(02/066) State of Emergency Decision…

On February 7, 2023, the President declared a three-month state of emergency based on the Article 119 of the Constitution and on subparagraph (a) of the Article 3 of the Law on State of Emergency, effective as of February 8, 2023 in 10 cities (Adana, Adıyaman, Diyarbakır, Gaziantep, Hatay, Maraş, Kilis, Malatya, Osmaniye and Urfa) which were affected by the earthquakes that struck on February 6, 2023.

(02/067) Earthquakes in Antep and Maraş…

According to the information recorded by Boğaziçi University Kandilli Observatory and Earthquake Research Institute, on February 6, 2023, an earthquake with a magnitude of 7.7 in Şehitkamil district of Antep which struck at 04:17 local time and an earthquake with a magnitude of 7.5 in Ekinözü district of Maraş which struck at 13:24 local time killed at least 8,574 people and injured 49,133 people in Adana, Adıyaman, Antep, Diyarbakır, Hatay, Kilis, Malatya, Maraş, Osmaniye, Urfa provinces. It is reported that at least 6,044 buildings had collapsed.

It is learned from the news coverage of February 8, 2023 that, 2 children named Muhammet Hamido (2) and Hatice Hamido (7) lost their lives and 4 people were injured in the fire that broke out in the house where a Syrian family was living in Fatsa district of Ordu.

(02/069) Prevention of Relief Activities in Earthquake Area…

It is learned from the news coverage of February 7, 2023 that, the relief campaign of the Peoples’ Democratic Party (HDP) members in Beytüşşebap district of Şırnak was not allowed by the district governorate’s office and that the executives of HDP were told that an investigation will be launched in case they conduct the campaign.

It is learned that the relief campaign vehicles of the civil society organisations in Van were not allowed to set off on February 7, 2023.

It is learned from the news coverage of February 8, 2023 that, the relief campaign vehicle of the HDP municipality in Patnos district of Ağrı was seized by the district governorate’s office.

It is learned from the news coverage of February 8, 2023 that, the relief campaign trucks of the Republican People’s Party (CHP) municipality in Bodrum district of Muğla were stopped and the banners of Muğla Governorate’s office were hung in front of the vehicles.

(02/070) Prevention of Journalists in Earthquake Region…

It is learned that the journalists reporting on rescue works in Diyarbakır on February 7, 2023 were asked Turquoise Press Card accreditation and those who does not carry were forced away from the area. It is also claimed in the news reports that the citizens talking to the journalists were threatened to be detained by the police.

(02/071) Detained Scientist in Istanbul…

Political scientist and writer Özgün Emre Koç was detained in Istanbul on February 7, 2023 on the grounds of his social media posts about the earthquakes in Antep and Maraş. It is learned that Özgün Emre Koç was released after statement procedures on February 8, 2023.

(02/072) Prosecutions and Detentions for Social Media Posts…

The General Directorate of Security announced that prosecutions were initiated against 202 people and 18 people were detained, 5 people were arrested for their social media posts about the earthquakes in Antep and Maraş, as of February 8, 2023.

(02/073) The Case of Dismissal of TMA Central Council Members…

The trial of the case at Ankara Civil Court of First Instance No. 31 regarding the dismissal of the central council members of the Turkish Medical Association (TMA) is held on February 8, 2023. The court adjourned the trial to February 28, 2023.

(02/074) CHP Executive on Trial…

The retrial of the case against CHP Istanbul provincial chair Canan Kaftancıoğlu is held at Istanbul Heavy Penal Court No. 37 on February 7, 2023; as the Penal Department No. 3 of the Court of Cassation has overturned the 4 years and 2 months of sentence given on the charges of ‘making propaganda for an illegal organisation’ and ‘publicly inciting hatred and hostility among people’. The court acquitted Canan Kaftancıoğlu.

(02/075) Kobanê Case…

The trial of the case against 108 members and executives of the Peoples’ Democratic Party (HDP) including former co-chairs, including 17 arrestees, is held at Ankara Heavy Penal Court No. 22 on February 7, 2023. The court adjourned the trial to February 28-March 2, 2023.

(02/076) Journalist on Trial in Istanbul…

The final trial of the case against journalist Mustafa Sönmez, on the grounds of ‘insulting the President in a social media post’ is held at Istanbul Anadolu Penal Court of First Instance No. 38 on February 7, 2023. It is learned that the court board did not allow journalists into the courtroom. The court acquitted Mustafa Sönmez.

(02/077) Journalists on Trial in Istanbul…

The retrial of the case against journalists Ahmet Memiş, Ali Akkuş, Cemal Azmi Kalyoncu, Gökçe Fırat Çulhaoğlu, Ünal Tanık, Yakup Çetin and Yetkin Yıldız is held at Istanbul Heavy Penal Court No. 25 on February as the Penal Department No. 16 has overturned the local court’s former verdict. The court adjourned the trial to June 8, 2023.

(02/078) Investigation Against Journalists…

It is learned from the news coverage of February 7, 2023 that Istanbul Public Prosecutor’s Office launched investigations against journalist Merdan Yanardağ, on the grounds of his statements in a television programme about the earthquakes in Antep and Maraş, and against journalist Enver Aysever on the grounds of his social media posts about the earthquakes.
