(03/065) Operations and Attacks…

The Ministry of National Defence announced that 1 soldier (Adem Avunan) who was wounded during the Claw-Lock military operation of the Turkish Armed Forces in the Iraqi Kurdistan Regional Government on November 17, 2023, died in hospital on March 17, 2023.

(03/066) Soldier Died in Maraş…

The Ministry of Interior announced that Pilot Colonel Oğuzhan Adalıoğlu of the Gendarmerie General Command, died as a result of an accident that occurred in Maraş on March 7, 2023.

(03/067) Earthquakes in Antep and Maraş…

The Minister of Family and Social Services made a statement on March 7, 2023 and declared that a total of 1,915 unaccompanied children were registered in the system, 1,613 of them were identified and given to their families, 207 children were in the hospital, 95 children were in the institutions of the ministry, and 78 children could not be identified.

It is learned from the news coverage of March 7, 2023 that, the relief material collected by the prisoners in Ankara Sincan Women’s Prison to be sent to the earthquake region was not sent by the prison administration.

(03/069) Discrimination Against Earthquake Survivors in Niğde…

It is learned from the news coverage of March 8, 2023 that, an earthquake survivor, who went to Niğde from Adana with his family after to the earthquake, was not accepted to the Sultan Second Kılıçarslan student dormitory where the earthquake survivors were placed, on the grounds that he has been dismissed from public office by a state of emergency decree.

It is learned from the news coverage of March 7, 2023 that, the prisoners in Diyarbakır D Type Prison were transferred to other prisons on March 5, 2023 under coercion. The prisons where prisoners were transferred could not be learned.

It is learned from the news coverage of March 7, 2023 that, the prisoners’ personal belongings were scattered around by the correction officers saying “We are doing a holy night cleaning for you” during a ward search in Istanbul Marmara (Silivri) L Type Prison No. 2.

(03/071) Meeting Request with Abdullah Öcalan Not Responded…

It is learned that the appeal made on March 7, 2023 to chief public prosecutor’s office in Bursa by the lawyers of PKK leader Abdullah Öcalan, in order to visit him was not responded.

(03/072) Racist Attack in Bursa…

9 people who were detained for the racist banners and racist attacks took place before, during and after the Bursaspor-Amedspor match played in Bursa on March 5, 2023, were released provided that 6 of them will be on judicial control conditions on March 7, 2023.

(03/073) Preventions and Interventions Against 8 March Events…

Beyoğlu District Governorate’s Office made a declaration on March 8, 2023 and banned the Istanbul Feminist Night March which was to be held on the same day on Istiklal Street. The declaration is as follows: “Gatherings, meetings, marches, sit-ins and protests, press statements, etc., to be organized under the name of 8 March Feminist Night March are BANNED from 00:00 on 08/03/2023 to 23:59 on 08/03/2023İn accordance with Article 32 of the Provincial Administration Law No. 5442 and Article 17 of the Law No. 2911 on Meetings and Demonstrations, in order to ensure public order and national security, to prevent crime, to protect the rights and freedoms of others, within the boundaries of Beyoğlu district of our administration.”

(03/074) Police Intervention to March in Urfa…

The police intervened in the march that held in Urfa on March 7, 2023 to protest the racist attacks before, during and after the Bursaspor-Amedspor football match played in Bursa on March 5, 2023 and detained 8 people. Detained people are released on the same day.

(03/075) Journalist on Trial in Rize…

The final trial of the case against journalist Gençağa Karafazlı, for his news report about harassment allegations against an academic working at Recep Tayyip Erdoğan University, is held at Rize Penal Court of First Instance No. 4 on March 7, 2023. The court sentenced Gençağa Karafazlı to 2 years on the charge of ‘violating the right to privacy’ and postponed the sentence.

(03/076) Magazine Employee on Trial in Tekirdağ…

The first trial of the case against Ramazan Dişarı, an employee of Demokratik Modernite magazine who was detained while selling the magazine at the Peoples’ Democratic Party (HDP) provincial congress in Tekirdağ on September 25, 2022, is held at Tekirdağ Heavy Penal Court No. 2 on March 7, 2023. The indictment demands sentence for Ramazan Dişarı on the charges of ‘being an illegal organisation member’, ‘making propaganda for an illegal organisation’ and ‘providing finance for an illegal organisation’. The court decided to release Ramazan Dişarı from prison and adjourned the trial to May 25, 2023.

(03/077) Human Rights Defenders on Trial…

On November 22, 2022, the Penal Department No. 3 of the Court of Cassation has concluded on the appeal against the convictions of 11 human rights defenders by Istanbul Heavy Penal Court No. 35 on and overturned the verdicts on the grounds of “a judgment with incomplete research” and “lack of conclusive evidence”. The retrial of the case is held on March 8, 2023. The court decided to send the case file to the prosecutor for legal opinion and adjourned the trial to June 6, 2023.

10 human rights defenders were detained during a meeting in Istanbul Büyükada on July 5, 2017. Human rights defenders for whom detention period was extended to 14 days, were referred to the court on July 12, 2017. The court arrested Amnesty International Turkey Director İdil Eser, Özlem Dalkıran from Citizens Assembly, Günal Kurşun and Veli Acu from Human Rights Agenda Association, Ali Gharavi (citizen of Switzerland) and Peter Steudtner (citizen of Germany) and released İlknur Üstün from Women’s Coalition, Nalan Ekrem from Citizens Assembly, Nejat Taştan from Association for Monitoring Equal Rights and Şeyhmus Özbekli from Rights Initiative on juridical control conditions. Taner Kılıç was detained on June 6, 2017 and was arrested on June 9, 2017. On July 21, upon the prosecutor’s office’s objection to the release, a detention warrant was issued for four of the human rights defenders. İlknur Üstün and Nalan Ekrem were arrested on July 23, 2017, and Nejat Taştan and Şeyhmus Özbekli were released on juridical control conditions. On the first trial of the case which was held on October 25, 2017 eight human rights defenders were released on control conditions. Taner Kılıç was released on August 15, 2018, by an interim decision of the court in regular case review. Istanbul Heavy Penal Court No. 35 has sentenced Taner Kılıç to 6 years and 3 months for ‘being an illegal organisation member’ and Günal Kurşun, İdil Eser and Özlem Dalkıran to 2 years and 1 month for ‘aiding an illegal organisation’ on July 3, 2023.
