(11/234) Person Died by Police Fire in Istanbul…

It is learned that a person named Göktuğ Efe Yılmaz died as a result of fire opened on the grounds of “disobeying stop warning” by the police intervening an incident where a person was shot and injured at the leg, in Beyoğlu district of Istanbul on November 27, 2022.

(11/235) Operations and Attacks…

The Ministry of National Defence announced that 3 soldiers (Duabey Onur Öztürkmen, Mustafa Yıldız, İsmail Ünal) died and 1 soldier was wounded in a clash during the “Claw-Lock” military operation of the Turkish Armed Forces in the Iraqi Kurdistan Regional Government on November 25, 2022.

The Ministry of National Defence announced that 3 soldiers (Eyüp Uğurlu, Mehmet Demir, Hakan Köroğlu) died and 1 soldier was wounded in a clash during the “Claw-Lock” military operation of the Turkish Armed Forces in the Iraqi Kurdistan Regional Government on November 26, 2022. The Ministry also declared that 1 soldier (Mustafa Işık) died as a result of a lightning strike in the operation area on the same date.

The Ministry of Interior announced that 1 village guard died as a result of lightning strike in the military operation region of the rural areas of Şırnak on November 26, 2022.

(11/236) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of November 28, 2022 that, Cengiz Akkaya, a prisoner in Konya Ereğli High Security Prison was being kept in a solitary cell for 3 months on the grounds of disciplinary penalties given to him.

(11/237) Racist Attack in Istanbul…

It is learned that 6 students were subjected to a racist attack and injured by a group of 20 people at the Faculty of Communication of Istanbul University on November 24, 2022. It is stated in the news reports that the police, who intervened in the incident, forced the students who were subjected to the attack from the area by using physical violence.

(11/238) Preventions and Interventions Against 25 November Protests…

The police intervened in the groups gathering for the march of 25 November – International Day for the Elimination of Violence Against Women, to be held in Beyoğlu district of Istanbul on November 25, 2022; and detained 226 people including journalist Yaren Çolak, by using physical violence. It is learned that the detainees were subjected to torture and ill-treatment in the detention vehicle, at the hospital and at the police station. It is reported that the police prevented journalists from recording and forced them away from the area. It is stated in the news reports that the detainees were prevented from meeting their lawyers for a long time. 1 person’s (Dilbent Türker) leg was broken during the intervention. It is learned that 224 of the detainees were released after statement procedures and 2 foreign women including 1 student were sent to Selimpaşa Repatriation Center for deportation.

It is learned that 7 people were detained on the grounds of ‘making propaganda for an illegal organisation’ with the banners reading “Women are resisting from Iran to Afghanistan, from Kurdistan to Turkey” as they were participating in the protest held in Ankara on November 25, 2022 for the same cause. It is reported that the detainees were kept in handcuffs behind their backs for a long time and were not allowed to see their lawyers.

The police detained the march in Cizre district of Şırnak on November 25, 2022 for the same cause and detained 22 people by using physical violence. It is learned that 1 person’s (Peace Mother Nebahat İşçi) arm was removed during the intervention. It is reported that the police prevented journalists from recording the intervention and 2 people who were recording were also detained. Detained people are released on the same day.

The police prevented the march to be held for the same cause in Diyarbakır on November 25, 2022. It is learned that the participators held a press declaration.

The police prevented the group gathering at the Peoples’ Democratic Party (HDP) provincial office in Van to participate in the march on November 25, 2022. It is learned that 1 person was injured in the police intervention with pepper spray.

The police intervened in the march for the same cause in Ağrı on November 25, 2022 and detained 5 people. Detained people were: HDP central executive board member Hatice Akdağ, HDP Party Assembly member Leyla Aşkan, HDP city council member Dilek Karataş, DBP provincial co-chair Melike Özmüş and HDP central district co-chair Songül Demir. Detained people are released on the same day.

The police intervened in the march in Karakoçan district of Erzurum for the same cause on November 25, 2022 and detained 1 person.

The police intervened in the march in Yüksekova district of Hakkari for the same cause on November 25, 2022. It is learned that the march was held and nobody was detained.

It is learned that 1 person was taken for official statement on the grounds of ‘insulting the President’ in a banner held in the march in Karaburun district of Izmir for the same cause on November 25, 2022 and was released afterwards.

Kadıköy District Governorate’s Office made a declaration on November 26, 2022 and banned the protest to be held in Kadıköy district of Istanbul on November 27, 2022. The police intervened in the groups gathering for the protest and detained 116 people by using physical violence. Detained people are released on the same day.

