It is learned from news coverage of October 5, 2017 that 5 people died during clashes between armed forces and allegedly PKK militants in Muğla’s Köyceğiz district. A major was reportedly injured during the same incident.

It is learned from news coverage of October 4, 2017 that 2 militants died during clashes between PKK militants and security forces in Şırnak’s Beytüşşebap district on September 28, 2017. It is also learned that 3 militants died on September 29, 2017 in Şırnak.
(10/057) Woman Harassed in the Street by Police Officer in Alanya…
On October 4, 2017, a woman was physically abused by 2 police officers in Antalya’s Alanya district. One of the officers was disguised as a civilian. It is seen through the video footage that undercover officer hits the woman on the ground with the baton in his hand and kicked her with his foot. It is learned that the woman is 40 years old and of Krgyhiz origin.
Antalya Police Headquarters released a statement and declared that 2 officers were dismissed from their jobs. It is also learned that Alanya Public Prosecutor’s office began an investigation on the incident. Undercover officer was arrested on October 5, 2017.
(10/058) 7 People Detained in Muğla…
It is learned that on October 4, 2017 police and gendarmerie officers physically abused 7 people they brought out from a car they stopped at the control point. Through photos that emerges in social media and press it is seen that people were stripped naked with their hands tied from their backs and had blood stains on their faces. It is learned that 7 people detained due to alleged PKK memberships were sent to Muğla Police Headquarters.
(10/059) Torture and Ill-Treatment in Prison…
It is learned from news coverage of October 4,2017 that radios of prisoners were collected, prisoners were forced to wear name tags when going to the infirmary, state their names, the number they will call before using their phone call rights in Bolu Type F prison.
Attorney Tugay Bek released a statement revealing the rights violations his clients faced in Tarsus Type T Prison. According to the statement on October 2, 2017 prisoners were forced to stand in a line to be counted and the ones who refused were physically abused by wardens, dragged on the floor, hit from their heads, stripped naked, sent to solitary cells and kept there for 2 hours. It is revealed that DIHA reporter Erdoğan Alayumat was among the prisoners. DIHA was closed with a Statuary Decree.
Also in Tarsus Type T Prison, it is learned that an employee of Daily Özgürlükçü Demokrasi named Serkan Erdoğan was physically abused by wardens for not shaving his beard and was forcibly taken to the barber.
It is reported that Hayrullah Turan who was transferred from Adana Type F Prison to Tarsus Type T Prison on September 3, 2017 refused to be searched naked at the prison entrance and was physically abused by wardens because of it.
It is reported that Attorney Tugay Bek issued criminal complaints of behalf of his clients to Tarsus Prosecution Office regarding ‘torture, ill-treatment, insult and malfeasance’.
Is reported on news coverage of October 5, 2017 that a cell with 12 prisoners in Tarsus Type T Prison was raided by 50 wardens, prisoners were forced to strip naked, taken to solitary confinement and tortured. It is learned that prisoners had abuse marks and bruises on their face and bodies but were not sent to infirmary. Learned names of tortured prisoners are: Hadi Elçiçek, Zeki Yılmaz, Özgür Kutluk.
Female prisoners in İskenderun Type M Prison revealed the rights violations they faced through their letters to press on October 5, 2017. The letter reveals that prisoners were forced to naked searches, social, cultural and medical rights were restrained, belongings sent by their families were seized by the administrations, food was not hygienic and criminal complaints filed by prisoners were taken by the administration.
It is reported on news coverage of October 5, 2017 that cartoon artist Melih Gürler fell and broke his right hand in Bafra Type T prison. Gürler needed an operation but was not sent to any medical facility although 38 days have passed. It is reported that Gürler is unable to move his fingers because of the break.
It is learned from news coverage of October 5, 2017 that personal belongings of prisoners (pencils, books, clothes, radios) in Düzce Type T Prison were collected and given to their families that came for visitation.
(10/060) Police Intervention Towards ‘‘I Want My Job Back’’ demonstrations in Ankara…
Civil servants discharged from their jobs with KHK legislations planned for a press meeting in front of the Human Rights Monument in Ankara Yüksel Street on October 4, 2017. The demonstrations have been going on for several weeks. Two meetings planned at 13.00 and 18.00 respectively were both prevented by the police forces who clocked entrance to the street by barriers.
During the police intervention at 13.30 3 other people (İlker Işık, Simge Aybars and one unidentified protestor) were detained.
(10/061) Arrested Co-Mayor…
Co-Mayor of Mersin’s Akdeniz District Fazıl Türk was arrested on October 4, 2017 due to ‘membership of an illegal organization’ and ‘making propaganda of an illegal organization’. Fazıl was detained on September 22, 3017 when he went to testify at Public Prosecution Office.
Türk was issued a detention request through an investigation towards Akdeniz Municipality on December 12, 2016 but was not detained. Through the same investigation, 22 people including Akdeniz Municipality Co-Mayor Yüksel Mutlu and HDP Mersin Distcirt Co-Chair Sadun Doğan were detained. 15 of these people were arrested and later released by court on July 20, 2017.
(10/062) Detention and Arrests…
It is learned that following the death of Sergeant Mehmet Kızıl from an armed assault on October 3, 2017, HDP Silvan District executive Eyüp Koşar was detained on October 4, 2017 through investigation started in the region. Koşar was on his way to Diyarbakır during the detention.
It is learned that 2 HDP members named Abdurrahim Ata and Eyüp Tekin were detained through house raids on October 4, 2017 in Gürroymak district of Bitlis. The reason for detention is unknown.
It is reported that 8 people including children were detained through house raids on October 5, 2017 in Adana due to allegedly attending illegal meetings. Detainees were sent to Adana Police Headquarters.
It is learned that 16 people including HDP Narlıdere District Co-Chair Filiz Dursun were detained on October 5, 2017 in İzmir.
It is reported that 7 people were detained on October 5, 2017 in İstanbul due to ‘making propaganda of an illegal organization’.
(10/063) Attorneys Detained in Mersin…
It is reported that Attorney Onur Kale was detained on October 4, 2017 when he went to police headquarters. On the same day IHD Mersin Branch secretary Özgür Çağlar, ÇHD Mersin District Chair Attorney Mehmet Altuntaş and Attorney Rıza Oğuz were also detained when they went to testify to Prosecution Office.
Through investigations in Mersin 3 attorneys were detained on October 3, 2017. With latest detentions, the number of attorneys detained is 7.
It is learned that detained attorneys Sebahat Gençtarih, Ali Bozan, Emrullah Şam and Onur Kale started hunger strikes in prison and will continue their strike until attorneys meet with prosecution.

