(02/192) Blockade in Doganli and Kuyular…

Governorate Mardin declared an open ended curfew on 22 February 2017 in Doganli and Kuyular villages of Nusaybin.  After the declaration of the curfew, military forces and Gendarme Special Forces were transferred to the region. During the military operation, a clash, reportedly, had occurred and 2 members of security forces were injured.

(02/193) Person Shot by Police in Izmir…

Police forces made an operation against drug dealers and fugitives on 22 February 2017 in Izmir. According to the news appeared in press, during this operation K.A., about whom there was an arrest warrant, was shot by the police at the head while escaping. K.A. was taken to Seka State Hospital.

(02/194) Journalist Arrested…

The managing editor of the journal Ozgür Gelecek Aslı Ceren Aslan who was detained on 9 February 2017 in Urfa while covering  news, was arrested on 22 February 2017 for ‘being a member of an illegal organization’ and ‘violation of the Turkish border.’ Aslan was, reportedly, subjected to naked search in custody.

(02/195) Pianist Detained in Istanbul…

According to the news appeared in press, pianist Nazlı Isıldak was detained on 21 2017 upon the complaint of journalist Nagahan Alcı. Isıldak is said to be asked Alcı ‘Is your conscience comfortable in the mansion you bought with the loan you had taken from Bank Asya?’

(02/196) Detentions and Arrests…

HDP Istanbul provincial executive in charge of press Suleyman Baser, who was detained on 15 February 2017 in Istanbul during street ID control of police, was  arrested on 22 February 2017 for ‘being a member of an illegal organization.’

22 persons who were detained on 14 February 2017 in Ankara were taken to court on 22 February 2017. 20 persons were released after giving statements to the prosecutor. 2 persons were arrested for ‘making propaganda of an illegal organization’ and ‘insulting the Head of State.’

15 persons who were detained on 13 February 2017 in Bingol were taken to court on 22 February 2017. 10 persons were arrested for ‘being a member of an illegal organization.’  The names of the persons who were arrested are as follows: DBP Party Assembly Member Adnan Sarı, İlhan Çakabay, Serhat Tuma, Edip Kaynar, M. Ali Karadeniz, Özcan Kılıç, Muhammet Hancıoğlu, Sidar Serinyel, Selim Baluken, Kani Sönmez.

5 persons who were detained on 13 February 2017 in Hasanova village of Bingol’s Karlıova district during house raids were taken to court on 22 February 2017. 3 persons were arrested for ‘being a member of an illegal organization.’ The names of the persons who were arrested are as follows: Şahin Boylu, Rahmi Boylu and Şükrü Güngör.

 21 persons who were detained on 21 February 2017 in central, Kavancılar and Karakocan districts of Elazıg were taken to court on 22 February 2017. 9 persons were arrested for ’making propaganda of an illegal organization.’

  3 persons, including the HDP Co-Chair for İzmir Muahfuz Guleryuz, were detained on 22 February 2011 in Izmir for ‘making propaganda of an illegal organization.’

Two persons were detained on 22 February 2017 in Van during house raids.

4 persons, named G.Y, M.Y, A.Y and A.Y, were detained on 22 February 2017 in Sarıtepe village of Siirt for ‘helping and harboring an illegal organization.’

23 persons were detained in Mersin. 4 persons were arrested on 22 February 2017 for ‘making propaganda of an illegal organization.’ The names of the persons who were arrested are as follows: Şevki Poyraz, Nurettin Altın, Mehmet Kindar Sayin and Hüseyin Eren.

11 persons were detained in Tarsus. 7 persons were arrested on 22 February 2017 for ‘making propaganda of an illegal organization.’

6 persons were detained on 22 February 2017 in Edremit district of Balıkesir during house raids. During the searches in the houses, hats and scarfs with Demirtas’ name on them were seized by the police. Names of the detainees are as follows: Erol Abuş, Şevket Abuş, Adem Matur, Yakup Matur, İsmail Matur and Mehmet Matur.

(02/197) Detentions and Arrests in Connection with the Coup d’État Attempt…

10 persons who are working in the health field were detained on 22 February 2017 in Izmir during house raids.

(02/198) Head of State on Trial for Insulting the Academics…

Ankara Court of First Instance No 3 declared his detailed ruling about the case against Head of State Recep Tayyip Erdoğan on 22 February 2017. The case was opened upon the complaint of Prof. Dr. Baskin Oran for the Erdogan’s statement on the academics who had signed the peace declaration. In the detailed ruling, expressions such as “mean, cruel, dark, disgusting, traitor, lumpen, tool of the terror organization, immoral, a supporter of mandate, dirty soul’   were regarded as things which were said naturally and according to the course of life. It was said in the ruling that “the statements of the defendant shout be taken in the context of exercising his right of criticizing and of presenting a counter idea to the declaration.”

(02/199) Police Officials on Trial for Torturing…

Diyarbakır Heavy penal Court No 2 continued on 22 February 2017 the case against M.E.K., H.A. and A.T. The indictment wants the defendants to be sentenced for torturing Meshut Esen and Mervan Esen in custody. After the defenses of the police officials, court adjourned the hearing to May 2017.

