(09/085) Operations and Attacks in the Southeast…

3 militants were allegedly killed during an armed clash that broke out on 14 September 2015 during the military operations nearby Ağrı Moutain.

PKK militants opened fire against a vehicle on 14 September 2015 on Erzurum road in Karlıova district of Bingöl on the grounds of not obeying stop warning. A soldier was wounded in the vehicle.

A police officer was wounded when a bomb exploded on 14 September 2015 during the passage of a police vehicle in Dargeçit district of Mardin.

A police officer was wounded when Security Directorate in Hazro district of Diyarbakır was attacked on 14 September2015.

12 soldiers were wounded during an explosion on 15 September 2015 in Suluca district of Muş.

3 civilians were wounded when a police station in Bağlar district of Diyarbakır was attacked on 13 September with a rocket launcher.

The prisoner Kadir Kaya (30) and 2 police officers died, 2 police officers were wounded when a bomb exploded on 15September 2015 during the passage of an armoured vehicle nearby Rezan village while transferring prisoners from Yüksekova district to Hakkari Prison.

3 police officers died and a police officer was heavily wounded when a bomb exploded on 16 September 2015 during the passage of an armoured vehicle in Nusaybin district of Mardin.

9 militants were allegedly killed during armed clashes that broke out on 15 September 2015 in the rural areas of Eruh and Pervari districts of Siirt.

3 civilians were wounded when a bomb exploded on 17 September 2015 during the passage of a police vehicle in Tatvan district of Bitlis.

Governorate of Van announced on 14 September 2015 that the implementation of security military zones in several regions of Başkale and Çatak districts was prolonged for 15 days.

According to the news appeared in the press on 16 September 2015, Governorate of Bitlis announced that several regions in the central district, Tatvan, Güroymak, Hizan and Mutki districts were decided to be military security zones until 1 March 2016. Entrance of civilians to the military security zones was also banned.

Governorate of Muş announced on 17 September 2015 that several regions in the Varto district were decided to be military security zones until 1 March 2016. Entrance of civilians to the military security zones was also banned.

(09/086) Persons Killed and Wounded by the Police in Van…

On 15 September 2015, the police besieged the Şehit Fırat quarter of Edremit district in Van and opened fire against a group of persons protesting recent developments. Vedat Balık (18) was shot and heavily wounded during the intervention. He died on the allegations that the police did not allow ambulance or health officers to help him.

The police also besieged the same night the Hacıbekir quarter of İpekyolu district in Van and Mahsun İlkaş (20) was heavily wounded when the police opened fire.

(09/087) Extra-judicial Killing in Kilis…

Reşid Simito (21) died when military troops opened fire when a group of persons wanted to pass the border from Afrin canton of Rojava to Kilis province in Turkey on 16 September 2015.

(09/088) Extra-judicial Execution Trial…

On 14 September 2015, Ankara Heavy Penal Court No 6 continued to hear the case against 18 retired and regular soldiers launched in connection with the killings of the HPG militants Sunullah Keserci and Necmeddin Ahmed Hasan, and villager İbrahim Atabay (18) on 6 October 2009 in Buğulukaynak (Kel) village in Çaldıran district of Van.

According to the indictment, the militants were unarmed and trying to leave the village during the incident. But Beşir Atalay, who was the Ministry of Interior Affair then, alleged that the militants died during an armed clash.

After hearing the demands of the lawyers, the court rejected the demand for the arrest of the defendants and adjourned the hearing to 12 October 2015.

The case was transferred to Ankara for security reasons. The grave of Sunullah Keserci was reportedly opened on 26September 2014 and the body was transferred to İstanbul Forensic Institute for autopsy and examination. The court still waits for the report of Forensic Institute.

(09/089) Emrah Demir Case…

Karşıyaka (İzmir) Heavy Penal Court started on 15 September 2015 to hear the case against the police officer Deniz G. launched in connection with the killing of Emrah Demir (21). After hearing the demands of the lawyers, the court rejected the demand for the arrest of the defendant and adjourned the hearing to 10 November 2015.

Emrah Demir was shot to death by the police officer Deniz G. on 14 December 2014 in Menemen district when they had a dispute. The police officer is on trial in this case without remand and the court will start to hear the case on 15 September2015.

(09/090) JİTEM (Diyarbakır) Case in Ankara…

Ankara Heavy Penal Court No 6 continued on 17 September 2015 to hear the gendarmerie intelligence service JİTEM case against 16 defendants including 5 on-the-run defendants launched in connection with the killings of 26 persons including Musa Anter in Diyarbakır and neighbouring provinces.

After the presentations of the lawyers, confessor Hamit Yıldırım testified at the hearing. The court rejected to release the only remanded defendant Hamit Yıldırım to be tried without remand and combining the case with the JİTEM case at Diyarbakır Heavy Penal Court No 1. The court adjourned the hearing to 9 November 2015.

(09/091) Pressures in Prisons…

29 prisoner incarcerated in Batman M-type Prison were reportedly transferred to other prisons without their demand.

(09/092) Person on Trial on the Allegations of Insulting State President…

According to the news appeared in the press on 15 September 2015, a court case was launched against Onur Erem, journalist with the daily Birgün, on the allegations of “insulting the State President”. The case was launched in connection with the news entitled “Google da biliyor: Hırsız, katil AKP ve Erdoğan” (google knows: AKP and Erdoğan are Murderers and Thieves) and published in the paper on 8 May 2015.

