A Periodic Assessment of the Role of Inadequate and Untimely Forensic Examinations in Concealing Torture

In this study, the aim is to highlight the problems encountered by assessing the compliance of health evaluations of persons deprived of their liberty/detained with Turkish legislation and the 2022 Edition of the Istanbul Protocol, and to compare the effects of forensic medical assessment conducted during the detention process in terms of making torture visible, preventing it, and ensuring access to health and justice periodically. The files of 3,940 individuals who applied to the Treatment Centers of the Human Rights Foundation of Turkey between January 1, 2020, and December 31, 2024, due to torture and ill-treatment and who were detained, were retrospectively examined, and it was determined that the examinations were not conducted in accordance with the Istanbul Protocol.

This study was presented as an oral presentation at the 5th International 21st National Forensic Sciences Congress held on April 10-13, 2025.
