(03/250) Soldier Died in Izmir…

The Ministry of National Defence announced that 1 soldier (specialised sergeant Mahmut Güneş) at the Air Training Command in Izmir died due to gun accident at the training ground on March 24, 2022.

(03/251) Suspicious Death of Child in Urfa…

It is learned from the news coverage of March 26, 2022 that, Muharrem Aksem, the body of the 16-year-old child who was found dead in Micit (Çalışkan) neighbourhood of Eyyübiye district of Urfa on March 24, 2022, had severed limbs and was hit by many bullets or pieces of shrapnel in the target practice area of the special operations police. Urfa Governorate’s Office made a declaration on March 26, 2022 and stated the following: “It is understood that the suspicious death incident happened approximately 300 meters outside the area which has been used as an official shooting and training area by Şanlıurfa Provincial Security Directorate since 2005. It is understood from the PTS records, security cameras and statements received that the security personnel came to the area in the morning and they at 15.08. In addition, it is understood in the autopsy examination that that there was no bullet entry and exit in the body of the victim, and metal fragments were found in different parts of the body. Based on these data, it is considered that the victim died as a result of the explosion of an object that he may have found in the field at an hour after 17:30”.

Muharrem Aksem’s uncle, Bakır Aksem, stated the following to the press: “There is neither a warning nor a shooting range here. They shoot from the opposite hill here and here and there. (…) There was shooting here until the evening. We suspect nothing but law enforcement. The child’s body was in pieces. It could be explosives; it could be a gun. There are still items like unexploded grenades there.”

(03/252) Torture and Ill-Treatment in Van…

It is learned from the news coverage of March 25, 2022, 4 people (Yakup Pekel, Ersin Pekel, Muhammed Balıkçı and Civan Şakar) who were stopped by the police in Hacıbekir (Xaçort) neighbourhood of İpekyolu district of Van on March 20, 2022 were subjected to torture and ill-treatment by the police. It is stated in the news reports that Yakup Pekel, who was hit in the chest by the police with the butt of a gun, has passed out, and the police prevented the ambulance from intervening in Yakup Pekel. It was reported that the 4 people were detained and taken to the Van Security Directorate.

It is learned from the news coverage of March 25, 2022 that, Mahmut Damar, the Democratic Regions Party (DBP) Kızıltepe district co-chair and Kızıltepe Newroz organization committee member in Mardin, was followed by two cars by unknown persons and tried to be abducted on March 17, 2022.

(03/254) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of March 25, 2022 that, Emir Karakum, a prisoner in Samsun Bafra T Type Prison was imposed a penalty of prevention of visits for 4 months, prevention of phone calls for 1 month and 5-days of solitary cell confinement as he opposed to right violations in prison.

It is learned from the news coverage of March 26, 2022 that 6 prisoners (Talat Şanlı, Mecit Şahinkaya, Akil Nergüz, Yusuf Kenan Dinçer, Taner Korkmaz and Murat Kaymaz) in Van High Security Prison were kept in solitary cells. It is also learned that the magazines and newspapers sent to prisoners were not given to them, Halk Tv and TELE 1 channels were not allowed, 1 prisoner (Yusuf Kenan Dinçer) was imposed a penalty of prevention from visits for 1 month as he protests the right violations by wall writings and the gloves and scarf sent to 1 prisoner (Akil Nergüz) was not given to him on the grounds of “possible attempt to suicide”.

It is learned from the news coverage of March 26, 2022 that, in Denizli D and T Types prisons the food given to prisoners was insufficient.

It is learned from the news coverage of March 26, 2022 that, Tenzile Acar, an ill prisoner in Istanbul Bakırköy Women’s Closed Prison was not receiving treatment as she rejects medical examination in handcuffs.

(03/256) Meeting Request with Abdullah Öcalan Not Responded…

It is learned that the appeal made on March 25, 2022 to chief public prosecutor’s office in Bursa by families and tutelary of PKK leader Abdullah Öcalan, and Ömer Hayri Konar, Hamili Yıldırım and Veysi Aktaş in Imralı Prison, in order to visit them was not responded.

