(03/204) Curfew in Sur…

After the completion of the military operations in Sur district of Diyarbakır, the curfew reached its 112th day as of 30 March 2016.

Furkan Erkaplan whose body was kept in Malatya Forensic Institute was identified by his family on 29 March 2016.

13 persons who died during operations in Sur district were reportedly buried in the garden of a house due to the on-going armed clashes. The buried persons were not identified.

(03/205) Curfew in İdil…

The curfew in İdil district of Şırnak reached its 41st day as of 28 March 2016. İsmail Gürbüz (19) and Servet Yıldız were identified by their families on 29 March 2016.

(03/206) Operations and Attacks in the Southeast…

HPG militants reportedly closed a road on 29 March 2016 in Lice district of Diyarbakır and abducted Justice and Development Party Chair for İspir district in Erzurum province Salih Zeki Çetinkaya.

Gendarmerie soldier H.Ş. (22) allegedly committed suicide on 29 March 2016 in a military vehicle in Nusaybin district of Mardin.

Technician Mehmet Sadık Altürk who was wounded when a riot police department in Şırnak was attacked on 20 March 2016 died on 29 March 2016 in the hospital in Ankara.

1 police officer was reportedly killed during an armed clash that broke out on 29 March 2016 in Dicle quarter of Şırnak.

(03/207) Armed Attack in Tunceli…

Court House in Tunceli was attacked on 30 March 2016 with fire arms and hand grenades. One of 2 attackers was killed during the armed clash that broke out after the attack. Governorate of Tunceli announced that the attack was organised by DHKP-C (Revolutionary People’s Liberation Party – Front) and the name of the person killed during the clash was Onur Polat.

(03/208) Impunity in Extra-judicial Execution Trial in Bingöl…

On 22 October 2013, Public Prosecutor in Diyarbakır re-started the investigation concerning the killings of Mehmet Eliveren (19) and Yılmaz Eliveren (17) on 17 April 1999 in Genç district of Bingöl by Special Forces on the allegations of being PKK militants. The Public Prosecutor took the decision relying on 60 witnesses who testified to the effect that Mehmet Eliveren and Yılmaz Eliveren were not PKK militants. And a court case was launched against security officers after the completion of the investigation.

According to the news appeared in the press on 29 March 2016, Bingöl Heavy Penal Court concluded to hear the case against Genç district Security Chief Ahmet Koni, Police Commissioners Bülent Gümüşay and Ahmet Kenan Çayır, police officers Mehmet Atıcı and Mehmet Yolaçtı launched on charges of “conspiratorially killing”, “threatening”, and “fraud on official documents”.

The court acquitted the defendants on the grounds of lapse of time.

After the testimonies of the eyewitnesses and defence, the court rejected the Public Prosecutors demand for the arrests of the defendants. The court adjourned the hearing for crime scen investigation to be completed.

(03/209) Pressures in Prisons…

Herdem Acar, Şehrivan Çoban and Derya Kurtalan incarcerated in Van M-type Prison were reportedly transferred on 29 March 2016 to Sincan (Ankara) Women Prison. 18 prisoners incarcerated in Ağrı M-type Prison were also transferred to prisons in Giresun and Çanakkale.

(03/210) Fire in Tent City…

3 children from the same family were killed and 6 persons were wounded during a fire on 29 March 2016 in the tent city for Syrian refugees under the governance of Prime Ministry Disaster and Emergency Management Presidency in Derik district of Mardin.

(03/211) Journalist on Trial in Diyarbakır…

Diyarbakır Heavy Penal Court No 4 started on 29 March 2016 to hear the case against Jin News Agency (JINHA) correspondent Beritan Canözer who was arrested on 19 December 2015 on the allegations of “aiding an illegal organisation” after being detained while following a demonstration staged to protest in the curfew and blockade in Sur district of Diyarbakır.

Since Beritan Canözer was under pre-trial detention in İstanbul, the defendant testified at the hearing through SEGBİS tele-conference system. The court decided to release the defendant to be tried without remand and adjourned the hearing to a later date.

(03/212) Newroz Celebrations…

Democratic Regions Party (DBP) Co-Chair for Diyarbakır province Hafize İpek who was among 8 members of Newroz celebrations organising committee detained during house raids in Dİayrabakır was arrested on 29 March 2016 on the allegations of “being member of an illegal organisation” and “making propaganda of an illegal organisation”.

(03/213) Mayor on Trial in Van…

Van Heavy Penal Court started on 29 March 2016 to hear the case against Co-Mayor of Çatak district in Van province Evin Keve who was arrested on 3 January 2016 in connection with “self-governance declaration” and dismissed from duty by the Ministry of Interior Affairs.

After the identification and testimony of the defendant, the court decided to release the defendant to be tried without remand and adjourned the hearing to a later date.

(03/214) Detentions and Arrests…

Security Forces conducted operations on 209 March 2016 against Peoples’ Democratic Party (HDP) and Democratic Regions Party (DBP). 6 persons in Yüksekova district of Hakkari, 11 persons in Muş, 2 persons in Siirt and 1 person in Manisa were detained.

7 persons including HDP Co-Chair for Gercüş district of Batman province Edip Aslan detained in Gercüş, Şiyar Kayadağ and Lokman Ayebe who were detained in Siverek district of Şanlıurfa, Hayrettin Genç who was detained in Mersin were arrested on the allegations of “being member of an illegal organisation”.

Kızıltepe Co-Mayor Leyla Salman, Dargeçit Co-Mayor Zeynep Sipçik and Dargeçit Municipality Assembly member Yüksel Oğuz were detained during a road control on 30 March 2016 in Midyat district of Mardin.
