(12/038) Operations and Attacks…

It is learned that 1 soldier (Celil Mutlu) died in a clash between Turkish Armed Forces units and HPG militants in rural areas of Ovacık district of Tunceli on December 3, 2021.

It is learned from the news coverage of December 4, 2021 that, 3 HPG militants died in an air operation of Turkish Armed Forces to Metina area of the Iraqi Kurdistan Regional Government on September 27, 2021.

(12/039) Asylum Seeker Died in Van…

It is learned from the news coverage of December 5, 2021 that, a body reported to be of an asylum seeker, is found dead near Iranian border in Özalp district of Van.

(12/040) Person Subjected to Torture and Ill-Treatment in Mardin…

It is learned from the news coverage of December 3, 2021 that, Mehmet Beyazıt Boran, a retired judge in Savur district of Mardin was forced to lie down on the ground and was handcuffed behind his back before he was taken to Savur District Security Directorate for he did not show his identity on December 1, 2021.

It is learned that administrative and judicial investigation is launched against the police officers in charge.

Mardin Governorate’s Office made a declaration and stated the following: “A person approached to the police officers of Savur Security Directorate who were searching improvised explosive device and bombs in headwalls in Dilbe neighbourhood of Savur district on 01.12.2021 and said ‘why are you following me’ to them, and as he did not submit an identity and resist to the officers, he was handcuffed and taken to the district directorate. And he was identified there. All-round investigation is launched against the intervening officers.”

(12/041) Person Subjected to Torture and Ill-Treatment in Ankara…

It is learned that Hüseyin Gökoğlu, a provincial executive of the Peoples’ Democratic Party (HDP) was detained on December 5, 2021 despite of no warrant against him. It is learned that the police coming his home in Ankara used physical violence on him, handcuffed him and did not allow him to get dressed. It is also stated in the news reports that Hüseyin Gökoğlu was subjected to torture and ill-treatment at the police station too.

Hüseyin Gökoğlu’s lawyer stated the following to the press: “On December 3, two undercover police officers came to my client’s home at 18.30, they introduced themselves as officers from Seğmenler police station and called my client from his wife’s phone, and said ‘Come home in 10 minutes we will detain you. Otherwise anti-terror department will come, maybe at 3 or 5 in the morning. You have a teenage daughter, don’t make them disturbed’ and left home. And my client went to the police station on the same day, and he was said that there was no warrant against him. And he was advised to call police emergency line 155 in case anybody claiming to be a police officer comes to his home (…) On December 5, undercover police officers came to his home at 11.30 a.m. and detained him by torture and ill-treatment. They could not show any official documents although they were asked to show a warrant for detention. And my client called 155 as he was advised before, and told these officers that he would go to the station with police officers in uniform, but he was subjected to torture and ill-treatment and was detained. The official report of detention is prepared at Seğmenler Police Station on December 5, 2021. This is another unlawful aspect of the process. And one of the undercover police officers continued to torture my client at the station.”

(12/042) Police Raid to IHD Co-Chair in Istanbul…

It is learned that the Human Rights Association (IHD) co-chair Eren Keskin’s home in Maltepe district of Istanbul is raided by the police on December 3, 2021. It is learned that the reason of raid was an investigation against Eren Keskin for her expressions at a panel talk in Tunceli 2 years ago.

(12/043) Prevention of Journalist in Tunceli…

It is learned that PİRHA reporter Cihan Berk who was doing street interviews in Nazımiye district of Tunceli on December 4, 2021 was intervened by the police and prevented from interviewing.

(12/045) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of December 4, 2021 that, 20 prisoners who have been subjected to physical violence during ward searches in Urfa Prison No 2, were subjected to disciplinary proceedings on the grounds of ‘using expressions or acting in a way that could cause fear, worry and panic in the penal institution’. It is also learned that Mehmet Binici, a prisoner was subjected to a disciplinary proceeding for dancing the halay with a Kurdish song.

(12/046) Prevention of Right to Health in Prison…

It is learned from the news coverage of December 3, 2021 that, Aslı Çalhan, a prisoner in Kocaeli Gebze Women’s Prison, was not receiving medical treatment for she rejects to be examined in handcuffs.

(11/047) Meeting Request with Abdullah Öcalan Not Responded…

It is learned that the appeal made on December 3, 2021 to chief public prosecutor’s office in Bursa by families and tutelary of PKK leader Abdullah Öcalan, and Ömer Hayri Konar, Hamili Yıldırım and Veysi Aktaş in Imralı Prison, in order to visit them was not responded.

(12/048) Detained Journalist in Hakkari…

Journalist Mimar Kaya, grant holder of Colemêrg News Agency, who was recording a quarrel between a police officer and a shuttle driver in Hakkari is detained by the police preventing him from recording on December 5, 2021.

