(01/074) Operations and Attacks…

It is learned that 1 soldier died and 3 soldiers got wounded in a clash between security forces and HPG militants in rural areas of Lice district of Diyarbakır on January 9, 2021.

Hadi Yalçın, a cancer patient prisoner, died in Edirne F Type Prison on January 8, 2021.

(01/076) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of January 8, 2021 that, 76 prisoners are kept in the quarantine ward of Antalya E Type Prison.

It is learned from the news coverage of January 8, 2021 that, in Antalya L Type Prison, 30 litres of hot and 150 litres of cold water is provided to each ward and the food given to prisoners is inadequate.

It is learned from the news coverage of January 9, 2021 that in Van High Security Prison, Evrensel, Yeni Yaşam and Kurdish Xwebun newspapers were not given to prisoners.

(01/077) Rejection to Meeting Request with Abdullah Öcalan…

It is learned that the appeal of visit made on January 8, 2021 to chief public prosecutor’s office in Bursa by families of PKK leader Abdullah Öcalan and Hamili Yıldırım, Ömer Hayri Konar and Veysel Aktaş was not responded.

(01/078) Torture and Ill-Treatment Under Custody in Hakkari…

It is learned that 2 people (Ekber Hudai and İbrahim Fırat) were subjected to torture and ill-treatment of security forces during house raids in Güldalı village of Yüksekova district of Hakkari on January 9, 2021. It is learned that some houses in the village were raided by the security forces during an operation on the grounds of cigarette smuggling.

Lawyer Ramazan Kurt stated the following about the torture and ill-treatment: “The house was searched and my clients were detained although they had no search and detention warrant. (…) My clients were heavily subjected to torture and they were forced to confess despite there were no evidence in the house. My clients rejected to this. Although they were not even suspects, the police detained them and took to the security directorate, to cover the torture and insults that they committed. (…) Security forces contacted family members of my clients to pressure them so that they would not file criminal complaints against them. (…) And my clients were said not to tell their families what happened. But family members do not accept, they will file criminal complaints”.

(01/079) Police Intervention to Protests in Ankara for Rector Appointment to Boğaziçi University…

The police intervened the press declaration to protest new rector appointment to Boğaziçi University by the President, in Yüzüncü Yıl neighbourhood of Çankaya district of Ankara on January 8, 2021; and detained at least 13 people by using physical violence.

It is learned that Deniz Baran Erbudak, a participator of the protest, had a leg fracture due to police intervention and he states the following: “My leg was broken when they kneed down on it, more than one officer started to press on my leg with their knees. (…) After being detained we were taken to a hospital where I was said ‘it is okay’ without even being examined. (…) Then I was admitted to 29 Mayıs Public Hospital in Çankaya. After tomography scan it was found out that I have 2 fractures in my leg, cross-link scission and many lesions”.

The police intervened the press declaration held for the same cause at Güvenpark in Ankara and detained at least 28 people. It is also learned that the police detained 2 people (Şamil Parlak and Doğuş Özdemir) in front of their house, claiming that they would participate in the protest. It is stated in the news reports that 2 people were kept in a car for 3 hours at police car park and they were released without being subjected to any proceedings.

Detained 43 people are released after statement procedures at the police on the same day. The names of detained people learned so far are: Zeynep Ülger, Rojhat Yaşmin, Şamil Parlak, Doğuş Özdemir, Sena Bademli, İremnaz Çelik, Cem Bolatcan, Nisan Çıra, Sudenur Sivri, Ahmet Şen, Ulaş Kızılırmak, Zeynep Kurt, Safa Bayraktar, Emir Parlak, Deniz Baran, Celil Resuloğulları, Seçil Işık, Ertürk Soysal, Nazlı Buket Yazıcı, Emek Ilgaz, Selim Doğan Koç, Yaren Tuncer, Ege Kök, Tunahan Gözlügöz, Yalın Pala, Anıl Hacıefendioğlu, Ali Aydoğan, Sevgi Topa.

(01/080) Police Intervention to a Protest in Van…

The police used gas bombs and pressurized water to intervene the people including co-chairs of Democratic Society Congress (DTK), and Democratic Regions Party (DBP) as well as parliamentary members from Peoples’ Democratic Party (HDP) who gather to hold a press declaration in Van on January 8, 2021. It is learned that nobody was detained.

Mezopotamya News Agency reporter Mehmet Aslan who was detained in Istanbul through an Antalya based investigation on January 5, 2021; is arrested by the court in Antalya on the charge of ‘being an illegal organisation member’ on January 8, 2021.

(01/082) Detained University Students in Istanbul…

21 people who were detained in house raids in Istanbul, on the grounds of participating in the press declaration at Boğaziçi University campus which was held on January 4, 2021 to protest the new rector appointed to the university by the President, are released on judicial control conditions on January 7, 2021.

Thus, 45 people who were detained in relation to this press declaration are all released on judicial control conditions.

