(03/056) Person Run over by a Police Armored Vehicle…

Kerem Askan (34) was killed when he was run over by an armored vehicle on 4 March 2017 at a police control point on Siirt Batman road.

A child name Berfin Dilek (7) was also killed on 9 February 2017 because of a police armored vehicle run over her.

(03/057)Torture and Other Ill-Treatment in Custody…

C.C. and M.A. were detained in Adana in a police operation before 15 February (the day Abdullah Ocalan was brought to Turkey). According to the news in the press, they were subjected to psychological pressure to work for the police and when they refuse this they were threatened.

(03/058) Curfew in Lice and Hazro…

An open-ended curfew was declared on 2 March 2017 in 12 villages of Lice and Hazro. Diyarbakır Governorate announced on 5 March 2017 that an open-ended curfew was declared in 18 other villages of Lice by 7.00. The villages are as follows: Örtülü Köyü, Tuzlaköy Köyü, Hedik Köyü, Kıralan Köyü, Yamaçlı Köyü, Dernek Köyü, Saydamlı Köyü, Bayırlı Köyü, Yalımlı Köyü, Akçabudak Köyü, Kılıçlı Köyü, Ulucak Köyü, Yorulmaz Köyü, Baharlar Köyü, Yaprakköy Köyü, Yünlüce Köyü, Güldiken Köyü and Üçdamlar Köyü.

Following the curfew, a large scale military operation was, reportedly, started.

Diyarbakir Governorate made a second announcement on the same day and lifted the curfew which was declared on 2 March 2017.

(03/059) Special Security Regions in Tunceli…

Tunceli Governorate announced on 3 March 2017 that special security regions were declared in 31 regions in Tunceli and its districts between 2 March and 16 March 2017.

Tunceli Governorate announced on 3 March 2017 that 20 village roads were closed to traffic.

(03/060) Torture and other Ill-Treatment in Prison…

According to the news in press on 3 March 2017, Kamuran Nas and 4 other prisoners in Sakran T Type Prison were got naked by the guards and were beaten. Although they were injured they were not taken to infirmary.

According to the news in press on 5 March 2017, political prisoners in Corum L Type Prison were threatened with death by the guards.

Prisoners in Van Prison wanted to subscribe to daily Rojeva Medya. The prison administration, reportedly, rejected this application on the allegation that propaganda of an illegal organization is being made in that daily.

(03/061) Police Intervention to 8 March Activity in Urfa…

Police intervened on 5 March 2017 to women who wanted to march for 8 March Women’s Day. 23 persons, including DBP Co-Chair for Urfa Yasemin kılıç, DBP Party Asembly Member Sevda Çelik, chairs of trade unions. The name of the detainees that could be reached: Sevda Çelik Özbingöl, Yasemin Kılıç, Adalet Çay, Hadle Oğur, Leyla Sönmez and Leyla Mumin.

(03/062) Constitutional Referendum…

Students of Karadeniz Technical University who were hanging “University is saying No to the Presidency” banners were attacked by a group. A women form Woman Collective was hurt because of this attack.

Osman Ertük, a member of House of People, was detained on 5 March 2017 in Mersin for putting “No” stickers on the walls.

(03/063) Journalist Detained…

Ramazan Ölçen, the owner of daily Azadiya Welat, was detained 4 March 2017 in Diyarbakır during a house raid.

(03/064) Newspaper Distributor Detained…

Selim Azcalısan, distributor of the dailies Ozgurlukcu Demokrasi and Rojeva Medya, was detained on 4 March 2017 in Adana. He was taken to Adana Police Headquarter.

(03/065) Two Persons Detained in Sinop…

Two members of House of People were detained in Sinop before the rally of the Prime Minister in Sinop. They were released after Prime Minister had left Sinop.

(03/066) Detentions and Arrests…

A woman was detained on 4 March 2017 in Van during a house raid.

19 persons, who were detained in connection with Viransehir bombing, were brought to court. 11 of them were arrested for ‘being a member of an illegal organization.’ 8 persons were released with a judicial control condition. Names of the persons who were arrested are as follows: Mustafa Türk, Feridun Ekinci, Rıdvan Ektiren, Hasan Kanar, Mahmut Yavuklu, Ferzende Dinek, Şahin Kapak, Haydar Kızılboğa, Mehmet Gezgör, Evin Karabulutlu, Rojbin Atilla.

Two members of Union of High School Students (H.I. and O.Y.) were detained on 5 March 2017 in Ankara when they made a public statement in front of Directorate of Religious Affairs.

Muammer Akkaya, member of People’s Front, was detained in Gazi quarter during a demonstration.

(03/067) Detentions and Arrests in Connection with the Coup d’État Attempt…

11 teachers, who were detained for using ByLock, were brought to court on 3 March 2017. 8 of them were arrested for ‘being a member of an illegal organization.’

(03/068) Hasan Ocak Case…

The investigation on the death of Hasan Ocak, which was closed due to prescription, will be reopened. The investigation held by Beykoz Prosecutor’s Office was closed on 17 September 2016 due to 20 years prescription. Istanbul Anadolu Criminal Court of Peace No 7 decided that the investigation will be reopened.

Hasan Ocak was detained on 21 March 1995 and his dead body was found in a cemetery of nameless 58 days later.

(03/069) HDP MP on trial…

Diyarbakır Heavy Penal Court No 8 continued on 3 March 2017 the case against HDP Diyarbakir MP Ziya Pir. The lawyers of Pir requested that court should listen to Head of State and Diyarbakir Governor as witness.  The court did not accept this request and adjourned the hearing to July 2017. The court lifted the judicial control condition about Pir.

(03/070) University Students on Trial in Tunceli…

Tunceli Heavy Penal Court started on 4 March 2017 the case against 12 university students. The indictment wants the defendants to be sentenced for ‘making propaganda of an illegal organization.’ 7 defendants who are being tried with remand participated the hearing via SEGBİS from Elazig T Type Prison. After the defenses, court released 2 defendants to be tried without remand and adjourned the hearing to 10 March 2017.

(03/071) Trials in Connection with the Coup d’État Attempt…

Antalya Heavy Penal Court No 8 started the case against 17 persons. After the defenses, the court released 8 defendants with judicial control decision, released 1 defendant with a bail of 100,000 TL and adjourned the hearing.

(03/072) Banned Activities…

Van Governorate banned on 4 March 2017 all meetings, demonstrations, public statements, press statements, sit in actions, stands and distribution of leaflets, and activities for a month starting 5 March 2017.

Adana Governorate banned on 3 March 2017 meetings, marches, public statements, stands, in certain parts of the city for 1 month.

(03/073) Trustee Appointed to Municipality…

On 3 March 2017, Ministry of Interior appointed Murat Sener, sub-governor of Beytüşebap, as a trustee to Beytüşebap District Municipality in Sırnak province.

The total number of trustees appointed to municipalities reached 85.

(03/074) Operations and Attacks in Southeast…

10 dead bodies of PKK militants (6 of them are women), which had been, reportedly, killed during the military operations in Bitlis, were brought to Van Bölge Eğitim Hospital. Enes Keci was identified by his family was taken to Hacılar village of Bingol for her funeral.