The police intervened the press declaration of Şişli Municipality workers in front of the Republican People’s Party (CHP) on March 25, 2022 and forced people away from the building by using physical violence.

(03/258) Police Intervention to Commemoration in Istanbul…

The police intervened the press declaration held in Kadıköy district of Istanbul, organized by Dev-Lis and Dev-Güç members to commemorate those who died in Kızıldere, on March 27, 2022; and detained 6 people by physical violence. Detained people are: Enes Gürtekin, Candaş İşcan, Yusuf Turan, Sedef Özer, Eren Kaya and Umut Doğan.

It is learned that a group of 20 people claimed to be nationalists, attacked on the panel talk of the Left Party in Amasya on March 27, 2022, and injured 3 people.

(03/260) Detentions Related to Newroz Celebrations…

On March 25, 2022, 10 people are detained in house raids in Tekirdağ, on the grounds of ‘making propaganda for an illegal organisation’ at the Newroz celebration. Detained people are: Newroz organisation committee member Nesip Güneş, Mehmet Kartal, Önal Yağmur, Tuncay Akan, Rıdvan Ulaşman, the Workers’ Party of Turkey (TİP) provincial chair İsmail Üztok, the Labour Party (EMEP) Çorlu district chair Erdal Koçer, Remziye Korkmaz and Erkan Atalay.

(03/261) Detained People Through a Bolu Based Investigation…

7 of 18 people who were detained in Ankara, Diyarbakır, Adana and Istanbul through a Bolu based investigation on March 22, 2022 are released by the court on judicial control conditions on March 25, 2022.

(03/262) Detained People in Şırnak…

5 people (Kasım Dayar, Abdullah Akman, Sait Acar, Vasfiye Elik, Sait İlhan) who were detained in house raids in Cizre and Güçlükonak districts of Şırnak on March 23, 2022, are released by the court on March 25, 2022.

(03/263) Detained People in Şırnak…

It is learned that 4 people (Habeş Ergin, Hanım Ergin and 2 people) are detained in house raids in Demirboğaz village of Güçlükonak district in Şırnak on March 26, 2022. The reason of detention is unknown.

9 people who were detained in house raids in Dargeçit district of Mardin on March 23, 2022 are released by the court on March 25, 2022.

(03/265) Co-Mayor on Trial in Diyarbakır…

The trial of the case against Necla Tamriş, HDP co-mayor of Çınar district is held at Diyarbakır Heavy Penal Court No 10 on March 25, 2022.

The prosecutor declared legal opinion on the case and demanded sentence for Necla Tamriş on The charge of ‘being an illegal organisation member’. The court adjourned the trial to June 8, 2022.

Necla Tamriş was dismissed from her post on June 15, 2021 by the Ministry of Interior.

(03/266) City Council Member on Trial in Diyarbakır…

The trial of the case against Bahar Karakaş, a city council member from HDP in Eğil district, is held at Diyarbakır Heavy Penal Court No 10 on March 25, 2022. The court adjourned the trial to June 3, 2022.

Bahar Karakaş was dismissed from her post on June 15, 2021 by the Ministry of Interior.

It is learned from the news coverage of March 27, 2022 that, the indictment of Diyarbakır Public Prosecutor’s Office against journalist Beritan Canözer, for social media posts of an unrelated account, is accepted by Diyarbakır Penal Court of First Instance No 4. The first trial will be held on March 31, 2022.

(03/268) People on Trial in Ankara…

It is learned from the news coverage of March 25, 2022 that, the General Directorate of Security has sent a letter to 16 of 21 people who had been detained, and demanded 2,174 Turkish Liras per person as the repair cost of cost of the detention vehicle claiming that they have damaged the vehicle. 21 people have been detained by the police intervening the press declaration in Ankara on February 2, 2021, to protest the new rector appointed to Boğaziçi by the President. It is stated that the letter is added to the case file, and the General Directorate of Security states that legal proceedings will be initiated if the money is not deposited to the specified account number at once, together with the interest accruing since the day of the incident.

