry”, prisoners were forced to be examined in handcuffs at hospitals, their right to participate in social activities was limited to 1 and half an hour once a week while their rights to communicate and sport were prevented.

It is learned from the news coverage of November 13, 2019 that İsmail Yılmaz, a prisoner in Elazığ High Security Prison No 2 was forced to strip search and physical violence of the wardens at the entrance of prison while he was being taken back from a trial at the courthouse on November 1, 2019.

The police intervened the press declaration of People’s Democratic Party (HDP) Women Assembly members to protest women murders, on November 13, 2019 in Batman, and detained 11 people including HDP provincial deputy co-chair Gülcemal Erdinç. It is reported that detained people are released on the same day. The names of detained people known so far are: Gülcemal Erdinç, Derya Arslan, Sidar Onat, Güler Oran.

4 members of Revolutionary Youth Associations who were detained by the police for hanging a banner saying “AKP’s rule is killing! Employers’ media is hiding the truth!”, at a shopping mall in Beyoğlu district of Istanbul on November 11, 2019, are released on judicial control conditions and with ban on leaving the country on November 13, 2019.

Bengisu Demirel who has been detained by the police intervening the press declaration “I Want My Job Back” at Yüksel Street on July 12, 2019, and has been arrested by the court on July 24, 2019, is released from prison on November 13, 2019.

(11/141) Detained Journalist in Istanbul…

Journalist Ahmet Altan who was detained in Kadıköy district of Istanbul on November 12, 2019, is arrested by the court on November 13, 2019. Ahmet Altan has been released from prison on November 4, 2019, by Istanbul Heavy Penal Court No 26 sentencing him to 10 years and 6 months for ‘knowingly and willingly aiding an illegal organisation’. However, Istanbul Public Prosecutor’s Office appealed to the verdict and Istanbul Heavy Penal Court No 27 has issued a warrant as the higher court.

Diyarbakır city council member and Lice district council member Şehriban Zuğurli is detained in house raid in Diyarbakır on November 13, 2019. The reason of detention is unknown.

(11/143) Detained Journalists in Giresun…

Journalist Canan Coşkun and documentarist Kazım Kızıl are detained in Giresun on November 13, 2019. (11/144) Berkin Elvan Case…

The case of Berkin Elvan’s death on Istanbul Heavy Penal Court No 17 is held on November 13, 2019. Berkin Elvan was wounded due to a gas canister fired by the police on June 16, 2013, during Gezi Park protests in Okmeydanı neighbourhood of Istanbul’s Beyoğlu district; and died in hospital on March 11, 2014.

The results of the expert report of Gendarmerie Commando Training Command in Foça district of Izmir are shared at the trial. Accordingly, it is detected that the defendant police officer Fatih Dalgalı is trained to use pepper spray weapon and “acts consciously”, it was not confirmed whether he took aim at Berkin Elvan and the truth about this is “known by only himself”.          

The court adjourned the trial to February 5, 2020.

(11/145) Person on Trial for ‘Insulting the President’ in Ankara…

The final trial of the case against Çağlayan Bozacı, on the charge of ‘insulting the President’ is held at Ankara Penal Court of First Instance No 5 on November 13, 2019. The case was opened on the grounds of Çağlayan Bozacı’s expressions at the trial held on July 31, 2019, during the case on October 10, Ankara Massacre case where Çağlayan Bozacı’s father Osman Turan Bozacı died. The court sentenced Çağlayan Bozacı to 11 months and 20 days.

The trial of the case against HDP Hakkari MP and Democratic Society Congress co-chair Leyla Güven, for her declarations on Turkish Armed Forces operation to Afrin, is held at Diyarbakır Heavy Penal Court No 9 on November 13, 2019. The court rejected to lift the ban on leaving the country and adjourned the trial to February 5, 2020.

The final trial of the case against Osman Yurdakul, former member of Supreme Court, is held at Penal Department No 9 of Supreme Court on November 13, 2019. The court sentenced the defendant to 12 years 4 months and 15 days for ‘being an illegal organisation member’.

(11/149) Trustee Appointed to Three Districts and One Town…

It is learned that İdil district co-mayor Songül Erden in Şırnak is suspended by Ministry of Interior on November 13, 2019 and İdil sub-governor Zafer Sağ is appointed as trustee.

It is learned that Yenişehir district co-mayor Belgin Diken in Diyarbakır is suspended by Ministry of Interior on November 13, 2019 and Yenişehir sub-governor Murat Beşikçi is appointed as trustee.

It is learned that Hazro district co-mayor Ahmet Çevik in Diyarbakır is suspended by Ministry of Interior on November 13, 2019 and Hazro sub-governor Ali Öner is appointed as trustee.

It is learned that Akpazar co-mayor Orhan Çelebi in Mazgirt district of Tunceli is suspended by Ministry of Interior on November 13, 2019 and Mazgirt sub-governor Menderes Topçuoğlu is appointed as trustee.

With this last appointments, the number of trustees appointed to municipalities that HDP won the local elections on March 31, 2019, raised up to 20 including 3 metropolitan cities.

(11/150) Ban of Events in Tunceli…

Tunceli Governorate made a declaration on November 13, 2019 and announced that, all open and indoor events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of November 13, 2019. This is the second time of banning all events in Tunceli since October 18, 2019.

