(12/077) Curfew in Dargeçit…

Governorate of Mardin declared curfew in Dargeçit district on 11 December 2015. After the declaration of curfew, Security Forces blockaded the district with armoured vehicles.

Takyedin Oral was shot to death when Security Forces opened fire during the operations conducted on 13 December 2015 in Safa quarter of the district.

3 police officers were also wounded on the same day when an armoured vehicle was attacked with a rocket launcher.

(12/078) Curfew in Sur…

The curfew in Sur district of Diyarbakır ended on 10 December 2015 after 9 days of implementation. On the 9th day of the curfew, 7 persons were wounded when the police opened fire against persons who were on the streets.

Governorate of Dyarbakır declared curfew again after 17 hours on 11 December 2015.

Workers with the Azadiya Welat paper Ferit Dere and Elifcan Alkan, Aram Publishing worker Erkan Yıldırım, and Özgür Halk journal workers Pınar Sağnaç Kalkan and Savaş Aslan were detained on 12 December 2015 when they were following incidents in the district.

After the declaration of the curfew, gendarmerie soldiers and military troops along with Special Forces started conducting operations in the district. 3 police officers were reportedly wounde during the clashes on 12 and 13 December 2015.

(12/079) Curfew in Nusaybin…

Bilal Erdoğan who was shot and wounded during the operations conducted in Nusaybin district of Mardin during 4-days curfew started on 6 December 2015 died on 12 December 2015 in Nusaybin State Hospital.

(12/080) Armed Attack in İstanbul…

2 soldiers were wounded when a military vehicle was attacked on 11 December 2015 in Nurtep quarter of Kâğıthane district in İstanbul.

(12/081) Operations and Attacks in the Southeast…

The civilians Hurşit Ölmez and Macit Ölmez died during the air strikes on 11 December 2015 against the camps of PKK in Zap-Metina-Avaşin region.

2 police officers were wounded when a police vehicle was attacked on 13 December 2015 in Seyrantepe quarter of Bismil district in Diyarbakır. The police vehicle was attacked with hand grenades and long barreled weapons.

Ayhan Kaya, personal guard of Cizre Sub-Governor, was reportedly abducted by PKK militants on 10 December 2015 in Cizre district of Şırnak.

2 gendarmerie soldiers who left the gendarmerie station in Yeniaslanbaşar village of Şırnak to take distance education exams on 13 December 2015 and did not come back were allegedly abducted by PKK militants.

Governorate of Van announced on 10 December 2015 that several regions in Erciş and Gürpınar districts were declared temporary security zones until 25 December 2015.

Governorate of Kars announced on 12 December 2015 that implementation of temporary security zones in several regions in Selim and Sarıkamış districts was prolonged for 15 days.

(12/082) Nihat Kazanhan Case…

Cizre (Şırnak) Heavy Penal Court No 1 continued on 11 December 2015 to hear the case launched in connection with the killing of Nihat Kazanhan (12) by the police on 14 January 2014 in Cizre district of Şırnak.

The remanded defendant police officer Mehmet Emin Arslan and 4 police officer defendants testified at the hearing through SEGBİS system at the hearing. The court rejected the demand for the arrest of the defendant police officers U.İ., H.V., O.Ç. and G.T. and adjourned the hearing to 12 February 2016.

The indictment wants the defendants U.İ., H.V., and Mehmet Emin Arslan to be sentenced for “intentional killing”, the defendants O.Ç. and G.T for “not reporting a crime”.

(12/083) Dilek Doğan Investigation…

According to the news appeared in the press on 11 December 2015, The indictment concerning the killing of Dilek Doğan was accepted by Çağlayan (İstanbul) Heavy Penal Court. The indictment wants the police officer Y.M. to be sentenced to a term of imprisonment up to 26 years and 6 months for “intentional killing by negligent conduct”.

Dilek Doğan (25) who was shot during a house raid on 18 October 2015 in Sarıyer district of İstanbul conducted in connection with a “DHKP-C (Revolutionary People’s Liberation Party – Front) Investigation” died on 25 October 2015. She was heavily wounded when the police opened fire in the house. The authorities did not make any statement concerning the incident. But Dilek Doğan’s family declared that the police opened fire when they had a dispute for wearing overshoes to enter the house.

