(10/070) Operations and Attacks…

It is learned from the news coverage of October 7, 2022 that 2 militants died in a clash between security forces and HPG militants in rural areas of Yüksekova district of Hakkari on September 18, 2022.

It is learned from the news coverage of October 7, 2022 that, 3 militants died in a clash between security forces and HPG militants in rural areas of Van in September 2022.

(10/071) People Died in Explosion in Istanbul…

3 people lost their lives in an explosion in a building in Kadıköy district of Istanbul on October 9, 2022. Regarding the claims that the reason of explosion was gas, Istanbul Gas Distribution Corp. of the Istanbul Metropolitan Municipality, made a statement and declared that there was no gas connection in the flat.

(10/072) Torture Order by the Minister of Interior…

Interior Minister Süleyman Soylu made the following statement at the Justice and Development Party (AKP) Kütahya Extended Provincial Advisory Council Meeting on October 8, 2022: “I repeat, I am giving instructions to our security forces again. Break the feet of the drug dealers at the moment you find them.”

The Minister of the Interior made a similar statement on January 3, 2018 and said, “When we see a drug dealer around the school, no matter how much they condemn me, no matter how much they criticize me, the police officer who does not break that drug dealer’s foot is not doing their duty. (…) I have been giving this instruction to my friends for a year and a half. Do it when you find them. (…) No matter what the security officer does to a drug dealer, I am taking the responsibility for it.”

It is learned from the news coverage of October 7, 2022, that with the decision of the Ministry of Interior, foreign citizens will not be registered as residents in Küçükçekmece, Başakşehir, Bağcılar, Avcılar, Bahçelievler, Sultangazi, Esenler, Zeytinburnu districts of Istanbul.

(10/074) Torture and Ill-Treatment Under Custody in Izmir…

It is learned that 16 people who were detained in house raids in Izmir and Manisa through an Izmir based investigation on October 7, 2022 were subjected to torture and ill-treatment and forced to be police informant under custody.

(10/075) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of October 7, 2022 that, 30 political prisoners in Maraş Elbistan E Type Prison were subjected to physical violence during the ward search on September 27, 2022. It is also stated in the news reports that some prisoners who were subjected to torture and ill-treatment were transferred to other prisons where they were subjected to strip search and put in solitary cells.

It is learned from the news coverage of October 7, 2022 that, Ahmet Bilge and Rahim Durukan, prisoners in Maraş Elbistan E Type Prison were subjected to physical violence of the correction officers during the ward search on September 21, 2022. It is also stated in the news reports that two prisoners who were taken to solitary cells in handcuffs were subjected to disciplinary proceedings on the grounds of rejecting the search.

It is learned from the news coverage of October 7, 2022 that, some of the clothes and blanket of Civan Boltan, an ill prisoner in Bolu F Type Prison, were confiscated.

It is learned from the news coverage of October 9, 2022 that, 5 prisoners (Mesut Canbey, Ramazan Sayan, Çetin Sağır, İbrahim Ertaş ve Ekrem Muhammed Henan Hamudi) in Antalya Alanya L Type Prison were transferred to other prisons under coercion. The prisons that they were transferred to are unknown.

It is learned from the news coverage of October 10, 2022 that, ill prisoner Abdulbaki Harmancı in Erzurum H Type Prison was not given the food that is required for his treatment.

(10/077) Hunger Strike in Prison…

It is learned that Gökhan Kaya, who was on hunger strike to demand an end to right violations in Ankara Sincan F Type Prison since April 14, 2022; ended his strike on October 3, 2022 as some of his demands were accepted.

(10/078) Meeting Request with Abdullah Öcalan Not Responded…

It is learned that the appeal made on October 7, 2022 to chief public prosecutor’s office in Bursa by families and tutelary of PKK leader Abdullah Öcalan, and Ömer Hayri Konar, Hamili Yıldırım and Veysi Aktaş in Imralı Prison, in order to visit them was not responded.

