(11/001) Operations and Attacks…

The Ministry of National Defence announced that 1 soldier (Harun Çalışkan) died in a bombing attack in the Iraqi Kurdistan Regional Government on October 28, 2021.

It is learned from the news coverage of October 30, 2021 that, 1 militant died in a clash between Turkish Armed Forces units and HPG militants in Avaşin area of the Iraqi Kurdistan Regional Government on October 10, 2021.

The Ministry of National Defence announced that 1 soldier (Islam Çiftçi) died in a clash between Turkish Armed Forces units and HPD militants in Dalya area of the Iraqi Kurdistan Regional Government on October 31, 2021.

(11/002) Torture and Ill-Treatment Under Custody in Mardin…

It is learned that 2 people (73-year-old Ibrahim Dinler and 72-year-old Faize Dinler) were subjected to torture and ill-treatment during police raid to their house in Ömerli district of Mardin on October 22, 2021. It is also stated in the news reports that 2 people were detained and they were subjected to torture and ill-treatment under custody too.

Feyzi Adsız, Mardin branch chair of Human Rights Association (IHD) stated the following after meeting 2 detainees: “Ibrahim Dinler was severely beaten during detention (…) He was dragged on the floor, and was subjected to violence being kicked and slapped (…) We could not get information on any medical report evidencing the violence (…) Ibrahim Dinler was holding one hand on his rib because of the pain in his left rib area. Both of the detainees seemed quite uneasy during our contact (…) They were threatened with their family, and forced to give their official statements. They were told that their children were under custody and were going to be put in jail, although they were not. They are under psychological pressure and torture (…) Ibrahim and Faize Dinler have stated that their lawyer is Eren Keskin, co-chair of Human Rights Association. And the police officers asked ‘Why Eren Keskin? How do you know her? How could she help you?’ upon their statement.”

(11/003) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of October 28, 2021 that, 6 prisoners who have been transferred from Izmir Kırıklar F Type Prison to Kırıkkale F Type Prison on October 2, 2021 were being kept in solitary cells, their clothes were not given to them and the ventilation part of their cells were covered by wire netting.

It is learned from the news coverage of October 28, 2021 that, in Urfa T Type Prison No 2, 16 people were kept in the quarantine ward for 10 people, and quarantine period is implemented for almost 29 days instead of 14 days because prisoners were put in the quarantine ward before the previous group’s quarantine period ends.

It is learned from the news coverage of October 28, 2021 that, Yılmaz Çelik, a prisoner in Karabük T Type Prison were transferred to Samsun Bafra T Type Prison under coercion.

It is learned from the news coverage of October 30, 2021 that, administrator of Batman T Type Prison threatens the prisoners, saying “I will force you with every kind of torture and distress, I will break your head, arm or leg if needed. You are terrorists and you deserve any kind of torture”. It is also stated in the news reports that, prisoners who reject to stand up in military order during roll-calls were subjected to torture and ill-treatment and they were dragged out of their wards.

It is learned from the news coverage of October 30, 2021 that, prisoners in Antep H Type Prison were subjected to physical violence and death threats of the correction officers.

It is learned from the news coverage of October 20, 2021 that, 35 prisoners who have been subjected to torture and ill-treatment of the correction officers in Şırnak T Type Prison were transferred to other prisons. The prisons that they were transferred to are unknown.

(11/004) Meeting Request with Abdullah Öcalan Not Responded…

It is learned that the appeal made on October 28, 2021 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s lawyers, family and tutelary in order to visit him was not responded.

(11/005) Detained Person in Siirt…

On October 29, 2021, 1 person (Cemil Taştekin) is detained for saying “You are in Kurdistan now, but the Grand National Assembly denies Kurdistan” to Meral Akşener, chair of IYI Party who was visiting shopkeepers in Kurtalan district of Siirt. Cemil Taştekin is released after statement procedures on the same day.

(11/006) Detained Musician in Diyarbakır…

Musician Abdullah Karakaş who was detained on the grounds of ‘praising offence and offender’ in Diyarbakır on October 24, 2021 is released on judicial control conditions by the court on October 30, 2021.

(11/007) Detained Person in Şırnak…

On October 29, 2021, 1 person (Hüsnü Kaydı) is detained in a house raid in Şırnak. The reason of detention is unknown.

