(12/030) Stop Warning…

Faruk Koç (33) who was wanted for murder was shot to death by the gendarmerie soldiers on 4 December 2015 in Edremit district of Balıkesir on the allegations of “not obeying stop warning”.

(12/031) Curfew in Nusaybin…

Governorate of Mardin declared curfew in Abdulkadirpaşa, Fırat, Dicle, Yenişehir quarters of Nusaybin district on 6 December 2015. The last curfew was lifted on 3 December 2015.

After the declaration of curfew, security forces started conducting operations in the district. 2 persons were killed when they were opened fire from an armoured vehicle in Dicle quarter. One of the persons was announced as Mehmet Emin İnan (55). Rabia Taylan (49), Ahmet Çetin Kaya (51), Ali Yüce (36), D.Ç. (15) and C.T. (13) were wounded during the attack.

(12/032) Curfew in Sur…

The curfew in Cevatpaşa, Fatihpaşa, Dabanoğlu, Hasırlı, Cemal Yılmaz, Savaş quarters and on Gazi Avenue in Sur district of Diyarbakır reached its 6th day.

13 persons were wounded with shrapnel on 4 December 2015 when a house was hit with a grenade thrower by the security forces.

On 5 December 2015, Nihat Yılmaz (45) was shot and wounded by the police when he was walking on the street during curfew.

Due to blockade in Sur, electricity lines and water pipelines were cut off. The persons who were wounded during the clashes and operations were reportedly not treated.

(12/033) Curfew Declarations in Diyarbakır…

The curfew in Koçbaba, Akbulut, Ülgen, Mutluca, Zilipınar, Korhan villages of Hazro district in Diyarbakır was lifted on 5 December 2015. The curfew was declared on 4 December 2015.

On the other hand, Governorate on Diyarbakır declared curfew on 5 December 2015 in Çitlibahçe, Ormankaya, Güzdamı villages of Hazro district and Lice’de Kabakaya, Yalaza, Dolunay, Ortaç, Bağlan, Çavundur, Varlık, Esenli and Çanak villages of Lice district. The curfew was lifted on 6 December 2015.

(12/034) Operations and Attacks in the Southeast…

A police officer was killed during an armed clash on 5 December 2015 nearby Kurşunlu Mosque in Sur district of Diyarbakır.

4 police officers and one civilian were reportedly wounded during the clashes on 4 December 2015 in Sur district.

2 soldiers were killed and 2 soldiers were wounded when a military vehicle was attacked on 5 December 2015 in Cizre district of Şırnak. The soldiers were changing the tires of the vehicle when they were attacked.

6 police officers were heavily wounded when a bomb exploded on 6 December 2015 during the passage of an armoured vehicle in Nusaybin district of Mardin.

(12/035) Tahir Elçi Murdered…

According to the news appeared in the press on 6 December 2015, new 2-minutes footage of the killing of Tahir Elçi was revealed. According to the footage, Tahir Elçi was not killed by the police officers firing nearby Tahir Elçi, but someone else on the same street.

The lawyers following the investigation stressed the possibility that Tahir Elçi was assassinated or murdered by police officers relying on the new footage and the fact that YDG-H members did not fire in the street.

Public Prosecutor in Diyarbakır seized the weapons of all the police officers for ballistic examination. According to the news, 12 police officers who were on the street during the incident reportedly testified after the killing as witness not as suspects.

(12/036) Hrant Dink Investigation…

A 3rd indictment prepared in connection with the killing of Hrant Dink was submitted to the Chief Public Prosecutor in İstanbul on 4 December 2015. The indictment was prepared against 26 high-ranked public officers and 2 previous indictments were rejected by the Chief Public Prosecutor.

(12/037) Explosion in İstanbul…

MLKP/FESK (Marxist Leninist Communist Party / Armed Forces of the Poor and Oppressed) claimed the bomb attack against a police vehicle on 1 December 2015 in Bayrampaşa district of İstanbul.

(12/038) Person Beaten by the Police in Mersin…

A police officer verbally assaulted a woman in front of Mersin Court House on 4 December 2015. The woman was panhandling and the police detained her with her child under beating. The incident was recorded by a correspondent of Dicle News Agency (DİHA).

(12/039) Riot in Repatriation Centre …

On 5 December 2015, the refugees kept in Kumkapı Repatriation Centre in Fatih district of İstanbul to be deported set the beds and blankets to fire to protest in the torture and ill-treatment practices in the centre. No casualties were reported.