(12/084) Enes Ata and Mahsum Mızrak Case…

Diyarbakır Heavy Penal Court No 1 continued on 11 December 2015 to hear the case against the police officers Bilal Özkara, Hayrettin Akar and Nuri Özgenç launched on charges of causing deaths of Enes Ata (8) and Mahsum Mızrak (14) on March 2006 in Diyarbakır.

It was revealed at the hearing that the recordings of the radio conversations of the day of incident were deleted. Tear gas canister which caused the death of Enes Ata has also gone missing. After the testimonies of the defendants, the court adjourned the hearing to a later date.

On 28 March 2006, the police intervened the funeral of PKK militants in Diyarbakır. 10 persons were killed and 400 persons were wounded during the incidents. Public Prosecutor asked for permission to start an investigation against the police officers in connection with the killing of Enes Ata (8), but Diyarbakır Governorate did not allow the investigation on 25 July 2012 on the grounds the perpetrator could not be identified. Public Prosecutor objected the decision and Diyarbakır Regional Administrative Court suspended the decision on 4 December 2012.

(12/085) Torture and Ill-treatment in Custody…

According to the news appeared in the press on 9 December 2015, 4 persons who were detained during house raids conducted in Hakkari were subjected to torture in custody. The police also seized the medical reports certifying the beatings.

Şahin Öncü was hit with the butt of the weapons, Berzan Aşkan was hosed cold water in a hole in front of the Security Directorate.

The detainees Şahin Öncü and Ercan Kara were arrested on 12 December 2015 on the allegations of “being member of an illegal organisation”.

(12/086) Pressures in Prisons…

On 8 December 2015, 8 female prisoners incarcerated in Sincan (Ankara) Women’s Prison were reportedly beaten by the guards on order of prison administration. Incident occurred when the prisoners were being transferred to Court House for the hearings of their trials. The prisoners were also not allowed books and food in the Court House.

Murtaza Dağ incarcerated in Tekirdağ F-type Prison No 1 and suffering from autoimm haemolytc anaemia was not released from the prison since 29 November 2015 when the sentence he had to serve ended. According to the news appeared in the press, he was released on 11 December 2015.

According to the news appeared in the press on 12 December 2015, 5 visitors of Semira Direkçi incarcerated in Diyarbakır E-type Prison were forced for naked search at the entrance of the prison.

(12/089) TV Channel Managing Director Acquitted…

Anadolu (İstanbul) Penal Court of First Instance No 9 concluded on 10 December 2015 to hear the case against managing director of Samanyolu TV channel Abdullah Bağ launched on charges of “insulting public officer”. The case launched in connection with the news appeared on the channel concerning the meeting of former Prime Minister Recep Tayyip Erdoğan. The court acquitted the defendant.

(12/090) Investigations, Detentions and Arrests on the Allegations of Insulting State President…

Serdar Altınkaya was arrested on 10 December 2015 in Hopa district of Artvin on the allegations of “insulting the State President” on facebook.

Yasin Turan, Peoples’ Democratic Party (HDP) Co-Chair for Dargeçit district of Mardin, was arrested on 13 December 2015 on the allegations of “insulting the State President”.

(12/091) Journalists Convicted on the Allegations of Insulting State President…

Çağlayan (İstanbul) Penal Court of First Instance No 2 concluded on 10 December 2015 to hear the case against Berkant Gültekin, editor-in-chief of the daily Birgün, managing director of the paper Can Uğur, and editorial consultant Barış İnce launched for the headline “Thief and Murderer Erdoğan” of the issue of the paper on 17 February 2015.

After the Public Prosecutor’s opinion as to the accusations and final defence, the court sentenced the journalists to 1 months and 20 days’ imprisonment for “insulting the State President” under the Article 299 TPC.

(12/092) Child Convicted on the Allegations of Insulting State President…

İstanbul Juvenile Court concluded on 10 December 2015 to hear the case against the child D.Y. launched on charges of“insulting the State President” on twitter. The court sentenced D.Y. to a fine of TL 5,600.

(12/093) Students on Trial on the Allegations of Insulting State President…

According to the news appeared in the press on 10 December 2015, a court case was launched against Aegean University students Muhammed Kül, Çiğdem Geçimli and Erdal Kozan on charges of “insulting the State President” with a banner they opened to protest in the tea prices in the university campus.

