(01/098) Curfew in Cizre…
The curfew in Cizre district of Şırnak reached its 37th day as of 19 January 2016.
6 persons were reportedly wounded when a house was shot with a howitzer in Şah quarter during the heavy clashes on 15 January 2016. Veli Müjde (38) died in the hospital.
Abdullah İvedi and another person were killed during the clashes that broke out on 16 January 2016 in Sur quarter.
3 persons including a child were reportedly wounded when a house was shot with a howitzer nearby Şeyh Seyda Mosque in Şah quarter on 17 January 2016. Hayrettin Şınık (10) died on the way to hospital.
Rıdvan Kaymaz was shot at head and killed on 17 January 2016 in Sur quarter.
Hüseyin Paksoy who was shot at leg on 15 January 2016 in Nur quarter died on 18 January 2016 on the allegations that the ambulance was not allowed to enter the quarter. ECtHR took interlocutory injunction decision upon appeal by the lawyers of the family. Hüseyin Paksoy was identified by his family on 19 January 2016.
The child M.İ. (boy) was heavily wounded during a clash that broke out on 18 January 2016 in Şah quarter.
İ.Ü. (15-boy) was wounded with a howitzer on 18 January 2016 in Cudi quarter.
Mehmet Kaplan (35) was shot at head and killed on 18 January 2016 on Ömer Hayyam Avenue in Cudi quarter.
Orhan Tunç who was shot on 19 January 2016 while leaving his house on İdil Avenue in Cudi quarter was allegedly left on the street on the grounds that the ambulance was not allowed to enter the quarter.

The curfew in Sur district of Diyarbakır reached its 40th day as of 19 January 2016.
3 persons were allegedly wounded with shrapnel on 15 January 2016 in the district.
Kadir Tozan was heavily wounded when fire opened in İskenderpaşa quarter.
2 unidentified persons were killed during the heavy clashes on 16 January 2016 nearby Kurşunlu Mosque ve Süleyman Nazif School.
(01/100) Curfew in Silopi…
The curfew in Silopi district of Şırnak was partially lifted on the 37th day on 19 January 2016. The Governorate of Şırnak announced that the curfew will be imposed during the night between the hours 18.00 and 05.00.
The body of a male was reportedly found on 18 January 2016 in Başak quarter. The person was about 30 years old and handcuffed from behind.

Ferit Kösem (15) who was wounded when an explosive material exploded in Peyas quarter of Kayapınar district in Diyarbakır died on 15 January 2016 in the hospital.
(01/102) Person Killed During Curfew in Nusaybin…
On 22 December 2016, 2 persons were killed during the curfew in Nusaybin district of Mardin. One of the persons was Medeni Orak and the other person was identified as Rohat Karakoç according to the news appeared in the press on 17 January 2016.

One of the persons who were killed during the operation on 4 January 2016 in Dicle quarter of Şırnak was identified as Seyfettin Ege.
(01/104) Operations and Attacks in the Southeast…
1 solider was reportedly killed and 7 soldiers were wounded during the armed clashes on 15 January 2016 in Sur district of Diyarbakır.
4 police officers and 5 soldiers were also wounded during the clashes on 16 January 2016.
The police officer Ali Bulduk who was shot by a sniper and wounded in Sur district of Diyarbakır died on 16 January 2016 in the hospital.
On 17 January 2016, a soldier was reportedly killed in Sur.
3 police officers died and 4 police officers were wounded when a bomb exploded during the passage of an armoured vehicle on 17 January 2016 in İdil district of Şırnak.
2 police officers died and 10 police officers were wounded when a police bus was attacked on 18 January 2016 with a rocket launcher in Şırnak.
A Specialised Sergeant who was shot and wounded by a sniper on 18 January 2016 died in Diyarbakır Military Hospital.
Governorate of Hakkari announced on that several regions in Yüksekova, Şemdinli and Çukurca districts of the province were decided to be temporary security zones for 15 days from 19 January 2016 to 2 February 2016. Entrance of civilians to the security zones was also banned.

