(10/318) Operations and Attacks in Southeast…

Ministry of National Defence announced that 1 soldier (Kamuran Ablak) who fell sick in his troop in Heftanin area of Iraqi Kurdistan Regional Government on October 28, 2019, died in hospital on October 29, 2019.

It is learned from the news coverage of October 29, 2019 that 3 HPG militants died in a clash between security forces and HPG militants in Derik district of Mardin.

(10/319) People Subjected to Police Violence in Urfa…

It is learned from the news coverage of October 28, 2019 that, Mahmut Polat and his sons M. A. P. (17) and S. P. (20) who were detained in a house raid in Urfa on October 18, 2019 on the grounds of social media posts about Turkish Armed Forces’ military operation to north and east Syria, were subjected to police violence and threat while being detained in their house and under custody. It is stated in the news reports that, the police broke down the door and made Mahmut Polar and his 2 sons lay down on the floor, handcuffed them behind their backs, and then committed physical violence against 2 sons in another room and threatened Mahmut Polat, saying “The state ordered us to shoot. We can kill you”. It is reported that Mahmut Polat and S. P. were then taken to Anti-Terror Department and were subjected to physical violence there too, and were not seen and examined by the doctor who gave the medical reports on them.

It is learned from the news coverage of October 28, 2019 that, prisoners in Sincan Women’s Closed Prison were not taken to infirmary on the grounds of absence of doctor.

It is learned from the news coverage of October 29, 2019 that prisoners in Tokat T Type Prison are not transferred to the cities where their families live, although they demand so.

It is learned from the news coverage of October 29, 2019 that People’s Democratic Party (HDP) former MP’s Çağlar Demirel and Selma Irmak, and Hatice Tanırgan, who are kept in Kandıra F Type Prison No 1, are given 3-days of penalty on July 29, 2019, on the grounds of ‘damaging the property of prison’. It is stated in the news reports that the reason of penalty is that 3 prisoners were warned by female wardens in order to “be careful about what they wear” in the ward and in open areas since the surveillance cameras seeing these areas can be watched by male wardens too, and that 3 prisoners closed the surveillance camera in open door area.

(10/321) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1085 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 28 and 29, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 28, 2019, 2 people (Merve Demirel and Nazan Bozkurt) and at 18.00 2 people (Merve Demirel and Mehmet Dersulu) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 29, 2019, 2 people (Mehmet Dersulu and Mahmut Konuk) and at 18.00 2 people (Nazan Bozkurt and Merve Demirel) were detained.

Thus in total 8 people were detained due to press declaration intended to be held in Yüksel Street on October 28 and 29, 2019. It is learned detained people were released on the same days they were detained.

(10/322) Police Intervention Against a Protest in Ankara…

The police intervened the protestors in front of Çankaya Public Health Directorate on October 29, 2019, who rally to regain their jobs from which they had been dismissed by state of emergency decrees, and detained 2 people (Mahmut Konuk and Eser Budak). It is learned that 2 people were released the same day.

(10/323) Police Intervention Against a Protest in Şırnak…

The police used clubs and shields to intervene the press declaration in front of HDP Cizre district office to protest appointment of trustees to Cizre by Ministry of Interior on October 29, 2019. It is learned that numerous people got injured due to police intervention. It is learned that at least 4 people are detained. The names of detained people known so far are: Cizre district council members Mesut Uçkaç and Serhat Küçük.

It is learned that 3 people are detained in house raids in Şırnak on October 30, 2019. The names of detained people are: Zahide Barınç, Elmas Kulter and Abdulselam Baysal.

(10/325) Detained ESP Members in Istanbul…

8 members of Socialist Party of the Oppressed (ESP) who were detained in house raids in Istanbul on October 25, 2019, are released on judicial control conditions on October 28, 2019. The names of detained people are: Serhat Demirtaş, Emrah Topaloğlu, Ezgi Gürbüz, Gamze Toprak, Deniz İmre, Yoldaş Aydın, Hıdır Yılmaz and Enes Sanduvaç.

(10/326) People Under Custody in Urfa…

It is learned from the news coverage of October 29, 2019 that, YPJ member Darzê Salih Temo who was abducted and tortured by National Syrian Army in north Syria, and another YPJ member Makbule Sünger were kept under custody at Urfa Gendarmerie Command since October 26, 2019. It is stated in the news reports that Darzê Salih Temo was injured and taken to Urfa and was detained after being kept in hospital for 7 days.

The trial of the case against Sözcü newspaper’s grant holder Burak Akbay, writers Emin Çölaşan and Necati Doğru, Izmir reporter Gökmen Ulu, executive editor Metin Yılmaz, finance executive Yonca Yücekaleli and Mustafa Çetin and Yücel Arı, on the charges of ‘leading an illegal organisation’, ‘being a member of an illegal organisation’, ‘knowingly and willingly aiding an illegal organisation’ is held on Istanbul Heavy Penal Court No 37 on October 28, 2019. The court adjourned the trial to December 27, 2019.

(10/328) ECHR Decision on Freedom of Expression…

It is learned from the news coverage of October 29, 2019 that European Court of Human Rights (ECHR) concluded on individual appeal of Hatice Çoban, executive council member of Democratic Society Party (DTP) which was closed down in 2009, about the sentence given to her on the charge of ‘making propaganda for an illegal organisation’ in her speech in 2007. ECHR stated that Hatice Çoban’s freedom of expression was violated and 2500 Euro should be paid as immaterial damages.

Zeynep Gülen who was detained in Beykoz district of Istanbul on October 25, 2019 is arrested on October 28, 2019.

3 military members on active duty who were detained in Istanbul on October 21, 2019 are arrested on October 29, 2019.

(10/330) Trustee Appointed to Cizre…

It is learned that Cizre co-mayor Mehmet Zırığ is suspended by Ministry of Interior on October 22, 2019 and Cizre sub-governor Davut Sinanoğlu is appointed as trustee. With this last appointment, the number of trustees appointed since local elections on March 31, 2019, raised up to 13 including 3 metropolitan cities.

(10/331) Ban of Events in Iğdır…

Iğdır Governorate made a declaration on October 28, 2019 and announced that, on the grounds of possible protests related to Turkish Armed Forces military operation to north and east Syria, all open and in-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of October 26, 2019.  This is the second time of banning all events for 15 days in Adana since October 10, 2019.

 

(10/332) Special Security Zone in Hakkari…

Hakkari Governorate made a declaration on October 17, 2028, and announced 5 areas of central, Çukurca, Şemdinli, Yüksekova and Derecik districts as special security zones as of October 29, 2019 until November 12, 2019.