The indictment wants the defendant to be sentenced according to the Article 299 TPC. Çağlayan (İstanbul) Penal Court of First Instance No 50 will start to hear the case on 28 January 2015.

(09/093) Access to News Agency’s Web Site Banned…

A new domain “www.dicle-news.info” of Dicle News Agency (DİHA) which was launched recently was also banned by Telecommunication Communication Presidency on 17 September 2015. Access to 19 domains of DİHA was previously banned.

(09/094) Investigations, Detentions and Arrests on the Allegations of Insulting State President…

5 persons who took part in a march staged on 15 September 2015 in Kadirli district of Osmaniye to protest in the recent deaths of police officers and soldiers during armed clashes were detained on the allegations of “insulting the State President”.

(09/095) Journalist Convicted on the Allegations of Insulting State President…

According to the news appeared in the press on 17 September 2015, Ankara Penal Court of First Instance No 29 concluded to hear the case against journalist Aytekin Gezici launched on the allegations of insulting the State President. The court sentenced the defendant to 5 years and 9 months’ imprisonment under the Article 299 TPC for “insulting the State President” and to 1 year and 9 months’ imprisonment under the Article 125 TPC for “insulting public officer”. The sentences were commuted to fine.

The police conducted house raid on 18 March 2015 in Adana and detained Aytekin Gezici on the allegations of insulting State President with the twits s/he wrote.

(09/096) Protest Intervened in Mardin…

The police intervened the demonstration staged on 16 September 2015 in Nusaybin district of Mardin to protest in the police violence and wounded S.B. (14) by shooting at leg and arm.

(09/097) Protest Intervened in Diyarbakır…

The police intervened the demonstration staged on 15 September 2015 in Bağlar district of Diyarbakır to protest in the recent human rights violations and police violence. A.D. (13) and O.D. (17) were wounded when the police opened fire to disperse the crowd..

(09/098) Protest Intervened in Mersin and Adana…

The police intervened the demonstration staged on 14 September 2015 in Adana, Mersin and Tarsus district of Mersin to protest in the recent human rights violations. 3 persons in Adana were wounded when the police opened fire to disperse the crowd. 24 persons were detained during the interventions in Tarsus and Mersin.

2 persons who were among detainees were reportedly arrested on the allegations of “being member of an illegal organisation”.

(09/099) Operations throughout Turkey…

Military troops raided several villages on 14 September 2015 in Şırnak and detained 13 villagers.

Special Forces detained 2 persons in Dargeçit district of Mardin. The reason of the detention was not disclosed.

Şenol Yağızer who was detained in Bulanık district of Muş was arrested on 14 September 2015 on the allegations of “being member of an illegal organisation”.

19 persons who were among 25 persons detained for entering a military security zone on Ağrı Mountain were arrested on 15 September 2015 on the allegations of “being member of an illegal organisation”.

The police conducted house raids on 15 September 2015 in Tunceli and detained 6 persons. The detainees Cihan Gök, Ali Rıza Bilginli, Bülent Kırmızıçiçek were arrested on 17 September 2015 on the allegations of “aiding and abetting an illegal organisation”.

On 15 September 2015, 17 persons were detained in Şanlıurfa and its district.

The police conducted house raids on 16 September 2015 in İstanbul and detained 13 persons on the allegations of“being member of Patriotic Revolutionary Youth Movement (YDG-H)”

Nejdet Nüksel, Peoples’ Democratic Party (HDP) executive for Pendik district, who was among detainees was reportedly arrested on the allegations of “committing crime in the name of an illegal organisation without being a member of the organisation”.

The police conducted house raids on 15 September 2015 in Adana and detained 6 persons including a child. The reason of the operations was not disclose.

One of the detainees Kenan Özlük was arrested on 17 September 2015.

Şemsettin Solhan, representative of the Natural Advertisement Agency, was arrested on 16 September 2015 on the allegations of “being member of an illegal organisation” after going to Security Directorate in Kızıltepe district of Mardin to testify.

Salih Işık, Democratic Regions Party (DBP) member of the Municipality Assembly in Siverek district of Şanlıurfa, who was detained during a raid in Çıkrık village was arrested on 16 September 2015 on the grounds that his conviction in a KCK case was confirmed by the Court of Cassation.

The police conducted house raids on 16 September 2015 in Kahramanmaraş and detained 5 persons including Ümit Çogan, Human Rights Association (HRA) executive for Kahramanmaraş branch.

HDP executive for Osmangazi district in Bursa province Özcan Aslan and Vahit Işık who were among 7 persons including 2 children detained on 17 September 2015 after the attack against HDP premises in the district were arrested same day on the allegations of “making propaganda of an illegal organisation”.

Muzaffer Tunç, DBP executive for Silvan district of Diyarbakır, was arrested on 17 September 2015 on the allegations of “being member of an illegal organisation”.

On 17 September 2015, the police raided the office of Recep Gültepe, HDP Co-Chair for Edremit district in Van, and detained Recep Gültepe. The reason of detention was not disclosed.

DBP and HDP members Yalçın Altay, Zafir Hamitoğlu and Serkan Altun who were detained during house raids in Göle district of Ardahan were arrested on 17 September 2015 on the allegations of “being member of an illegal organisation”.
