(10/300) Military Operation to North and East Syria…

Within the military operation of Turkish Armed Forces to north and east Syria;

Ministry of National Defence made a declaration on October 27, 2019 and announced that 1 soldier died and 5 soldiers got wounded due to an attack to a scout unit in Resulayn.

It is learned that 1 soldier (Erdoğan Türkel) who got wounded in Resulayn on October 26, 2019, died in hospital on October 27, 2019.

People’s Democratic Party (HDP) Party Assembly member Reber Varhan who was detained in Batman on October 24, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, is released on judicial control conditions on October 26, 2019.

It is learned that 1 soldier (Mustafa Korkmaz) who got wounded due to a missile attack in Yüksekova district of Hakkari on October 23, 2019, died in hospital on October 27, 2019.

It is learned from the news coverage of October 27, 2019 that, 4 militants died in an air operation of Turkish Armed Forces to Heftanin area in Iraqi Kurdistan Regional Government on August 23, 2019.

(10/303) Person Was Subjected to Police Violence in Edirne…

It is learned from the news coverage of October 25, 2019 that, Ozan Okur who was at Edirne Bus Terminal to depart for Adana on September 20, 2019, was subjected to physical violence of the police and that his money, cell phone and bus ticket were seized by the police threatening him. It is stated in the news report that, Ozan Okur was taken to police cabin by an undercover officer inviting him “to have a chat” while he was waiting for his bus and then was taken out of the cabin by the police saying “get out of here, we will blow your brains out if you come again”. Ozan Okur states the following: “The police officer who talked to me said ‘I brought you a Kurd’ to the other officer and hit my neck when we entered the cabin. I fell on the other officer’s feet and he cursed to me and punched me at the chin. My mouth and nose started bleeding. They searched my body (…) They took 500 Turkish Liras and the bus ticket in my pocket. They pulled down my pants to search. They checked my phone and said ‘This is a beautiful woman, do you think it works for you?’ to each other while they saw my mother’s and sister’s photos.”

(10/304) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of October 27, 2019 that, Keziban Yılmaz, co-mayor of Kayapınar district of Diyarbakır and Rojda Nazlıer, co-mayor of Kocaköy district of Diyarbakır who were suspended and arrested on October 22, 2019, were transferred to Kayseri Closed Women’s Prison under coercion, while Diyarbakır co-mayor Adnan Selçuk Mızraklı who was arrested on the same time, was transferred to Kayseri Closed Prison.

It is learned from the news coverage of October 27, 2019 that, in Çanakkale E Type Prison, 14 prisoners are kept in wards for 8 people, prisoners are given well water, and epidemic diseases spread due to water cuts and lack of hygienic conditions in restrooms.

It is learned from the news coverage of October 27, 2019 that, in Bandırma T Type Prisons No 1 and 2, 14 prisoners are kept in wards for 8 people, prisoners who have gone on a hunger strike to protest isolation of PKK leader Abdullah Öcalan, were not medically treated after the hunger strike, prisoners are referred to hospitals with delay and prisoners who are transferred to these prisons are forced to strip search.

It is learned from the news coverage of October 27, 2019 that, in Van High Security Prison, books sent to prisoners were not given to them and were banned, the number of published material per prisoner is limited to 12 books and 2 magazines, Yeni Yaşam and Yeni Asya newspapers are banned, letters of prisoners to newspapers were not sent and communication right of prisoners is limited to 2 and a half hours a week.

(10/305) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1080 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 25, 26, and 27 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 25, 2019, 2 people (Merve Demirel and Mehmet Dersulu) and at 18.00 2 people (Merve Demirel and Nazan Bozkurt) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 26, 2019, 2 people (Nazan Bozkurt and Mehmet Dersulu) and at 18.00 2 people (Nazan Bozkurt and Mehmet Dersulu) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 27, 2019, 2 people (Nazan Bozkurt and Sinan Yanbal) and at 18.00 2 people (Nazan Bozkurt and Mehmet Dersulu) were detained.

Thus in total 12 people were detained due to press declaration intended to be held in Yüksel Street on October 25, 26, and 27, 2019. It is learned detained people were released on the same days they were detained.

(10/306) Prevention of Saturday Mothers’ Protest in Istanbul…

Police obstructed all the streets around Galatasaray Square in Istanbul to prevent Saturday Mothers who rally every Saturday for 23 years in the same place to gather for the 761st time on October 26, 2019. Upon police prevention, the group including representatives of political parties, human rights defenders and artists along with families of disappeared people held a press declaration on the street of Human Rights Association (IHD) Istanbul office.