(12/040) Police Detained in Mersin…

The police officer V.H. in charge at Traffic Supervision Bureau in Mersin was detained on 4 December 2015 for the posts on facebook concerning the curfew in Cizre, Gezi Park demonstrations, and Suruç Massacre. He was brought to the court with the demand of arrests on the allegations of “making propaganda of an illegal organisation” and “inciting people to hatred and enmity”. He was released with the judicial control decision.

V.H. testified to the effect that s/he was on duty in Cizre for 4 years and s/he shared the posts with “devotion and inner conscience”.

V.H. shared on 12 September 2015 the statement of Peoples’ Democratic Party (HDP) MP Sırrı Süreyya Önder concerning the curfew and incidents in Cizre. The post concerning the Suruç Massacre “There is a massacre in Suruç and don’t stay silent, we know the murderer” was also incriminated by the Public Prosecutor.

(12/041) Persons on Trial in Tunceli for Birthday Cake…

Tunceli Heavy Penal Court concluded on 4 December 2015 to hear the case against Zana Zirek and 2 pastry shop workers Engin Ay and Sinan Tekin launched on the allegations of “being member of an illegal organisation”. The case was launched in connection with the cake having photo of Abdullah Öcalan on the top and ordered by Zana Zirek on the birthday of Abdullah Öcalan.

The defendant Sinan Tekin was present at the hearing and Zana Zirek who was remanded in another case testified through SEGBİS system from Elazığ E-type Prison. The owner of the shop Mehmet Elma also appeared as witness.

After the final testimonies and defence, the court acquitted the defendants.

(12/042) Demonstration Intervened in İstanbul…

The police intervened the demonstration organised by solidarity association for the families of prisoners TUAD on 5 December 2015 on Galatasaray Square in İstanbul with the demand of “Start Negotiations, Freedom to Öcalan”. The intervention was conducted upon ban decision of the Governorate and 6 persons were detained.

(12/043) Public Statement Attacked in İzmir…

The police attacked the members of Socialist Party of the Oppressed (ESP) who organised a public statement on 4 December 2015 in İzmir to protest in the recent operations and detentions against the members of ESP and detained 16 persons under beatings.

(12/044) Women Detained in Edirne…

The police conducted house raids on 4 December 2015 in Edirne and 7 Trace University students for the slogans shouted during the World Day for Violence against Women meeting on 25 November 2015.

(12/045) Gezi Park Trials…

İzmir Heavy Penal Court No 5 continued on 4 December 2015 to hear the case against 94 persons launched in connection with the Gezi Park demonstrations in İzmir. The indictment wants the defendants to be sentenced for “violating the Law on Meetings and Demonstrations”, “damaging public property”, and “resisting security forces”.

The court adjourned the hearing to 14 April 2016 for the completion of the testimonies of the defendants.

(12/046) Mayors, Political Patry Executives and Municipality Workers on Trial in Hakkari…

Hakkari Heavy Penal Court started on 4 December 2015 to hear the case against Co-Mayors in Hakkari province Nurullah Çiftçi and Dilek Hatipoğlu, Peoples’ Democratic Party (HDP) Co-Chair for Central district in Hakkari province İsmail Sihat Kaya, and Hakkari Municipality Bınevş Women’s Centre worker Hamide Özer launched on the allegations of “disrupting the unity and territorial integrity of the state”. The defendants were arrested after a public statement on self-governance.

After the identification and first testimonies of the defendants, the court decided to release the defendants İsmail Sihat Kaya and Hamide Özer to be tried without remand and adjourned the hearing to 30 December 2015.

(12/047) Political Party Premises Raided in Erzurum…

The police raided on 6 December 2015 the premises of Democratic Regions Party (DBP) in Erzurum. After breaking the door of the premises and search, the police seized all materials in the premises.

DBP Co-Chair for the province Mizgin Sayan Aksoy was detained during the house raid conducted on the same day.

(12/048) Operations throughout Turkey…

The police conducted house raids on 4 December 2015 in Viranşehir district of Şanlıurfa and reportedly detained 15 persons.

Chair for KURDİ-DER Erciş branch Şakir Asıl who was among 2 persons detained n Erciş district of Van on the allegations of taking part in self-governance declaration was arrested on 4 December 2015 on the allegations of “disrupting the unity and territorial integrity of the state”.

Hamdullah Dölek who was among 5 persons detained during curfew in Derik district of Mardin was arrested on 5 December 2015 on the allegations of “being member of an illegal organisation”.

Democratic Regions Party (DBP) executive Yılmaz Gülçiçek who was among 2 persons detained in Hınıs district of Erzurum was arrested on 4 December 2015 on the allegations of “being member of an illegal organisation” and “making propaganda of an illegal organisation”.