(11/008) Detained People in Şırnak…

On October 31, 2021, 3 people (Faik Tuncay, Refik Tuncay and Mehmet Tuncay) are detained in house raids in Cizre district of Şırnak. The reason of detention is unknown.

(11/009) Detained Asylum Seekers for Social Media Posts…

Ministry of Interior Directorate General of Migration Management made a declaration on October 27, 2021 and announced that 7 asylum seekers were detained and will be deported on the grounds of sharing videos capturing persons eating bananas, to protest a street interview where a person claimed that Syrians have better economic conditions in Turkey. It is stated that “judiciary and administrative processes will be launched against all persons who are considered to be foreigners and who shared videos of provocatively ‘banana eating’ on several social media platforms”.

(11/010) Journalist on Trial in Izmir…

The retrial of the case against journalist Aziz Oruç, on the grounds of participating in a protest in 2011 is held at Izmir Heavy Penal Court No 8 on October 28, 2021 as the 6 years and 3 months of jail sentence given by the local court was reversed by the Court of Cassation. The court acquitted Aziz Oruç.

(11/011) HDP Executives on Trial in Batman…

The final trial of the case against Fatma Ablay and Ömer Kulpu, provincial co-chairs of the Peoples’ Democratic Party (HDP) is held at Batman Heavy Penal Court No 2 on October 28, 2021.

The indictment demands sentence for 2 people on the charge of ‘making propaganda for an illegal organisation’ for “hanging illegal posters and banners” on Batman office of HDP.

It is learned that HDP executives were not allowed to follow the trial in the courtroom. The court sentenced 2 people to 1 year and 8 months each and postponed the sentence.

(11/012) Prisoner on Trial in Ankara…

The first trial of the case against Rozerin Kurt, a prisoner in Ankara Sincan Women’s Prison, on the grounds of participating in the hunger strike to demand an end to isolation of PKK leader Abdullah Öcalan, is held at Ankara Heavy Penal Court No 19 on October 28, 2021. The court stated that “there is no ground for legal consideration and opinion” and decided to acquit Rozerin Kurt.

(11/013) Ban of Theatre Play in Hatay…

It is learned from the news coverage of October 28, 2021 that, Hatay Governorate’s Office banned the theatre play “Dandelion” to be staged in Antakya district on October 27, 2021. It is claimed in the news reports that the play was banned on the grounds of including the word “testicle”.

(11/014) Prevention of Journalists in Ankara…

It is learned from the news coverage of October 29, 2021 that, reporters, photo journalists and cameramen of Cumhuriyet newspaper, FOX television channel and Anka News Agency were not allowed in the October 29 Republic Day ceremony at Atatürk’s monumental tomb in Ankara, on the grounds of accreditation regulation of Communications Directorate of Republic of Turkey.

(11/015) Ban of Events in Hakkari…

Hakkari Governorate made a declaration on October 28, 2021 and announced that all meetings, open-door assemblies, demonstrations, marches, sit-in protests, human chains, op-ed stands, public sessions, any kind of audio-visual activities with mobile audio-visual vehicles, hunger strikes, opening stands, collecting petitions, flying sky lanterns or balloons, commemorations, concerts, festivals, theatre plays, screening shows, firing torches, distributing leaflets, hanging banners and so on are banned for 15 days as of October 29, 2021. All events are banned in Hakkari for 525 days since June 5, 2020.

(11/016) Detentions and Arrests in Alleged Link to Coup Attempt…

On October 27, 2021, 3 people are detained in Edirne in an alleged attempt to illegally flee abroad.

(11/017) Covid-19 Pandemic…

The Ministry of Health declared that 229 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 25,528 as of October 28, 2021.

The Ministry of Health declared that 209 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 24,409 as of October 29, 2021.

The Ministry of Health declared that 203 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 23,096 as of October 30, 2021.

The Ministry of Health declared that 201 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 23,948 as of October 31, 2021.

The death toll from Covid-19 in Turkey increased to 71,037 and total number of confirmed ill patients is 7,994,511 as of October 31, 2021.

It is learned that 2 health workers (pharmacist Cengiz Gürer in Manisa and nurse Serap Yeşil in Sakarya) lost their lives due to Covid-19 on October 30, 2021.
