(03/045) Male Violence Monitoring Report…

According to “Male Violence Monitoring Report” of Bianet which was published on March 3, 2021, at least 33 women and 1 child were killed by men in February 2021. It is also reported that 12 women were raped, 104 women were forced to sex work, 57 women were subjected to violence, 4 children were abused and 9 women were sexually harassed/abused by men in February, 2021.

(03/046) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of March 3, 2021 that, prisoners who react against the correction officers who scatter their personal belongings during ward searches in Batman High Security Prison were subjected to physical violence of the correction officers.

(03/047) Police Prevention to Protest About Hunger Strikes in Prison…

The police prevented the press declaration of Peoples’ Democratic Party (HDP) in Diyarbakır on March 3, 2021; which was held to draw attention to indefinite hunger strikes that started on November 27, 2020 in prisons to demand an end to isolation of PKK leader Abdullah Öcalan. It is learned that the group held a sit-in protest upon prevention.

(03/048) Detained Members and Executives of Association in Diyarbakır…

On March 3, 2021, 14 people are detained in Diyarbakır through the investigation against MEBYA-DER (Association of People Lost Their Relatives in the Cradle of Civilizations).

Some of the detained people are: Halime Topuz, Aziz Ölçen, Aysel Pehlivan, Mehmet Nur Savaş, Mustafa Karahan, Sait Börte, Ayşe Tutmaz, Mustafa Karahan, Mustafa Uyguner.

14 people have been detained through this investigation earlier, 2 of them were arrested while 1 of them was released on judicial control conditions. 11 people are still under custody.

(03/049) Detained Child for Social Media Posts in Bursa…

It is learned that a high-school student is detained in Bursa, on the grounds of social media posts, and was released after statement procedures on the same day.

(03/050) Detained Person in Diyarbakır…

Emine Aksu, an employee of Mezopotamya Cultural Association, is detained in Diyarbakır through a Mardin based investigation on March 3, 2021. It is learned that Emine Aksu will be taken to Mardin.

(03/051) Detained Person in Istanbul…

On March 3, 2021, 1 person (Aynur Tazegül), who came to Istanbul from Elazığ is detained at Istanbul Sabiha Gökçen Airport. The reason of detention is unknown.

(03/052) Tahir Elçi Case…

The trial of the case against police officers S. T. and F. T., dismissed police officer M. B., and fugitive U. Y., for the killing of Diyarbakır Bar Association chair Tahir Elçi, is held at Diyarbakır Heavy Penal Court No 10 on March 3, 2021. Tahir Elçi was murdered in Diyarbakır on November 28, 2015.

The indictment demands jail sentences up to 6 years for 3 police officers on the charge of ‘causing death by culpable negligence’. The indictment demands heavy life imprisonment for 3 times, and 45 years of jail sentence for U. Y. who is alleged to be a PKK member, on the charges of ‘wilful killing’, ‘killing with eventual intent’, ‘opposition to Law no 6136’, ‘disrupting the unity of the state and integrity of the country’, ‘damaging property’.

Defendant police officers joined the trial via sound and vision system. The court rejected intervention demands of several institutions and organisations apart from Diyarbakır Bar Association and Türkan Elçi and Mehmet Elçi. The court rejected the arrest demand of lawyers of Elçi family, ruled a ban on leaving the country for 3 defendants and adjourned the trial to July 14, 2021.

(03/053) Former Co-Mayor on Trial…

The final trial of the case against Fatma Arşimet, former Democratic Regions Party (DBP) co-mayor of Kayapınar district of Diyarbakır, is held at Antalya Heavy Penal Court No 10 on March 2, 2021.

After defence hearings the court sentenced Fatma Arşimet to 6 years and 3 months on the charge of ‘being an illegal organisation member’.

(03/054) Co-Mayor on Trial in Hakkari…

Van Regional Court reversed the acquittal for Irfan Sarı, co-mayor of Yüksekova district of Hakkari on March 3, 2021. Irfan Sarı was acquitted on the charge of ‘being an illegal organisation member’ by Hakkari Heavy Penal Court No 3. Van Regional Court sentenced Irfan Sarı to 6 years and 3 months on the charge of ‘being an illegal organisation’ and approved the local court’s verdict of 1 year and 3 months of sentence for ‘making propaganda for an illegal organisation’; which makes the total sentence 7 years and 6 months.

Irfan Sarı was detained on October 15, 2019 and was arrested on October 17, 2019. He was released by the court at the trial held on March 9, 2020. The Ministry of Interior has appointed a trustee to Yüksekova Municipality on October 18, 2019.

(03/055) Journalist on Trial in Diyarbakır…

The trial of the case against journalist Nurcan Yalçın, through the investigation against Rosa Women’s Association, is held at Diyarbakır Heavy Penal Court No 9 on March 3, 2021.

The indictment demands sentence for Nurcan Yalçın on the grounds of ‘being an illegal organisation member’ and ‘making propaganda for an illegal organisation’.

