23 June 2022 Daily Human Rights Report

(06/258) Operations and Attacks…

It is learned from the news coverage of June 22, 2022 that, 4 militants died in a clash between Turkish Armed Forces units and HPG militants in Zap area of the Iraqi Kurdistan Regional Government on May 15, 2022.

The Ministry of National Defence announced that 1 soldier (Sercan Baş) died in an attack during the Claw-Lock military operation in the Iraqi Kurdistan Regional Government on June 22, 2022.

The Ministry of Interior announced that 2 soldiers (Oğuzhan Arduç and Turgut İçen) died in a clash between HGP militants and Turkish Armed forces in the rural areas of Lice district of Diyarbakır on June 23, 2022.

It is learned that the expert sergeant Fatih Özkaya, who was on duty at the 39th Mechanized Infantry Division Command in the Turkish Republic of Northern Cyprus, died as a result of an accident in the unit on June 22, 2022.

(06/260) Torture and Ill-Treatment in Istanbul…

It is learned from the news coverage of June 23, 2022, that 3 people (Resül Bayır, Yaşar Bayır, Hüseyin Bayır) who were detained after an argument with the police, who came to the street where Romany families were holding a wedding to ask them to end their wedding on May 31, 2022 in Ataşehir district of Istanbul; were subjected to torture and ill-treatment in custody. It is that 3 people were injured in various parts of their bodies as a result of the torture and other ill-treatment they were subjected to. It is also stated in the news reports that 3 people were subjected to racist and discriminatory insults by the police. It is learned that 3 people will file a complaint against the responsible police officers by obtaining a medical report documenting the torture and other ill-treatment they have been subjected to.

In his statement to the prosecutor’s office in the press, Resul Bayır said the following: “The police officer, whose name I know as Kenan and who has been mistreating the people of the neighbourhood for a long time, insulted me in the presence of my family and grabbed my arm. Then he said to me, ‘Come to the police station’. When I asked why I had to come to the police station, he raised his voice even more. I got in my car and went to the police station so that the tension would not increase more. In the meantime, although I said them not to come, my family followed me. When I entered the garden of the police station on 3001st Street, Kenan had also entered the garden. His eyes were red, or maybe he was drunk, I do not know. It was not hard to understand that he was not acting normally. He hurled curses and insults at me, saying, ‘Who are you?’, and he started beating me. He said, ‘You will respect me’, I was shocked by the hard punches in my face. While hitting me, he was shouting, ‘I am the God of this place’. While he was using violence against me, he was saying to his friend next to him, ‘I will teach this gypsy who I am’ (…) They opened the door and I went out to 3001st Street. When my family saw me, they started shouting. They said they would file a complaint. As I was walking to my car, the officers chased after me again. They laid me on the ground and continued beating. My son, my mother and my father intervened. They beat my mother. They broke my father’s arm, and injured my son at the eyebrow. Kenan said to the other policemen, ‘You will tell that they were running away otherwise I will … you’, he continued to curse. I was beaten in the garden of the police station for about 2 hours. Another officer, whom I thought to be the chief, because other officers were calling him ‘chief’, came. They put me in a white vehicle. The person I thought was the chief was taunting, ‘Did these fall from the balcony?’, and Kenan was saying, ‘Yes chief, he and his son fell from the balcony’. Then they threatened us, they said ‘If you do something about beating you, we will kill you. We will write, you and your son will sign. Otherwise, you will see every kind of cruelty. They made me and my son sign the papers by beating and torture.”

Hüseyin Bayır stated the following to the press: “When I saw them beating my father, I went to the car. 10 officers hit my father’s back, they insulted and cursed… They started to hit me at the head, the eye and the back as I tried to intervene. There are marks of their boots on my father’s back. And I have marks of torture on my body.”

(06/261) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of June 22, 2022 that, 20 prisoners in Mersin Tarsus T Type Prison No 2 were subjected to torture and ill-treatment of the correction officers.

It is learned from the news coverage of June 22, 2022 that, Süleyman Göksel Yerdut, a prisoner in Elazığ High Security Prison No 1, was taken out of his ward by the correction officers using physical violence against him and was put in a solitary cell as the life imprisonment sentence given to him was approved by the court.

It is learned that the appeal made on June 23, 2022 to chief public prosecutor’s office in Bursa by the lawyers of PKK leader Abdullah Öcalan, in order to visit him was not responded.

The police intervened the press declaration which were made within the scope of “I Want My Job Back Protest” in front of Human Rights Monument in Yüksel Street on June 22, 2022 and forced people away from the monument by using physical violence.

The police intervened the press declaration of Şişli Municipality workers in front of the Republican People’s Party (CHP) in Ankara on June 22, 2022 and forced people away from the building by using physical violence.

(06/265) Interventions and Bans on Pride Month Events…

It is learned that the events to be held in Antep as part of LGBTI+ Pride Month were cancelled by the Antep Pride Week Committee due to phobic threats.

(06/266) Detained HDP Executive and Other People in Mersin…

It is learned that 20 people including the Peoples’ Democratic Party (HDP) Tarsus district former co-chair are detained on the grounds of ‘being an illegal organisation member’ in house raids in Tarsus district of Mersin on June 20, 2022.

(06/267) Detained People Through a Mersin Based Investigation…

It is learned that 8 of 28 people who have been detained through a Mersin based investigation on June 11, 2022, are arrested by the court on the charge of ‘being an illegal organisation member’ on June 22, 2022. 20 people are released on judicial control conditions.

(06/268) Interventions Against “March to Gemlik” Demonstrations… 

2 people (HDP Kadıköy district co-chair Koray Türkay and İsmail Temel) who were detained by the police intervening the group gathering in Kadıköy district of Istanbul on June 13, 2022 to participate in the “March to Gemlik” to demand an end to isolation of PKK leader Abdullah Öcalan; and were arrested by the court; are released upon objection on June 22, 2022.

(06/269) The Case Against Ankara Bar Association Chair and Executives…

The trial of the case against Erinç Sağkan, current chair of the Union of Turkish Bar Associations and former chair of Ankara Bar Association, Kemal Koranel, current chair of Ankara Bar Association and other executive board members; on the grounds of ‘degrading religious values of a section of the public’ in their press declaration about discriminatory expressions of Ali Erbaş, the President of Religious Affairs, is held at Ankara Heavy Penal Court No 16 on June 22, 2022. The court adjourned the trial to November 9, 2022.

The trial of the case against Evrensel newspaper’s editor in chief Görkem Kınacı, Birgün newspaper’s news editor Uğur Şahin and birgun.net website editor Uğur Koç, for the news reports about a member of the Constitutional Court, is held at Istanbul Beykoz Penal Court of First Instance No 6 on June 22, 2022. The court adjourned the trial to October 12, 2022.

The final trial of the case against 2 people (Kaan Ünal and Doğukan Akkaya) for the protests against the rector appointed to Boğaziçi University by the President, is held at Istanbul Penal Court of First Instance No 55 on June 22, 2022. The court sentenced 2 people to 5 months each on the charge of “violating the Law on Meetings and Demonstrations”.

The final trial of the case against Abdülillah Poyraz, father of Deniz Poyraz, on the grounds of ‘making propaganda for an illegal organisation member’ in an interview of him published on the press, is held at Izmir Heavy Penal Court No 15 on June 23, 2022. The court acquitted Abdülillah Poyraz.

(06/273) Detentions and Arrests in Alleged Link to Coup Attempt…

It is learned that 5 people were detained in Edirne in an alleged attempt to illegally flee to Greece, on June 23, 2022.
