27 August 2024 Daily Human Rights Report

(08/199) Attack on People in Diyarbakır…

It is learned from the news coverage of August 26, 2024, that 2 of 3 people, who were reported to be the perpetrators of armed and sound bomb attacks on 2 cafes named Karga and Hewş in the Sur district of Diyarbakır on July 11, 2024, threatened the owner of Hewş cafe and his brother on the street and then physically attacked them on August 25, 2024. It is reported that the brother of the Hewş Cafe owner was wounded and 2 attackers were detained by the police. Detained 2 people were released by the criminal peace judgeship on judicial control conditions on 26 August 2024.

The person who was injured in the attack stated the following to the press: ‘While I was walking on the street with my brother in the evening, they threw a coffee table on us and said “we will not let you stay here”. These people have attacked us before and they were imprisoned for 1 month and 4 days and released. Criminals come here in groups every day. Every day they disturb and harass people living on the street, customers coming to the cafe and hotel. We filed a criminal complaint yesterday. They are currently in detention (…)’ .

3 people, who were arrested after the armed and sound bomb attack on 11 July 2024, were released after the detention review on 15 August 2024.

(08/200) Attack on a Journalist in Yalova…

It is learned from the news coverage of August 26, 2024, that Demirören News Agency (DHA) reporter Zehra Baykal, who went to Yalova on August 25, 2024, to cover the search for 2 people who went missing after going out to sea in Yalova, was subjected to physical violence by a group of people reported to be relatives of the missing people and was injured. It is also reported in the news that an investigation has been initiated into the attack.

Zehra Baykal stated the following tothe press:  ‘We heard that two people went canoeing on Armutlu beach and got lost. Today we went to the scene to report the news. When I got out of the vehicle, a group of about 15 people claiming to be relatives of the missing persons started to attack me when they saw the microphone in my hand. While I was trying to understand the situation, one person grabbed my throat, one person pulled my hair and pulled my ear with my earring and my ear was split. I threw myself into the Sea Port Branch Directorate, I was referred to the hospital and 7 stitches were put in my ear. I have bruises and scratches on my body. I filed a complaint against them’.

(08/201) Torture and Other Ill-Treatment in Prison…

It is learned from the news coverage of August 27, 2024, that Enes İlgen and Serdar Başaran, prisoners in Samsun Bafra T Type Prison, were subjected to disciplinary proceedings by the prison administration for Kurdish poems they wrote and were sentenced to solitary cell penalty for 11 days each. It is also reported in the news that lawyers of prisoners appealed to the Execution Judgeship against the decision.

(08/202) Meeting Request with Abdullah Öcalan not Responded to…

It is learned that the appeal made on August 27, 2024, to the chief public prosecutor’s office in Bursa by lawyers in order to visit their clients PKK leader Abdullah Öcalan, Ömer Hayri Konar, Hamili Yıldırım and Veysi Aktaş in İmralı Prison was not responded.

(08/203) Gendarmerie Intervention Against a Sit-in Protest in Manisa…

On August 26, 2024, the gendarmerie intervened against mine workers and members of the Independent Mine Workers’ Union who staged a sit-in protest in front of a mine in the Soma district of Manisa against the decision to dismiss some workers for unionizing and detained at least 70 people, including union chair Gökay Çakır.

(08/204) Police Intervention Against a Protest in Istanbul…

It is learned from the news coverage of August 26, 2024 that, the police intervened against workers and union members who held a protest at a shopping mall in the Zeytinburnu district of Istanbul on August 26, 2024, with the call of Warehouse, Port, Shipyard and Marine Workers Union (DGD-SEN), after 6 workers were dismissed from their jobs at a CarrefourSA warehouse in Istanbul on August 12, 2024; and detained 6 people including a union representative, by torture and ill-treatment. It is also reported that the police sprayed tear gas at close range targeting the protesters’ faces and verbally harassed the protesters by saying “We brought you Sabancı’s greetings”.

(08/205) MP on Trial…

It is learned from the news coverage of August 26, 2024, that a lawsuit was filed by the lawyer of the President against Tuncay Özkan, Izmir MP of the Republican People’s Party (CHP), on the grounds of his remarks about the President, demanding 250.000 Turkish Liras of non-pecuniary damages. It is also reported in the news that the President’s lawyer filed a criminal complaint against Tuncay Özkan to the Ankara Chief Public Prosecutor’s Office on the charge of ‘insulting the President’.

On August 25, 2024, the Ministry of Justice announced that an investigation was initiated by the Izmir Chief Public Prosecutor’s Office against CHP Izmir MP Tuncay Özkan due to his remarks about the President.

(08/206) People Detained and Arrested in Istanbul…

5 people including Peoples’ Equality and Democracy Party (DEM Party) Esenyurt district co-chairs Rojda Yılmaz and Abdullah Arına, who were detained on August 23, 2024 in house raids in Istanbul on the allegations of “making propaganda of an illegal organization” for singing Kurdish songs and dancing halay at an event, were referred to the criminal peace judgeship on August 26, 2024. 3 of 5 people were arrested on the charges of ‘making propaganda for an illegal organization’ and ‘being a member of an illegal organization’. Esenyurt district co-chairs Rojda Yılmaz and Abdullah Arına were released on judicial control conditions. The names of 3 arrested people could not be learned.

On August 23, 2024, 6 people including 1 child (M.Y.) were detained and M.Y. was released on judicial control conditions by the Criminal Peace Judgeship on the same day.

(08/207) Ban of Access to Web Content…

It is learned from the news coverage of August 26, 2024, that 82 X (Twitter) accounts, including the X account of Yeni Yaşam newspaper, were banned from access on the grounds of national security and protection of public order, by the decision of Gümüşhane Criminal Peace Judgeship dated August 20, 2024.
