(11/109) Person Wounded by the Fire Opened by a Security Officer in Istanbul…

It is learned from the news coverage of 11 November 2024 that, M.T., a private security officer at Bostancı Marmaray station in the Kadıköy district of Istanbul, injured 1 person named A.A. with a firearm after a quarrel. It is reported in the news that the private security officer was detained.

(11/110) Torture and Other Ill-Treatment Under Custody in Diyarbakır…

According to the news coverage of 8 November 2024, during the hearing of the case regarding the killing of Narin Güran (8, f) at Diyarbakır Heavy Penal Court No 8 on 8 November 2024, Narin Güran’s cousin Osman Güran stated that he was subjected to torture and ill-treatment at Diyarbakır Provincial Gendarmerie Command where they were detained.

Osman Güran stated the following to the press: “I was ill-treated in detention. On the day of Narin’s funeral, they attempted to use pliers on my teeth and pull out my toenails. We were tortured like rough beatings’.

(11/111) Torture and Other Ill-Treatment in Batman…

It is learned from the news coverage of 10 November 2024 that, some people who were detained during the interventions against the protests against the decision to dismiss co-mayors of Mardin, Batman, and the Halfeti district of Urfa on 4 November 2024, were subjected to torture and ill-treatment at Batman Provincial Security Directorate and DEM Party Batman MP Zeynep Oduncu, who went to Batman Security Directorate upon the allegations, was not allowed to meet detainees. It is also claimed in the news reports that chief physicians of hospitals in Batman instructed doctors on duty not to issue medical reports documenting torture.

E.Ö. stated the following to the press: “I was detained by two plain-clothes police officers yesterday around 3:30 or 4 pm when I was going to the restroom a little away from the vigil. The day before, I was leading the halay at the vigil. We wore yellow, red, and green colors in the halay. When they took me, they said ‘You are too visible’. They detained me, then they swore at me and beat me. They started beating me with a baton. When I was hit on my head and face, I tried to protect myself with my hand, but my palm was smashed. Then they took me to Mardin Police Headquarters. At the police station, they told me, ‘You will leave the DEM Party. You will not go to the watch area from there‘’.

(11/112) Journalists Threatened While Following the Protests Against the Trustee Decisions…

According to the news coverage of 8 November 2024, Mezopotamya Ajansı (MA), JINNEWS and Yeni Yaşam newspaper employees who were covering the protests in Batman against the decision to dismiss co-mayors of Mardin, Batman and Halfeti districts of Urfa and appoint trustees to replace them, were prevented by people claiming themselves as police officers and not showing their ID cards. It is learned that the people in question attempted to detain Veysi Akören, a distributor of Yeni Yaşam newspaper, by using physical violence and without giving a reason, and that press workers and people around the neighborhood reacting to this situation were threatened with guns by people claiming themselves as police officers saying ‘we will take you too’, and that the people in question fled the scene upon reactions.

The Governorate of Batman made the following statement on 10 November 2024: ‘It was determined that a member of the press named Veysi AKÖREN made “propaganda in a way to legitimize or praise the methods of a terrorist organization involving force, violence or threats, or to encourage resorting to these methods” towards the people participating in the street protests in our province, and with the instruction of the Public Prosecutor, the press member was intervened by our civilian police teams’.

(11/113) Preventions and Interventions in Protests against the Trustee Decisions…

On 9 November 2024, the police used tear gas, water cannons and rubber bullets against the protests in Huzur, Cumhuriyet, Emekli TOKİ, Pazaryeri, Hilal, Karşıyaka, Petrolkent, Bağlar, Korike, Bayındır, Cudi and Petrol neighborhoods of Batman against the decision to dismiss co-mayors of Mardin, Batman and the Halfeti district of Urfa and appoint trustees to replace them. It could not be learned whether anyone was detained as a result of the intervention.

On 9 November 2024, the police used tear gas and water cannons to intervene in the protest at Basın Kavşağı in Batman for the same reason. It is reported in the news that 1 person was wounded and material damage occurred in neighboring workplaces as a result of the intervention.

On 10 November 2024, the police intervened with tear gas and water cannons against the protest staged for the same reason at Basın Kavşağı in Batman.

It is learned from the news coverage of 10 November 2024 that Democratic Regions Party (DBP) co-chairs Çiğdem Kılıçgün Uçar and Keskin Bayındır, Diyarbakır Metropolitan Municipality co-chairs and council members who were on their way to Batman for the same reason, were prevented from entering Batman by soldiers without giving any reason. It is reported that the road was opened after the delegation started a sit-in protest.

According to the news coverage of 10 November 2024, the police intervened with tear gas, rubber bullets, and water cannons against the protest in Batman in the evening for the same reason. It is not known whether anyone was detained during the intervention.

(11/114) A March Prevented by the Police in Artvin…

It is learned from the news coverage of November 9, 2024, that the police prevented the vigil for life in the same place, about Reşit Kibar’s death due to Muhammet Ustabaş opening fire to life/environment defenders protesting in the Cankurtaran area of the Borçka district of Artvin on September 3, 2024. It is reported that the march continued despite the police prevention and a press statement was read.

(11/115) People Arrested in Istanbul…

7 people (Grup Yorum member Rezzan Şengül, Tacettin Şahin, Necla Can, Fahrettin Keskin, Naime Emlik, Ayşe Lerzan Conde, and Feridun Osmanağaoğlu) who were detained in house raids in Istanbul on 5 November 2024, were arrested by the criminal peace judgeship on 8 November 2024. The reason for the arrest could not be learned.