The final trial of the case against Mehmet Ali Sancaktutan on the charge of ‘insulting the President’ in a street interview, is held at Rize Penal Court of First Instance No 4 on March 24, 2022. The court acquitted Mehmet Ali Sancaktutan.

It is learned from the news coverage of March 26, 2022, that Denizli Public Prosecutor’s Office launched an investigation against 4 people, including Muhlis Kayar, Denizli representative of Association of Prisoners’ Families (TUHAYDER) for sending money to their relatives in prison.

(03/271) People on Trial in Urfa…

It is learned from the news coverage of March 25, 2022 that, the indictment of Urfa Public Prosecutor’s Office against 21 people, who had been detained by the police intervening the 8 March International Women’s Day march in Urfa on March 5, 2017, is accepted by Urfa Penal Court of First Instance No 2. The first trial on the charges of ‘organizing, directing and participating in unlawful meetings and demonstrations’ and ‘successively insulting a public official’ will be held on September 6, 2022.

(03/272) Investigation on Torture and Ill-Treatment in Urfa…

It is learned from the news coverage of March 27, 2022, the criminal complaint filed by lawyers Hidayet Enmek, Eyüp Sabri Tinaş and Mehmet Emin Uyguner, who were detained by torture and ill-treatment during the Newroz celebrations held in Urfa in 2012, is resulted in non-prosecution due to the statute of limitations.

(03/273) Attack on HDP Office in Mersin…

It is learned that an armed attack was carried out on the Peoples’ Democratic Party (HDP) Erdemli district office in Mersin on March 27, 2022, by unknown person or persons. It is reported that the attack caused material damage in the office.

(03/274) Council of Europe Congress of Local and Regional Authorities Decision on Trustee Appointments…

It is learned from the news coverage of 24 March 2022, that the Congress of Local and Regional Authorities of the Council of Europe, took a decision stating that the appointment of trustees to municipalities in Turkey is against international law. In the decision, it was learned that Turkey was asked to change the definition of terrorism, not to dismiss the mayors without a court order, and to ensure that the mayors fulfil their duties effectively.

After the local elections held on March 31, 2019, trustees were appointed to 49 municipalities, including 3 metropolitans, 5 provinces, 34 districts and 7 towns won by HDP and 1 district won by CHP.

Urfa Governorate made a declaration on March 25, 2022 and announced that all meetings, open-door assemblies, demonstrations, marches, sit-in protests, human chains, op-ed stands, public sessions, any kind of audio-visual activities with mobile audio-visual vehicles, hunger strikes, opening stands, collecting petitions, flying sky lanterns or balloons, commemorations, concerts, festivals, theatre plays, screening shows, firing torches, distributing leaflets, hanging banners and so on are banned for 15 days as of March 25, 2022.

Diyarbakır Governorate made a declaration on March 26, 2022 and announced that all meetings, open-door assemblies, demonstrations, marches, sit-in protests, human chains, op-ed stands, public sessions, any kind of audio-visual activities with mobile audio-visual vehicles, hunger strikes, opening stands, collecting petitions, flying sky lanterns or balloons, commemorations, concerts, festivals, theatre plays, screening shows, firing torches, distributing leaflets, hanging banners and so on are banned for 10 days as of March 26, 2022.

(03/277) Covid-19 Pandemic…

The Ministry of Health declared that 68 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 15,303 as of March 25, 2022.

The Ministry of Health declared that 70 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 13,849 as of March 26, 2022.

The Ministry of Health declared that 64 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 11,194 as of March 27, 2022.

The death toll from Covid-19 in Turkey increased to 97,800 and total number of confirmed ill patients is 14,800,677 as of March 27, 2022.