İzmir Penal Court of First Instance No 30 will start to hear the case on 10 February 2015.

(12/094) Journalists Convicted for Twits…

Ankara Penal Court of First Instance No 32 concluded on 9 December 2015 to hear the case against the daily Today’s Zaman’s former editor-in-chief Bülent Keneş, editor with the paper Celil Sağır and the daily Zaman’s columnist Sevgi Akarçeşme launched on charges of “insulting public officers” with the twits they shared about the Prime Minister Ahmet Davutoğlu.

After the final defence as to the accusations, the court sentenced Bülent Keneş and Celil Sağır to 1 year and 2 months’ imprisonment and Sevgi Akarçeşme to 1 year 5 months and 15 days’ imprisonment under the Article 125 TPC. The sentences were suspended.

(12/095) Co-Mayor Acquitted…

Ağrı Heavy Penal Court concluded on 10 December 2015 to hear the case against the Ağrı Co-Mayor Sırrı Sakık launched on the allegations of “making propaganda of an illegal organisation” with the twits he shared against the sexist expressions of Ağrı Governor Musa Işın.

The court acquitted the defendant at the first hearing of the case on the grounds that the elements of crime were not materialised.

(12/096) Journalists on Trial in Van…

According to the news appeared in the press on 10 December 2015, a court case was launched against Dicle News Agency (DİHA) correspondent İdris Yılmaz and Jin News Agency (JINHA) correspondent Vildan Atmaca who were arrested when they were following an armed clash nearby Erciş district of Van.

Erçiş Penal Court First Instance will start on 18 December 2015 to hear the case against İdris Yılmaz launched on charges of “insulting the State President”.

Erçiş Heavy Penal Court will start on 29 December 2015 to hear the case against Vildan Atmaca launched on charges of “being member of an illegal organisation” and “making propaganda of an illegal organisation”.

(12/097) Person Convicted in Kayseri for Facebook Message…

According to the news appeared in the press on 11 December 2015, Kayseri Heavy Penal Court No 2 concluded to hear the case against Göksel H. launched for “making propaganda of an illegal organisation” through messages shared on facebook. The court sentenced the defendant to 10 months and 15 days’ imprisonment.

(12/098) Newspaper Premises Attacked in Ankara…

Doğan Media Centre in Ankara was opned fire on 12 December 2015. Windows of the building were broken during the attack.

(12/099) Human Rights Defenders Prevented in İstanbul…

The police prevented members and workers of Human Rights Association (HRA) and Human Rights Foundation of Turkey (HRFT) who wanted to make a public statement on 10 December 2015 on Taksim Square in İstanbul. HRA and HRFT were not allowed on the grounds that it was forbidden making public statements on Taksim Square.

(12100) Protest Attacked in İzmir…

The police prevented a group of 9th September University students who wanted to stage a demonstration to protest in the Ankara massacre on 10 October 2015 and detained 15 students under beatings.

(12/101) Protest Intervened in Batman…

The police intervened a group of persons who staged a demonstration on 12 December 2015 in Batman to protest in the recent curfews and operations. The police used tear gas to disperse the crowd and detained 5 persons.

(12/102) Demonstrators on Trial in Eskişehir…

Eskişehir Penal Court of First Instance No 7 started on 11 December 2015 to hear the case against Ahmet Dik, Abdülkadir Kabul, Ayhan Kahraman, Gökhan Kuşku, Koray Abdan for taking part in a demonstration staged to protest in the Ankara massacre on 10 October 2015. The case was launched on the grounds that the nose of a police officer was broken.

The indictment wants the defendants to be sentenced for “resisting security forces”. After the testimonies of the remanded defendants, the court decided to release the defendants to be tried without remand and adjourned the hearing to a later date.

(12/103) Operations throughout Turkey…

The police conducted house raids on 9 December 2015 in Gazi quarter of Hakkari and detained 5 persons on the allegations of “delation against them”.

İsa Karahan, Democratic Regions Party (DBP) member of the Municipality Assembly, who was detained in Doğubayazıt district of Ağrı was arrested on 10 December 2015 on the allegations of “being member of an illegal organisation”.

