3-5 October 2015 Daily Human Rights Report

(10/010) Children Killed by the Police in Dİyarbakır…

Vedat Akcanım (17) and a child with the first name Deniz (17) who were among 6 civilians wounded by the police on 2 October 2015 for not obeying curfew in Silvan district of Diyarbakır died in the hospital.

Barış Çakıcı (10) who was also shot on 3 October 2015 died of blood loss for not being hospitalised.

(10/011) Persons Shot by the Police in Mardin…

The police conducted operations on 2 October 2015 in Nusaybin district of Mardin after the curfew declaration. Visually-impaired M.E. was shot and heavily wounded by the police during the operations.

Ahmet Sönmez (50) was shot to death the same day when he was sitting in front of his house. Musa Akçin (75) was shot and wounded while watching the incidents on his balcony.

Şahin Turan (25) was shot to death on 3 October 2015 in Yenituran quarter while riding his motorbike.

The police also opened fire when a bomb exploded during the operations in Nusaybin and Syrian Cemil Hemsi (25) was shot from behind and heavily wounded.

(10/012) Persons Killed by the Police in Diyarbakır…

The police conducted operations on 4 October 2015 in the quarters of Bağlar district in Diyarbakır on the grounds that the residents of the quarters were ditching. Ömer Koç in 5 April quarter and Rezan Kaya in Huzurevleri quarter were shot to death. .

(10/013) Person Killed by the Police in Şırnak…

The body of alleged PKK militant Hacı Lokman Birlik who was shot to death during the operations conducted on 3 October 2015 in Dicle quarter of Şırnak was dragged with a armoured vehicle in the city centre. Hacı Orman Birlik was allegedly alive and died while being dragged.

(10/014) Journalist Attacked in İstanbul…

3 retired police officers were reportedly detained in connection with the investigation concerning the attack against the columnist and TV host Ahmet Hakan.

After the interrogations, Ahmet Şengüler who was among 7 detainees was arrested on the allegations of “intentional wounding”

(10/015) Correspondents Threatened in Diyarbakır…

Murat Demir, worker with the TV channel GÜN, and Serhat Yüce, correspondent with the Dicle News Agency (DİHA), were threatened to death by police officer while recording the incidents and operations on 4 October 2015 in Sivan district of Diyarbakır. The police pointed their guns to the head of the journalists to prevent them from recording the operations. The police also seized the equipments of the journalists.

(10/016) Operations and Attacks in the Southeast…

2 police officers were wounded on 2 October 2015 in Ömerli district of Mardin when an armoured vehicle was attacked with a rocket launcher.

According to the official announcement, 19 members of Patriotic Revolutionary Youth Movement (YDG-H) were allegedly killed during the clashes in Silvan district of Diyarbakır where recently curfew was declared.

Governorate of Diyarbakır declared curfew in Lice district starting from 4 October 2015. After the curfew decision, security forces started operations in the district.

7 militants were allegedly killed during an armed clash that broke out on 4 October 2015 after the attack against Security Directorate in Şemdinli district of Hakkari.

2 militants reportedly died and one militant was captured alive during an armed clash on 2 October 2015 nearby Köprübaşı village of Siirt.

Governorate of Kars announced on 2 October 2015 that several regions in Kağızman and Sarıkamış districts were decided to be temporary security zones until 1 March 2016. Entrance of civilians to the military security zones was also banned.

Governorate of Siirt announced that several regions in the province were decided to be temporary security zones from until 20 October 2015.

Governorate of Mardin announced that 9 militants were killed during the clashes on 3 October 2015 in Nusaybin district where curfew was declared.

On 2 October 2015, Governorate of Diyarbakır declared curfew in villages of Lice dstrict for an indefinite period of time.

Maşallah Şipallı (25) died; his father M. Şerif Şipallı and co-worker Vasfi Gökyer were wounded when a bomb exploded on 4 October 2015 in an construction area in Güroymak district of Bitlis.

2 soldiers were reportedly abducted by PKK militants on 3 October 2015 on Pülümür-Tunceli road.

One soldier was wounded when a military vehicle was opened fire on 2 October 2015 nearby Aslancık village of Tirebolu district in Giresun.

(10/017) Nihat Kazanhan Case…

Cizre (Şırnak) Heavy Penal Court No 1 continued on 2 October 2015 to hear the case launched in connection with the killing of Nihat Kazanhan (12) by the police on 14 January 2014 in Cizre district of Şırnak.

The remanded defendant police officer Mehmet Emin Arslan testified at the hearing through SEGBİS system to the effect that he did not remember the incident.

After the testimonies of Nihat Kazanhan’s friends as eyewitnesses, the court rejected the demand for the arrest of the defendant police officers U.İ., H.V., O.Ç. and G.T., and adjourned the hearing to 11 December 2015.

The indictment wants the defendants U.İ., H.V., and M.N.G. to be sentenced for “intentional killing”, the defendants O.Ç. and G.T for “not reporting a crime”.

(10/018) Pressures in Prisons…

According to the news appeared in the press on 3 October 2015, 34 prisoners incarcerated in Batman M-type Prison were sentenced to 7 days’ cell confinement for objecting body searches.

(10/019) Investigations, Detentions and Arrests on the Allegations of Insulting State President…

Aegean University student Emine Akbaba was detained on 1 October 2015 in İzmir on the allegations of “insulting State President” for the stickers showing Recep Tayyip Erdoğan running away.

(10/020) Operations throughout Turkey…

Operations against the members and executives of Peoples’ Democratic Party (HDP), Peoples’ Democratic Congress (HDK), and Democratic Regions Party (DBP) continued in October 2015. 2 persons in Siverek district of Şanlıurfa and 4 persons in Yüksekova district of Hakkari were detained on 2 October 2015.

Kadir Kortak (18) and Süleyman Kortak (19) who were detained during house raids conducted in Bismil district of Diyarbakır were arrested on 3 October 2015 on the allegations of “being member of Patriotic Revolutionary Youth Movement (YDG-H)”.

Anti-Terror branch of Security Directorate conducted house raids on 3 October 2015 in İzmir and detained 9 persons including HDP members.

32 persons were detained during the operations conducted against the member and executives of DBP in Erzurum, Kars, Bitlis and Hakkari provinces.

Mehmet Şirin Kara, Şaban Kurt, İsmail Oğraş and Sait Kaplan who were detained during road control in Van were arrested on 3 October 2015 on the allegations of “being member of an illegal organisation”.

Mehmet Batu, Co-Spokesperson of Peoples’ Democratic Assembly in İpekyolu quarter of Van, also arrested for the same reason on 3 October 2015.

DBP CoChair for Özalp district Yakup Almaç, Municipality Assembly member Fevzi Keleş, Hasan Ali Akbaş, M. Salih Tanır and Y. E. (17) who were among 27 persons detained for protesting recent military operation in Özlap district of Van were arrested on 4 October 2015.

(10/021) 1 November Elections…

People’s Republican Party (CHP) propaganda vehicle was stoned on 2 October 2015 in Bostancı quarter of Kadıköy district in İstanbul. The attack caused material damage.

Unidentified persons organised an armed attack against the premises of Peoples’ Democratic Party (HDP) in Buca district of İzmir on 2 October 2015. The attack caused material damage.