(11/116) People Detained and Arrested for Protests Against the Trustee Decisions in Urfa…

10 people including 1 child (Berivan Kocaoğlu, Burçin Satıcı, Mizgin Çiftçi, Sever Yalçınkaya, Muhammed Sait Görgün, Kerem Bilgin, Yusuf Yeşiltepe, G.G., Mahmut Demir, Aziz Çetintaş) who were among the 16 people detained in the Halfeti district of Urfa on November 5-6, 2024, on the grounds of protests against the decision to dismiss co-mayors of Mardin, Batman, and Halfeti district of Urfa and appoint trustees to replace them, were arrested by the criminal peace judgeship on November 8, 2024. 6 other people (Adle Fidan, Elif Yalçın, Yılmaz Birgül, Serhat Topkan, Musa Yalçınkaya, Muhammed Algaç) were released by the criminal peace judgeship on judicial control conditions on the same date.

The Ministry of Interior announced that 253 people were detained on November 10, 2024, on the allegations of ‘making propaganda for an illegal organization’, ‘being a member of an illegal organization’, ‘violating the Law on Meetings and Demonstrations No 2911’ and ‘resisting to prevent duty’. 33 of these people were arrested and 40 people were released on judicial control conditions, 3 of them on house confinement. The Ministry informed that the statement procedures of the remaining people are still in progress.

(11/118) People Detained and Arrested in Izmir…

3  (EGE TUHAYDER member İsmet Akdemir, HDP member Fırat Aksoy, DBP Aegean Regional Representative Aslan Kızıl) of the 8 people who were detained on 7 November 2024 in house raids in Izmir and Muğla through an investigation conducted by the Izmir Chief Public Prosecutor’s Office, including executives of DBP, Peoples‘ Democratic Party (HDP), Peoples’ Equality and Democracy Party (DEM Party), AVESTA Language and Culture Research Association, former executives of Aegean Association of Assistance with Prisoners and Convicted Families (EGE TUHAYDER) and members of Human Rights Association (İHD),  were arrested by the criminal peace judgeship on 9 November 2024 on the charge of ‘being a member of an illegal organization’. 5 people (TUHAYDER former executive Selma Altan, Hediye Tekin, HDP MYK member Aydın Çetinkaya, DEM Party Izmir provincial executive Ramazan Efendioğulları, Ramazan Kaygısız and Ekrem Karakoç) were released by the criminal peace judgeship on the same date on judicial control conditions.

(11/119) Journalist Arrested in Istanbul…

Journalist Furkan Karabay was detained in Istanbul on 8 November 2024 on the grounds of sharing a news report on social media about the arrest of Esenyurt Mayor Ahmet Özer on 31 October 2024 and the decision to appoint a trustee in his place. The journalist was arrested by the Criminal Peace Judgeship on 9 November 2024 on the allegations of ‘insulting a public official due to his duty’, ‘targeting a public official’ and ‘publicly disseminating misleading information’.

(11/120) People Detained in Mardin…

On 8 November 2024, 5 people were detained in house raids in Mardin. The reason for the detention could not be learned. The names of detainees are Kadri Çakar, Mehmet Emin Şahin, Dilbirîn Şahin, Serhat Yalçınkaya, and Hacı Tekin.

(11/121) Former MP on Trial in Tunceli…

The final trial of the case against HDP’s former Tunceli MP Alican Önlü, on the grounds of the quarrel that broke out after he objected to the search of his car by soldiers when he was an MP in Tunceli in 2017, was held at Tunceli Penal Court of First Instance No 1 on 9 November 2024. The court sentenced Alican Önlü to a 17,700 Turkish Liras judicial fine on the charge of ‘insulting a public officer on duty’ and acquitted him on the charge of ‘resisting to prevent duty’.

(11/122) People on Trial for the Attack on a Women’s Rights Protest…

The first trial of the case against civilians who attacked the march and press statement organized by Erzincan Women’s Platform in Erzincan on 8 March 2023, was held at Erzincan Penal Court of First Instance No 1 on 8 November 2024. The court adjourned the trial to 22 January 2025.

(11/123) People on Trial in Bursa…

On 8 November 2024, the trial of the case against Mehmet Altın, who poured Coca-Cola in front of the Justice and Development Party (AKP) Gemlik district office in Bursa on 23 November 2023 to protest Israel, and Yıldırım Doğan, who took a video of the protest, was held at Bursa Penal Court of First Instance. The indictment demands a sentence for 2 people on the charges of ‘inciting people to hatred and hostility’, ‘damaging property’ and ‘insulting the President’. The court decided to lift the judicial control conditions for 2 people and adjourned the trial to 12 February 2025.

(11/124) Cancelled Concerts…

It is learned from the news coverage of November 8, 2024, that, the concert of musician Rojda Senes, which was to be held at Yahya Kemal Beyatlı Show Center in the Küçükçekmece district of Istanbul on November 17, 2024, was canceled by the Istanbul Küçükçekmece Municipality. The reason for the cancellation could not be learned.

It is learned from the news coverage of 9 November 2024 that, the concert of musician Diljen Roni, which was to be held at Cemil Candaş Kent Cultural Center in the Şişli district of Istanbul on 6 December 2024, was canceled by the municipality on the grounds of ‘renovation’.

It is learned from the news coverage of 9 November 2024 that, the concert of musician Azad Bedran, which was to be held at Antalya Muratpaşa Municipality hall on 15 November 2024, was canceled by the municipality on the grounds of ‘another meeting’.

It is learned from the news coverage of November 9, 2024, that, 3 concerts of musician Xecê, which were to be held in Erzurum, Ağrı, and Muş between November 16-21, 2024, were cancelled by venue owners without giving a reason.