The police conducted raids on 10 December 2015 against the houses of the executives of Peoples’ Democratic Party (HDP), Democratic Regions Party (DBP), Human Rights Association (HRA), and unions in Şanlıurfa. 18 persons were detained during the raids on the allegations of “violating the Law on Meetings and Demonstrations”.

The detainees HDP Co-Chair for the province Rıdvan Yavuz, DBP Co-Chair for the province Leyla Coşkun, HRA branch Co-Chair Atilla Yazar, union in health sector SES Co-Chairs for the province Reşat Doğan and Ruken Kılınç, union in education sector Eğitim-Sen Co-Chair for the province Dilek Çakırtaş, HDP Co-Chair for Haliliye district Mehmet Melik, union in energy and mine sector Enerji Sanayi ve Maden Emekçileri Sendikası Chair for the provincial branch Servet Yazar, DBP Municipality Assembly members Sevinç İzol and Sibel Sütpak were released after testifying with the Public Prosecutor. Bersa Yıldırım was arrested on the allegations of “insulting State President”.

Musab Demir who was among 4 DEM-GENÇ members detained after a fight between two opposing groups in Istanbul University was arrested on 10 December 2015 on the allegations of “being member of an illegal organisation” and “making propaganda of an illegal organisation” relying on the shared messages on facebook.

Municipality Assembly members in Dicle district Ramazan Andiç and Aziz Akdağ who were detaine during house raids conducted in Dicle district of Diyarbakır were arrested on 10 December 2015 on the allegations of “being member of an illegal organisation”.

DBP Party Assembly member Fırat Alökmen and Cengiz Erdem were detained on 12 December 2015 when they wanted to investigate the damage of the curfew and operations in Fırat quarter of Nusaybin district in Mardin.

Cevdet Malgaz (65) was arrested on 12 December 2015 on the allegations of “being member of an illegal organisation” when he went to Taşburun Gendarmerie Station in Iğdır.

Lütfü Ağcan who was among 3 persons detained in Ceylanpınar district of Şanlıurfa was arrested on the allegations of “being member of an illegal organisation”.

Fırat Kolçak, Yılmaz Yıldız and Ferhat Eman who were among 10 persons detained during operations against the members of HDP were arrested on 11 December 2015 on the allegations of “being member of an illegal organisation”.

(12/104) Persons Killed by the Police in Diyarbakır…

Şerdıl Cengiz (21) and Şiyar Salman (18) were shot to death on 14 December 2015 in Bağlar district of Diyarbakır when the police opened fire against a group gathered nearby Koşuyolu Park to protest in the curfew in Sur district.

2 persons were also wounded during the attack and the police reportedly detained 3 persons.

(12/105) Curfew in Şırnak…

Ministry of Health increased the shift of medical staff from one day to one week in Cizre and Silopi districts of Şırnak. Ministry of National Ecucation, on the other hand, allowed all teachers in the districts to leave allegedly because of in-service training. After the decisions of the ministries, Governorate of Şırnak declared curfew in Cizre and Silopi districts on 14 December 2015.

(12/106) Curfew in Dargeçit…

Curfew in Dargeçit district of Mardin reached its 5th day as of 15 December 2015. Security Forces continued operation son 14 December 2015 and M.A. (16) was heavily wounded when security forces opened fire in Safa quarter. Since the blockade in the quarter continued for 10 houors, he could not be hospitalised. Hatice Gezginci (45) and Sacide Gezginci (26) were also wounded when the police opened fire against them for attampting to move the body of M.A..

Governorate of Mardin announced on 14 December 2015 that 6 militants were killed during the operations, 3 police officers and 3 civilians were wounded.

(12/107) Curfew in Sur…

Curfew and blockade in Sur district of Diyarbakır reached its 5th day as of 15 December 2015.

The police and gendarmerie continued operations in the district on 14 December 2015. Ayşe Aytekin (69) was shot at leg and wounded when the security forces opened fire during the operations.

(12/108) Curfew in Nusaybin…

Governorate in Mardin declared curfew on 14 December 2015 in Abdülkadirpaşa, Fırat, Dicle and Yenişehir quarters of Nusaybin district. This is the 6th curfew declaration in the district in the last few months.

(12/109) Operations and Attacks in the Southeast…

A soldier was reportedly wounded during an armed clash that broke out on 14 December 2015 in the region between Çemişgezek, Ovacık and Hozat districts of Tunceli.

