(02/154) Extra Judicial Killing in Koruköy…
An open ended curfew was declared in Korukoy village of Nusaybin district on 11 February 2017 and was lifted a day after. The village was blockaded. According to the news appeared in press, 3 persons were died in an extra judicial killing. 2 persons are missing. 39 persons were detained. Before taken to Nusaybin Police Headquarter, the detainees were tortured in village square.
The names of the detainees who were taken to Counter Terror Branch are as follows: Hüseyin Toy, Gülbahar Toy, Cane Göktürk, Nihat Göktürk, Songül Koçhan, Telfa Koçhan, Emine Göktürk, Ali Göktürk, Haydar Gölçik, Sefkan Bayhan, Türkan Bayhan, Şevki Akat, Halil Zengin, Abdul Vahap Zengin, Abdülmecit Yakut, Şakir Yakut, Hasan Bayhan, Rıfat Bayhan, Mehmet Tahir Görgü, Baran Görgün, İsmail Ay, Osman Doğan, Abdullah Doğan, Ali Görgün, Hatip Tunç, muhtar, Ferhan Bayhan, Şükrü Görgün, Necmia Görgün, İsmail Tunç, Sabri Görgü, Behçet Koçhan, Vasfi Doğan, Ferhan Doğan, Edip Ay, Mecit Bal, Halit Toy, Mehmet Toy, Şükrü Koçhan.
Zahir Doğan (60) and Hanife Doğan (55) were released after they had been detained.
Two delegations, one HDP-DBP delegation and the other IHD- Diyarbakir Bar delegation, which went to the region to report what had happened, were not let in the village.
(02/155) Bomb Attack in Viransehir…
A bomb blasted on 17 February 2017 in Viransehir district of Urfa near the lodging building of judges and prosecutors. Two persons lost their lives, one İbrahim Kete (27 years old, quarter guard) and the other Ahmet Oktay Gunak (10 years old). 18 persons were injured.
26 persons were detained in connection with this bombing.
(02/156) Torture and Ill-Treatment in Custody…
The reporter of Azadiya Welat, which was closed down by a decree with the force of law, Hayati Yıldız was detained on 17 February 2017. According to the news appeared in press, he was beaten by members Police Special Forces; there were bruises, paniculas on his face; he could not step on his left leg.
According to the news appeared in the press 126 HDP and DBP members and executives, who were detained during police operations on 9 February and 13 February 2017, subjected to physical and psychological torture in Istanbul Police Headquarter. Lawyer Nagehan Aycil told the press that the detainees were cuffed behind, were insulted, the food given by the police was very bad. She also added that many detainees suffered serious health problems.
16 persons, including children, who were detained on 11 February 2017 in Van, subjected torture in Conter Terror Branch and Child Brach at Van Police Headquarter. According to the news appeared in the press, there were bruises on Cengiz Teymur’s face and body, police member apply pomade on his face and body in order to hide the traces of torture. Y.B. (15 years old) was arrested and was sent to Van T Type Prison.

According to the news appeared in press on 17 February 2017, the ward of women prisoners in Elazıg T Type Prison were raided by Gendarme Special Forces because they did not accept to stay in line during roll calls During this raid Nazli Solgun, Sudan Guven, Yaprak Tastan, Ahiret Hayat and another woman whose name could not be reached were beaten and were taken to cells and they were tortured there.
The reporter of DIHA, which was closed down by a Decree with Force of Law, Ziya Ataman was not taken to hospital because of the prevention of prison administration.

HDP Sırnak MP Ferhat Encü was detained on 17 February 2017 at Sırnak Airport and was arrested by the court. An arrest warrant had been issued for him upon the objection of the prosecutor to his release.
HDP Batman MP Mehmet Ali Aslan was detained on 18 February 2017 in Mardin’s Midyat district upon an arrest warrant about him. After he had given his statement, he was released.

The Co-Mayor of Catak district of Van Evin Keve, who was detained on 14 February 2017 in Ankara, was arrested on 16 February 2017 for ‘being a member of an illegal organization.’

The Turkey correspondent of Die Welt Deniz Yücel was detained on 17 February 2017 in connection with the investigation about the publishing of the emails of Minister of Energy Berat Albayrak.
Journalist Selahattin Aslan, who was detained on 14 February 2017 at Sabiha Gokcen Airport, was taken to court on 17 February 2017 and released with a ban on leaving the country.
Hayati Yıldız, an employee of daily Azadiya Welat, which was closed down by a Decree with the Force of Law, was detained on 18 February 2017 in Diyarbakir. He was taken to Diyarbakır Police Headquarter.

