(04/242) Civilian Died in Tunceli…

It is learned that bulldozer operator Mehmet Özdemir died in an attack organized by a group alleged to be HPG militants during a road construction in Tunceli on April 12, 2018.

(04/243) The Person Injured by an Armoured Vehicle Hit in Mardin…

A person named Süphiye Yakut (50) is injured due to being hit by a police armoured vehicle in Dargeçit district of Mardin on April 22, 2018. It is learned from news coverage that Süphiye Yakut has fractures in waist, legs and hips, along with haemorrhage, and has no risk of death.

It is learned from news coverage of April 21, 2018 that 7 militants died in the bombardment of Turkish Armed Forces to areas within Iraqi Kurdistan Regional Government.

It is learned from news coverage of April 22, 2018 that 8 militants died in clashes between security forces and HPG militants in Amanos mountains in Hatay on April 6 and April 16, 2018.

It is learned from news coverage of April 22, 2018 that 3 militants died in clashes in rural areas of Kulp district of Diyarbakır on April 17, 2018.

(04/245) Torture and Ill-Treatment in Prison…

It is learned from news coverage of April 20, 2018 that a prisoner named Emrah Yayla in Bolu F Type Prison told his family on the phone following: “We were not transferred to Forensic Medicine Institute and were not taken to the infirmary after the torture on Monday…” on April 16, 2018 and the phone call was disconnected after that.

It is learned from news coverage of April 22, 2018 that the prisoners in Silivri, Van, Bolu, Diyarbakır and Mersin prisons are forced to double handcuffs during hospital transfers.

(04/246) Teacher Ayşe is Put into Prison…

Teacher Ayşe Çelik, who was on trial because of saying “Let children not die” on a TV show that she called and then was sentenced to 1 year and 3 months for ‘making propaganda for an illegal organisation’ is put into Diyarbakır E Type Prison with her baby since 6-months’ suspension period ended.

(04/247) Rejection to Meeting Request with Abdullah Öcalan…

It is learned that the appeal made on April 21, 2018 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s sister and brother along with the families of Hamili Yıldırım, Ömer Hayri Konar and Veysel Aktaş in order to visit, was rejected the same day on the grounds of limitations for prisoners in accordance with the Law on the Execution of Criminal and Security Measures Number 5275. With the last rejection, it was the 72nd time that appeals for visiting Öcalan have been rejected so far.

(04/248) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling for a while to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on April 20, 21, 22, and 23, 2018 at 13.30 and 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on April 20, 2018, 3 people (Alev Şahin, Nazan Bozkurt and Mehmet Dersulu) and at 18.00 6 people (Alev Şahin, Nazan Bozkurt, Gülnaz Bozkurt, Mehmet Dersulu, Ecem Polat and Deniz Yılmaz) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on April 21, 2018, 5 people (Mehmet Dersulu, Nazan Bozkurt, Gülnaz Bozkurt, Alev Şahin and Ecem Polat) and at 18.00 5 people (Alev Şahin, Nazan Bozkurt, Gülnaz Bozkurt, Deniz Yılmaz and Ecem Polat) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on April 22, 2018, 3 people (Nazan Bozkurt, Alev Şahin and Mehmet Dersulu) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on April 23, 2018, 3 people (Nazan Bozkurt and two more people) and at 18.00 3 people (Nazan Bozkurt, Mehmet Dersulu and Deniz Yılmaz) were detained.

Thus in total 28 people were detained due to press declaration intended to be held in Yüksel Street on April 20, 21, 22, and 23, 2018. It is learned that detainees were released the same day.

(04/249) Police Intervention Against a Protest in Ankara…

Police intervened the protest organized by Socialist Youth Associations’ Federation (SGDF) and Socialist Party of the Oppressed (ESP) for the 32nd week of Suruç massacre, in Ankara on April 20, 2018 and detained 6 people. The names of detainees are: Gizem Altunöz ve Sedat Polat, Çağlar Deniz Gündüz, Uğur Varol, Sönmezcan Karayünlü, Hıdır Yangın.

(04/250) Police Intervention Against a Protest in Istanbul…

Police intervened the protesting their company for not paying their wages and detained 5 workers. It is learned that detainees are released the same day after procedures at the prosecutor’s office.

(04/251) Police Raid into People’s Law Office…

On April 20, 2018, Istanbul office of People’s Law Office is raided by the police. It is learned that the police detained a client named Mualla Zincir, after searching the office. In People’s Law Office declaration about the raid, it is stated that there was no lawyer during the search. People’s Law Office was raided on September 12, and December 18, 2017.

(04/252) People Arrested for ‘Making Propaganda for an Illegal Organisation’ in Kastamonu…

It is learned from news coverage of April 20, 2018 that 2 of 6 people (all in compulsory military service at Provincial Gendarmerie Command) who were detained for ‘making propaganda for an illegal organisation’ are arrested by the court on April 20, 2018, and that 4 of them are released on juridical control conditions.

(04/253) People Detained in Istanbul…

It is learned that 21 people are detained in Istanbul on April 20, 2018, by house raids through an investigation against Revolutionary Youth Movement.

(04/254) Evacuated People on Trial in Nusaybin…

The case against 67 people including 17 children who were detained and then arrested during the curfew on Nusaybin district, on Mardin Heavy Penal Court No 4 continued to be held between April 16 and April 20, 2018.

A defendant named İbrahim Halil Ildız made his defence on April 17, 2018 and stated that the statements given at police station were taken with torture. It is learned that the chief judge interrupted Ildız during his defence.