(12/110) Tahir Elçi Investigation…

New footages and testimonies of eyewitnesses were revealed on 14 December 2015 concerning the killing of Tahir Elçi. An eyewitness testified to the effect that Tahir Elçi was shot when he was trying to take shelter behind the Dört Ayaklı Minare.

YDG-H member Mahsum Gürkan was reportedly on technical and physical surveillance list of the security forces for the last one year. And the taxi they took could not be stopped allegedly because of the heavy traffic in the city.

Diyarbakır Bar Association organised a press conference on the recent developments in the investigation. Lawyer Mahsuni Karaman announced that another police officer also fired on Dökümcüler Street when Tahir Elçi was killed, but he did neither testify for 12 days nor signed the crime scene report.

Mahsuni Karaman stressed that the police officer who was identified with the efforts of the Bar Association was one of the suspects for the killing.

Barış Yavuz, HRFT Representative for Diyarbakır, also declared that the Public Prosecutors appointed to investigate the murder were only investigating 5 police officers in connection with the killing. He added that they identified 8 police officers who fired on Dökümcüler Street.

(12/111) Torture and Ill-treatment in Custody in Diyarbakır…

Ş.Y. (27) who was detained on 6 September 2015 in Diyarbakır was reportedly subjected to torture in custody. According to the letter by Ş.Y. from Diyarbakır E-type Prison and received on 11 December 2015, her ribs were broken and she was raped by a police officer.

G.A. (23) incarcerated in the same prison also wrote a letter. According to the letter, she was detained on 8 November 2015 in Bismil district of Diyarbakır and taken to Bisml Security Directorate where she was reportedly beaten, subjected to verbal and physical assault, and threatened to rape.

(12/112) Torture and Ill-treatment in Custody in İzmir…

According to the news appeared in the press on 10 December 2015, 63 persons who were detained in İzmir in 2014 during a demonstration staged on the anniversary of Gezi Park demonstrations were forced to lie down facing the ground and beaten in Kantar Police Station.

The incident was revealed when the defence lawyers presented the video recordings to İzmir Penal Court of First Instance No 40 at the hearing of the case against 63 persons.

Yasin Turan, Peoples’ Democratic Party Co-Chair for Dargeçit district of Mardin, was arrested on 14 December 2015 on the allegations of “insulting the State President”.

(12/114) Political Party Executive Convicted on the Allegations of Insulting State President…

Karşıyaka (İzmir) Penal Court of First Instance No 9 concluded on 14 December 2015 to hear the case against People’s Liberation Party (Halkın Kurtuluş Partisi) executive for Bayraklı district Yusuf Gencer. The case was launched for the banner “Being Thief, Murderer and Public Enemy is the nature of Tayyip-like persons (Tayyipgillerin fıtratında; hırsızlık, katillik, halk düşmanlığı var)” Yusuf Gencer opened during a protest in İzmir.

The court sentenced the defendant to 10 months’ imprisonment under the Article 299 TPC for “insulting the State President”.

(12/115) Persons on Trial for Kurdish Song…

According to the news appeared in the press on 14 December 2015, a court case was launched against Brusk Azad, Hozan Ramazan, Mahmut Dilovan, Mehmet Şervan and Fevzi Fırat for singing a Kurdish song during a solidarity concert organised by prisoners’ relatives association TUHAD-DER in 2014 in Doğubayazıt district of Ağrı.

The indictment wants the defendants to be sentenced for “making propaganda of an illegal organisation” and Doğubayazıt Heavy Penal Court will start to hear the case on 21 January 2016.

(12/116) Politicians on Trial…

According to the news appeared in the press on 14 December 2015, a court case was launched against Pınar Aydınlar, Hacay Yılmaz and Murat Elmastaş for the speeches they made on 3 May 2015 in İzmir during the general elections campaign. The indictment wants the defendants to be sentenced for “making propaganda of an illegal organisation”.

İzmir Heavy Penal Court No 2 will reportedly start to hear the case on 15 February 2016.

(12/117) Operations throughout Turkey…

Orhan Şansal, Co-Mayor of Suruç district in Şanlıurfa, was arrested on 12 December 2015 on the allegations of “being member of an illegal organisation”. Orhan Şansal who was recently detained and released with judicial control decision was arrested upon objection of the Public Prosecutor.