25 November Women’s Platform made a press declaration on November 28, 2022 regarding the torture and ill-treatment of the police intervening in the protests in Beyoğlu and Kadıköy districts of Istanbul on November 25 and 27, 2022 and stated the following: ““Women who were thought to have come to the march were stopped one by one since 17.00 and were detained and handcuffed behind their backs. Despite all this blockade, women gathered in the streets leading to Tünel, in Şişhane, Galata and Karaköy, who had overcome the police barrier and started marching, were surrounded by the police, beaten, and detained. No warning was given during the detention process. From the very beginning, the police detained us with insulting and abusive words, using shield, kicks and punches, and handcuffing us behind our backs at most points. There were numerous right violations, arbitrary acts and torture including severe beatings that may cause death or disability on purpose, harassment and transphobia towards trans women, seizure of phones and digital devices without a report, being forced to strip search, doctors not examining our friends who were subjected to violence, and not recording their complaints (…) 118 women were beaten and detained. Two of our friends are still being held in Selimpaşa Repatriation Center with the threat of deportation. During these actions, not only women, but also members of the press following the action and lawyers who wanted to be with us during the police station proceedings were subjected to violence.”

Aysel Tekerek, chair of the Communist Movement of Turkey (TKH), who was detained using physical violence in the police intervention against the demonstration in Kadıköy district of Istanbul on November 27, 2022, stated the following about the torture and other ill-treatment to the press on November 28, 2022: “I would also like to point out that the detention processes have turned into actual torture. With the handcuffs behind their backs, our friends were held for about ten hours. The procedures were deliberately slow. Needs such as toilet and water, which are the most basic rights, were given through the struggle of our lawyers.”

(11/239) Police Intervention to a Protest in Istanbul…

The police intervened in the justice watch held for ill prisoners, in front of Çağlayan Courthouse in Istanbul on November 25, 2022 and detained 11 people (Zeynep Calıhan, Kumru Akgül, Emine Arslan, Şahin Kızılkaya, Feryat Sakallı, Sebahattin Halli, Şafi Erol, Evin Genç, Adalet Ünlü, Emrullah Şenyüz and Zemine Gökçe) by using physical violence. Detained people are released on the same day.

(11/240) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration which was made within the scope of “I Want My Job Back Protest” in front of Human Rights Monument in Yüksel Street on November 25, 2022 and forced people away from the monument by using physical violence.

(11/241) Police Prevention to Protests in Batman and Diyarbakır…

The press declaration to be held by the relatives of forcibly disappeared persons, in Diyarbakır on November 26, 2022 is prevented by the police on the grounds of the governorate’s ban of events.

It is learned that the press declaration to be held in Batman on November 26, 2022 for the same cause was prevented by the police.

(11/242) Detained HDP Executives and Other People in Manisa…

It is learned that 7 people including HDP Saruhanlı district co-chair Evin Günsel and HDP executives were detained in house raids in central, Saruhanlı and Alaşehir districts of Manisa on November 28, 2022, on the grounds of slogans at the Newroz celebration and social media posts.

9 people including HDP Silopi district executive Sedat Soysal who were detained on the grounds of reports about them, in Cizre, Silopi, İdil and Beytüşşebap districts of Şırnak on November 26, 2022, are released after statement procedures on November 27, 2022.

(11/244) Detained Former Mayor and Other People in Mardin…

6 people including former Mazıdağı district mayor İsmail Asi and writer Eyüp Güven who were detained in house raids in Kızıltepe, Artuklu, Nusaybin, Derin and Mazıdağı districts of Mardin on November 27, 2022 are released after statement procedures at the prosecutor’s office on November 28, 2022.

It is learned that 10 people were detained on the grounds of ‘being in preparation for an action’, in house raids in the rural neighbourhoods of Tarsus, Toroslar, Akdeniz and Yenişehir districts of Mersin o November 25, 2022. It is learned that detained people were taken to Mersin Provincial Gendarmerie Command.

(11/246) Detained People in Diyarbakır…

It is learned that 40 people are detained on the grounds of reports about them, in house raids in Diyarbakır on November 26, 2022. The names of detained people learned so far are: Abdulgani Özalp, Mehmet Mehdi Biçim, Jiyan Kamiloğlu, Abdullah Arşimet, Kerem Ezer, Mizbeh Münür, Mahsum Karakoç, Pinar Memiş, Eyüp Hakimoğlu, Mervan Tekreç, Nevzat Mengüç, Ozan Sehat Doğrucu, Abbas Nakçi, Sara Erol, Yasin Kalkan, Gülbahçe Pervane, Tacettin Araz, Kıymet Yıldız, Şerzan Jiyan Pehlivan, Abdullah Arşimet, Hasan Uymak, Müslüme Kalkan, Şahin Güneş, Mesut Ekti, Mehmet Bal, Nurettin Taş, Mehmet Taşkesen, Dilan Dağ, and B. Ç. (17).

