(05/272) Civilian Died in Hakkari…

Sertip Şen (46), died due to the fire opened from military zone in Onbaşılar village of Hakkari’s Yüksekova district on May 2, 2019, while he was shepherding his animals. It is learned that as a result of the investigation of Yüksekova Prosecutor’s Office, the gun that caused death of Sertip Şen is identified to be a contractual soldier’s (H.A.) and it was detected that specialised sergeant M.T. was the one who fired it. It is reported that M.T. who was detained for Sertip Şen’s death, was released by the court on judicial control conditions on May 22, 2019.

(05/273) Allegation of Torture and Ill-Treatment Under Custody…

It is learned from the news coverage of May 22, 2019 that, Abdurrahman Abo, who was detained in Istanbul on March 29, 2019, was subjected to torture and ill-treatment at Istanbul Police Headquarters.

Abdurrahman Abo, made a press declaration at Human Rights Association (IHD) Istanbul branch on May 22, 2019 and stated the following: “When we were taken to hospital on March 30, they took us out of the custody room in groups. I had an eye contact with a friend and we smiled to each other. A police officer said to us ‘why are you laughing’. And then they started to insult us and say ‘turn yourself to the wall, bend down’. When I said that I would not turn to the wall, the police officer said ‘You will come back here after hospital. I will be waiting for you’. After the hospital, they took everyone into the custody rooms but me and the friend that I smiled. They said that they would do strip search. I took off my clothes except my shorts. They wanted me to take it off too but I rejected. It was repeated a couple of times. I said ‘I will complain on you, tell me your name’. And they attacked me. One was strangling while other was punching me at the abdomen. (…) All of us were attacked physically and psychologically under custody. We were subjected not only to beating but also other ways. They gave us boiling water to drink although the custody rooms were hot. Ad they were cursing us when we react to this. They handcuffed us behind our backs while taking us to voting for the elections.”

It is learned that Abdurrahman Abo made an official complaint about it.

(05/274) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of May 22, 2019 that, women prisoners in Şırnak T Type Prison were threatened by the wardens saying “We will do everything that we could not do to you so far”.

It is learned from the news coverage of May 22, 2019 that, in Adana Kürkçüler F Type Prison, radios of prisoner were seized during searches, and the prisoner on hunger strike were not given vitamin B1.

(05/275) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 925 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on May 22, 2019 at 13.30 and 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on May 22, 2019, 2 people (Gülnaz Bozkurt, Acun Karadağ) and at 18.00 2 people (Gülnaz Bozkurt and Mahmut Konuk) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on May 22, 2019. It is learned that detainees were released the same day.

(05/276) Police Intervention to Protests in Izmir and İstanbul…

The police intervened into the protest of prisoners’ families and members and executives of political parties (HDP and DBP), about the hunger strike in prisons, which was to be held in Van City Park on May 21, 2019, and detained 4 people including DBP Van co-chair Ökkeş Kaya. It is reported that journalists were prevented from recording the protest.

The police prevented the sit-in protest for the same reason which was to be held in front of Istanbul Bakırköy Women’s Prison on May 22, 2019.

(05/277) Detained People in Mersin…

On May 22 and 23, 2019, 7 people including Celal Yel and Cengiz Dere, executives of Solidarity Association of Prisoners’ Family (TUAYDER), are detained in house raids in Mersin. The reason of detention is unknown. The names of detained people are: Celal Yel, Cengiz Dere, Orhan Hazar, Fatmagül Demirdağ, Hava Tekin, Nazan Dündar, Hacı Yılmaz.

(05/278) The Constitutional Court’s Decision on Osman Kavala’s Application…

The Constitutional Court concluded on the application of Osman Kavala, Anadolu Kültür CEO, on May 22, 2019. Osman Kavala was arrested on November 1, 2017 and his lawyers made an appeal to the Constitutional Court, on the grounds that “the right to liberty and security” was violated. The Constitutional Court decided on no-violation with 10 pros and 5 cons.

On May 22, 2019, 8 people are detained in house raids in Kayseri.

The final trial of the case against Mesut Kundakçı, the former member of Department 5 of the Supreme Court, is held on Penal Department No 9 of the Supreme Court on May 22, 2019. The court sentenced the defendant to 12 years for ‘being an illegal organisation member’.

Justified decision of The Supreme Election Committee, which cancelled Istanbul Metropolitan Municipality mayor election that was won by Ekrem İmamoğlu, the candidate of Republican People’s Party (CHP), is declared on May 22, 2019.

(05/282) Proceedings Against Parliamentary Member…

It is learned from the news coverage of May 22, 2019 that, the proceeding against HDP Antep MP Mahmut Toğrul is submitted to the Constitution and Justice Committee of the Grand National Assembly.

(05/283) Local Authorities Replaced by Trustees…

It is learned from the news coverage of May 22, 2019 that, Ayhan Komi, local authority of Süphan neighbourhood and Çetin Blir, local authority of Şabaniye neighbourhood of Van’s Edremit district, who were elected on March 31, 2019, are suspended by the Ministry of Interior. Ayhan Komi was suspended once again on October 15, 2018 and was replaced by an appointed trustee.

Local authorities of 10 villages of Diyarbakır’s Lice district, who were also elected on March 31, 2019, have been suspended previously.
