(11/117) Curfew in Nusaybin…

The curfew in Nusaybin district of Mardin reached its 8th day as of 20 November 2015.

Musur Aslan(19) was shot at head and killed during the operations conducted on 19 November 2015 in Abdulkadir Paşa quarter of the district.

Emin Öz (55) reportedly committed suicide on the grounds that he could not take his handicapped mother to hospital due to blockade in Fırat quarter.

Rabia Bağtur (35) was wounded with shrapnel pieces during the operations in Yavuz Selim quarter.

(11/118) Operations and Attacks in the Southeast…

Governorate of Diyarbakır declared curfew on 19 November 2015 in 9 villages and quarters of Lice district. The implementation of the curfew ended on 20 November 2015.

On 20 November 2015, the Governorate also declared curfew in 26 villages and quarters in Lice district and Hani district.

(11/119) Ahmet Sülüşoğlu Case…

Bakırköy (İstanbul) Heavy Penal Court No 2 started on 19 November 2015 to hear the case against Celal Yılmaz, Deputy Security Director in İstanbul, launched for killing motor bike driver Ahmet Sülüşoğlu to death on 7 August 2015.

The defendant testified at the hearing to the effect that he was mentally depressed for the attacks against the police officers. He added that he did not aim to kill Ahmet Sülüşoğlu, but nullification. He also alleged that he fired twice with respect to the trainings he was delivered.

Celal Yılmaz who was arrested after shooting Ahmet Sülüşoğlu after having a dispute in front of public houses in Halkalı quarter of İstanbul was released after 8 days on 24 August 2015 upon objection of his lawyer. The decision was taken on the grounds of “lack of probability of escape”.

But the Public Prosecutor demanded the defendant to be arrested on the grounds of strong suspicion of intentional killing exceeding self defence. The court accepted the demand and adjourned the hearing to 16 December 2015.

(11/120) Lütfullah Tacik Case…

Van Heavy Penal Court No 2 started to hear on 19 November 2015 the case against police officers in connection with the death of Afghani refugee Lütfullah Tacik (17) as a result of beatings on 31 May 2015 in Van. The indictment wants the police officer Serdar Oran to be sentenced for “simple wounding and causing death by intentional wounding” and the police officer Hasan Özgür Özdemir for “misconduct of duty”.

The court decided the defendant Serdar Oran to testify through SEBBİS system. The court also rejected the demand of civil society organisation to be intervening party with case and adjourned the hearing to 19 January 2016.

Lütfullah Tacik (17) who was detained by the soldiers on 16 May 2014 while trying to pass the border illegally in Iğdır and transferred to the Repatriation Centre of the Foreigner’s Department in Van on 26 May 2014 to be deported was beaten by a police officer for lying about his age.

Lütfullah Tacik had cerebral haemorrhage when the police officer Serdar Oran working at Illegal Migration and Human Trafficking Department of Foreigner’s Department beat him. He was hospitalised, but died on 31 May 2014.

(11/121) Investigations, Detentions and Arrests on the Allegations of Insulting State President…

Muhyettin Demir (20) who was released after being detained in Dargeçit district of Mardin was detained on 19 November 2015 upon objection of Public Prosecutor. He was arrested on the same day on the allegations of “insulting the State President”.

(11/122) Political Party Executive Convicted in Van…

Van Heavy Penal Court No 2 concluded on 19 November 2015 to hear the case against Democratic Regions Party (DBP) Co-Vice-Chair Fadıl Barıştıran launched for the slogans s/he shouted during a public statement on 27 July 2012 concerning the human rights violations in prisons.

The court sentenced the defendant to 10 months’ imprisonment for “making propaganda of an illegal organisation”.

(11/123) Unionists on Trial in Antalya…

Antalya Heavy Penal Court No 2 continued on 19 November 2015 to hear the case against 6 members of confederation of public servants’ unions KESK launched on charges of “being member of an illegal organisation”. The case was launched after an operation conducted on 19 February 2015 in Antalya in connection with a “DHKP-C (Revolutionary People’s Liberation Party – Front) Investigation”.

After the continuation of the testimonies of the defendants Züher Çapan, Alper Yaşar, Hüseyin Erdem, Halime Sağlam, Savaş İlhan and Umut Arat, the court adjourned the hearing to 22 February 2016 for the completion of deficient documents.

(11/124) Operations throughout Turkey…

Digor Co-mayors Ekrem Bingül and Şengül Erkmen, and 2 municipality workers who were detained when financial police raided municipality in Digor district of Kars on 18 November 2015 were arrested on 19 November 2015 on the allegations of “debt”. The decision was based on the salary of Şengül Erkmen.

Ekrem Keklik who was detained during the operations in Hizan district of Bitlis was arrested on 19 November 2015 on the allegations of “resisting security forces” and “damaging public property”.

6 persons including a child were detained during house raids conducted on 19 November 2015 in Silvan district of Diyarbakır. The operations were conducted on the allegations of insulting military troops with slogans when the troops were leaving Silvan after 12-days curfew.
