(02/220) Blockade in Doganli, Kuyular and Korukoy…
23 persons, who were detained during the blockade following the curfew and who were taken to Gendarme District Headquarter, were released after their statements were taken. The names of the persons who were released are as follows: Şevki Akat, Ebubekir Koçhan, Abdullah Doğan, Osman Doğan, Sabri Gürgün, Ali Gürgün, Aziz Gürgün, Edip Ay, Hüseyin Yakut, Hasan Bayhan, Türkan Bayhan, Abdulvahap Zengin, Gülbahar Toy, Şeyhmus Gök, Rıfat Bayhan, Hüseyin Tol, Nihat Göktürk, Emine Göktürk, Abdülmecit Yakut, Haydar Gölcük, Ferhan Doğan, Ferhan Bayhan, Şakir Yakut.
Sukru Gurgun, Behcet Koccan and Hatip Tunc, who were detained on 25 February 2017 in Korukoy village, were taken to court. Koccan and Tunc were arrested for ‘being a member of an illegal organization.
Again on 25 February a person named Ekrem Altugrul was released after his statement was taken by the prosecutor.
The names of the persons still in custody which could be reached are as follows: Şükrü Koçhan, Mehmet Bal, Mecit Bal, İsmail Ay, Sabri Bayhan. Abdi Aykut, whose photos showing the torture he had been subjected was in press, is being held in hospital.
(02/221) Villager Killed in Lice By Security Forces…
Following the curfew declared in 10 villages of Lice, Silvan and Kulp districts, a military operation was started. During this military operation, a person named Celal Gozen was killed and another person named Mahsum Budak was injured on 25 February in Cıralı village of Lice. Cirali is not among the villages in which curfew was declared.

Diyarbakir Governorate declared an open ended curfew on 24 February 2017 starting 16.30 in the following villages: Dolaplıdere Köyü, Dağcılar Köyü, Mutluca Köyü, Çaldere Köyü villages of Silvan, Kıyıköy, Dallıca, Tureli, Kutlu villages of Lice and Demirli, Taskopru villages of Kulp. Diyarbakır Governorate made a second announcement on 25 February 2017 and lifted the curfew by 15.30.

According to the news appeared in press, 2 children named Y.M. (12, male) and M.M. (6, male) were injured on 25 February 2017 in Dicle quarter of Nusaybin, when a metallic object they found on street blasted.

Members of United June Movement were attacked by a group on 25 February 2017 in Umraniye, İstanbul, while distributing “No” leaflets. During the incident, a member of United June Movement was stabbed from his leg. 2 persons were detained on 26 February 2017 about this incident.

Hüseyin Cihangir, a lawyer of Mardin Branch of Human Rights Association, was detained on 24 February 2017 when his office was raided by police. He was taken to Mardin Police Headquarter.

The Co-Mayor of Savur Distirct Mehmet Aydın and 4 other persons was detained on 25 February 2017 during a house raids. There are arrest warrants for 2 other persons.
(02/227) Public Employees Detained in Malatya…
Umut Sertac Okdemir, Ozkan Karatas, Erdogan Canpolat and Cengiz Ugurlu, who were expelled by a Decree with the Force of Law were detained forcibly on 43rd day of their sit down protest (25 February 2017) for the 43rd time.
Police, reportedly, fined them 219 TL according to the Code on Misdemeanor every time they were them and then release them.

3 persons, who were detained on 14 February 2017 in Bitlis, were taken to court on 24 February 2017. DBP district executives for Tatvan Irfan Yalcınkaya, Salif Goneri and HDP district executives for Mutki Seyit Birlik was arrested for ‘being a member of an illegal organization’ and for ‘helping and harboring an illegal organization.’
70 members and executives of HDP, DTK, DBP, TJA and KESK, who were detained on 14 February 2017 in Istanbul, were taken to court on 24 February 2017. A person named Adem Dalkıran was arrested for ‘being a member of an illegal organization.’
The graphic designer of the book titled “Diplomasız” which was published by Siyah Beyaz Book, was detained on 25 February 2017. After his statement was taken, he was released but his mobile phone and his computer were seized.

A person named Z.A. was detained on 24 February 2017 in Marmaris for ‘insulting the Head of State.’ He was taken to court on the same day and was released to be tried without a remand.

23 persons, who had been detained in an Artvin centered police operation, were taken to court on 25 February 2017. 15 persons were arrested for ‘being a member of an illegal organization’ and ‘helping and harboring an illegal organization.’
Arrest warrants were issued for 15 police officials in an Istanbul centered police operation. 14 were detained during house raids in Istanbul, Ankara, Izmir and Hatay.