(11/151) Special Security Zone in Elazığ…

Elazığ Governorate made a declaration on November 13, 2019 and announced 15 areas with given coordinates in Alacakaya, Arıcak, Karakoçan and Palu districts as special security zones as of November 15, 2019 until December 31, 2019.

It is learned that 7 soldiers got wounded due to roll-over of a military vehicle in Hasankeyf district of Batman on November 11, 2019.

It is learned from the news coverage of November 11, 2019 that 3 HPG militants died in air operations of Turkish Armed Forces to Heftanin area in Iraqi Kurdistan Regional Government on August 2 and 9, 2019.

(11/107) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1098 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on November 11, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on November 11, 2019, 3 people (Acun Karadağ and Nazan Bozkurt) and at 18.00 4 people (Nazan Bozkurt, Merve Demirel, Umutcan Aybak and Taylan Sungur) were detained. It is claimed that Nazan Bozkurt, who got wounded due to police intervention at 18.00, was bitten by a police officer.

Thus in total 6 people were detained due to press declaration intended to be held in Yüksel Street on November 11, 2019. It is learned detained people were released on the same days they were detained.

The police intervened the protestors in front of Çankaya Public Health Directorate on November 11, 2019, who rally to regain their jobs from which they had been dismissed by state of emergency decrees, and detained 2 people (Mahmut Konuk and Eser Budak). It is learned that 2 people were released the same day.

The police intervened the sit-in protest at Bakırköy Square on November 11, 2019 of Nursel Tanrıverdi who rally to regain her job from which she had been dismissed by state of emergency decree, and detained her by using physical violence.

(11/110) Police Intervention Against a Protest in Istanbul…

It is learned that the press declaration of Meya Kara, the worker who was fired without severance payment and Emeğin Gücü (Power of Labour) Association in front of Cihan textile firm in Esenyurt district of Istanbul on November 11, 2019, is intervened by Şükrü Ünre, the owner of the firm and his associates using physical violence. It is reported that Meya Kara got wounded at the head due to physical violence.

(11/111) Police Intervention Against a Protest in Istanbul…

The police intervened Revolutionary Youth Associations members who held a banner saying “AKP’s rule is killing! Employers’ media is hiding the truth!”, at a shopping mall in Beyoğlu district of Istanbul on November 11, 2019 and detained 7 people. The names of detained people known so fare are: Elif Üçerli and Ezgi Ertürk.

(11/112) Detained People in Istanbul…

It is learned that detention period for 35 people including 1 child and People’s Democratic Party (HDP) Youth Assembly members who were detained in house raids in Istanbul on November 8, 2019 and following days, is extended for 4 more days on November 11, 2019. It is also learned from the news coverage of November 11, 2019 that detained people were forced to strip search under custody and went on a hunger strike to protest this. It is reported that the police raided house of Serdar Başaran, one of detainees, made all family members including 15-years-old disabled brother, face down on the ground and held guns against their heads.

Şehzade Kut and Azim Yacan, co-mayors of İpekyolu district of Van, who were detained on November 8, 2019, are arrested by the court on the charge of ‘being an illegal organisation member’ and ‘making propaganda for an illegal organisation’ on November 11, 2019.

(11/114) Detained District Council Members and Others in Diyarbakır…

Halime Akyol, district council member of Sur and Hevidar Bozkuş, district council of Bağlar, who were detained in house raids in Diyarbakır on November 11, 2019, are arrested by the court on the charge of ‘resisting the police’. It is learned that 2 people (Sipan Tosun and Zeki Arsimet) who were also detained, are released on judicial control conditions.

(11/115) Mazlum Turan Case…

Mardin Heavy Penal Court No 2 has reversed the verdict of Mardin Heavy Penal Court No 1 on April 27, 2019, which sentenced police officer Süleyman Esenboğa to 1 year 10 months and 15 days and then suspended the execution on January 18, 2019. Mazlum Turan (16) died due to the fire opened to his car, by special operations force applying road check in Kızıltepe district of Mardin on August 29, 2015, after an attack against police shuttle. It was claimed that Mazlum Turan disobeyed the stop warning for not having driving licence.

The retrial of Süleyman Esenboğa continued on November 11, 2019. The court rejected the demand sentenced Süleyman Esenboğa to 12 years on the charge of ‘murder as a result of wilful injury’ and then reduced the sentence to 10 years on the grounds of good conduct.

(11/116) Trials in Alleged Link to Coup Attempt…

The final trial of the case against Şerif Bek, former member of Supreme Military Administrative Court, is held at Penal Department No 9 of Supreme Court on November 11, 2019. The court sentenced the defendant to 12 years on the charge of ‘being an illegal organisation member’ and then reduced the sentence to 10 years.

It is learned from the news coverage of November 11, 2019 that, 270 of 289 cases opened so far in relation to July 15 coup attempt are ended. Accordingly, 1124 people are sentenced to heavy life imprisonment, 1103 people are sentenced to life imprisonment and in total 3838 people are sentenced to jail time.

According to the report issued by We Will Stop Femicide Platform on November 4, 2019, at least 38 women were murdered by men, 18 women were subjected to violence with intention of murder and 13 children were subjected to sexual abuse in October 2019 in Turkey.