Police intervened a stand which was opened by public employees who had been expelled with a Decree with the Force of Law. 4 teachers are reportedly to be detained and taken to Efeler Police Station.

Metin Bayik, Vice Co-Mayor of Cizre, was arrested for ‘being a member of an illegal organization’ on 17 February 2017.
12 readers of the journal Yeni Demokratik Genclik were detained on 17 February 2017 in an Elazig centered police operation. . The names of the detainees which could be reached are as follows: Kamil Söylemez and Dilek Kurban. The detainees are taken to Elazig Police Headquarter.
4 persons, including provincial executives of HDP, were detained on 17 February 2017 for their social media shares. The names of the detainees are as follows: Zeynep Dinç, Cihat Demir, Hasan Demirkapu and İnanç Dinç. They are taken to Elazig Police Headquarter.
Lokma Alpsar, who had been detained on 15 February 2017 in Daggol quarter of Hakkari, was arrested for ‘being a member of an illegal organization’ on 17 February 2017.
13 persons, who were detained on 13 February 2017 in Islahiye district of Antep for their social media shares, were taken to court on 17 February 2017. Eyyup Durdu was arrested for ‘making propaganda of an illegal organization.’
Ahmet Top, Fatma Top who were detained on 16 February 2017 in Tunceli and Headperson of Dogucak village Asım Kaya and Alkan Çetin who were detained during villages raids in Mazgirt, were released after they had given their statements to public prosecutor.
DBP Co-Chair for Gergus district Salih Gezer and district executive Ahmet Oduncu were detained on 16 February 2017 in Gergus. Theye were taken to Gercus Distirct Police Headquarter.
Police detained a 92 percentage disabled person named Aziz Kanar on 13 February 2017 in Viransehir during a house raid.
43 persons who were detained on 13 February 2017 and the following day in Izmir and among whom there were members of HDP, SYKP and ESP, were taken to court and they were all released with judicial control condition.
Hasan Vural, HDP Co-Chair for Dörtyol district of Hatay, was detained on 16 February 2017 in connection with an investigation in Adana. He was taken to Adana.
Ismail Aymaz and Sezgin Sozal were detained on 16 February 2017 in Yalangoz village of Hatay’s Kirkhan district during a village raid of gendarme.
36 persons, who were detained in Adana in connection with police operations about the anniversary of Abdullah Ocalan’s delivery to Turkey, were taken to court on 17 February 2017 and all were released.
3 persons, who were among the persons detained on 15 February 2017 in Mersin, were taken to court on 17 February 2017. Masallah Deniz and Ugur Deniz was arrested for ‘being a member of an illegal organization.’ Mahsum Dag ws released with a judicial control condition.
3 persons named A.T., I.T. and Y.T. were detained on 16 February 2017 in Cerkezkoy district of Tekirdag for ‘making propaganda of an illegal organization’ and for ‘insulting the Head of State.’ They were taken to the court on the same day and they were arrested.
(02/163) Detentions and Arrests in Connection with the Coup d’État Attempt…
24 employees of TUBITAk were detained on 16 February 2017 in a Kocaeli centered police operation during house raids. 14 persons were detained in Istanbul, 2 were detained in Ankara and 8 were detained in Kocaeli. They are taken to Kocaeli Police Headquarter.
22 persons were detained in an Adiyaman centered police operation. Of these 22 persons, 7 were arrested on 6 February 2017. 13 were released with a judicial control decision.
(02/164) Case of Basements in Cizre…
Cizre Public Prosecutor’s Office gave a decision of non-prosecution about a criminal complaint against security forces on the deaths of civilians who were stuck in basements in Cizre. Public Prosecutor’s Office, who reportedly had not examined the basements because of security risks and who had not examined the camera recordings of the armored vehicles which were on duty in that region, reached the verdict that there was no room for persecution because there were lawful reasons in that incident.
(02/165) The Trial of Kiziltepe JİTEM…
Ankara Heavy Penal Court No 5 continued on 17 February 2017 the case against 4 soldiers and 5 temporary village guards. The indictment wants the defendants to be sentenced for the crimes which were committed by members of JITEM in Mardin’s Kiziltepe district between 1992 and 1996. The only defendant who came to the hearing was Unal Aslan. After the statements of the complainants, the court adjourned the hearing to 10 May 2017. On 10 May, a secret witness will testify.
(02/166) HDP MPs on Trial…
Diyarbakır Heavy penal Court No 5 started on 16 February 2017 the case against HDP Diyarbakir MP Caglar Demirel. The indictment wants the defendant to be sentenced for ‘being a member of an illegal organization’, ‘making propaganda of an illegal organization’, ‘participating illegal meetings and marches without weapons.’ Demirel participated the hearing from Kandıra Prison via SEGBIS. After the defenses, the court adjourned the hearing to 23 May 2017.
Diyarbakır Heavy penal Court No 5 accepted the indictment which was prepared by Diyarbakir Public Prosecutor’s Office against HDP Kars MP and Party Spokesperson Ayhan Bilgen. The indictment wants the defendant to be sentenced to 25 and a half years imprisonment for ‘inciting people to commit crime’ and ‘inciting people to illegal meetings and marches.’ The indictment is about the declaration of HDP Central Executive Board dated October 2014 on Kobane. Bilgen was detained on 29 January 2017 in Ankara in connection with this investigation and was released. Upon the objection of Diyarbakir Prosecutor’s Office, he was detained again on 31 January 2017 and was arrested.

