(07/044) Torture and Ill-Treatment of Gendarmerie in Tokat…
It is learned from the news coverage of July 6, 2023 that, a person named Osman Kale was subjected to physical violence of the gendarmerie coming to his house in Erbaa district of Tokat to take him to the post, and he was injured as a result of violence. It is also reported that another person in the house who was recording the violence was prevented by the gendarmerie who broke this person’s cell phone. It is learned from the news coverage that Osman Kale was not given a medical report evidencing the torture and ill-treatment, at Erbaa Public Hospital.
Tokat Governorate’s Office stated the following: “In some social media accounts news were published that a citizen was battered by the gendarmerie personnel related to the incident that took place on 03.07.2023 in Gökal town of Erbaa district in Tokat province. Judicial proceedings regarding the incident are being carried out by Erbaa Public Prosecutor’s Office. In addition, an administrative investigation has been initiated by our governorship about the gendarmerie and health personnel.”

It is learned from the news coverage of July 5, 2023 that, prisoners in Adana Kürkçüler T Type Prison No. 2 were not given water regularly.

It is learned that the appeal made on July 6, 2023 to chief public prosecutor’s office in Bursa by the lawyers of PKK leader Abdullah Öcalan, in order to visit him was not responded.

It is learned that 7 people were detained in house raids in Hakkari on July 6, 2023. The reason for detention could not be learned.
(07/048) CHP Chair on Trial…
The retrial of the case against the Republican People’s Party (CHP) chair Kemal Kılıçdaroğlu is held at Istanbul Anadolu Civil Court of First Instance No. 15 on July 6, 2023 as the Penal Department No. 4 of the Court of Cassation has overturned the local court’s verdict in the case opened over Kılıçdaroğlu’s statements about the Isle of Man. The court sentenced Kemal Kılıçdaroğlu to pay a total of 190,000 Turkish Liras of non-pecuniary damage to the President and Mustafa Erdoğan.
(07/049) Journalist on Trial in Ankara…
The retrial of the case against journalist Hayri Demir is held at Ankara Heavy Penal Court No. 15 on July 5, 2023 as the Penal Department No. 22 of Ankara Regional Court has overturned the 2 years 9 months and 22 days of sentence given by the local court on the charge of ‘making propaganda for an illegal organisation’. The court adjourned the trial to October 25, 2023.
(07/050) Tahir Elçi Case…
The trial of the case against police officers S. T. and F. T., dismissed police officer M. B., and fugitive U. Y., for the killing of Diyarbakır Bar Association chair Tahir Elçi, is held at Diyarbakır Heavy Penal Court No. 10 on June 5, 2023. Tahir Elçi was murdered in Diyarbakır on November 28, 2015.
The indictment demands jail sentences up to 6 years for 3 police officers on the charge of ‘causing death by culpable negligence’. The indictment demands heavy life imprisonment for 3 times, and 45 years of jail sentence for U. Y. who is alleged to be a PKK member, on the charges of ‘wilful killing’, ‘killing with eventual intent’, ‘opposition to Law no 6136’, ‘disrupting the unity of the state and integrity of the country’, ‘damaging property’.
After defence and complainant statements the court adjourned the trial to November 29, 2023.
(07/051) Vartinis Massacre Case…
The retrial of the case against former gendarmerie lieutenant Bülent Karaoğlu, for death of 9 members of Öğüt family including 7 children, in their house that was burned down by soldiers on May 17, 1993 in Altınova (Vartinis) town of Korkut district in Muş; is held at Kırıkkale Heavy Penal Court No. 1 on July 5, 2023. The court adjourned the trial to August 8, 2023.
The final trial of the case was held on March 1, 2016; and the local court has acquitted all 4 defendants (Hasköy Gendarmerie Commander lieutenant Bülent Karaoğlu, Hasköy District Company Commander Lieutenant Hanifi Akyıldız, Gökyazı Gendarmerie Commander master sergeant Turhan Nurdoğan and Muş Security Directorate Special Task Department chief police Şerafettin Us). On January 26, 2021, the Penal Department No. 1 of the Court of Cassation has approved the acquittal for 3 defendants but reversed the local court’s verdict regarding Bülent Karaoğlu, who was the commander of Hasköy Gendarmerie Station back then.
(07/052) Police Raid to HDP Office in Istanbul…
The Peoples’ Democratic Party (HDP) Esenyurt district office in Istanbul was raided by the police on July 6, 2023. The reason for the raid could not be learned.
(07/053) Detentions and Arrests in Alleged Link to Coup Attempt…
The Ministry of Interior declared on July 6, 2023 that 748 people were detained and 130 of them were arrested by courts in June 2023.
