It is learned that on January 28, 2023, a Syrian citizen named İbrahim El A. was found dead in his house, hung with his hands tied with plastic handcuffs, in Bornova district of Izmir.

It is claimed in the news coverage of January 28, 2023 that, a Syrian citizen named Memdoh Ehmed El Mûsa who was trying to enter Turkey from Serekaniye region of Syria on January 25, 2023, died by the fire opened by the Turkish Armed Forces units at the border.

It is learned from the news coverage of January 24, 2023 that, 4 militants died in a clash between the Turkish Armed Forces units and HPG militants in Metina area of the Iraqi Kurdistan Regional Government on October 27, 2022.

It is learned from the news coverage of January 26, 2023, that Bekir Yıldız, the Secretary General of the Chamber of Agriculture in Sivas, was attacked by unidentified people in front of his house and injured in his head and various parts of his body.

(01/223) HDP Executives Forced to be Police Informants in Istanbul…

It is learned from the news coverage of January 28, 2023 that, the Peoples’ Democratic Party (HDP) Esenyurt district executives Hicran Yıldız and Muhammed Baran were forced to be police informants. HDP Esenyurt district co-chair made a press declaration at HDP’s provincial office on January 28, 2023 and stated the following: “They were called to the police station by informal means and methods, one of our executives was called and said that they wanted to talk about their brother, and the other one was told ‘we want to have a conversation’. When our executive did not go to the police station, the police went to their house. In addition, even the spouses of our executives were searched and threatened over a 6-year-old child.”

It is learned from the news coverage of January 26, 2023 that prisoners in Kütahya Prison were not given water regularly.

It is learned from the news coverage of January 27, 2023 that, in Diyarbakır Women’s Prison, the security cameras were placed to cover the sleeping rooms and the bathrooms, the prisoners were forced to double handcuffs and strip search during hospital and courtroom transfers, prisoners’ visitors were also subjected to strip search and those who reject it were subjected to disciplinary proceedings and prevention of visit as a result, the Kurdish Xwebun newspaper was not taken in the prison, the prisoners were given only 10 books in 2 months and their conversation and sports rights were prevented.

It is learned from the news coverage of January 27, 2023 that the heaters were not regularly operated, the books sent to the prisoners were not delivered, and the conversation rights of prisoners were prevented in İzmir Kırıklar F Type Prison No. 1.

It is learned from the news coverage of January 27, 2023 that, in Istanbul Marmara (Silivri) L Type Prison No. 2, the personal belongings of prisoners were scattered around during a ward search.

It is learned from the news coverage of January 29, 2023 that in Rize L Type Prison the prisoners were given water only 1 hour a day.

It is learned from the news coverage of January 26, 2023 that, in Kütahya Prison, the prisoners were not referred to the infirmary.

It is learned from the news coverage of January 27, 2023 that, in Diyarbakır Women’s Prison, ill prisoners were not given dietary food despite of their medical reports and the prisoners were forced to be handcuffed during medical examinations.

It is learned from the news coverage of January 27, 2023 that, ill prisoners in Ağrı Patnos L Type Prison were not given their medication regularly and they were not referred to the infirmary.

It is learned that the appeal made on January 27, 2023 to the chief public prosecutor’s office in Bursa by families and tutelary of PKK leader Abdullah Öcalan, and Ömer Hayri Konar, Hamili Yıldırım and Veysi Aktaş in Imralı Prison, in order to visit them was not responded.

(01/227) Police Intervention to a Protest in Istanbul…

The police intervened in the Left Feminist Movement members who hand a banner in a ferry in Istanbul on January 28, 2023, regarding the case that will be held on January 30, 2023 about sexual abuse of a 6-year-old child (H. K. G.) who was forced to marriage at that age, and detained 9 people. Detained people were released after statement procedures on the same day.

Yeni Yaşam newspaper employee Rojin Altay is detained at Sabiha Gökçen Airport in Istanbul on January 29, 2023. The reason for detention is unknown, it is learned that the detention period for Rojin Altay is expended 1 day on January 30, 2023.

(01/229) Detained People in Adıyaman…

It is learned that 1 of 4 people (Mehmet Ok) who was detained through an Adıyaman based investigation, is arrested by the court on the charge of ‘being an illegal organisation member’ on January 28, 2023. 3 people are released on judicial control conditions.

(01/230) People on Trial for Participating in Pride March…

The final trial of the case against 19 people who were detained in the police intervention against the Pride March in Istanbul in 2021, is held at Istanbul Penal Court of First Instance No. 60 on January 27, 2023. The court acquitted 19 people.