Meshut and Mervan Esen had been detained on 3 April 2013 in Bismil district of Diyarbakir. Police had beaten them so hard that the mark of their boots were printed on their foreheads.

(02/200) HDP MPs on Trial…

Mardin Penal Court of First Instance continued on 22 February 2017 the case against HDP Co-Chair Selahattin Demirtas. The indictment wants the defendant to be sentenced for ‘insulting the Head of State.’ Demirtas participated the hearing via SEGBIS from Edirne F Type Prison. After the defenses the court adjourned the hearing.

The indictment which was prepared by Diyarbakir Public Prosecutor’s Office against HDP Adana MP Meral Danis Bestas was accepted on 22 February 2017. The indictment wants the defendant to be sentenced for ‘inciting people to commit crime’ ‘inciting people to illegal meetings and marches’ and ‘participating illegal meetings and marches without weapons.’ Bestas was detained on 28 January 2017 in connection with this investigation and was released by the court with a judicial control condition. She was detained again on 30 January 2017 upon the objection of the prosecutor’s office and was arrested.

Diyarbakir Public Prosecutor’s Office prepared an indictment against HDP Diyarbakir MP Altan Tan. Diyarbakir Heavy Penal Court No 5 accepted the it. The indictment wants the defendant to be sentenced for ‘founding and managing an illegal organization’, ‘inciting to commit a crime’ and ‘making propaganda of an illegal organization.’

(02/201) Ali Ismail Korkmaz Case…

Penal Department No 1 of Supreme Court of Appeals declared his verdict on Ali Ismai Korkmaz case and reversed the decision. Penal Department No 1 of Supreme Court of Appeals wanted the police official Huseyin Engin to be sentenced according to the Article 86/3 of the Turkish Penal Code which sentences a public employee who injures someone purposely with the force of his power to four and a half years imprisonment. Huseyin Engin had been acquitted by Kayseri Heavy Penal Court No 3. Accordingly, Kayseri Heavy Penal Court No 3 had reduced the sentence of Ebubekir Harlar, who had caused the fall of Korkmaz with his kick, because of his confession. Penal Department No 1 of Supreme Court of Appeals wanted him to be sentenced for injuring someone purposely and causing his/her death.

Ali Ismail Korkmaz was beaten to death by police officials and civilians during 2-3 June Gezi demonstrations in Eskisehir.

(02/202) Van KCK Main Trial…

Penal Department No 1 of Supreme Court of Appeals continued on 22 February 2017 the case against 6 defendants. The case is the known as Van KCK main Trial and Bekir Kaya, Co-Mayor of Van, is one of the defendants. The hearing is adjourned to 22 March 2017.

(02/203) Mehmet Ayvalitas Case…

Istanbul Heavy Penal Court No 8 continued on 22 February 2017 the case about the death of Mehmet Ayvalitas. Ayvalitas was killed on 2 June 2013 when a car hit him during a Gezi Protest in Umraniye. The lawyers of complainant wanted Gorkem Demirtas to be arrested. Court rejected this demand and adjourned the hearing to 1 June 2017.

(02/204) Barbaros Sansal on Trial.

Istanbul Penal Court of First Instance No 43 accepted on 22 February 2017 the indictment about Barbaros Sansal which was prepared by Istanbul Public Prosecutor’s Office. The indictment wants the defendant to be sentenced for ‘inciting people to hatred and enmity.’ The hearing will start on 16 March 2017.

(02/205) Akit TV Case…

Kucukcekmece Penal Court of First Instance No 5 started on 22 February 2017 the case against Akit TV and Ali Özken, its director who is in charge of the programs. The incitement wants the defendant to be sentenced for a news titled “The Oppression Ended in 1938.” After the statements of the complainants and defendants, court adjourned the hearing to June 2017.

(02/206) Activity Intervened by the Police in Ankara…

Police intervened the “PanHayır” activity which was organized by the students of the Ankara University on 22 February 2017. According to the news appeared in press, while the activity was going on with participation of the expelled academics and CHP Ankara MP Murat Emir, riot police came to Cebeci Campus and told the students to end the activity. When they refuse to end the activity, the police, reportedly, threatened the students. Because of the intervention, students move the activity to another place in the campus.

(02/207) Banned Internet Portal…

Information and Communication Technologies Authority of Turkey (BTK) banned the access to sendika.org for the 16th time on 22 February 2017.

(02/208) Operations and Attacks in the Southeast…

The Governorate of Siirt announced that the period of the temporary special security zone between Dikbogaz and Baggoze villages of Siirt’s Eruh district was prolonged to 9 March 2017.

(02/209) Constitutional Referendum…

Police intervened on 22 February 2017 3 students who were distributing “No to the Presidency” bulletin in Akdeniz University. 8 students were reportedly to be detained.

Nurhak Sabur and Fırat Ortac were detained on 22 February 2017 for hanging a banner on which it was written “#No to the Presidency” in Izmir Katip Celebi University.

4 students who were distributing “No to the Presidency, there is youth” bulletin in Armutlu quarter of Antakya were detained on 21 February 2017.

According to the news appeared in press on 22 February 2017, Governorate of Ankara sent an announcement to the rectors of the universities in Ankara, which bans the electoral propaganda in campuses.