Within the military operation of Turkish Armed Forces to north and east Syria; Ministry of National Defence made a declaration on November 4, 2019 and announced that 1 soldier died (Suat Topçu) due to an explosion.

It is learned from the news coverage of November 4, 2019 that 1 HPG militant died in a clash between security forces and HPG militants in Erciş district of Van on July 24, 2019.

It is learned from the news coverage of November 4, 2019 that, Erkan Benli, a prisoner in Samsun Bafra T Type Prison, is penalised to 12 days of solitary confinement for a phone call he made.

It is learned from the news coverage of November 4, 2019 that Ebru Günay, People’s Democratic Party (HDP) Mardin MP and member of Grand National Assembly Human Rights Inquiry Committee, declared a report on right violations in prisons. According to the report, in Sincan Women’s Closed Prison, letters sent to prisoners are seized on the grounds of photos in envelopes which contain “more than 3 people’s images”, and radios and books of prisoners are also seized. In Elazığ Prison, prisoners are forced to stand in military order during roll-calls and those who reject it are subjected to physical violence of wardens, prisoners are put in padded cells, prisoners are not given hot water, and their personal belongings are seized, prisoners are given disciplinary penalties up to 3 months, and some prisoners are kept in solitary cells for more than 1 year. In Tarsus T Type Closed Prison prisoners are forced to strip search at the entrance of prison, ill-prisoners are not treated on time, and prisoners are forced to be examined in handcuffs, and some prisoners have to sleep on floor due to overcapacity.

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1091 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on November 4, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on November 4, 2019, 3 people (Nazan Bozkurt, Merve Demirel) and at 18.00 2 people (Acun Karadağ and Mehmet Dersulu) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on November 4, 2019. It is learned detained people were released on the same days they were detained.

The police intervened the protestors in front of Çankaya Public Health Directorate on November 4, 2019, who rally to regain their jobs from which they had been dismissed by state of emergency decrees, and detained 2 people (Mahmut Konuk and Eser Budak). The police intervened the sit-in protest at Bakırköy Square on November 4, 2019 of Nursel Tanrıverdi who rally to regain her job from which she had been dismissed by state of emergency decree, and detained her by using physical violence.

2 of 15 people including Saray district co-mayor Caziye Duman who were detained in house raids in Tuşba, İpekyolu and Edremit districts on November 1, 2019, are arrested on the charge of ‘being an illegal organisation member’. The names of arrested people are: Kebire Budakbeyoğlu Karakaya and Mukaddes Karakoç. It is learned that 13 people are released on judicial control conditions.

2 of 3 people (Leyla Akgül and Bağlar district council member Yusuf Ziya Yavuz) who were detained in house raids in Diyarbakır on November 3, 2019, are arrested by the court on the charge of ‘committing offence on behalf of an illegal organisation’ on November 4, 2019. 1 person (Hatun Yıldız) is released.

(11/044) Co-Mayor on Trial…

The case against 22 people 3 of which are arrested including Derik district co-mayor Abdülkerim Erdem, on Mardin Heavy Penal Court No 4 is held on November 4, 2019. After defence hearings the court decided to continue detention of 3 people, and adjourned the trial to January 20, 2020.

Derik district co-mayor Abdülkerim Erdem was arrested on February 26, 2016, and was released on June 18, 2019. A trustee was appointed to Derik Municipality by the Ministry of Interior on September 11, 2016.

On November 5, 2019, 10 people are detained in operations covering 10 cities through an Adana based investigation.

The final trial of the case against Mustafa Kemal Özçelik, former member of Supreme Board of Judges and Prosecutors, is held at Penal Department No 9 of Supreme Court on November 4, 2019. The court sentenced Mustafa Kemal Özçelik to 9 years for ‘being an illegal organisation member’, and then reduced the sentence to 2 and 3 years first, according to effective remorse law and then to 1 year 10 months and 15 days for good conduct and deferred the announcement of the verdict.

The final trial of the case against 43 people including 24 arrestees, is held at Istanbul Heavy Penal Court No 37 on November 4, 2019. The court sentenced former colonel Hüseyin Ergezen to heavy life imprisonment for ‘violating the Constitution’ and to 25 years in total on the charges of ‘hijacking or seizure of transport vehicles’ and ‘violation of the immunity of residence’. The court sentenced former colonel Süleyman Demirci, former major Ecir Şık, former major Mustafa Serbest, former lieutenant İsa Pek, former major Ümit Lütfi Altıntakan, former lieutenant Sercan Özdemir and former colonel Ali Başaran to heavy life imprisonment on the charge of ‘violating the Constitution’. The court sentenced 6 people to life imprisonment for the same reason, and 20 people to jail penalties from 12 years to 18 years for ‘aiding to violate the Constitution’. The court acquitted 7 people and separated the cases against 2 people. It is learned that the court board made an official complaint against 2 of complainant lawyers after declaring the verdict.

(11/047) Journalists on Trial in Istanbul…

The retrial of journalists and writers Ahmet Altan, Nazlı Ilıcak and Ahmet Altan and Şükrü Tuğrul Özşengül, Fevzi Yazıcı and Yakup Şimşek is held on November 4, 2019 at Istanbul Heavy Penal Court No 26. On July 5, 2019, Penal Department No 16 of the Supreme Court has reversed the heavy life imprisonment sentences which was given to journalists Ahmet Altan, Mehmet Altan, Nazlı Ilıcak and Şükrü Tuğrul Özşengül, Fevzi Yazıcı and Yakup Şimşek on the charge of ‘violating the Constitution’, by Istanbul Heavy Penal Court No 26 and was approved by Penal Department No 2 of Istanbul Regional Court.

