On March 30, 2024, in the Zeytinburnu district of Istanbul, 1 person named A. H. was wounded due to the police firing at a motorcycle that did not obey a stop warning.
(04/002) Person Who Lost His Life in Prison…
It is learned that Mutlak Tozun, an ill prisoner in Manisa Akhisar T Type Closed Prison who was released on parole on January 25, 2024, died on March 30, 2024 in Van hospital.
(04/003) Torture and Other Ill-Treatment in Prison…
It is learned from the news coverage of March 29, 2024, that two prisoners named İlhami İşçi and Uğur Ürün in Antep İslahiye T Type Closed Prison were subjected to physical violence by the correction officers during ward search and were put in solitary cells. It is also stated in the news reports that 2 prisoners were subjected to torture and ill-treatment in solitary cells and were told “You do not know what torture means. Have you heard of Esat Oktay Yıldıran? Do you know what Esat Oktay did? Do you know about the Mehmet Ağar era? We will teach you what torture is.”
It is learned from the news coverage of March 29, 2024, that a letter written by a prisoner named Hasan Umut Özer to journalist Hüseyin Aykol from Karabük T Type Prison where he was kept in 2018, was delivered 4 years later.
It is learned from the news coverage of March 31, 2024, that in Tokat T Type Prison, the number of books to be carried by prisoners is limited to 5, personal belongings of prisoners are damaged during ward searches, and lawyer visits are recorded in audio and video recordings.

It is learned from the news coverage of March 31, 2024, that prisoners in Tokat T Type Prison were forced to be searched inside their mouths during hospital transfers, and prisoners who refused were not taken to hospital.
(04/005) March 31st Elections…
It is learned from the news coverage of March 30, 2024, that 2 people (C. Ş. and V. Ş.) who were detained on March 27, 2024 when they wanted to enter the rally of Peoples’ Equality and Democracy Party (DEM Party) in Kars wearing national clothes, were released after statement procedures.
On March 30, 2024, 2 members of the Republican People’s Party (CHP) were detained in the Küçükçekmece district of Istanbul and were released after statement procedures at the police. The names of detained people are unknown.
DEM Party Spokesperson stated on March 31, 2024, that a total of 46,901 shifted voters were detected in 31 centers.
It is learned from the news coverage of March 31, 2024, that the Supreme Board of Elections (YSK) banned video footage during vote counting and journalists were removed from polling stations in some places on the grounds of this decision.
It is learned that on March 31, 2024, Emin Çelik, an election official of the DEM Party, lost his life and 12 people were wounded in a fight at a ballot box in the Ağaçlıdere neighborhood of the Sur district of Diyarbakır. It is reported that 14 people were detained in relation to the incident.
On March 31, 2024, it was learned that a DEM Party member Metin Çimendağ, who was in charge of a ballot box in the Başak neighborhood of the Başakşehir district of Istanbul, was wounded due to an armed attack.
On March 31, 2024, it was learned that the car in which Halil İbrahim Bişkin, a mayoral candidate of Nationalist Movement Party (MHP) in Kırıkkale, was riding, was attacked by anonymous people. It is reported that no one was killed or injured in the attack.
On March 31, 2024, it is learned that a person from the IYI Party who was in charge of a ballot box in the Cizre district of Şırnak was subjected to physical violence by Hakan Ekinler, municipality council candidate of Justice and Development Party (AKP).
On March 31, 2024, İdris Aydın, a Democratic Party (DP) observer at a ballot box in the Midyat district of Mardin, was subjected to physical violence by a group including AKP mayoral candidate Veysi Şahin and was wounded.
On March 31, 2024, it is learned that 1 person (İ. A.) lost his life and 4 people were wounded due to a fight that broke out in the Konacık village of Siirt central district for the mukhtar elections. It is reported that 1 person was detained related to the incident.
On March 31, 2024, it is learned that 1 person (Mustafa A.) died and 1 person (Mahmut D.) was wounded due to a fight that broke out in the Bolluca neighborhood of Arnavutköy district of Istanbul, over mukhtar elections. It is reported that 3 people were detained related to the incident.
On March 31, 2024, 21 people were wounded due to fights in some rural neighborhoods of Eyyubiye, Bozova, Harran, and Halfeti districts of Urfa, and 6 people were detained.
On March 31, 2024, it is learned that 22 people including 11 people in the Yüceli rural neighborhood of Kızıltepe district of Mardin, 2 people in the Kışlak rural neighborhood of Mazıdağı district, 1 person in Ömerli district, 2 people in Pirinçli rural neighborhood of Derik district and 6 people in Yolbilen rural neighborhood of Nusaybin district were wounded as a result of fights due to mukhtar elections.
On March 31, 2024, it is learned that 3 people (H. A., Y. A., S. G.) were wounded due to a quarrel that broke out in Korulu village of Turhal district of Tokat, over the mukhtar elections.
On March 31, 2024, it is learned that 1 person (Talip Yıldırım) was wounded due to a quarrel in Balca village of the central district of Bayburt for mukhtar elections.
On March 31, 2024, Devrim Demir, DEM Party’s co-mayor candidate for Mardin Metropolitan Municipality, who was inspecting a school in the Ömerli district of Mardin, was sprayed with pepper gas by the police and was hospitalized. It is also reported that journalist Özgür Aksoy was detained during the intervention.
On March 31, 2024, the police intervened against the people gathered in front of DEM Party provincial office in Şırnak and detained 5 people including DEM Party provincial co-chair Abdullah Güngen, using physical violence. The detainees were released after statement procedures at the police.
On March 31, 2024, the police used water cannons, pepper spray and rubber bullets against the people gathered in Van to celebrate DEM Party’s victory in the Metropolitan Municipality. It is not known how many people were detained as a result of the intervention.
(04/006) Journalists Detained in Çorum…
It is learned from the news coverage of March 30, 2024, that Halil İbrahim Kaya, owner of Kent 19 TV, and Elvan Yılmaz, owner of Rota Çorum website, who were detained upon the complaint of AKP Çorum MP and AKP provincial chair, were released by the criminal peace judgeship on judicial control conditions. It is also reported that Erkan Karaca, chair of Çorum Press Association and owner of Leblebi TV, Güngör Atak, owner of Gün TV, and Engin Erenler, owner of Çorum Net TV, who were called to Çorum Provincial Security Directorate for statement procedures, were released after statement procedures.

It is learned that the number of people detained on the grounds of ‘publicly provoking hatred and hostility’ and ‘publicly disseminating misleading information’ in their social media posts on the allegations of increased HPV and HIV cases in Karabük University is 10 as of March 29, 2024.

It is learned that 1 content on https://www.mersinmercek.com about AKP Akdeniz mayor candidate stepping on a Turkish flag is banned from access by Mersin Criminal Peace Judgeship No 3 on March 28, 2024, on the grounds of violation of personal rights.
It is learned that two content on https://www.sozcu.com.tr and https://www.milligazete.com.tr, where the Presidential Chief of Administrative Affairs was mentioned, were banned from access by the Access Providers Association’s decision dated March 29, 2024, on the grounds that they contain the same content as the news reports that were previously sanctioned.
It is learned that 1 content on https://www.birgun.net related to the restoration of Kariye Mosque was banned from access on the grounds of violation of personal rights by Istanbul Criminal Peace Judgeship No 5 on March 29, 2024.
It is learned from the news coverage of March 30, 2024 that, two content on https://www.ensonhaber.com, and https://www.tv100.com related to violence inflicted by a father on his child was banned from access by Erzurum Criminal Peace Judgeship No 1 on March 30, 2024, on the grounds of violation of personal rights.