(10/079) Police Intervention to a Protest in Urfa…

The police intervened in the “Justice Watch” of Emine Şenyaşar and Ferit Şenyaşar in front of the Urfa Courthouse on October 7, 2022. It is learned that Ferit Şenyaşar was injured at the hand and the police also prevented journalists from recording the intervention. It is also learned that the banner reading “Justice for Şenyaşar family, justice for all” was confiscated by the police and Ferit Şenyaşar was given a penalty according to the Law of Misdemeanour. On June 14, 2018, Justice and Development Party Urfa MP candidate İbrahim Halil Yıldız and his personal guards had a quarrel with shopkeepers in Suruç district of Urfa which resulted in death of Emine Şenyaşar’s husband Hacı Esved Şenyaşar and her sons Adil and Celal Şenyaşar.

(10/080) Police Intervention to a Protest in Istanbul…

The police intervened in the group after the justice watch for ill prisoners held in front of the Monument of Earthquake in Avcılar district of Istanbul on October 8, 2022 and detained 3 people (Cemile Çiftçi, Gülsüm Öztürk and Zeynep Çalıhan) by using physical violence. It is learned that Mezopotamya News Agency reporter Doğan Kaynak was subjected to physical and verbal violence of the police. Detained people were released on the same day.

(10/081) Police Intervention to Protests in Adana, Diyarbakır, Hakkari, İstanbul, İzmir, Urfa and Van…

The police intervened in the march in Yüksekova district of Hakkari on October 9, 2022, on the anniversary of the day PKK leader Abdullah Öcalan was taken out of Syria; and detained 20 people including journalists Rabia Önver and Mazlum Engindeniz and the Peoples’ Democratic Party (HDP) Yüksekova district co-chair Şoreş Diri by using physical violence. Detained people were released on the same day. It is learned that HDP Iğdır MP Habip Eksik and Hakkari MP Sait Dede were subjected to physical violence of the police and Habip Eksik’s leg was broken. Hakkari Governorate’s Office stated the following on the subject: “The unlawful demonstration was ended by using proportional force and the crowd was dispersed. The parliamentary members in the group threw themselves to the ground during the brawl in order to give the perception that they were beaten by our officers and that excessive force was used. Then they shared the injury images via social media.”

The police intervened in the marches held for the same cause in Beyoğlu, Kadıköy and Esenyurt districts of Istanbul on October 9, 2022 and detained 42 people including journalists Esra Solin Dal and Ömer İbrahimoğlu by using physical violence. Detained people were released on the same day. Detained people were: Ayhan Yıldız, Yavuz Kahraman, Cabir Korkmaz, Ali Bal, Raif Güzel, Şahabettin Demir, Mahmut Halis, Maşuk Doğan Mehmet Şirin Akyol, Erkan Tepeli, Esengül Demir, Abdurrahman Oğuz, Tuncay Gökçen, Mehmet Sıddık, Hüseyin Fidanboy, Metin Fazıl, Reşit Okumuş, Rüstem Kılıçkıran, Volkan Bulut, Elvan Polat, Liwan Orman, Aydın Koçuk, Sedat Sönmez, Serkan Yılmaz, Sinan Polathan, Koray Türkay, Murat Akdoğan, Erhan Göksal, Berfin Koçak, Duran Turğay, Ferhat Encu, Nurgül Uci, Sinem Özkan, Hacı ibrahim Erdoğan, Ömer Görünmek, Murat Çoral, Esra Solin Dal, Ömer İbrahimoğlu, Gürkan İstekli, Emrah Baran, Bülent Aşa.

The police intervened the march held for the same cause in Van on October 9, 2022 and detained 55 people by using physical violence. Detained people were released on the same day.

The police intervened in the march held for the same cause in Diyarbakır on October 9, 2022 and detained 46 people including HDP Diyarbakır co-chairs Gülistan Atasoy and Zeyyat Ceylan by using physical violence.

The police intervened in the march held for the same cause in Urfa on October 9, 2022 and detained 4 people (Ömer Kıstak, Hatice Göktepe, İbrahim Damdan and Serhat Uka) by using physical violence.

The police intervened in the march held for the same cause in Izmir on October 9, 2022 and detained 3 people (HDP provincial co-chairs Çınar Altan and Berna Çelik, and Sait Karakuş) by using physical violence. Detained people were released on the same day.

The police intervened in the press declaration held for the same cause in front of HDP’s provincial office in Adana on October 9, 2022. It is learned that nobody was detained and the journalists were prevented.