The court sentenced Ahmet Altan to 10 years and 6 months, and Nazlı Ilıcak to 8 years and 9 months on the charge of ‘knowingly and willingly aiding an illegal organisation without being a member of it’ and decided to release them considering time they spent in prison. The court sentenced Fevzi Yazıcı and Yakup Şimşek to 11 years and 3 months each and Tuğrul Özşengül to 12 years for ‘being an illegal organisation member’ and decided to continue detention of them. The court acquitted Mehmet Altan.

Worker Health and Worker Safety Council (ISIG) revealed on November 4, 2019 that at least 155 workers including 2 children, 7 women, and 8 asylum seekers died while working in October 2019. According to ISIG data at least 1477 workers died due to labor killings/labor accidents within the first 10 months of 2019.

It is learned that Kızıltepe district co-mayor Nilüfer Erik in Mardin is suspended by Ministry of Interior on November 4, 2019 and Kızıltepe sub-governor Hüseyin Çam is appointed as trustee. With this last appointment, the number of trustees appointed since local elections on March 31, 2019, raised up to 15 including 3 metropolitan cities.

It is learned from the news coverage of November 4, 2019 that, 5 militant died in a clash between Turkish Armed Forces and HPG militants in Heftanin area of Iraqi Kurdistan Regional Government on October 23, 2019.

(11/016) People Subjected to Racist Assault in Antalya…

It is learned from the news coverage of November 1, 2019 that, 3 students in a public dorm in Antalya were subjected to racist assault of a group. A. B., one of those students stated the following: “Muharrem and Şahin, two people from Grey Wolves nationalist organisation came to our room and said ‘There is no room for Kurds and HDP members here’ and forced us out of the room. They took us in room 301 and beat us. There were almost 20 people in that room.”

It is learned from the news coverage of November 2, 2019 that, Mustafa Demirbaş, a prisoner in Iskenderun T Type Prison, is penalised with prevention from all activities for a month, because he greeted another prisoner.

Keziban Yılmaz, co-mayor of Kayapınar district of Diyarbakır and Rojda Nazlıer, co-mayor of Kocaköy district of Diyarbakır who were suspended and arrested on October 22, 2019, and Diyarbakır co-mayor Adnan Selçuk Mızraklı who was arrested on the same time, were transferred to Kayseri Closed Prison. It is learned from the news coverage of November 3, 2019 that 3 co-mayors were transferred by a shuttle divided into cells, while they were handcuffed during 10 hours’ non-stop travel.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on November 3, 2019, 2 people (Acun Karadağ and Mehmet Dersulu) and at 18.00 2 people (Mehmet Dersulu, Alev Şahin and Nazan Bozkurt) were detained.

Thus in total 13 people were detained due to press declaration intended to be held in Yüksel Street on November 1, 2, and 3, 2019. It is learned detained people were released on the same days they were detained.

Police obstructed all the streets around Galatasaray Square in Istanbul to prevent Saturday Mothers who rally every Saturday for 23 years in the same place to gather for the 762nd time on November 2, 2019. Upon police prevention, the group including representatives of political parties, human rights defenders and artists along with families of disappeared people held a press declaration on the street of Human Rights Association (IHD) Istanbul office.

(11/020) Prevention of Human Rights Defenders’ Event in Istanbul…

 “F sit-in”, which is organized for the 397th time by Human Rights Association (IHD) Istanbul Branch Prison Watch Committee, to demand release of ill prisoners, on November 2, 2019, is prevented by the police. The police obstructed all the streets around Galatasaray Square. Human rights defenders made the press declaration in front of IHD Istanbul office.

(11/021) Interventions and Detentions Related to Reactions Against Military Operation to North and East Syria…

4 people (HDP executive and members Salih Varışlı, Fikret Pirinç and Mazhar Bayam) who were detained in Hatay on November 2, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, are released on judicial control conditions on the same day.

On November 2, 2019, 3 people are detained for same reason in Mersin. The detained people are: HDP Youth Assembly members Tuba Salman, Şahin İlhan and Yılmaz Budak.

It is learned that 5 people who were detained for same reason in Ceyhan district of Adana on November 2, 2019 are released on judicial control conditions on the same day.

It is learned that 2 people (Ahmet Erdak and Mehmet Erdak) who were detained in house raids in Karahasan village of Lice district of Diyarbakır on October 31, 2019, are released on November 1, 2019.

It is learned that, Abubekir Erkmen is detained in house raids in Digor district of Kars on November 1, 2019. Erkmen has been elected as co-mayor of Dağpınar town of Digor district on March 31 elections, but was not given certificate of election on the grounds of being dismissed from public service by a state of emergency decree.

It is learned that 15 people including Saray district co-mayor Caziye Duman are detained in house raids in Tuşba, İpekyolu and Edremit districts on November 1, 2019. The detained poeple are: Caziye Duman, HDP executive Edibe Babur, Gürpınar district co-mayor candidate Rojbin Akdağ, Mukaddes Karakoç, Edremit district council member Handan Karakoyun, Tuşba deputy mayor Berken Kızılboğa, Free Women’s Movement (TJA) members Hawar Derya, Hatice Akdağ, Peace Mothers Pervin Özgür, Democratic Regions Party (DBP) executive Neriman Urar.