It is learned that 16 people were detained in house raids in central, Yüksekova and Şemdinli districts of Hakkari on November 27, 2022 on the grounds of ‘being an illegal organisation member’ and ‘making propaganda for an illegal organisation’. The names of detained people learned so far are: Leşker Tarhan, Oruç Berkan Ertuş, Ömer Açar, Samet Avcı, Medine Kar, Agit Önal, Serkan Işık, Eren Güneç, Müjde Akın, İkram Karaman.

It is learned that 3 people (Reşat Boştaş, Cevdet Çağrıtekinci and Şemiştan Ayazdır) are detained in house raids in Kars. The reason for detention is unknown.

(11/249) Detained People in Tekirdağ…

On November 28, 2022, 7 people are detained in house raids in Tekirdağ. The reason for detention is unknown. Detained people are Azad Özanli, Muhammed Sosa, Kenan Gözmen, Tayfun Sağdıç, Hakan Güzel, Adem Akdoğan and Ahmet Polat.

Mehmet Koyuncu, owner of the ‘Plain Citizen’ YouTube channel is detained by the police as he was making a street interview in Gebze district of Kocaeli on November 27, 2022 and is released on the same day.

On November 28, 2022, 1 person (Gülten Matur) is detained on the grounds of “being a member of DHKP-C organisation”.

(11/252) Detained Association Chair in Konya…

Hayrettin Bulan, chair of Şefkat-Der charity association who was detained for coming to the Konya Metropolitan Municipality Stray Animal Care and Rehabilitation Center on 26 November 2022 after a dog was killed by an employee, was released by the court with a ban on leaving the country on November 27, 2022.

(11/253) Journalists on Trial in Istanbul…

The retrial of the case against Şahin Alpay, Ali Bulaç, Mümtazer Türköne, Amhet Turan Alkan and Mehmet Özdemir is held at Istanbul Heavy Penal Court No. 13 on June 28, 2022. On September 25, 2020, Penal Department No. 6 of the Court of Cassation has reversed the jail sentences given to journalists on the grounds of “lack of investigation”. The court sentenced Ali Bulaç, Şahin Alpay and Ahmet Turan Alkan to 2 years and 6 months and Mümtazer Türköne to 3 years and 9 months on the charge of ‘knowingly and willingly aiding an illegal organisation’. The court decided to separate the case against Mehmet Özdemir.

The final trial of the case against an employee (A. Ş.) of Akdeniz district municipality, on the grounds of ‘making propaganda for an illegal organisation’ in a social media post, is held at Mersin Heavy Penal Court No. 2 on November 25, 2022. The court decided to acquit the person.

It is learned that an unidentified person or persons attacked with stones the HDP office in Çukurova district of Adana on November 26, 2022. It is learned that material damage was caused to the office as a result of the attack.

(11/256) Proceedings Against Parliamentary Members…

It is learned from the news coverage of November 25, 2022 that, 63 proceedings demanding lift of impunity of 39 parliamentary members are prepared. The names of parliamentary members could not be learned.

(11/257) Ban of Access to Web Contents…

It is learned that the news reports about Konya Metropolitan Municipality Stray Animal Care and Rehabilitation Center where a dog was killed by an employee, published on https://www.gazeteduvar.com.tr, https://www.hurriyet.com.tr websites and 4 social media posts are banned to access and ruled to be deleted by Ankara Penal Court of Peace No. 3 on November 25, 2022 on the grounds of violation of personal rights.

(11/258) Ban of Events in Antep and Kilis…

Antep Governorate’s Office made a declaration on November 25, 2022 and announced that meetings and demonstrations, press declarations, protests, assemblies, opening tents and stands, sit-ins, hunger strikes, commemorations, hanging banners and posters, distributing leaflets, collecting petitions, carrying torches, conferences, panel talks, seminars, charity sales and so on are banned for 7 days as of November 25, 2022.

Kilis Governorate’s Office made a declaration on November 25, 2022 and announced that through the Syrian border and in some areas of the city meetings and demonstrations, press declarations, protests, assemblies, opening tents and stands, sit-ins, hunger strikes, commemorations, hanging banners and posters, distributing leaflets, collecting petitions, carrying torches, conferences, panel talks, seminars, charity sales and so on are banned for 7 days as of November 25, 2022.

(11/259) Detentions and Arrests in Alleged Link to Coup Attempt…

It is learned that 5 of 16 people who were detained in Istanbul on November 26, 2022 are arrested, while 11 of them are still under custody.