8 prisoners in Sakran T Type Prison No 2, 5 prisoners in Sakran T Type Prison No 3 started an indefinite and unalternated hunger strike on 15 February 2017. The Names of the prisoners are as follows: Eren Tekin, Sinan Ekmekçi, Mustafa Akaş, Cengiz Doğan, Necdet Kaya, Erhan Ergüz, Murat Duran, Kasım Özdemir (Sakran T Type Prison No 2); Zana Yaktın, İhsan Balkaş, Özgür Güçlü, Özkan Yaşar, Aslan İlhan (Sakran T Type Prison No 3).
5 prisoners in Sakran Woman Prison started an indefinite and unalternated hunger strike on 24 February 2017.
The demands of the prisoners who had started hunger strike are an end to sudden ward raids, communication between the wards, an end to the bans on social and cultural activities, an end to the harassments of guards during family visits, an end to the limitations on books, en and to forcing prisoners to stand up while roll calls.
7 prisoners in Sincan Woman Prison started an indefinite and unalternated hunger strike to protest the operations in Kurukoy and the prison conditions of Abdullah Ocalan.

According to the news appeared in press, in Sakran T Type Prison, 40-50 guards beat on 21 February 2017 the 4 prisoners named Yusuf Ozdemir, Yusuf Aydın, Firat Calkan and Vahdettin Budak because they did not to put off their shoes. The prisoners were then taken to isolation cell and they were beaten there, too. There are, reportedly, bruises on Yusuf Ozdemir’s face.

Ankara Heavy Penal Court No 16 gave a decision of rejection of venue in case against Co-Chair of HDP Figen Yuksekdag because of a possible jurisdictional dispute between the courts. The court sent the case to Supreme Court of Appeals for the determination of the place of trial.
A law case was opened in Batman Penal Court of First Instance against HDP Batman MP Ayse Acar Basaran for violating the Law on Meetings and Demonstrations. The indictment wants the defendant to be sentenced to 3 years imprisonment.
(02/234) Case about the Death of 4 Persons in Yuksekova…
A Kobra type armored vehicle opened fired on 8 October 2016 on Cengiz Topel street in Yuksekova and caused the death of Serhat Buldan (15), Rahmi Safhalı, Necdet Isozu and Aydın Tumena. Two other persons were injured. The indictment about this incident is accepted by the Yuksekova Heavy Penal Court. A police official is being tried with a remand in this case.

Penal Division No 4 of Ankara Regional Court ratified the verdict of Ankara Heavy Penal Court No 2 about the case against journalist Ali Baris Kurt. Kurt was sentenced to 2 years and 4 months imprisonment for ‘making propaganda of an illegal organization.’

Bitlis Public Prosecutor’s Office opened an investigation against HDP provincial executive for Van Hamza Ozkan for participating Women’s Day Demonstration in 2016. Ozkan gave his statement to Bitlis Prosecutor’s Office on 25 February 2017.
Mugla Heavy Penal Court No 2 continued on 24 February 2014 the case against 9 defendants among whom there is HDP district Co-Chair for Milas Kamuran Dogan. After the defenses the court released Dogan to be tried without a remand and adjourned the hearing.

Istanbul Public Prosecutor’s Office prepared an indictment against former chair of Association of Search and Rescue (AKUT) Nasuh Mahruki for ‘insulting the Head of State’ in a television program. The indictment wants the defendant to be sentenced to 4 years imprisonment.
Dengin Ceyahn, a pianist who was arrested for ‘insulting the Head of State’ on 14 February 2017, was released to be tried without a remand upon the objection of the prosecutor’s office.

Diyarbakır Heavy Penal Court No 4 continued on 26 February 2017 the case against Rohat Aktas. Aktas was killed in Cizre while covering news during the curfew. The court adjourned the hearing to May 2017.

According to the news appeared in press, police seized on 26 February 2017 the poster of Co-Chair of HDP Figen Yuksekdag which was hang at HDP Beylikdüzü district premise. The police, reportedly, told the HDP executives “You cannot hang the poster of a member of an illegal organization.”

11 militants of DHKPC were, reportedly, killed on 7 November 2016 in Tunceli as a consequence of a bombard of Turkish Air Forces. The families of them started on 25 February 2017 a hunger strike in Tunceli. They demand the dead bodies to be given to them.
(02/241) Operations and Attacks in Southeast…
A bomb blasted on 25 February 2017 on Mardin Diyarbakır highway near Sultankoy while a military vehicle was passing. No one was killed or injured in this attack. The highway was closed for time after the blast.
According to the news appeared in press, PKK take responsibility of the bomb attack in Viransheir. Two people, one a child, were killed in this incident.