On November 3, 2019, 2 people (Leyla Akgül and Bağlar district council member Yusuf Ziya Yavuz) are detained in Diyarbakır. The reason of detention is unknown.

(11/026) Arrested Revolutionary Party Members and Executives in Mersin…

4 of 7 members and executives of Revolutionary Party (Ezgi Akdağ, Onur Ak, Serdar Ulaş Budak and Tüten Akkum) who were detained in Mersin on October 23, 2019, are arrested by the court on the charge of ‘being an illegal organisation member’ on November 1, 2019. 3 people are released.

(11/027) Former HDP Co-Chair on Trial…

On September 7, 2018, Selahattin Demirtaş, former HDP co-chair was sentenced by Istanbul Heavy Penal Court No 26 to 4 years and 8 months for ‘making propaganda for an illegal organisation’, for his speeches at Newroz celebration in Istanbul on 2013. On November 1, 2019, the court decided to halt the execution and release Selahattin Demirtaş in accordance with legal amendment.

Selahattin Demirtaş was arrested on November 4, 2016, and on September 2, 2019, Ankara Heavy Penal Court No 19 decided to release him. However, Ankara penal Court of Peace No 1 issued an arrest warrant for Selahattin Demirtaş on September 20, 2019, through a new investigation.  

(11/028) Former HDP MP on Trial…

On November 1, 2019, Diyarbakır Heavy Penal Court No 5 concluded on the appeal made on October 25, 2019 in accordance to legal amendment and decided to halt execution and release Abdullah Zeydan, former Hakkari MP of HDP who was arrested on November 4, 2016. However, Diyarbakır Public Prosecutor’s Office objected the verdict on the same day and the court cancelled release decision on the grounds of “the risk of absconding and tampering with evidence”.

(11/029) Suruç Massacre Case…

The case on Urfa Heavy Penal Court No 5, for the massacre in Suruç where 33 people died on July 20, 2015, continued to be held on November 1, 2019. The court rejected to arrest Abdullah Ömer and to hear Ahmet Davutoğlu, prime minister back then, as a witness and adjourned the trial to January 31, 2019.

It is learned from the news coverage of November 1, 2019 that, European Court of Human Rights concluded on the appeal of Russian citizen G. B., about poor conditions and ill-treatment at Istanbul Kumkapı Repatriation Center and Gaziantep Repatriation Center where they were kept with their 3 children in 2015. The court decided that Turkey has violated Article 3 of European Convention of Human Rights and should pay 2500 Euros to G. B. and 20.000 Euros to each child as to immaterial damages.

Muş Governorate made a declaration on October 28, 2019 and announced that, all open and indoor events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of November 4, 2019.

It is reported that he was taken to Mardin E Type Closed Prison after being kept in Mardin Public Hospital for a while.

It is learned from the news coverage of October 31, 2019 that prisoners in Amasya E Type Prison were not given Yeni Yaşam newspaper.

It is learned from the news coverage of October 31, 2019 that prisoners in Bolu F Type Prison were not given Yeni Yaşam, Azadiya Welat and Özgür Halk newspapers; prisoners were taken to infirmary only once a month; prisoners are referred to hospitals with delay and forced to be examined in handcuffs; radios of prisoners are seized; letters sent to prisoners are not given to them and letters they wrote are sent with delay, the number of books per prisoner is limited to 10. It is also learned that a prisoner named Nurullah Semo is kept in solitary cell and was subjected to physical and verbal violence of wardens.

It is learned from the news coverage of October 31, 2019 that Sub-Committee on Prisoners’ Rights in Grand National Assembly of Turkey declared a report covering their visit to Bakırköy Women’s Closed Prison on September 6, 2019 and stated that 1354 people are kept including 100 children and 281 foreigners, although the capacity of prison is limited to 950. It is also stated in the report that, the food given to foreigner prisoners is less than others; ill prisoners are not given proper dietary food; ill prisoners are either referred to hospitals with delay or not referred at all; prisoners are forced to be examined in handcuffs; prisoners are forced to strip search at the entrance; personal belongings of prisoners are seized during ward searches; books and periodicals with no ban are not given to prisoners and petitions are not put in process.

The trial of the case against HDP Batman MP Feleknas Uca, on the charge of ‘being an illegal organisation member’ for her press declarations in 2015 and 2016, is held at Diyarbakır Heavy Penal Court No 5 on October 31, 2019. The court decided to send a writ for official translation of the speeches from Kurdish to Turkish and adjourned the trial to January 2020.

(11/012) Reina Massacre Case…

The trial of the case known as “Reina Massacre Case”, against 58 people including 18 arrestees for the armoured attack to a night club in Beşiktaş district of Istanbul on January 1, 2017 where 39 people died, is held at Istanbul Heavy Penal Court No 27 on October 31, 2019.

After defence hearings the court decided to continue detention of arrestees and adjourned the trial to January 27, 2020.