Abdulkadir Keleş, Abdullah Talha Demir, Vedat İrinç, Ezgin Boyraz who were among 38 students detained after a fight between 2 opposing groups in Mersin University campus were arrested on 14 December 2015 on the allegations of “being member of an illegal organisation”, “making propaganda of an illegal organisation”, and “organising mass act of crime”.

(12/118) Operations and Attacks in the Southeast…

3 police officers died and 2 police officers were wounded on 15 December 2015 in Silvan district of Diyarbakır when a bomb exploded during the passage of an armoured police vehicle.

A militant was killed during an armed clash that broke out on 15 December 2015 in the region between Çemişgezek, Ovacık and Hozat districts of Tunceli.

(12/119) Curfew in Sur…

Curfew and blockade in Sur district of Diyarbakır reached its 6th day as of 16 December 2015.

Security Forces continued operations on 15 December 2015. 5 civilians and a police officer were wounded during the clashes nearby Kurşunlu Mosque.

(12/120) Hrant Dink Investigation…

Çağlayan (İstanbul) Heavy Penal Court No 14 accepted on 15 December 2015 the 3rd indictment prepared in connection with the killing of HrantDink. The indictment was prepared against 26 high-ranked public officers and 2 previous indictments were rejected by the Chief Public Prosecutor. The court decided to combine the case with the main Hrant Dink case at Çağlayan (İstanbul) Heavy Penal Court No 5. Next hearing of the main case will be on 22 December 2015.

(12/121) Books Confiscated…

Gaziantep Penal Court of Peace No 3 reportedly took confiscation decision on 4 December 2015 against the books of Abdullah Öcalan, Hasan Cemal’s books “Delila/Bir Genç Kadın Gerillanın Dağ Günlükleri” and “Çözüm Sürecinde Kürdistan Günlükleri”, and Tuğçe Tatari’s book “Anneanne, Ben Aslında Diyarbakır’da Değildim”. The books were seized during the house raids conducted in connection with a “Patriotic Revolutionary Youth Movement (YDG-H) Investigation”.

The confiscation decision was taken on the allegations of “making propaganda of an illegal organisation to encourage violence”, “inciting people to commit crime”, and “praising crime and criminals”.

(12/122) Protest Attacked in Adana…

The police opened fire against a group who staged a demonstration on 15 December 2015 in Adana to protest in the recent curfews and killings. 3 persons were heavily wounded during the attack.

(12/123) Protest Intervened in Şırnak…

The police detained 15 students on 15 December 2015 in Şırnak who were making noise and sound on the balconies and windows of a dormitory to protest in the curfews in Cizre and Silopi districts.

(12/124) Gezi Park Trials…

Çağlayan (İstanbul) Heavy Penal Court No 65 started on 15 December 2015 to hear the case against 45 persons including 41 lawyers launched on charges of “violating the Law on Meetings and Demonstrations”. The defendants were detained when they staged a demonstration in the Çağlayan Court House.

39 defendants were present at the hearing. The defendants wanted their testimonies to be recorded through SEGBİS system. The court accepted the demand and adjourned the hearing to 6 April 2016.

Azadiya Welat correspondent Deniz Babir who was among 5 journalists detained on 11 December 2015 in Sur district of Diyarbakır was arrested on 15 December 2015 on the allegations of “being member of an illegal organisation”.

(12/126) Curfew in Silopi…

The police, gendarmerie soldiers and military troops continued operations on 16 December 2015 in Silopi district of Şırnak where curfew was implemented since 14 December 2015. Security Forces attacked the dwellers of the district who wanted to protest curfew and operations. The number of the security officers in the district reportedly reached 10 thousand.

On 16 December 2015, the attacks of the security forces were intensified and the district ws bombed by the tanks. Peoples’ Democratic Party (HDP) MP Aycan İrmez announced that his neighbourhood Yenişehir quarter was under attack of tanks and cannons.

Aycan İrmez also stressed that the houses in the district were started to be raided by Security Forces in accordance with the statement of Prime Minister.

HDP MP Ferhat Encü also announced that security forces raided his house by breaking the door. He added that Security Forces searched the house, although he declared that he was a MP.

