(10/258) Suspicious Death in Prison…
It is learned from the news coverage of October 20, 2024, that Serhat Temizer (22, m), a prisoner with epilepsy, who was kept in Erzurum Dumlu Prison No 2 and was released from the case on Hakkâri Heavy Penal Court No 1 on October 18, 2024, died under suspicious circumstances in Van T Type High-Security Prison. It is stated in the news reports that prison authorities informed Serhat Temizer’s family that ‘he suddenly collapsed and then died’, and that the prison administration stated that they could not inform the family because they had no information.
Hatip Temizer, father of Serhat Temizer, made the following statements to the press: “What happened to my son, who came out of the hearing intact, that he lost his life today? He was brought here yesterday, and today we were informed of his death. What happened during this time? What happened? How did he die? There is not a single piece of information on this. I was not given any information other than ‘Your son lost his life, I am sorry for your loss’ (…) The death of my son, who had no problems until now, seems very suspicious to us. When he was imprisoned in Van High-Security Prison, I used to visit him frequently. Since he was taken to Erzurum prison, I have not been able to visit him much because of the long distance. Despite his epilepsy, my son was put in a single cell by the prison administration in Erzurum. In the single cell, he was kept under 24/7 camera surveillance. He was only taken to hospital when he had an epilepsy attack. Other than that, he was not treated in any way”.

It is learned from the news coverage of 18 October 2024 that, some prisoners in Giresun E Type Prison and Giresun Espiye L Type Prison were subjected to physical violence by the correction officers for refusing to be put in single rooms.
It is learned from the news coverage of 20 October 2024 that prisoners in Adana Kürkçüler Prison and Adana Suluca Prison campuses were prevented from sports activities.

It is learned from the news coverage of 20 October 2024 that, prisoners in Adana Kürkçüler Prison and Adana Suluca Prison campuses were subjected to mouth searches and handcuffed medical examinations during hospital transfers, and that prisoners who reject these practices could not benefit from medical treatment.
(10/261) Prisoner Whose Release Was Postponed by the Prison Administration and Observation Board…
It is learned from the news coverage of October 21, 2024, that the release of Şakir Akkurt, a prisoner in Antalya S Type Prison, who completed his life sentence of 30 years on April 24, 2024, was postponed for the second time by the Prison Administration and Monitoring Board (İGK) on October 12, 2024, and was extended for 6 months. It is also reported in the news that Şakir Akkurt’s release was postponed once before for 6 months by the IGK.
(10/262) Lawyer Threatened in Adana…
It is learned from the news coverage of 18 October 2024 that, lawyer Şiar Rişvanoğlu, a member of the Human Rights Association (IHD) and Progressive Lawyers Association (ÇHD) Adana Branch, received a racist and hateful threatening text with the signature of ‘Turkish Revenge Brigade’ from an anonymous person or persons on his car in front of his office, and that the tires of Şiar Rişvanoğlu’s car were slashed. It is also reported in the news reports that another paper with three crescent and bozkurt signs was placed next to the threatening text.
Lawyer Şiar Rişvanoğlu stated the following to the press: “I made a speech at the general assembly of the Bar Association, and the threatening message was centered on that. My speech was shared in ÇHD’s groups and so on. I made a speech on the Palestinian case, the treatment of Polonez workers and the working class, the treatment of sick prisoners, the treatment of the Kurdish people, and poverty. As a lawyer, I made a speech to create sensitivity to social issues. I also submitted a motion to the general assembly of the bar association. I submitted a motion to close the Kürecik and Incirlik Base and to stop the shipments to Israel from the Baku-Ceyhan Line. After this speech, I received a threatening message. In 2020, I was also threatened by unknown persons. Unfortunately, that investigation did not yield any results”.

4 people (Ali Günay, Mehmet Hüseyin Günay, Yusuf Alğan, and Mehmet Erdem) were detained on the allegations of ‘aiding an illegal organization’ during the operations in the Barman neighborhood of the Savur district of Mardin, following the curfew in Pınardere and Yeşilalan neighborhoods of Savur district of Mardin between 00.01 and 14.30 on October 20, 2024. Detained 4 people were released on 21 October 2024 after statement procedures at the gendarmerie station.

It is learned from the news coverage of 20 October 2024 that, Istanbul Public Prosecutor’s Office initiated an investigation against Kemal Kılıçdaroğlu, former chair of Republican People’s Party (CHP), on the grounds of ‘publicly insulting the President’ through a social media post he made on 18 October 2024.

It is learned from the news coverage of 20 October 2024 that, the Adana Public Prosecutor’s Office initiated an investigation against Şahin Sarı, chair of Adana Ağrı People’s Association, on the grounds of a social media post, for ‘insulting the signs of the sovereignty of the state’ and Şahin Sarı gave his official statement through the investigation on 15 October 2024.

The dissolution lawsuit filed against Tarlabaşı Community Support Association (TTM) on the grounds that the association’s activities are ‘unlawful and immoral’ continued to be heard on 21 October 2024 at Istanbul Civil Court of First Instance No 18. The court adjourned the hearing to 17 March 2025.
(10/267) People on Trial for May 1 Celebrations…
The trial of the case against 17 people for marching to Taksim during the 1 May celebrations continued on 18 October 2024 at Istanbul Heavy Penal Court No 24. The prosecutor declared the final opinion on the case and demanded a sentence for 17 people on the charges of ‘violating Law on Meetings and Demonstrations No 2911’ and ‘making propaganda for an illegal organization’. The court adjourned the trial to 6 December 2024.
(10/268) Former Association Co-Chair on Trial in Istanbul…
On October 18, 2024, the final trial of the case against Eyüp Subaşı, former co-chair of Komeleya Lêkolînên Kurdî (Kurdish Research Association), was held at Istanbul Heavy Penal Court No 24 on October 18, 2024. The court sentenced Eyüp Subaşı to 6 years and 3 months for ‘being a member of an illegal organization’.
(10/269) Person on Trial for the Killing of a Child from Gabon in Karabük…
On 18 October 2024, the trial of the case against 1 defendant Dursun A., who is arrested for the death of Jeannah Danys Dinabongho Ibouaganga (17,k), a Gabonese citizen and student of Karabük University, who was not heard from since 24 March 2023 and was found dead in Filyos Stream in the Çaycuma district of Zonguldak on 27 March 2023, continued at Karabük Heavy Penal Court. The court rejected the request of the complainant lawyers for a new discovery in Filyos Stream, ruled for the continuation of the detention of the defendant Dursun A., and adjourned the trial to 29 November 2024.

According to the news coverage of 21 October 2024, the LGBTI+ news website https://kaosgl. org was blocked from access through ‘family’ and ‘child’ profiles as of 18 September 2024 within the scope of ‘secure internet service’ provided by Information and Communication Technologies and Communication Authority (BTK), BTK responded to Kaos GL who applied for information through Presidential Communication Presidency (CİMER), and reported that the access blocking decision was taken ‘within the scope of family and child profiles in line with the provisions of Article 41 titled “Protection of the family and children’s rights” and Article 58 titled “Protection of youth” of the Constitution’.
(10/271) Curfew in Mardin…
The Governorate of Mardin announced on October 20, 2024, that a curfew was imposed in 2 rural neighborhoods of the Savur district of Mardin as of 00.01 on October 20, 2024, until further notice. The Governorate of Mardin lifted the curfew as of 14.30 on 20 October 2024 with a second announcement on the same day.
The rural neighborhoods under curfew are Pinardere and Yesilalan.