(10/082) Police Intervention to Commemoration in Ankara…

The police intervened in the people gathering in front of Ankara Railroad Terminal on October 10, 2022 to commemorate those who lost their lives in October 10 Ankara Massacre, and detained 20 people by using physical violence. Detained people are released after statement procedures on the same day.

(10/083) Detained Person in Siirt…

Cemil Taşkesen, who was detained and released for saying “This is Kurdistan” to IYI Party chair Meral Akşener; is detained in Kurtalan district of Siirt on the grounds of ‘making propaganda for an illegal organisation member’ on October 7, 2022. Cemil Taşkesen is released by the court on judicial control conditions on October 9, 2022.

6 people who were detained in Tekirdağ on the grounds pf making propaganda for an illegal organisation on social media, are arrested by the court on October 8, 2022. The names of arrested people are unknown.

(10/085) Detained People in Batman…

10 people (Abdullah Karabaş, Hüseyin Akil, Nizam Arzik, Fırat Barol, İdris Yalçın, Adil Karakulak, Şafi Acar, Sertaç Altan, İdris Demir and İbrahim Onar) who were detained in Batman o October 4, 2022 are released by the court on judicial control conditions on October 7, 2022.

(10/086) Human Rights Defender and Other People on Trial for ‘Insulting the President’ in Izmir…

The trial of the case against 3 people including rights defender Aytül Uçar, medical secretary of the HRFT in Izmir, on the charge of ‘insulting the President’ is held at Izmir Penal Court of First Instance No 41 on October 7, 2022. 3 people (Aytül Uçar, Emine Akbaba and İrem Çelikbaş) have been detained by the police intervening the protest against the new rector appointed to Boğaziçi University, held in Izmir on February 3, 2021.

It is learned that the Provincial Directorate of Security Police Department responded to the request for the camera footage of the detention vehicle stating that it was not present. It is learned that lawyer Erdoğan Akdoğdu, who was heard as a witness, stated that he was detained despite showing his identity and that he was tortured and handcuffed inside the vehicle. A police officer was also heard as a witness at the trial. The court adjourned the trial to December 9, 2022.

(10/087) Journalist on Trial in Istanbul…

The indictment of Istanbul Public Prosecutor’s Office against Jinnews editor Nişmiye Güler on the grounds of social media posts is accepted by Istanbul Heavy Penal Court No. 27 on October 7, 2022. The indictment demands sentence for Nişmiye Güler on the charge of ‘making propaganda for an illegal organisation’. The first trial of the case will be held on January 19, 2023.

(10/088) Investigation Against Co-Mayor in Ağrı…

It is learned that an investigation was launched against HDP co-mayor of Patnos district of Ağru Müşerref Geçer, on the grounds of the visit to family of Hakan Arslan, whose dead body was given to his family in a bag 7 years after his death; and that Müşerref Geçer made an official statement to Patnos District Security Directorate on October 7, 2022 through the investigation.

(10/089) Police Officer on Trial in Şırnak…

The first trial of the case against the police officer S. E., on the grounds of injuring lawyer Serkan Karakaş by hitting him with his vehicle on April 10, 2022, is held at Şırnak Penal Court of First Instance on October 7, 2022. The indictment demands sentence for the police officer on the charge of ‘intentional injury’. Serkan Karakaş did not join the trial as his treatment continues, the police officer attended the trial. The court ruled lack of jurisdiction and decided to send the case to the heavy penal court. Police officer S. E. was arrested after the incident but was released after the prosecutor’s indictment was accepted by the court.

It is learned from the news coverage of October 7, 2022 that, the application for the concert of Erkan Oğur and İsmail Hakkı Demircioğlu to be held at 5 July Congress and Cultural Center of Şırnak University was rejected by the rectorate and the concert was cancelled.

It is learned that the news reports about the statements of Afyon Provincial Gendarmerie Command, published on https://www.evrensel.net, https://haber.sol.org.tr/, https://www.diken.com.tr websites are banned to access on the grounds of violation of personal rights by Afyon Penal Court of Peace No. 2 on October 6, 2022.

(10/092) Ban of Events in Van…

Van Governorate’s Office made a declaration on October 5, 2022 and announced that meetings, open door assemblies, demonstrations, press declarations, sit-in protests, conducting surveys, opening tents and stands, collecting petitions, distributing leaflets and so on are banned for 8 days as of October 5, 2022.
