Elazig Governorate declared on 6 March 2017 15 regions in Palu, Karakocan and Arıcak districts of Elazig as “Special Security Regions”

According to the news in press on 6 March 2017, Elazig E Type Prison is overcrowded, some prisoners sleep on the floor, 23 prisoners use a single toilet, not enough hot water is given to prisoners. Also the prisoners cannot exercise their social, cultural and sportive rights.

HDP Tunceli MP Alican Onlu was detained on 6 March 2017 in Tunceli upon an arrest warrant. After his testimony had been taken, Onlu was released.

Police intervened on 6 March 2017 the sit-down protest made by Yücel Karaosman and Kadir Ozdemir. Karaosman and Ozdemir were detained for the 16th time. They were expelled by a Decree with the Force of Law.

10 persons were detained on 6 March 2017 in Diyarbakır in an operation against daily Azadiya Welat, which was closed down by a Decree with the Force of Law. The owner of the daily was detained on 4 March 2017. The detainees were released after their statements were taken by the police. The names of the detainees are as follows: Ramazan Ölçen (4 March), Hacı Yusuf Topaloğlu, Sadık Aras, Mehmet Emin Kaya, Serdar Kale, Seydoş Dayan, Özkan Özbayhan, Velat yalçın, Cihan İpek, Mehmet Selim Azçalışan and Hamza Biçer.

Polis intervened on 6 March 2017 to a stand which was opened by students of Ankara University in Cebeci Campus. The students were distributing “No” cakes. 6 students were, reportedly, detained.
Students, who were distributing leaflets for the “No Race” at the entrance of the university, were intervened on 6 March 2017 by the special security members of the university. When they started delivering leaflets at exit of the underground station, they were intervened by the security of the underground. When they returned to the campus, all the leaflets in their bags were, reportedly, confiscated by the special security members.

Following the appointment of the trustee to Siirt’s Baykan district, 7 municipality employees were detained. The names of the detainees are as follows: Adil Gülümser, Yılmaz Özger, Vezir Emeç, Savaş Bozkur, Enver Gümüşten, Cesim Karasu and Sebahattin Yıldızata.

The founder of Sefkatder Ayse Tukrukcu was detained on 6 March 2017 in Trabzon in connection with an investigation about insulting a police official. She was released after her testimony was taken.

In a Konya centered police operation, arrest warrants were issued on 6 March 2017 for 39 persons. 20 of them were detained in house raids in 10 different cities.
16 teachers, who were expelled by a Decree with the Force of Law, were detained on 6 March 2017 in Malatya.
Havva Emel Oksuz, the wife of Ahmet Oksuz, was detained on 6 March 2017 in Kaabuk. Ahmet Osuz is the brother of fugitive Adil Oksuz.

Students of Ege University, who supported the expelled academics by reading books, received disciplinary action. Alcay Celik, Ruhat Alkan and Emine Akbaba were expelled from school for six months.

Following declaration of an open-ended curfew in the villages of Lice, a military operation was started with 7,000 gendarmes, 600 police special forces and 559 village guards. From 5 March 2017, the phone lines were cut in the operation zone.
Identities of 5 PKK militants, who were killed during clashes in 2016, were announced by HPG Press Information Center. Özgür Şen ve Hakan Taş (June 2016, Diyarbakır), Muzaffer Öğütçü ve Delil Konak (November 2016, Şırnak), Hanifi Karagülle (October 2016, Ağrı).
(03/086) Government’s Declaration to Council of Europe…
Turkey updated on 6 March 2017 her declaration to Council of Europe. Here it is stated that the Decrees with the Force of Law which were issued during State of Emergency should be taken in the context of Article 15 of European Convention of Human Rights.