(01/083) Detained People in Diyarbakır…

On January 9, 2021, 2 people (Azize Bozkuş and Mehmet Şah Bozkuş) are detained in house raids in Bağlan neighbourhood, following the clash in rural areas of Lice district of Diyarbakır, where 1 soldier died and 3 soldiers got wounded. Mehmet Şah Bozkuş is arrested by the court on the charge of ‘being an illegal organisation member’ on January 10, 2021. Azize Bozkuş is released after statement procedures at the police.

On January 8, 2021, 1 person (Bahriye Tekin) is detained by the police on the grounds of a warrant, while she was leaving HDP provincial office in Diyarbakır.

(01/085) Detained People in Mersin…

On January 8, 2021, 5 people (Kasım Dayangaç, İbrahim Erbek, Akif Aras and 2 more people) are detained in house raids in Mersin. The reason of detention is unknown.

On January 8, 2021, 1 person (Mehmet Sertkal) is detained in a house raid in Gürpınar district of Van.

(01/087) Co-Mayor on Trial in Kars…

The first trial of the case against Şevin Alaca, co-mayor of Kars province, where a trustee was appointed, is held at Kars Heavy Penal Court No 2 on January 8, 2021.

The indictment demands sentence for Şevin Alaca on the charge of ‘being an illegal organisation member’.

Şevin Alaca joined the trial from prison via sound and vision system. After defence hearings the court decided to continue detention of Şevin Alaca and adjourned the trial to March 11, 2021.

Şevin Alaca was detained on October 1, 2020 and was arrested on October 8, 2020. The Ministry of Interior has appointed a trustee to Kars on October 2, 2020.

(01/088) Investigation Against Political Party Executives and Journalist in Van…

It is learned from the news coverage of January 10, 2021 that, Van Public Prosecutor’s Office initiated an investigation about the press declaration of DTK, DBP and HDP in Van on January 8, 2021; and that DBP Van co-chairs Gülderen Varlı and Çetin Uyar were called to make official statements through the investigation.

It is reported that journalist Ruşen Takva who was reporting the press declaration also made her official statement through this investigation at Van Provincial Directorate of Security.

(01/089) Constitutional Court Decision on Prisoner Gökhan Gündüz…

It is learned from the news coverage of January 11, 2021 that the Constitutional Court concluded on the individual appeal of a prisoner, Gökhan Gündüz.

The court stated in the verdict on November 3, 2020 that the ban on torture was violated both materially and procedurally, thus Gökhan Gündüz should be paid a compensation of 70,000 Turkish Liras for immaterial damages. The court also ruled to send the verdict to Kırıkkale Public Prosecutor’s Office to resolve implications of procedural violation of the ban on torture.

Gökhan Gündüz held a sit-in protest with other prisoners in front of commissary of Kırıkkale F Type Prison on May 25, 2017; and his arm was broken by correction officers intervening the protest.

(01/090) Non-Prosecution on Allegation of Torture and Ill-Treatment in Prison…

It is learned from the news coverage of January 9, 2021 that, Osmaniye Public Prosecutor’s Office decided on non-prosecution of torture and ill-treatment of the correction officers that Ferhat Demirbaş, a prisoner in Osmaniye T Type Prison No 1 was subjected on September 18, 2018.

Osmaniye Public Prosecutor’s Office has made the same decision on the issue earlier, but it was revoked by Osmaniye Penal Court of Peace on the grounds of “deficit in investigation”.

(01/091) Detentions and Arrests in Alleged Link to Coup Attempt…

On January 8, 2021, 18 people are detained in Ankara; 2 people are detained in Adana; and 6 people are detained in Edirne in alleged attempt to illegally cross to Greece.

2 people who were detained in Ankara are arrested by the court on January 8, 2021.

(01/092) Covid-19 Pandemic…

The Ministry of Health declared that 186 people died due to Covid-19 pandemic and 1,291 new Covid-19 ill patients were diagnosed on January 8, 2021. It is also declared that the daily number of Covid-19 case is 11,479.

The Ministry of Health declared that 181 people died due to Covid-19 pandemic and 1,103 new Covid-19 ill patients were diagnosed on January 9, 2021. It is also declared that the daily number of Covid-19 case is 9,537.

The Ministry of Health declared that 176 people died due to Covid-19 pandemic and 1,017 new Covid-19 ill patients were diagnosed on January 10, 2021. It is also declared that the daily number of Covid-19 case is 9,138.

The death toll from Covid-19 in Turkey increased to 22,807 and total number of confirmed ill patients is 2,326,256 as of January 10, 2021.

It is learned that 4 health workers (Murat Bayram in Osmaniye, doctor Cemal Yıldız in Manisa, chemist Cemal İrten in Istanbul and pharmacist Köksal Türkel in Samsun) lost their lives due to Covid-19 on January 8, 2021.

It is learned that pharmacist Şekip Öztürk in Istanbul lost his life due to Covid-19 on January 9, 2021.