Electricity and water lines were cut off and water shortage emerged in the district.

Hüseyin Güzel (70) reportedly had heart attack and died when his house in Başak quarter was attacked with a grenade launcher.

Hacı Yusuf (60) was reportedly wounded when security forces opened fire during the operations in Başak and Barbaros quarters.

The operations and attacks of the security forces were intensified on 16 December 2015 in Cizre district of Şırnak where curfew was implemented since 14 December 2015.

The quarters in the district were bombed by the tanks and the soldiers raided houses by breaking the doors. An unidentified person was shot at head and killed by the security forces.

Hediye Şen (30) was also shot to death in the garden of his house in Cudi quarter when the police opened fire.

Çağlayan (İstanbul) Heavy Penal Court No 14 accepted on 15 December 2015 the 3rd indictment prepared in connection with the killing of Hrant Dink. The indictment was prepared against 26 high-ranked public officers and 2 previous indictments were rejected by the Chief Public Prosecutor. The commemoration of Maraş Massacre planned to be held on 19 December 2015 in Kahramanmaraş was banned by the Governorate. The governor’s office in Kahramanmaraş announced on 16 December 2014 that all kinds of press conferences, demonstrations and actions related to the Maraş Massacre had been banned between 18 and 26 December 2015. During the massacre between 19 and 26 December 1978 some 150 persons had been killed.

According to the news appeared in the press on 16 December 2015, a court case was launched against 38 students of Abant İzzet Baysal University in connection with a march organised on 15 May 2014 to protest in the killings of 301 miners in Soma district of Manisa.

The indictment wants the defendants to be sentenced for “violating the Law on Meetings and Demonstrations” and “resisting security forces”. Bolu Penal Court of First Instance No 2 will start to hear the case.

Mustafa Hotlar was fired from his job at Ballıca Hospital of Adana Çukurova University Medcal School. He was protesting the incident in front of the hospital.

Ankara Labour Court No 9 continued on 15 December 2015 to hear the closure case against the union for security forces Emniyet-Sen (Tüm Çalışan Emniyet Hizmetleri Sınıfı ve Emniyet Teşkilatında Çalışan Diğer Tüm Hizmet Sınıflarına Dâhil Personel Sendikası). The court dismissed the case. The case was launched upon official complaint by the Governorate of Ankara.

After 17 hours of suspension, curfew and blockade in Sur district of Diyarbakır reached its 8th day as of 18 December 2015.

Military troops also took part in the operations in Sur and tanks bombed the quarters where streets were ditched. The houses which were on the cultural heritage list of the UNESCO were reportedly damaged during attacks.

7 persons were heavily wounded during the operations conducted on 17 December 2015. A house was attacked on the same day with a grenade launcher and 7 persons were wounded.

2 police officers were reportedly wounded during the clashes in the district.

Yusuf Abi (80) had heart attack and died on 17 December 2015 in Barbaros quarter on the grounds that his house was under fire for a long period of time during operations.

Curfew and blockade in Cizre district of Şırnak reached its 5th day as of 18 December 2015.

Doğan Aslan (24) was shot to death at his back on 17 December 2015 when he was going home in Cudi quarter.

Osman Emcür (75) was also shot and heavily wounded when the Security Forces opened fire in Cudi quarter. He reportedly could not be hospitalised on the grounds that the entrance of the ambulance was not allowed.

After 5 days of implementation starting from 14 December 2015, the curfew in Nusaybin district of Martin was suspended for 7 hours on 19 December 2015. According to the announcement by the Sub-Governorate in Nusaybin, the curfew will start at 16.00.

Members of Peoples’ Democratic Congress (HDK) Youth Assembly and Peoples’ Democratic Party (HDP) Youth Coordination occupied a tram on 17 December 2015 in İstanbul to protest in the recent curfews. 8 persons were detained under beatings during the police intervention.

The detained were reportedly beaten by the police in Karaköy Police Station. They were also assaulted at the entrance of the station and forced for naked search.

The police prevented the members of Socialist Party of Refoundation (SYKP) who wanted to make public statement in front of Adana Court House on 17 December 2015. The police reportedly prevented the public statement on the allegations that meetings and demonstrations were not allowed nearby public institutions. One person was also detained.
