(02/244) Torture and Other Ill-Treatment in Prison…

It is learned from the news coverage of February 24, 2024, that 4 prisoners (Vedat Bayram, Mustafa Özer, Haci Alağaş, and Agit Bakır) in Adana Kürkçüler F Type Prison were transferred to Adana Kürkçüler T Type Prison without their will.

It is learned from the news coverage of February 23, 2024, that 3 lawyers (Nazan Betül Vangölü Kozağaçlı, Seda Şaraldı and Didem Baydar Ünsal), members of Progressive Lawyers Association (ÇHD) who were arrested through the investigation on the armed attack in Istanbul Çağlayan Courthouse on February 6, 2024, and who were kept in Istanbul Marmara (Silivri) Prison, were transferred to different prisons against their will. It is reported that Nazan Betül Vangölü Kozağaçlı was transferred to Kocaeli Kandıra F Type Prison No 1, Seda Şaraldı and Didem Baydar Ünsal were transferred to Ankara Sincan Women’s Prison. ÇHD stated that lawyer Nazan Betül Betül Vangölü Kozağaçlı and her husband, ÇHD President Selçuk Kozağaçlı, who were held in Istanbul Marmara (Silivri) Prison, were prevented from seeing each other in prison.

(02/245) Racist Attack in Afyon…

On February 25, 2024, during the football game between Diyarbekirspor and Afyonspor at Afyonkarahisar Zafer Stadium, it was reported that Diyarbekirspor players were verbally attacked, and after the game ended, people including the head of private security of the stadium physically attacked Diyarbekirspor players. It is reported that Diyarbekirspor player Yasin Dülger was injured as a result of the attacks.

On February 23, 2024, Republican People’s Party (CHP) Mamak Mayor Candidate Veli Gündüz Şahin, who was conducting an election campaign in the Mamak district of Ankara, used racist and discriminatory expressions against refugee children, saying “These will be a big problem when they grow up, I will send them away”.

On February 23, 2024, the windows of the vehicle belonging to Tekkeköy Mayor and Yeniden Refah Party (YRP) Tekkeköy Mayor Candidate Hasan Togar, who attended a military send-off in the Tekkeköy district of Samsun, were broken by anonymous persons.

On February 24, 2024, the election banner of Hasan Togar, Mayor of Tekkeköy and YRP’s mayoral candidate for Tekkeköy district, was attacked with a gun in the Tekkeköy district of Samsun. It is learned that 1 person named O. K. is detained in connection with the armed attack.

On February 24, 2024, the police intervened in the election campaign of Peoples’ Equality and Democracy Party (DEM Party) in Şırnak and detained Murat Şen, former co-mayor of İdil Municipality, Vahap Admış, Zennur İrmez, Hüseyin İrmez, Fırat İke and Ahmet Kaplan by using physical violence. 6 people were released the same day after statement procedures at the police station.

On February 24, 2024, DEM Party co-mayor candidates Hanım Akkoş and Ümit Keser and Nazmiye Acar, Leyla Çelik, Barış Oflas, Fehim Oflas, Fatma Erbağa, Naci Başdinç, Mecit Akkoş, Zeki Kurt, Habip Borazan and Sıddık Sayyiğit were detained while distributing DEM Party election leaflets in the Tuşba district of Van. It was reported that the reason for detention was some statements in the election brochure. 12 people were released after statement procedures at Van Provincial Security Directorate.

(02/247) Press Statement Prevented by the Police in Istanbul…

On February 25, 2024, the police prevented the press statement of the beneficiaries of the houses built by the Housing Development Administration (TOKİ) in the Tuzla district of Istanbul, which was planned to be held in front of the Justice and Development Party (AKP) Maltepe District Office.

(02/248) Human Rights Advocate Arrested in Antalya…

Lawyer Şüheda Ronahi Çiftçi, branch executive of the Human Rights Association (İHD) and Progressive Lawyers Association (ÇHD) Antalya Branch, who was detained on February 20, 2024, on the allegations of ‘being a member of an illegal organization’ through an investigation by the Antalya Chief Public Prosecutor’s Office, was arrested by Antalya Criminal Peace Judgeship No 5 on February 23, 2024.

(02/249) Journalist on Trial in Maraş…

The trial of the case against journalist Fırat Bulut for his news reports on the earthquake continued on February 23, 2024, at Maraş Elbistan Penal Court of First Instance No 2. The indictment demands a sentence for the journalist on the charge of ‘publicly disseminating misleading information’. Fırat Bulut, who is abroad, did not attend the hearing. The court ruled for lack of jurisdiction and sent the case to Bingöl Criminal Court of First Instance.

(02/250) People on Trial in Istanbul…

On February 23, 2024, the trial of the case against 70 people who were detained during the police intervention against the Pride March organized at Boğaziçi University on May 20, 2022, continued at Istanbul Penal Court of First Instance No 58. The indictment demands a sentence for the defendants on the charges of ‘resisting the police’ and ‘violating Law No 2911 on Meetings and Demonstrations’. During the hearing, the defenders described the torture and ill-treatment they were subjected to during the police intervention. One student stated the following in their defense: “The police told those who wanted to come out to come out, but they were not going to let us go, they were going to detain us. In the detention vehicle, a police officer said to us, ‘If I were your parents, I wouldn’t give you money. When I replied, ‘What are you saying, we are students’, he said, ‘What students, you are terrorists’. There was a police officer inside during the medical examination. I would like that police officer to be identified if possible. I did not hear an announcement to disperse.” Following the defenses, the court adjourned the trial to April 5, 2024.

(02/251) Special Security Zone in Şırnak…

Şırnak Governorate announced on February 25, 2024, that the Gabar Mountain Region within the borders of Şırnak Province Central District and Güçlükonak District has been declared as a temporary special security zone for 15 days from February 25, 2024, until March 10, 2024, and access to the region is banned.

(02/252) People Detained and Arrested in Relation with the Coup Attempt…

On February 26, 2024, 10 people were detained in operations carried out in Istanbul.