Employee of Özgür Toplum Joournal Azad Polat was detained on September 7, 2017 in Diyarbakır’s Sur district while distributing magazines. Azad Polat was released on October 4, 2017 with judiciary control condition.
(10/065) 2 People Arrested in İstanbul…
Mustafa Koçak and Cengiz Özel were arrested on October 4, 2017. Mustafa Koçak was allegedly tortured in İstanbul Police Headquarters. IHD Istanbul and TIHV Istanbul organized a joint press briefing regarding the incident.
(10/066) Detentions and Arrests in Connection with the Coup d’État Attempt…
An employee of US Consulate Istanbul, Metin Topuz was arrested on October 4, 2017 due to ‘attempting to overthrow constitutional order’, ‘leaking confidential information through military or political espionage’ and ‘attempting to overthrow Turkish government’.
It is learned that 29 of 49 former teachers issued with detention requests were detained on October 4, 2017. Also, 3 businesspeople in Maraş, through an Ankara based operation 11 regular soldiers, and through a Tokat based investigation 30 people were detained.
It is reported that 52 of 87 people detained in İzmir on September 20, 2017 due to ‘membership of an illegal organization’ were arrested. 25 people were released with judiciary control condition.
(10/067) Trials in Diyarbakır…
Trials for the cases opened at Diyarbakır Heavy Penal Court No 9 for Ayşe Gökhan and Gül Kızıltaş started on October 4, 2017. Through an investigation of HDP, TJA, DTK, DBP and HDK,both Gökhan and Kızıltaş were arrested on June 14, 2017. Following the defenses, the court ruled for the release of Kızıltaş and continuity of arrest for Gökhan. The court adjourned the trial to November 2017.
(10/068) Trials in Connection with the Coup d’État Attempt…
The final trial of 47 defendants including 2 fugitives and 43 arrested, took place on October 4, 2017. The case was opened by Muğla Heavy Penal Court No 2 regarding the assassination attempt towards President Erdoğan in Muğla during July 15 coup attempt. The court sentenced 34 defendants to heavy life sentences, 6 defendants to life sentences, 1 defendant to 18 years and 1 defendant to 15 years. The court ruled for the separation of first defendant Fettullah Gülen’s case, 2 fugitive defendants cases and 1 defendants case who was captured 13 months after the incident. 1 defendant was released.
The final hearing for the trial of 8 people took place on October 4, 2017. The case was opened by Kırşehir Heavy Penal Court. 8 defendants including 7 arrested, were accused with ‘leading illegal organizations’ as they were allegedly managers of dormitories connected with illegal organizations. The court sentenced 7 defendants to 10 years and 1 defendant to 7 years 6 months.
The final hearing of Attorney Ayhan Gül’s trial took place on October 4, 2017. The court sentenced Ayhan Gül to 9 years and arrested him.
The trial of 128 defendants including 54 arrested continued on October 4, 2017. The case was opened by İstanbul Heavy Penal Court No 22 regarding the take-over of Riot Police Center in Üsküdar and incidents in 1st Army Command during July 15 coup attempt. Following the defenses the court ruled for the release of 5 defendants and arrest of 2 defendants pending trial. The court adjourned the trial date to December 11, 2017.

Governorate of Bingöl declared on October 4, 2017 that 20 districts in Centreal Bingöl, Adaklı, Genç, Solhan, Yayladere, Kiğı, Karlıova and Yedisu will be seucirty zones between October 4- ctober 19, 2017.