(11/013) Journalist and Executives of ESP and SGDF on Trial…

The case against 9 people including Ali Sönmez Kayar, Etkin News Agency reporter; Sıtkı Güngör, central executive board member of Socialist Party of the Oppressed (ESP); Narin Duru, member of The Confederation of Public Employees’ Trade Unions (KESK); and Ali Deniz Esen, central executive board member of The Confederation of Socialist Youth Associations (SGDF), on Istanbul Heavy Penal Court No 32, on the charge of ‘being an illegal organisation member’ is held on October 31, 2019. The court decided to lift judicial control conditions for defendants other than Sıtkı Güngör, to lift the ban on leaving the country for Sıtkı Güngör and adjourned the trial to December 13, 2019.

Sıtkı Güngör, Ali Deniz Esen, Narin Duru, Eren Bulut and Ali Sönmez Kayar were detained on February 1, 2018 in Istanbul and were arrested on February 6, 2018. These 5 people were released on judicial control conditions on October 31, 2018.

The trial of the case against Mehmet Tüm, former MP of Republican People’s Party (CHP), on the charge of ‘insulting the President’ for a declaration of CHP Party Assembly in 2016, is held at Ankara Heavy Penal Court No 12 on October 31, 2019. The court adjourned the trial to February 20, 2020.

Ministry of National Defence announced that 1 soldier (Kamuran Ablak) who fell sick in his troop in Heftanin area of Iraqi Kurdistan Regional Government on October 28, 2019, died in hospital on October 29, 2019.

It is learned from the news coverage of October 29, 2019 that 3 HPG militants died in a clash between security forces and HPG militants in Derik district of Mardin.

(10/319) People Subjected to Police Violence in Urfa…

It is learned from the news coverage of October 28, 2019 that, Mahmut Polat and his sons M. A. P. (17) and S. P. (20) who were detained in a house raid in Urfa on October 18, 2019 on the grounds of social media posts about Turkish Armed Forces’ military operation to north and east Syria, were subjected to police violence and threat while being detained in their house and under custody. It is stated in the news reports that, the police broke down the door and made Mahmut Polar and his 2 sons lay down on the floor, handcuffed them behind their backs, and then committed physical violence against 2 sons in another room and threatened Mahmut Polat, saying “The state ordered us to shoot. We can kill you”. It is reported that Mahmut Polat and S. P. were then taken to Anti-Terror Department and were subjected to physical violence there too, and were not seen and examined by the doctor who gave the medical reports on them.

It is learned from the news coverage of October 28, 2019 that, prisoners in Sincan Women’s Closed Prison were not taken to infirmary on the grounds of absence of doctor.

It is learned from the news coverage of October 29, 2019 that prisoners in Tokat T Type Prison are not transferred to the cities where their families live, although they demand so.

It is learned from the news coverage of October 29, 2019 that People’s Democratic Party (HDP) former MP’s Çağlar Demirel and Selma Irmak, and Hatice Tanırgan, who are kept in Kandıra F Type Prison No 1, are given 3-days of penalty on July 29, 2019, on the grounds of ‘damaging the property of prison’. It is stated in the news reports that the reason of penalty is that 3 prisoners were warned by female wardens in order to “be careful about what they wear” in the ward and in open areas since the surveillance cameras seeing these areas can be watched by male wardens too, and that 3 prisoners closed the surveillance camera in open door area.

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1085 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 28 and 29, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 28, 2019, 2 people (Merve Demirel and Nazan Bozkurt) and at 18.00 2 people (Merve Demirel and Mehmet Dersulu) were detained.

It is learned from the news coverage of October 25, 2019 that, Ozan Okur who was at Edirne Bus Terminal to depart for Adana on September 20, 2019, was subjected to physical violence of the police and that his money, cell phone and bus ticket were seized by the police threatening him. It is stated in the news report that, Ozan Okur was taken to police cabin by an undercover officer inviting him “to have a chat” while he was waiting for his bus and then was taken out of the cabin by the police saying “get out of here, we will blow your brains out if you come again”. Ozan Okur states the following: “The police officer who talked to me said ‘I brought you a Kurd’ to the other officer and hit my neck when we entered the cabin. I fell on the other officer’s feet and he cursed to me and punched me at the chin. My mouth and nose started bleeding. They searched my body (…) They took 500 Turkish Liras and the bus ticket in my pocket. They pulled down my pants to search. They checked my phone and said ‘This is a beautiful woman, do you think it works for you?’ to each other while they saw my mother’s and sister’s photos.”

It is learned from the news coverage of October 27, 2019 that, Keziban Yılmaz, co-mayor of Kayapınar district of Diyarbakır and Rojda Nazlıer, co-mayor of Kocaköy district of Diyarbakır who were suspended and arrested on October 22, 2019, were transferred to Kayseri Closed Women’s Prison under coercion, while Diyarbakır co-mayor Adnan Selçuk Mızraklı who was arrested on the same time, was transferred to Kayseri Closed Prison.

It is learned from the news coverage of October 27, 2019 that, in Çanakkale E Type Prison, 14 prisoners are kept in wards for 8 people, prisoners are given well water, and epidemic diseases spread due to water cuts and lack of hygienic conditions in restrooms.

It is learned from the news coverage of October 27, 2019 that, in Bandırma T Type Prisons No 1 and 2, 14 prisoners are kept in wards for 8 people, prisoners who have gone on a hunger strike to protest isolation of PKK leader Abdullah Öcalan, were not medically treated after the hunger strike, prisoners are referred to hospitals with delay and prisoners who are transferred to these prisons are forced to strip search.