Istanbul Heavy penal Court No 13 continued on 16 February 2016 the case against academic Beyza Ustun, journalist Murat Celikkan. The indictment wants the defendants to be sentenced for ‘making propaganda of an illegal organization.’ The defendants were chief editors on duty of daily Ozgur Gundem. After the defenses, the court adjourned the hearing to 16 May 2017.

Diyarbakır Heavy Penal Court No 4 continued on 16 February 2017 the case against DBP executives Cimen Isık, Pero Dundar, Yusuf Koyuncu, Turan Genc, Olcay Kanlıbas and Abdullah Cin, KJA member Zozan Toprak. The indictment wants the defendants to be sentenced for ‘founding and managing an illegal organization.’ After the reading of the indictment ant the defenses, the court released Ridvan Sincar, Olcay Kanlibas and Zozan Toprak to be tried without remand and adjourned the hearing to 10 May 2017.
(02/169) Persons on Trial for ‘Making Propaganda of an Illegal Organization’
Diyarbakır Heavy Penal Court No 4 continued on 17 February 2017 the case against the members of TEVGER (Association of Kurdistan Youth Movement). The indictment wants the defendants to be sentenced for ‘making propaganda of an illegal organisation.’ After the defenses, the court sentenced Roger Cager, Kadir Sutay and Vedat Yaras to 1 year and 3 months imprisonment and deferred the announcement of the verdict.

Istanbul Heavy Penal Court No 24 continued on 16 February 2017 the case against 25 persons including Barkın Timtik, an executive of CHD which was closed down by a Decree with the Force of Law and a member of People’s Law Office. The defendants were detained during a police raid to Kırac Cemevi on 15 December 2016. After the defenses, the court released 23 defendants to be tried without remand.
(02/171) Trustee Appointed to Municipality…
On 17 February 2017, Ministry of Interior appointed Serhat Karabektas, sub-governor of Caldıran, as a trustee to Bahcesaray District Municipality in Van province.
The total number of trustees appointed to municipalities reached the number of 81.
(02/172) Banned Activities under the State of Emergency…
Governorate of Artvin banned on 16 February 2017 all meetings, demonstrations, public statements, press statements, sit in actions, stands and distribution of leaflets, and activities for a month starting from 18 February 2017 to 18 March 2017. Arvin Governorate banned all the actives in Artvin firstly on 19 September 2016. On 19 November 2016, 18 December 2016 and 17 January 2017 this banned was reissued by the Governorate.
The Governorate of Diyarbakır banned on 19 February a conference which would be organized by Furkan Foundation.
(02/173) Constitutional Referendum…
Members of Peace Block were intervened on 18 February 2017 in a café at Kadikoy, Istanbul by an employee of the café.
Members of TKP were attacked on 18 February 2017 in Samsum while they were campaigning for “NO” for the upcoming Constitutional Referendum. A TKP member’s nose reportedly to be broken because of this incident.
According to the news appeared on 18 February 2017 in press, the Governorate of Aydin found the leaflets of United June Movement about the Constitutional Referandum “improper” and banned the distribution of them in Aydin.
Members of United June Movement were attacked on 19 February 2017 in Maltepe, Istanbul by a group who was reportedly to be from grey wolves. Person was injured because of this incident.