İlyas Doğan, who also made his defence on April 17, 2018, narrated the torture they were subjected to after being detained as follows: “They took as to the sports hall and tortured us. They were making fun of us. They tidied our clothes up. They made us hold cakes and juice and try to propagandize how humanistic they are in front of cameras. After cameras were off they again tortured and humiliated us. They were laughing and saying ‘Will we give you cake and juice, no way’. This violence continued until we were brought to the court. They piled us up on each other and brought to Mardin Anti-Terror Department. When I show the torture marks, someone told me that I should ‘be thankful to be not killed by them’. But nothing about torture was recorded there. I did not have my lawyer while giving my official statement.”

Another defendant, Nurullah Akyüz made his defence on April 18, 2018 and told that his hand was broken because of torture while they were being evacuated from Nusaybin, and he gave his official statement while being tortured.

A defendant named Özgür Sevim made his defence on April 20, 2018 and told that he saw the police who tortured him at the courthouse. Upon this, the lawyers demanded identification, the court board rejected. It is learned that a security police officer walked up to the lawyers.

Another prisoner named Resul Ergün also made his defence on April 21, 2018 and stated that they were subjected to the physical violence of the wardens in Erzincan Prison on March 3, 2018. Another prisoner named Ömer Faruk Engin told that they were subjected to physical intervention while being taken to the court from Osmaniye T Type Prison No 2.

After defence hearings the court released a defendant (Azize Yıldırım) on juridical control conditions and decided on continuation of detention for other defendants. The court adjourned the trial to July 9, 2018.

The trial of children for the same case was hold on April 10, 2018. The court decided on continuation of detention for 17 children and adjourned the trial to June 28, 2018.

(04/255) Person on Trial for ‘Making Propaganda for an Illegal Organisation’ in Sinop…

The final trial of the case against a person named Mustafa Kandemir for sharing a photo of his brother Muzaffer Kandemir (who died in clashes with ISIS in Syria) on social media, on Sinop Heavy Penal Court is held on April 20, 2018. The court sentenced Mustafa Kandemir to 2 year and 10 months for ‘making propaganda of an illegal organisation’ and did not postpone the sentence.

(04/256) Detentions and Arrests in Alleged Link to Coup Attempt…

On April 20, 2018, 33 people in operations covering 6 cities through an Istanbul based investigation, 14 people including former BBP Izmir chair İsmail Gider in Izmir, 6 people in Burdur and 4 people in Ankara are detained.

10 of 12 police officers who were detained through a Diyarbakır based investigation on April 11, 2018 are arrested by the court on April 21, 2018. 2 people are released on juridical control conditions.

On April 23, 2018, 20 military members on active duty are detained in operations covering 9 cities through an Erzurum based investigation.

(04/257) Trials in Alleged Link to Coup Attempt…

The final trial of the case against 41 arrested military members for occupying Türk Telekom building in Istanbul, Acıbadem during July 15 coup attempt, on Istanbul Heavy Penal Court No 27 is held on April 20, 2018. The court sentenced 7 defendants to heavy life penalty for ‘violating the Constitution’ and 33 defendants to life penalty. The court sentenced 10 defendants for different crimes as well. The court acquitted 1 defendant.

It is learned from news coverage of April 20, 2018 that “Sinop Does Not Want Nuclear Plant” meeting to protest the nuclear plant construction in Sinop is banned by the ministry of interior for security reasons.

(04/259) Event Prevented in Ankara…

It is learned from news coverage of April 22, 2018 that 3 days of 32nd Spring Fest in METU which was planned to continue 4 days are banned by Ankara Governorate on the grounds of state of emergency and only May 9, 2018 is allowed for the Spring Fest.

(04/260) Curfew in Hizan…

Bitlis Governorate made a declaration on April 20, 2018 and announced that a curfew will be effective in 8 villages and 10 hamlets of Hizan district on April 20, 2018 between 19.00 and 05.00. The villages and hamlets under curfew are: Yolbilen, Çalışkanlar, Yaylacık, Ekinli, Koçyiğit, Horozdere, Ağılözü, Akşar villages and Gedik, Yeniçay, Sarıbal, Bilgili, Deliktaş, Doyumlu, Karaağaç, Bereket, Aşağı Kılavuz, Yukarı Kılavuz hamlets.

Bitlis Governorate made a declaration on April 20, 2018 and lifted the curfew in 8 hamlets of Hizan district which was announced on April 12, 2018. The hamlets are: Karaağaç, Akbaş, Yedikardeş, Mollabirgi, Bağlarbaşı, Güvendik, Bereket, Düztepe.

(04/262) Curfew in Nusaybin…

Mardin Governorate made a declaration on April 21, 2018 and lifted the curfew in 6 neighbourhoods of Nusaybin district which was announced on March 14, 2018. The neighbourhoods are: Fırat, Dicle, Yenişehir, Abdulkadirpaşa, Zeynel Abidin and Kışla.

(04/263) Events in Mardin are Subjected to Permission…

Mardin Governorate made a declaration on April 20, 2018 and announced that between April 19 and June 19, 2018 all events such as meetings, demonstrations, outdoor and indoor public meetings, hanging banners, distributing leaflets etc. are subject to permission.

(04/264) Special Security Zone in Hakkari…

Hakkari Governorate made a declaration on April 23, 2018 and announced that 30 areas in Merkez, Çukurca, Şemdinli and Yüksekova districts of Hakkari are special security zones between April 24 and May 8, 2018.