It is learned from the news coverage of October 27, 2019 that, in Van High Security Prison, books sent to prisoners were not given to them and were banned, the number of published material per prisoner is limited to 12 books and 2 magazines, Yeni Yaşam and Yeni Asya newspapers are banned, letters of prisoners to newspapers were not sent and communication right of prisoners is limited to 2 and a half hours a week.

Police obstructed all the streets around Galatasaray Square in Istanbul to prevent Saturday Mothers who rally every Saturday for 23 years in the same place to gather for the 761st time on October 26, 2019. Upon police prevention, the group including representatives of political parties, human rights defenders and artists along with families of disappeared people held a press declaration on the street of Human Rights Association (IHD) Istanbul office.

 “F sit-in”, which is organized for the 396th time by Human Rights Association (IHD) Istanbul Branch Prison Watch Committee, to demand release of ill prisoners, on October 26, 2019, is prevented by the police. The police obstructed all the streets around Galatasaray Square. Human rights defenders made the press declaration in front of IHD Istanbul office.

The case on the charge of ‘counterfeiting official documents’ and ‘damage of an official document’ against 2 police officers, who interrogated Onur Yaser Can under custody, is held on Istanbul Heavy Penal Court No 6 on October 25, 2019. Onur Yaser Can was detained in Istanbul in 2010, and jumped to death from his balcony after he was subjected to torture and ill-treatment under custody. The court sentenced 2 defendants to 4 years each for ‘counterfeiting official documents’ and reduced the sentence to 3 years and 4 months. The court sentenced 2 defendants to 2 years and 6 months for ‘damage of an official document’ and raised the sentence to 3 years and 1 month and 15 days. The court rejected to arrest 2 defendants.

Within the military operation of Turkish Armed Forces to north and east Syria;

Ministry of National Defence made a declaration on October 24, 2019 and announced that 5 soldiers got wounded due to an attack to a scout unit in Resulayn.

2 of 3 executives of People’s Democratic Party (HDP) who were detained on October 23, 2019 in house raids in Kocaeli, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, are arrested by the court on the charge of ‘making propaganda for an illegal organisation’ on October 24, 2019. 1 person (Adnan Ediş) is released. The names of arrested people are: Teyyar Özkaya and Siracettin Başboğa.

Net news agency reporter Emre Orman who was detained on October 23, 2019 in house raids in Ataşehir district of Istanbul, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, is arrested by the court on the charge of ‘making propaganda for an illegal organisation’ on October 24, 2019.

1 person (Aziz Polat) who was detained on October 23, 2019 in house raids in Hekimhan district of Malatya, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, is arrested by the court on the charge of ‘making propaganda for an illegal organisation’ on October 24, 2019. HDP district co-chair Muharrem Özbey is released.

On October 24, 2019, 5 people are detained in house raids in Adıyaman for the same reason. The names of detained people are unknown.

HDP Party Assembly member Reber Varhan is detained in Batman on October 24, 2019. The reason of detention is social media posts about Turkish Armed Forces operation to North and east Syria.

It is learned from the news coverage of October 25, 2019 that, a 7-year-old child (H. Ö.) was hit by a police armoured vehicle in Karşıyaka neighbourhood of Silopi district of Şırnak on October 9, 2019; and that there was no investigation initiated against officers yet.

(10/292) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of October 24, 2019 that, Ferhat Kut, co-mayor of Nusaybin district of Mardin who was arrested on October 17, 2019; is transferred to Elazığ T Type Prison from Mardin E Type Prison and is kept in a solitary cell there.

It is learned from the news coverage of October 24, 2019 that, prisoners in Izmir T Type Prison No 1 sleep on floors due to over-capacity, the restrooms fall short due to same reason, the open-door area is covered by wire net and spouses kept in prison were not allowed to see each other.

(10/293) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1080 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 24, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 24, 2019, 2 people (Merve Demirel and Nazan Bozkurt) and at 18.00 2 people (Merve Demirel and Nazan Bozkurt) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on October 24, 2019. It is learned detained people were released on the same days they were detained.

(10/294) Police Intervention to a Protest in Eskişehir…

The police used pepper spray and clubs to intervene the employees of Zeytinoğlu Holding who want to march from Eskişehir to Ankara to demand their unpaid wages and severance payments on October 24, 2019. It is learned that United Metal Workers’ Union president Adnan Serdaroğlu and 3 workers were hospitalized due to pepper spray. It is reported that 32 people including union managers are detained.

(10/295) Kemal Kurkut Case…

The case against police officer Y.Ş., for killing university student Kemal Kurkut by shooting him behind his back during Newroz celebrations in Diyarbakır in 2017, is held on Diyarbakır Heavy Penal Court No 7 on October 24, 2019. Police officer Y.Ş. is charged with ‘killing on probable intention’ and the indictment demands life imprisonment for this charge.

The court rejected to arrest the defendant and adjourned the trial to January 14, 2019.