(10/307) Prevention of Human Rights Defenders’ Event in Istanbul…

 “F sit-in”, which is organized for the 396th time by Human Rights Association (IHD) Istanbul Branch Prison Watch Committee, to demand release of ill prisoners, on October 26, 2019, is prevented by the police. The police obstructed all the streets around Galatasaray Square. Human rights defenders made the press declaration in front of IHD Istanbul office.

 (10/308) Police Intervention to a Protest in Istanbul…

The police intervened the workers who occupy Maltepe Municipality Cleaning Department in Istanbul to protest dismissal of workers on October 26, 2019, and detained 3 people. It is reported that 3 people were released on the same day.

(10/309) Detained Journalist in Istanbul…

It is learned that Artı Gerçek news portal writer Nurcan Kaya was detained at Istanbul Airport on October 27, 2019. It is reported that the reason of detention is ‘inciting hatred and hostility among people by social media posts’. Nurcan Kaya is released after statement procedures on the same day.

(10/310) Detained Person in Diyarbakır…

It is learned that a person named N. K. is detained in Yorulmaz neighbourhood in Lice district of Diyarbakır on October 26, 2019. The reason of detention is unknown.

(10/311) Detained ESP Members in Istanbul…

It is learned that 8 members of Socialist Party of the Oppressed (ESP) are detained in house raids in Istanbul on October 25, 2019. The names of detained people are: Serhat Demirtaş, Emrah Topaloğlu, Ezgi Gürbüz, Gamze Toprak, Deniz İmre, Yoldaş Aydın, Hıdır Yılmaz and Enes Sanduvaç.

People’s Democratic Party (HDP) Party Assembly member Nafiye Bal and HDP Muş co-chair Murat Balkaya, who were detained in house raids in Muş on October 23, 2019 are arrested by the court on the charge of ‘making propaganda for an illegal organisation’ on October 25, 2019. 1 person (Şeyma Orhan) is released on judicial control conditions.

It is learned from the news coverage of October 25, 2019 that detention period for 12 people who were detained in house raids in Çataltepe, Adak, Doğancı and Develi neighbourhoods of Derik district of Mardin on October 21, 2019 is extended for 4 days.

(10/314) Onur Yaser Can Case…

The case on the charge of ‘counterfeiting official documents’ and ‘damage of an official document’ against 2 police officers, who interrogated Onur Yaser Can under custody, is held on Istanbul Heavy Penal Court No 6 on October 25, 2019. Onur Yaser Can was detained in Istanbul in 2010, and jumped to death from his balcony after he was subjected to torture and ill-treatment under custody. The court sentenced 2 defendants to 4 years each for ‘counterfeiting official documents’ and reduced the sentence to 3 years and 4 months. The court sentenced 2 defendants to 2 years and 6 months for ‘damage of an official document’ and raised the sentence to 3 years and 1 month and 15 days. The court rejected to arrest 2 defendants.

(10/315) Detentions and Arrests in Alleged Link to Coup Attempt…

On October 25, 2019, Fetullah Gülen’s niece Zeynep Gülen is detained in Beykoz district of Istanbul; 39 people are detained in Ankara and 3 people are detained in Istanbul.

3 of 5 people who were detained in Istanbul on October 24, 2019 are arrested on October 25, 2019 while 2 of them are released on judicial control conditions.

Osman Karaca who was detained by National Intelligence Service on October 19, 2019 is arrested on October 25, 2019.

4 of 37 people who were detained through an Adana based investigation on October 24, 2019 are arrested on October 26, 2019.

(10/316) Ban of an Event in Ankara…

It is learned that “Stop Climate Crisis and Ecological Destruction” meeting of Unity for Ecology Platform which was to be held on October 26, 2019 in Ankara, is banned by Ankara Governorate on October 25, 2019.

(10/317) Ban of Events in Adana, Van and Batman…

Adana Governorate made a declaration on October 25, 2019 and announced that, on the grounds of possible protests related to Turkish Armed Forces military operation to north and east Syria, all open-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of October 26, 2019.  This is the second time of banning all events for 15 days in Adana since October 10, 2019.

Van Governorate made a declaration on October 25, 2019 and announced that, on the grounds of possible protests related to Turkish Armed Forces military operation to north and east Syria, all open-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of October 26, 2019.  All events are banned in Van for 1083 days since November 21, 2016.

Batman Governorate made a declaration on October 25, 2019 and announced that, on the grounds of possible protests related to Turkish Armed Forces military operation to north and east Syria, all open-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of October 26, 2019.