After defence hearings the court adjourned the trial to June 9, 2021.

(03/056) Journalist and Other People on Trial in Istanbul…

The trial of the case against 34 people including journalist Sadiye Eser is held at Istanbul Heavy Penal Court No 6 on March 3, 2021.

The indictment demands sentence for 34 people on the grounds of ‘being an illegal organisation member’ and ‘making propaganda for an illegal organisation’.

After defence hearings the court adjourned the trial to June 18, 2021.

(03/057) Association Executive on Trial in Diyarbakır…

The first trial of the case against Adalet Kaya, chair of Rosa Women’s Association is held at Diyarbakır Heavy Penal Court No 11 on March 3, 2021.

After defence hearings the court lifted judicial control conditions on Adalet Kaya and adjourned the trial to September 6, 2021.

(03/058) Person on Trial in Diyarbakır…

The first trial of the case against TJA activist Ceylan Aslan is held at Diyarbakır Heavy Penal Court No 11 on March 3, 2021.

After defence hearings the court adjourned the trial to September 6, 2021.

(03/059) Musician on Trial in Istanbul…

The trial of the case against musician Ferhat Tunç, for his social media posts, is held at Büyükçekmece Penal Court of First Instance No 4 on March 3, 2021.

The indictment demands sentence for Ferhat Tunç on the charges of ‘provoking hatred and hostility among public’ and ‘insulting the President’.

It is learned that the local court’s request for taking the statement of Ferhat Tunç by rogatory was rejected by Darmstadt Prosecutor’s Office in Germany and that the file was returned to Turkey. It is learned that Darmstadt Prosecutor’s Office stated the following in response: “Since the right to freedom of expression is an indispensable fundamental right according to the Constitution of the Federal Republic of Germany, the request for mutual judicial assistance was not fulfilled as per the Article 2b of the European Convention on Mutual Assistance in Criminal Matters on the grounds that the request was against the Constitutional order of Germany.” The court adjourned the trial to August 22, 2021.

(03/060) Proceedings Against Parliamentary Members…

It is learned from the news coverage of March 3, 2021 that, 10 proceedings demanding lift of impunity of 8 parliamentary members are submitted to Grand National Assembly.

Parliamentary members subjected to proceedings are:

  • DBP Co-chair and Diyarbakır MP Saliha Aydeniz (1 proceeding);
  • Republican People’s Party (CHP) Istanbul MP Enis Berberoğlu (1 proceeding);
  • HDP Mersin MP Fatma Kurtalan (1 proceeding);
  • HDP Diyarbakır MP İmam Taşçıer (1 proceeding)
  • HDP Batman MP Feleknas Uca (3 proceedings);
  • HDP Izmir MP Murat Çepni (1 proceeding);
  • Justice and Development Party (AKP) Muğla MP Mehmet Yavuz Demir (1 proceeding);
  • Nationalist Movement Party (MHP) Hatay MP Lütfi Kaşıkçı (1 proceeding).

(03/061) Ban of Events in Van…

Van Governorate made a declaration on March 3, 2021 and announced that, all open-door meetings and demonstrations are banned for 15 days as of March 5, 2021. All events are banned in Van for 1579 days since November 21, 2016.

(03/062) Detentions and Arrests in Alleged Link to Coup Attempt…

On March 3, 2021, 11 people are detained in operations covering 8 cities through an Izmir based investigation.

(03/063) Trials in Alleged Link to Coup Attempt…

The final trial of the case against 18 people including police chiefs, through the investigation on statement calls made for National Intelligence Organisation (MIT), is held at Istanbul Heavy Penal Court No 23 on March 3, 2021. The court sentenced 10 people (Yurt Atayün, Ali Fuat Yılmazer, Kazım Aksoy, Erol Demirhan, Nuh Mehmet Damgacı, Ayhan Albayrak, Sebahattin Kaplan, Musa Metin, Bilal İrice ve Ahmet Kılınçarslan) to heavy life time imprisonment on the charge of ‘attempt to abolish or prevent the implementation of the government of the republic of Turkey’. The court sentenced 4 people (Oğuzhan Ceylan, Veli Tuluy, Fazıl Adnan İzgi and Erkan Ünal) to 7 years and 6 months, 1 person (Mehmet Gökkılıç) to 6 years and 3 months on the charge of ‘being an illegal organisation member’. The court acquitted 3 people.

(03/064) Covid-19 Pandemic…

The Ministry of Health declared that 65 people died due to Covid-19 pandemic and 689 new Covid-19 ill patients were diagnosed on March 3, 2021. It is also declared that the daily number of Covid-19 case is 11,520.

The death toll from Covid-19 in Turkey increased to 28,771 and total number of confirmed ill patients is 2,734,836 as of March 3, 2021.

It is learned from the news coverage of March 3, 2021 that 9 prisoners in Kocaeli Gebze Women’s Prison tested positive for Covid-19.
