25 – 27 March 2017 Daily Human Rights Report

(03/238) Kemal Kurkut Case…

2 police officials were questioned by Diyarbakir Public Prosecutor’s Office on 25 March 2017 concerning the killing of Kemal Kurkut. One police official was released by the Prosecutor’s Office and the other was released by the court with a judicial control condition. Diyarbakir Governorate declared that 2 police officials were suspended.

Diyarbakir Public Prosecutor’s Office banned the publications concerning the incident.

(03/239) Operations and Attacks in the Southeast…

2 PKK militants, named Inanc Ozden and Emrah Kartay, were killed on 17 March 2017 in Agri’s Dogubeyazit district.

Mardin Governorate lifted the curfew which was declared on 20 March 2017 in 10 villages of Nusaybin.

(03/240) Allegation of Missing in Prison…

According to the news appeared in press, a prisoner named Ferhan Mukyen was taken from Maltepe L Type Prison No 1 on the grounds that he had to participate and hearing. Nothing was heard about him till 27 March 2017. The prison administration stated to the lawyers that Mukyen had been taken to police custody but at the time being he was at the Maltepe Prison.

(03/241) Hunger Strikes in Prisons…

According to the news appeared in press on 26 March 2017, in Sakran T Type Prison No 3, the wards of the prisoners who are on hunger strike were raided by 50 gendarme; following the raid, the prison director threatened the prisoners.

(03/242) Torture and Ill-Treatment in Batman…

A child named O.P. (17, m) was beaten by the police after the Newroz celebration in Batman for putting on a yellow red green kerchief. He was reportedly taken to a silent place by two plainclothes policemen and was beaten there. As a result of the beating, her nose was broken.

(03/243) Fire in Adana E Type Prison…

A fire brought out on 25 March 2017 in the child ward of Adana E Type Prison. 3 children prisoners were reportedly injured because of the fire.

Again in Adana E Type Prison, a fire had brought out on 18 January 2017 and in this fire 3 chils, named Muhammed Erdoğan, Mehmet Altunhan and Ferhat Kaya had been killed.

(03/244) Curfew in Bitlis…

Bitlis Governorate declared an open ended curfew in 7 villages of Tatvan, starting 25 March 2017, 18.oo. The names of the villages are as follows: Teknecik, Sallıca, Dönertaş, Kısıklı, Suboyu Yumrukaya and Sarıdal.

(03/245) Detained and Arrested Co-Mayors…

13 persons, including the Co-Mayor of Saray district Abdulkadir Caliskan, who were detained on 20 March 2017 during house raids in Van, were brought to court on 25 March 2017. Caliskan was arrested for ‘being a member of an illegal organization.’ 12 persons were released with a judicial control condition.

The Co-mayor of Pervari Dijvar Ulas and Province General Assembly member Kerem Tok was detained on 24 March 2017.

(03/246) Protest Intervened in Ankara…

Members of TAYAD wanted on 24 March 2017 in Ankara to make public statement concerning the ill prisoners. The police intervened and 12 persons, including Nuriye Gülmen, Semih Özakça, Acun Karadağ and Veli Saçılık, were forcibly detained.

(03/247) Journalists Detained and Arrested…

The publisher of Caldiran News Agency Ayhan Demir was arrested on 25 March 2017 in Van for his social media shares.

Murat Verim, the reporter of DIHA which was closed down by a Decree with the Force of Law, was detained on 24 March 2017 in Mardin’s Dargecit district. He was taken to District Gendarme Headquarter.

(03/248) Constitutional Referendum…

Supreme Electoral Board cancelled the membership of 164 ballot box board members in Batman, Mardin and Siirt from HDP upon the application of AKP.

Police opened fire to a group which was putting “No” banners on walls and detained them. The detainees were fined 681 TL totally.

When HDP vehicle entered Yukari Saticilar village of Agri’s Diyadin district, a group of armed village guards stopped the vehicle and threatened the persons on the vehicle by saying “HDP vehicle cannot enter this village. We will not let you campaign in this village.”

            Ilker Sahin a referee in Sinop, was suspended because of his “No” shares in social media.

            Woman members of HDP, while distributing “No” leaflets, were intervened on 26 March 2017 in Antep by a group who was reportedly AKP members.

            A group was intervened by the police on 25 March 2017 in Ankara while distributing No” leaflets. A police official was heard to be saying “If you are distributing “YES”, it is OK. But you cannot distribute “NO.”

            9 members of TKP were detained on 24 March 2017 in Adana while distributing “Not Enough but No” leaflets.

            A HDP campaign vehicle was confiscated by the police on 25 March 2017 in Bitlis on the grounds of missing documents.

            The municipal police intervened CHP members on 24 March 2017 in Uskudar, Istanbul while distributing “NO” food.

            The local office of HDP in Cudi quarter of Batman was raided on 25 March 2017 by police forces. The flash-disk in which the campaign music of HDP was stored was confiscated by police.

            A group intervened the activity which was organized by Sinan Ogan on 26 March 2017 in Yozgat. Two police officials were reportedly injured during the incident.

            (03/249) Detentions and Arrests…

            37 person who were detained on 21 March 2017 in Van’s Caldiran district were brought to court and 15 of them were arrested for ‘being a member of an illegal organization.’ The names of the persons who were arrested are as follows: Selami Koç, Mahmut Salazer, İskender Bilici, Yemen Atsak, Nizamettin Gönül, Mahsun Atabey, Salih Çiftçi, Mustafa Kaya, Feyrus İgus, Mahsun Kaya, Abdullah Çiçek, Selami Koç, Raif Ayaz, Yılmaz Caşut and Ahmet Güneş.

            6 persons who were detained on 22 March 2017 in Tunceli and were released by the court with a judicial control decision were detained again and were arrested on 25 March 2017 upon the objection of the Prosecutor’s Office. The names of the persons who were arrested are as follows: Cemal Aslan, Ali Ülfer, Ercan Atlım Mehmet Çağrı, Ayten Kordu and Nazlı Çelik.

            DBP Party Assembly member Serdal Eren and DBP provincial executive Ufuk Sünger, who were detained on 22 March 2017 in Tunceli, were arrested on 25 March 2017.

            3 persons named U.K., H.B. and H.C. were detained in Adana and were arrested for ‘being a member of an illegal organization.’

            (03/250) Association Premise Raided By Police…

            The premise of Social Equality Party Initiative was raided by police forces on 26 March 2017 in Hatay’s Samandağ district. 13 persons were reportedly detained.

            (03/251) Detentions and Arrests in Connection with the Coup d’État Attempt…

            10 lawyers who are members of Burc Law Association were detained on 25 March 2017 in Van. They were all released after their statements were taken. Burc Law Association was closed down by a Decree with the force of Law.

            20 persons were detained on 24 March 2017 in an Istanbul centered police operation for ‘using ByLock’

(03/252) Person On Trial for ‘Insulting the Head of State’…

Adana Regional Penal Court of Justice approved 1 year and 2 months imprisonment given by the Adana Criminal Court First Instance concerning Dilara Akgoz, a member of Adana People’s House. She was convicted for the slogans she had shouted in a protest she had participated.  The slogans are as follows: “Palace wants war, peoples want peace” and “Killer Erdogan will pay price”
