(02/031) Operations and Attacks…

Ministry of National Defence (MSB) announced that 1 soldier (Kadir Dingil) was killed and 2 soldiers were wounded in a clash between Turkish Armed Forces (TSK) units and HPG militants during the “Pençe-Kilit” operation in Iraqi Kurdistan Regional Government (IKBY) on February 3, 2024.

The Ministry of Interior announced on February 4, 2024, that a helicopter crashed on February 3, 2024, in Kartal village of Nurdağı district of Antep province, killing 2 police officers (Cemil Gülen, Levent Öztürk).

(02/032) Person Who Lost His Life Due to Police Gunfire in Istanbul…

It is learned from the news coverage of February 3, 2024, that Ahmet E. lost his life due to police firing on February 2, 2024, in Nenehatun neighbourhood of Arnavutköy district of Istanbul, on the grounds of not obeying the ‘stop warning’. It is reported that a judicial investigation is initiated against police officers S.E. and E.K..

(02/033) Journalist Wounded in an Armed Attack in Kayseri…

It is learned from the news coverage of February 5, 2024, that Azim Deniz, owner of Deniz Postası newspaper and Anadolu TV in Kayseri, was attacked by an anonymous person in front of his house in Kayseri on February 5, 2024, and was wounded in various parts of his body.

(02/034) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of February 2, 2024, that during a ward search in Izmir Şakran Women’s Prison, wardens damaged kitchen utensils and table belonging to prisoners and threw medicines belonging to prisoners on the floor, making them unusable.

It is learned from the news coverage of February 3, 2024, that wards of prisoners in Istanbul Marmara L Type Prison No 2 (Silivri Prison) are monitored by cameras 24 hours a day including private areas, and that prisoners were sentenced to solitary confinement for various periods of time in disciplinary proceedings against them. It is learned that prisoners have difficulties in accessing books and television broadcasts, the right to defense in mother tongue of prisoners who are subjected to disciplinary proceedings is restricted, prisoners’ visitation rights are restricted, the food given to prisoners is not nutritious and in sufficient quantity, and the beds and blankets given to prisoners are not hygienic.

It is learned from the news coverage of February 3, 2024, that some women prisoners in Tokat T Type Prison were subjected to verbal violence of a correction officer and were threatened with physical violence.

(02/035) Prevention of Right to Health in Prison…

It is learned from the news coverage of February 2, 2024, that Neriman Birlikler, an ill prisoner in Izmir Şakran Women’s Prison, was not referred to hospital, and that some of the medications they should take regularly were given to prisoners late.

It is learned from the news coverage of February 3, 2024, that ill prisoners in Istanbul Marmara L Type Prison No 2 (Silivri Prison) were subjected to delays in transfers to hospital and were subjected to rights violations during transfer to hospital.

(02/036) Police Intervention against a Press Statement in Ankara…

According to the news coverage of February 5, 2024, the police intervened against the press statement of some people who received the title of ‘veteran’ after the coup attempt on July 15, 2016, in front of Justice and Development Party (AKP) headquarters, on the grounds of not receiving their salaries. The number and names of detained people could not be learned.

(02/037) Political Party Executive Arrested in Urfa…

On February 3, 2024, Peoples’ Equality and Democracy Party (DEM Party) Party Assembly Member Muhammed Ayten, who was detained in a house raid through an Antep based investigation, was arrested by the Criminal Peace Judgeship on the charge of ‘being a member of an illegal organization’.

(02/038) Journalist Arrested in Izmir…

It is learned from the news coverage of February 2, 2024, that journalist Süleyman Gençel, executive editor of A3 News website, was arrested by Criminal Peace Judgeship after the Court of Cassation upheld the sentence of 1 year and 2 months given to him in Izmir for insulting Nükhet Hotar, Rector of Dokuz Eylül University.

(02/039) People Detained in Hatay…

It is learned that 3 people were detained on the grounds of a ‘provocation warning’ about the commemoration events to be held in Antakya district of Hatay on February 3, 2024, for the anniversary of February 6, 2023 earthquakes. Names of detained people are: Selen Reyhan, representative of We Will Return Initiative, Barış Kaya and Cemal Kara, representatives of Emeğin Gücü Association.

(02/040) Journalists and Writers on Trial in Istanbul…

The final hearing of the case against Pakrat Estukyan, writer and Armenian pages editor of Agos newspaper, Cihan Doğan, lawyer Emran Emekçi, Mehmet Nimet Sevim and Demokratik Modernite Magazine Managing Editor Ramazan Yurttapan, on the charge of ‘making propaganda for an illegal organization’ through some articles in Demokratik Modernite Magazine, was held on 2 February 2024 at Istanbul Heavy Penal Court No 30. The court decided to separate the cases of Mehmet Nimet Sevim and Cihan Doğan, for whom there is an arrest warrant because their defenses could not be heard, to acquit Pakrat Estukyan and Emran Emekçi, and to sentence Ramazan Yurttapan to 1 year and 21 months in prison.

(02/041) People on Trial in Istanbul for “Violating Law No. 2911 on Meetings and Demonstrations”…

On February 3, 2024, Istanbul Anatolian Penal Court of First Instance No 1 accepted the indictment prepared by Istanbul Anadolu Courthouse Chief Public Prosecutor’s Office against 71 people for “violating the Law on Meetings and Demonstrations No 2911” during a peaceful demonstration in Kadıköy district of Istanbul on October 8, 2023 to protest PKK leader Abdullah Öcalan’s release from Syria on October 9, 1998. The first hearing of the case will be held on September 10, 2024.

(02/042) Special Security Zone in Mardin…

Governorate of Mardin announced on February 2, 2024, that the rural areas in Yakınca, Bahminin, Kaleli, Güzelsu, Yol and Şekrin neighborhoods of Nusaybin district have been declared as temporary special security zones for 15 days between February 1, 2024 and February 15, 2024.

(02/043) Banned Events and Demonstrations…

Governorate of Bitlis announced on February 4, 2024, that demonstrations, open-air meetings, indoor and outdoor meetings, press declarations, sit-ins and surveys, setting up/opening tents and stands, organizing petitions, distributing leaflets, brochures and flyers and all other forms of protest activities are banned for 5 days between February 5, 2024 and February 9, 2024.