(01/231) Musician on Trial in Ankara…

It is learned from the news coverage of January 30, 2023 that, Ankara Public Prosecutor’s Office prepared an indictment against musician Melek Mosso on the grounds of social media posts about specialized sergeant Musa Orhan, who was on trial for allegedly sexually assaulting a child. The indictment demands jail sentence up to 2 years and 4 months for Melek Mosso on the charge of “insulting publicly with an audio, written or visual message”. A child named İpek Er, who was sexually assaulted by Musa Orhan in Beşiri district of Batman, attempted suicide after the incident and died on August 18, 2020 in the hospital.

(01/232) Metin Lokumcu Case…

The trial of the case against 13 police officers including provincial security director of Artvin and district security director of Hopa, for death of Metin Lokumcu is held at Trabzon Heavy Penal Court No. 2 on January 26 and 27, 2023, as Trabzon Penal Court of First Instance No. 2 has decided on non-jurisdiction on the case. Metin Lokumcu has lost his life due to excessive use of chemical gas by the police intervening to a press declaration in Hopa district of Artvin on May 31, 2021.

On January 26, 2023, police officer Ş. Ö., who has signed the crime scene report, was heard as witness, and it is learned that the officer responded the complainant lawyers’ question, “Why did you sign a report that is not based on what you saw and knew of?” as “I do not know the protestors mentioned in the report. I signed it as it was duty report, it is the procedure”. Another police officer, R. C., who was heard as a witness responded and said, “[The police chief] said ‘All the chiefs have signed the report, you should sign too’ and I signed it without reading”. It is learned that the Turkish Medical Association (TMA) chair and the HRFT executive board member Professor Şebnem Korur Fincancı was heard as an expert. On January 27, 2023, Burhanettin Hacıyakupoğlu was heard as witness, and stated the following: “Metin Lokumcu was trying to calm the events. At that time, gases were everywhere again. Then again, I saw gas in where he was. I ran when I saw the ambulance coming. They were taking Metin. I grabbed his toes and we took him towards the ambulance. They were particularly aiming and firing gas”. The court adjourned the trial to May 25, 2023.

It is learned from the news coverage of January 28, 2023 that Ankara Chief Public Prosecutor’s Office decided on non-prosecution regarding the criminal complaint about strip search of the journalists who were arrested as part of an Ankara based investigation and put in Ankara Sincan Women’s Prison.

It is learned from the news coverage of January 28, 2023 that, Patnos Public Prosecutor’s Office decided on non-prosecution regarding the criminal complaint about torture and ill-treatment that a prisoner named Zülküf Kaya was subjected to in Ağrı Patnos Prison; on the grounds of lack of “adequate suspect and evidence”. It is reported that the objection to the prosecutor’s decision was rejected by Patnos Penal Courtship of Peace.

It is learned that the news report about the Financial Crimes Investigation Board (MASAK) repots, published on https://halktv.com.tr, https://www.yenicaggazetesi.com.tr, https://www.gazeteduvar.com.tr websites are banned to access on the grounds of violation of personal rights by Ankara Gölbaşı Penal Court of Peace on January 27, 2023.

It is learned that the news reports about a former executive of Beşiktaş sports club, published on https://www.aa.com.tr/tr, https://www.cumhuriyet.com.tr, https://ajansspor.com websites are banned to access on the grounds of violation of personal rights by Istanbul Penal Court of Peace No. 10 on January 27, 2023.

It is learned that the concert organized by HDP Youth Assembly on January 27, 2023 was banned by Çanakkale Governorate’s Office.

(01/238) Ban of Events in Hakkari, Siirt and Mardin…

Hakkari Governorate’s Office made a declaration on January 28, 2023 and announced that all meetings, open-door assemblies, demonstrations, marches, sit-in protests, human chains, op-ed stands, public sessions, any kind of audio-visual activities with mobile audio-visual vehicles, hunger strikes, opening stands, collecting petitions, flying sky lanterns or balloons, commemorations, concerts, festivals, theatre plays, screening shows, firing torches, distributing leaflets, hanging banners and so on are banned for 15 days as of January 29, 2023. All events are banned in Hakkari for 405 days since January 4, 2022.

Siirt Governorate’s Office made a declaration on January 27, 2023 and announced that press declarations, meetings, opening tents and stands, collecting petitions, crowded funerals, commemorations, festivals, concerts, plays and so on are banned for 15 days as of January 30, 2023.

Mardin Governorate’s Office made a declaration on January 28, 2023 and announced that open-door and indoor meetings, press declarations, marches, sit-in protests, opening tents and stands, collecting petitions, distributing leaflets, protests and so on are banned for 15 days as of January 29, 2023.
