(09/308) Operations and Attacks in Southeast…

It is learned from the news coverage of September 29, 2020 that, 2 militants died in a clash between security forces and HPG militants in rural areas of Derik district of Mardin on August 8, 2020; and 2 militants died in a clash between HPG militants and security forces in rural areas of Hakkari on September 21, 2020.

(09/309) Person Died in Van Due to Torture and Ill-Treatment…

Servet Turgut, one of 2 people who were detained by soldiers in Çığlıca hamlet of Çatak district of Van on September 11, 2020, died in hospital on September 30, 2020. These 2 people were detained and were taken by a helicopter, and they were found to be at intensive care unit of Van Regional Education and Research Hospital on September 13, 2020. It was learned from the news coverage of September 16, 2020 that, Servet Turgut was first taken to a private hospital while he was unconscious, and he was registered as “intubated patient – fell from height”. And his medical report was stating that subdermal capillary vessels were damaged at both eyes and ears; the epidermis on hands and chest were removed.

On September 21, 2020 Van Governorate’s Office made a declaration about the allegations that these 2 people were thrown out of the helicopter and said that they “did not obey stop warning and ran away, fell off from the cliffs and got wounded, and are caught and kept in due form although they resisted”.

(09/310) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of September 29, 2020 that 7 prisoners kept in Şırnak T Type Prison were transferred to other prisons under coercion. Names of prisoners and the prisons they were transferred to are: Yahya İdin, Ömer Urum and Yusuf Şahin are transferred to Maraş L Type Prison No 1; Musa Külter is transferred to Malatya E Type Prison; Nesim Kalkan is transferred to Mersin Tarsus Prison. It is not learned which prisons Nesibe Kaplan and Osman Beytur are transferred to. It is also stated in the news reports that Musa Külter was subjected to physical violence of the wardens and were dragged on the ground.

It is learned from the news coverage of September 29, 2020 that, lawyer Aycan Çiçek, a member of Progressive Lawyers Association (ÇHD) who is kept in Düzce Prison, was subjected to physical violence of the wardens which broke her index finger. It is stated in the news reports that Aycan Çiçek was not taken to infirmary or to a hospital but rather put in a disciplinary cell; and was taken to a hospital five day later.

(09/311) People Subjected to Violence of Private Security Guards in Istanbul…

It is learned that Umut Kaçar and his 10-year-old daughter R. K. were subjected to physical violence of private security guards, on the grounds of not paying the travel fare at Şişhane subway station in Beyoğlu district of Istanbul on September 29, 2020. It is reported that Umut Kaçar made a criminal report against the guards about the violence he was subjected to.

Umut Kaçar stated the following: “During election campaigns, children under the age of 12 were provided free travel in public transportation. I told them the reason for not paying for my child’s ticket was this. The security guard rejected this and called for his chief. And the chief came around, started to yell us and intervened. He dragged me about 400 metres away and my daughter panicked at that time and started to cry.”

(09/312) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declarations which were made within the scope of “I Want My Job Back Protest” going on for 1421 days in front of Human Rights Monument in Yüksel Street on September 29, 2020 at 18.00 and forced people away from the monument by using physical violence.

(09/313) Arrested Journalists in Kocaeli…

It is learned that Faruk Bostan, grant holder, and Bülent Karagöz, editor in chief of the local newspaper Kocaeli Halk, were arrested on September 28, 2020. It is learned that 2 people were arrested on the charge of ‘slander’, for the reports about allegations of rape and sexual assault in Kartepe district.

(09/314) Detained HDP Executives in Mersin…

On September 29, 2020, Peoples’ Democratic Party (HDP) provincial chair Gülbahar Şöfer and Party Assembly member Barış Karabıyık are detained in house raids in Mersin. The reason of detention is unknown. It is reported that these 2 people had a “standing persons” protests in front of HDP’s provincial office on September 28, 2020, to protest detention of HDP members and executives through an Ankara based investigation.

(09/315) Detained People in Batman…

It is learned that 2 people (Harun Bozyiğit and Mazlum Bozyiğit) were detained in house raids in Kozluk district of Batman and were taken to Mardin for investigation. The reason of detention is unknown.

(09/316) Prevention of a Press Declaration in Mardin…

The police prevented the press declaration to protest detention of HDP executives and members, which was to be held in front of HDP’s provincial office in Mardin on September 29, 2020.

(09/317) Prevention of People Entering Kars Province…

On September 29, 2020, members and executives of HDP who were to accompany HDP co-chair Pervin Buldan during her visits in Kars province, were not allowed into the city on the grounds of ban decision of Van Governorate’s Office.

(01/318) Former HDP Co-Chair on Trial…

The case against Figen Yüksekdağ, former co-chair of HDP, is held at Ankara Heavy Penal Court No 16 on September 28, 2020.

The indictment demands Figen Yüksekdağ to be sentenced from 30 years up to 83 years for ‘leading an illegal organisation’, ‘making propaganda for an illegal organisation’, ‘opposing to the Law on Meetings and Demonstrations’, and ‘inciting hostility and hate among people’, for her activities within Democratic Society Congress (DTK) and other events.

Figen Yüksekdağ did not join the trial on excuse. The court decided to continue detention of Figen Yüksekdağ adjourned the trial to December 10, 2020.

(09/319) Investigation Against CHP Executive in Istanbul…

It is learned that Istanbul Public Prosecutor’s Office decided not to prosecute Republican People’s Party (CHP) Istanbul chair Canan Kaftancıoğlu through the investigation about taking pictures of house of Fahrettin Altun, Communications Director Republic of Turkey.

Canan Kaftancıoğlu was charged with ‘praising an offence and offender’ and ‘instigation’; and gave her official statement through the investigation on April 30, 2020.

(09/320) People on Trial in Istanbul…

The first trial of the case against 8 people including theologist and writer İhsan Eliaçık, is held at Istanbul Penal Court of First Instance No 47. These 8 people were detained in police intervention against the “Earth Table” at Galatasaray Square of Istanbul, which was a public fast-breaking table during Ramadan on May 6, 2019.

The court adjourned the trial to December 18, 2020 to receive video footage of the police intervention.

(09/321) Constitutional Court Decision on Osman Kavala…

On September 29, 2020, the Constitutional Court Section One, postponed reviewing the individual application of Osman Kavala, who has appealed on the grounds of ‘violation of personal freedom and security’ through an unlawful arrest.

(09/322) Detentions and Arrests in Alleged Link to Coup Attempt…

O September 29, 2020, 14 people are detained in operations covering 3 cities through an Urfa based investigation and 12 people are detained in house raids in Ankara.

(09/323) Covid-19 Pandemic…

Ministry of Health declared that 68 people died due to Covid-19 pandemic and 1,427 new Covid-19 cases were diagnosed on September 29, 2020.

The death toll from Covid-19 in Turkey increased to 8,130 and total number of confirmed cases is 317,272 as of September 29, 2020.