Ayşegül Polat died and a student was wounded on 18 January 2016 in Kilis when a rocket allegedly launched by IS/ISIS from Syria to Kilis shot Eyüp Gökçeimam school in the city.
(01/106) Abdullah Cömert Case…
Balıkkesir Heavy Penal Court No 2 continued on 15 January 2016 to hear the case against the police officer Ahmet Kuş (29) launched on charges of the killing Abdullah Cömert (22) with a tear gas canister on 3 June 2013 in Hatay during Gezi Park demonstrations. The case was transferred to Balıkesir Heavy Penal Court No 2 for security reasons. The indictment wants the defendant to be sentenced to a term of imprisonment up to 25 years for “killing with eventual intent”.
Only lawyers and members of the Ayvalıtaş family were allowed to attend the hearing. The court rejected the demand for the arrest of defendant and adjourned the hearing to 19 February 2016. The court decided at the previous hearing to write Forensic Institute to ask for the completion of the report demanded by the court or present an excuse for not preparing the report.
(01/107) Kızıltepe JİTEM Case…
Ankara Heavy Penal Court No 5 continued on 15 January 2016 to hear the case against 9 persons including former Diyarbakır Gendarmerie Commander Colonel Eşref Hatipoğlu and former Kızıltepe Gendarmerie Deputy Commander Hasan Atilla Uğur launched in connection with the disappearances of 22 persons in detention and/or killings by unidentified persons in Mardin and its districts between the years 1992 and 1996. 4 soldiers and 5 village guards are on trial in this case.
The lawyers demanded recusation on the grounds that the judges were biased, preventing the defendants to be tried, and sent the files of the case to the Supreme Board of Judges and Prosecutors (HSYK) without legal basis. The court adjourned the hearing to 27 April 2016 to wait for the decision of a higher court on the demand.
The court ruled at a previous hearing to send the files of the case to the Supreme Board of Judges and Prosecutors (HSYK) relying on the position of the Eşref Hatipoğlu and Hasan Atilla Uğur on the day of crime. Since the HSYK did not reply, the court adjourned the hearing to 15 January 2016.
Similar to the previous cases concerning disappearances in detention, killings by unidentified persons and extra-judicial executions, the lawyers of the defendants applied to the Court of Cassation to transfer the case to another province for security measures. The Court of Cassation decided to send the case to Ankara Heavy Penal Court No 5.
(01/108) Mehmet Ayvalıtaş Case…
Anadolu (İstanbul) Heavy Penal Court No 8 continued on 18 January 2016 to hear the case against Mehmet Görkem Demirbaş (19) and Cengiz Aktaş launched in connection with the killing of Mehmet Ayvalıtaş (21). On 2 June 2013, the defendants drove their car into the crowd during a Gezi Park demonstration in Ümraniye district of İstanbul and caused the death of Mehmet Ayvalıtaş.
After reading the expert’s report on crime scene investigation, the court adjourned the hearing to 3 March 2015.
(01/109) Torture and Ill-treatment in Custody in Şanlıurfa …
The police intervened a group of persons on 17 January 2016 in Şanlıurfa who were going the house of Mizgin Karageçili for “condolence” and detained 23 persons. The detainees were reportedly beaten in Şehitlik Emin Çavuş police station. Head bones of one of the detainees were reportedly broken with a wooden stick. Mizgin Karageçili was killed during the operations in Kızıltepe district of Mardin.

Operations were conducted against the signatories on 16 January 2016 in Van. The academics Şaura İbrahim Garip and Selahattin Şen from Van 100th Year University were detained.

The police prevented the persons who came to the Court House in Kocaeli for the solidarity with the academics detained on 15 January 2016 for signing the petition and detained 4 persons. The petition was demanding the government to end curfews and operations in blockaded districts Sur, Cizre and Silopi.

The police intervened the protest staged by the members of Socialist Party of the Oppressed (ESP) on also 16 January 2016 in Sarıgazi quarter of Sancaktepe district in İstanbul and detained 5 persons.
The police also intervened the protest staged by the members of New Democratic Youth (YDG) on 16 January 2016 in Alsancak quarter of İzmir and detained 5 persons.

According to the news appeared in the press on 16 January 2016, Adana Heavy Penal Court No 5 concluded to hear the case against 11 persons launched after the operations conducted in 2010 in Adana in connection with a “Democratic Patriotic Youth Assembly Investigation”.
The court sentenced 8 defendants to 7 years and 6 months’ imprisonment for “being member of an illegal organisation” and acquitted 3 defendants.

Seyhmuz Bülbül, Erol Cengiz and Erhan Basut who were among 11 persons detained during the raids against the Democratic Regions Party (DBP) premises and houses in Erciş district of Van were arrested on 15 January 2016 on the allegations of “attempting to disrupt the unity and territorial integrity of the state”

The police conducted house raids on 15 January 2016 in Adana and detained 4 persons including 3 children on the allegations of “taking part in an illegal demonstration”. The police also detained 5 persons during the raids conducted in Efeler district of Aydın.
İhzan Avlar, Peoples’ Democratic Party (HDP) Co-Chair for Derik district in Mardin, was detained in the city centre of Derik district.
Müjdat Yıldız (30) and Şaban Yeğin (45) who were among 3 persons detained during house raids in Bismil district of Diyarbakır were arrested on 15 January 2016 on the allegations of “being member of an illegal organisation”.
The student Mehmet Narin who was detained in Mersin was arrested on 15 January 2016 on the allegations of “being member of an illegal organisation”.
Necip Yılmaz and Tanju Gelici who were detained during house raids in Şemdinli district of Hakkari were arrested on 15 January 2016 on the allegations of “being member of an illegal organisation”.
Hüsnü Yaprak who was called to the Anti-Terror branch to testify in connection with an incident was arrested on 15 January 2016 on the allegations of “being member of an illegal organisation”.
The students M.A. and A.M. who were detained during house raids in Kayseri were arrested on 16 January 2016 on the allegations of “being member of an illegal organisation”.
Dicle News Agency (DİHA) correspondent Yasin Kobulan was detained on 16January 2016 in Diyarbakır on the allegations that there was an arrest warrant issued against him.
Gendarmerie soldiers conducted raids on 16 January 2016 in Doğubayazıt district of Ağrı and detained 6 persons.

12 persons were reportedly detained during the house raids conducted on 16 January 2016 in İstanbul.
