Ebdullah Qûreyş who fled from civil war in Syria was allegedly arrested by the soldiers on 20 September 2015 when he was trying to pass the border from Syria to Ceylanpınar district of Şanlıurfa after visiting his family in Serêkaniyê city of Rojava. His body was allegedly found the next day nearby the border. There were reportedly traces of torture and beatings on his body.

Bilal Mengil (16) who was heavily wounded for being shot by the police on 9 September 2015 in Silvan district of Batman died on 28 September 2015 in the hospital in Batman.

Halil Kurtiş (19) was shot to death on 28 September 2015 during curfew in Bismil district of Diyarbakır when he was opened fire from an armoured vehicle.

Police officer İbrahim Tahiroğlu (30) shot Rauf Kayran (32) to death on 30 September 2015 in Afşin district of Kahramanmaraş on the grounds that Rauf Kayran was threatening him and his wife with a knife on the street. Eyewitnesses alleged that Rauf Kayran was suffering from mental disease.

Governorate of Dyarbakır declared curfew on 28 September 2015 in Hani district of Diyarbakır for an indefinite period of time.
After the declaration of curfew in Sur district of Diyarbakır on 28 September 2015, 5 children including 2 heavy ones were wounded during the clashes in the district.
Governorate of Van announced that several regions in Çatak and Başkale districts were decided to be military security zones from 28 September 2015 to 12 October 2015. Entrance of civilians to the military security zones was also banned.
4 civilians were wounded when a military convoy was attacked on 28 September 2015 with rocket launcher on Elazığ road in Diyabakır.
2 soldiers were wounded when a military troop was attacked on 28 September 2015 in Silopi district of Şırnak.
According to the official announcement by the General Staff on 29 September 2015, 19 militants were killed during the cross-border air strikes. General Staff also announced that 6 militants were killed during the operations in the rural area of Çukurca district in Hakkari.
Necmettin Aşan (28) and Hakkı Aşan (43) were heavily wounded when Gendarmerie Headquarters in Beytüşşebap district of Şırnak was attacked with howitzer on 29 September 2015.

(09/128) Case of Mass Grave in Van …
Çatak (Van) Civil Court of Peace continued on 30 September 2015 to hear the case launched with the demand of opening the mass grave of 27 PKK militants who had been killed during an armed clash on 12 October 1998 nearby Çatak district of Van. The bodies of the militants were not given to their families but buried in a mass grave nearby Govkan (Badirgalı) village.
The court decided not to be responsible with the case and sent the files to Çatak Civil Court of First Instance.
The report of the Forensic Institute certifying that the bodies were not identified was read at the previous hearing of the case. Gendarmerie General Command previously sent a letter to the court concerning the incident and accepted that 22 persons had been killed during the military operations in the region. But they also alleged that 14 of the persons were of Syrian origin.
(09/129) Person Beaten by the Police Convicted in Antalya…
Halil Kara who was forcibly taken to the Court House on 5 January 2015 in Antalya by his debtors to lift demand for execution of debt secretly called the police for help. He hid in the tea seller’s shop in the Court House to call the police, but they had a dispute. The police intervened the dispute and detained Halil Kara for swearing the owner and the workers of the tea shop. After the incident, a court case was launched against Halil Kara on charges of “damaging public property”, “resisting security forces”, and “threatening and swearing”.
According to the news appeared in the press on 26 September 2015, Antalya Penal Court of First Instance No 15 concluded to hear the case. The court sentenced Halil Kara to 3 years 5 months and 7 days’ imprisonment for “resisting security forces” and “swearing police officers”.
The court also sentenced the police officers K.Y. and M.K. to punitive fine of 180 days for “simple wounding”. But the court reduced the sentence to 45 days on the grounds that Halil Kara incited the officers and then reduced to the sentence to 37 days for good conduct during the trial. Consequently police officers were sentenced to a fine of TL 740.

The prisoners incarcerated several prisons and convicted in PKK and KCK cases continue hunger strike started to protest in the recent military operations and arrests.
According to the news appeared in the press on 23 September 2015, 24 prisoners who were incarcerated in Muş E-type Prison and started hunger strike were reportedly banned from social activities and visits.

The new domain “www.diha-haber.info” of Dicle News Agency (DİHA) which was launched recently was also banned by Telecommunication Communication Presidency on 28 September 2015. Access to 20 domains of DİHA was previously banned.

The police raided a building on 28 September 2015 in Diyarbakır where the premises of Dicle News Agency (DİHA), the daily Azadiya Welat, Aram Publishing, and the association Kurdi-Der. The police searched the premises and detained 32 persons. After the forensic tests for gunshot residue, the detainees were released.

Ankara Penal Court of First Instance 42 started on 28 September 2015 to hear the case against Ahmet Bıyıklı and Mehmet Ali Başaran upon official complaint by the General Staff on the allegations of alienating people from military service according to the Article 318 TPC. Ahmet Bıyıklı launched the web site www.askeregitmeyin.com (~donotgoformilitaryservice.com) and Mehmet Ali Başaran was writer with the web site.
The indictment wants the defendants to be sentenced to terms of imprisonment up to 2 years. After the testimony of Mehmet Ali Başaran, the court adjourned the hearing to 14 January 2015.

Umut Çevik and Ezgi Harbelioğlu who were among 7 persons detained in Mersin for protesting the government’s decision for not allowing Aziz Güler body to be taken by his family on Rojava border for funeral were arrested on 30 September 2015 for “strong suspicion of crime”.

Berivan Bitmen (22) and Seyhan Çiçekli (22) who were detained during operations in Nusaybin district of Mardin were arrested on 23 September 2015 on the allegations of “being member of an illegal organisation”.
The police conducted house raids on 29 September 2015 in Adana and detained 7 persons on the allegations of “being member of an illegal organisation”.
The police conducted raids on 30 September 2015 in Siirt against the premises of Peoples’ Democratic Party (HDP), Democratic Regions Party (DBP), Human Rights Association (HRA) and MEYDA-DER association. The houses of the workers and executives were also raided. At least 9 persons including HRA Chair for Siirt province Zana Aksu were detained during the operations.
HDP Co-Chair for Çaldıran district Derya Gönül and Refik Aladağ who were detained during operations conducted in Çatak district of Van were arrested on 29 September 2015 on the allegations of “being member of an illegal organisation”.
Democratic Regions Party (DBP) members Yaşar Aydın, Ali Karakaş and Abdurrahman Sert who were detained during operations conducted on 30 September 2015 in Dicle and Eğil districts of Diyarbakır were arrested the same day on the allegations of “being member of an illegal organisation”.