Mimar Kaya shared a post right before he was detained: “I am being detained for I was recording a quarrel between a shuttle driver and special operation police officers. The police detained me and keeping me under custody for almost an hour on the highway, I am waiting for press credentials and general information check control.”

(12/049) Detained Members of People’s Assemblies…

On December 3, 2021, 25 people are detained ın the grounds of being People’s Assemblies member in operations covering 7 cities through an Istanbul based investigation.

The names of detainees learned so far are: Emir Karakum, Vedat Aktemur, Direnç Yüksel, Hazal Bozdoğan, Serkan Fikir, Adalet Karataştan, Ahmet Canpolat, Resul Bayır, Mahsun Boybaş, Hüseyin Gürbüz, Hüseyin Demir, Mustafa Tilki, İsmail Yıldız, Baran Yıldız, Ali Eren Akça, Emrah Yılan.

(12/050) Detained BGM Members in Istanbul…

On December 3, 2021, 3 members of the United Youth Assembly (BGM) are detained after a trial held at Istanbul Anadolu Courthouse on December 3, 2021. The reason of detention is unknown.

(12/051) İpek Er Case…

The final trial of the case against specialised sergeant Musa Orhan, for sexually assaulting a child (Ipek Er) and driving her suicide, is held at Siirt Heavy Penal Court No 1 on December 3, 2021.

Musa Orhan joined the trial via sound and vision system. The court rejected intervention demands of Ankara Bar Association Women’s Rights Center and We Will Stop Femicide Platform, and did not permit Diyarbakır Bar Association chair to speak. The court also refused to permit complainant lawyers to respond the defendant’s lawyer, saying “You have spoken longer. Let them speak. You are more than one, but he is trying to defend alone”. The court interrupted İpek Er’s mother too. After defence hearings the court sentenced Musa Orhan to 12 years on the charge of ‘sexual assault’ and then reduced his time to 10 years. The court refused to arrest Musa Orhan although the prosecutor demanded so too.

Ipek Er committed suicide after she was subjected to sexual assault by specialised sergeant Musa Orhan, and lost her life in hospital on August 18, 2020. Musa Orhan was arrested on the same day, but he was released upon his lawyer’s appeal on August 25, 2020.

(12/052) CHP Executive on Trial for ‘Insulting the President’ in Denizli…

The indictment against Tugay Odabaşıoğlu, provincial youth branch chair of the Republican People’s Party (CHP) in Denizli on the grounds of ‘insulting the President’ in a speech he made on is accepted by Denizli Penal Court of First Instance No 11 on December 3, 2021.

Tugay Odabaşıoğlu has been arrested on September 28, 2021 and was released from prison by the court’s order on October 11, 2021.

(12/053) MEBYA-DER Members and Executives on Trial in Van…

The first trial of the case against 17 people, 10 of whom are arrested, including MEBYA-DER (Association of People Lost Their Relatives in the Cradle of Civilizations) co-chair Gülistan Önver, for activities within the association, is held at Van Heavy Penal Court No 2 on December 3, 2021.

The indictment demands sentence for 17 people on the charge of ‘being an illegal organisation member’.

After defence hearings the court decided to release 10 people and adjourned the trial to February 18, 2022.

10 people have been arrested on May 28, 2021.

(12/054) DTP Executive on Trial in Şırnak…

The final trial of the case against Halil İrmez, who was provincial chair of the Democratic Society Party (DTP) which was closed down, is held at Şırnak Heavy Penal Court No 1 on December 3, 2021. The court sentenced Halil İrmez to 9 years on the charge of ‘being an illegal organisation member’ and Halil İrmez is arrested upon court’s verdict.

(12/055) Ban of Theatre Play in Mardin…

It is learned from the news coverage of December 3, 2021 that, Amed City Theatre’s Kurdish play Tartuffe, was not allowed to be staged in Mardin, by the governorate banning events in the city.

(12/056) Ban of Events in Mardin…

Mardin Governorate made a declaration on December 3, 2021 and banned demonstrations and open door meetings for 15 days as of December 3, 2021. The governorate’s office also announced that press declarations, distributing leaflets, hanging posters and banners, carrying torches, hunger strikes, sit-in protests, opening stands and tents, collecting petitions and so on are subjected to the permit of local authority.

(12/057) Covid-19 Pandemic…

The Ministry of Health declared that 187 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 21,495 as of December 3, 2021.

The Ministry of Health declared that 228 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 20,374 as of December 4, 2021.

The Ministry of Health declared that 185 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 19,357 as of December 5, 2021.

The death toll from Covid-19 in Turkey increased to 77,380 and total number of confirmed ill patients is 8,901,117 as of December 5, 2021.

It is learned that 3 health workers (pharmacist Bülent Gülhan in Antalya, pharmacy technician Mehmet Emin Ünlü in Kocaeli and pharmacist Ekrem Ayrancı in Konya) lost their lives due to Covid-19 on December 3, 2021.