(10/296) “I Want My Job Back” Case…

The trial of the case against 15 people including 2 arrestees (Sibel Balaç, Ertuğrul Çağan, Acun Karadağ, Nazan Bozkurt, Gülnaz Bozkurt, Mehmet Dersulu, Alev Şahin, Mahmut Konuk, İlker Işık, Özge Çırpan, Deniz Aydın, Simge Aksan, Murat Çeşme, Burak Aydemir, Selvi Polat), through an investigation against participators of “I Want My Job Back” protests in Yüksel Street, is held on Ankara Heavy Penal Court No 28 on October 24, 2019. The court decided to continue detention of Sibel Balaç and released Ertuğrul Çağan, and adjourned the trial.

15 people were detained in house raids in Ankara on December 10, 2018 and 2 of them were arrested on December 17, 2018 while 13 of them were released on judicial control conditions.

(10/297) Musician on Trial for ‘Insulting Binali Yıldırım’…

The trial of the case against musician Ferhat Tunç, for social media posts ‘insulting Binali Yıldırım’ who was prime minister back then, is held on Istanbul Penal Court of First Instance No 16 on October 24, 2019. The court decided that Ferhat Tunç to be heard as deposition and adjourned the trial to April 14, 2020.

On October 24, 2019, 31 people are detained in operations covering 15 cities through an Adana based investigation.

(10/299) Proceedings Against Parliamentary Members…

It is learned from the news coverage of October 24, 2019 that, 31 proceedings against 20 parliamentary members including HDP co-chairs Pervin Buldan and Sezai Temelli, are submitted to the Constitution and Justice Committee of the Grand National Assembly.

The names of the HDP MP’s subjected to proceedings are: Pervin Buldan (1 proceeding), Sezai Temelli (5 proceedings), Dilan Dirayet Taşdemir (3 proceedings), Berdan Öztürk (3 proceedings), Ayşe Sürücü (1 proceeding), Semra Güzel (1 proceeding), Nimetullah Erdoğmuş (1 proceeding), Muazzez Orhan (3 proceedings), Remziye Tosun (1 proceeding), Gülistan Kılıç Koçyiğit (1 proceeding), Dersim Dağ (1 proceeding), Ayşe Acar Başaran (1 proceeding), Saliha Aydeniz (2 proceeding), Murat Sarısaç (1 proceeding), Sait Dede (1 proceeding), Hişyar Özsoy (1 proceeding), Hüda Kaya (1 proceeding), Habip Eksik (1 proceeding), Abdullah Koç (1 proceeding).

 The name of the IYI Party MP subjected to proceedings is: İsmail Koncuk (1 proceeding).

On October 23, 2019, 3 executives of People’s Democratic Party (HDP) are detained in house raids in Kocaeli, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria. The names of detained people are: Teyyar Özkaya, Adnan Ediş and Siracettin Başboğa.

2 of 3 people who were detained in house raids in Sakarya on October 22, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, are arrested by the court on the charge of ‘making propaganda for an illegal organisation’ on October 23, 2019. The names of arrested people are: (Mehmet Mehdi Keklik and Adem Özğan). Nahide Doğan, HDP Sakarya provincial co-chair who was also detained is released on judicial control conditions and with a ban on leaving the country.

1 of 4 people who were detained in house raids in Kuşadası district of Aydın on October 22, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, are arrested by the court on the charge of ‘making propaganda for an illegal organisation’ on October 23, 2019. The name of arrested person is: Mehmet Ali Baş. 3 people (HDP Kuşadası district co-chair Hanife Gedik, and district executives Taner Akdemir and Fuat Öztürk) who were also detained are released on judicial control conditions.

It is learned from the news coverage of October 23, 2019 that trans prisoner Miray who is on hunger strike for 99 days in Alanya L Type Prison, demanding to be kept in wards, is going on a death fast as of October 22, 2019.

The police intervened the sit-in protest in Güvenpark in Ankara office on October 23, 2019 by Cemal Yıldırım who rally to regain his job at Ministry of Finance from which he had been dismissed by state of emergency decree, and detained Cemal Yıldırım. It is learned that Cemal Yıldırım is released on the same day.

4 people who were detained in Tatvan district of Bitlis on October 22, 2019, are released on judicial control conditions on October 23, 2019. The names of detained people are: Tatvan district council member Ahmet Barut, Suat Karahan, Lezgin Bingöl and Halit Ağar.

3 people are detained in house raids in Muş on October 23, 2019. The names of detained people are: HDP Youth Assembly member Nafiye Bal, HDP Muş provincial co-chair Murat Balkaya and Şeyma Orhan.

2 people are detained in house raids in Hekimhan district of Malatya on October 23, 2019. The names of detained people are: HDP district co-chair Muharrem Özbey and Aziz Polat.

The case against journalist Hayri Demir on the charges of ‘being an illegal organisation member’ and ‘making propaganda for an illegal organisation’ is held at Ankara Heavy Penal Court No 15 on October 23, 2019. The court adjourned the trial to January 23, 2019.

On October 23, 2019, 11 people are detained in operations covering 9 cities through a Konya based investigation; 16 people are detained in operations covering 4 cities through an Izmir based investigation; and 34 people are detained in operations covering 15 cities through a Kayseri based investigation.

(10/288) Trials in Alleged Link to Coup Attempt…

The final trial of the case against former prosecutor Mustafa Sarıçam is held at Penal Department No 9 of Supreme Court on October 23, 2019. The court sentenced the defendant to 1 year 6 months and 22 days regarding effective remorse law.
