(02/109) Person Died Under Custody in Hatay…

It is learned that Hatay Public Prosecutor’s Office launched an investigation about the torture and ill-treatment at Altınözü Gendarmerie Command, where Ahmet Güreşçi and Sabri Güreşçi were taken under custody in Hatay on February 11, 2023; which killed Ahmet Güreşçi and injured Sabri Güreşçi.

(02/110) Allegations of Torture and Other Ill-Treatment in the Earthquake Region…

In several videos shared on social media between 10-13 February 2023, it was claimed that at least 10 people were subjected to physical violence by law enforcement officers and civilians in 6 incidents reported to be in the earthquake region.

It is learned from the news coverage of February 13, 2023 that, 2 Syrian asylum seeker children were subjected to physical violence of the police as they were waiting in line for food in Elbistan district of Maraş, and they were injured at several body parts. It is reported that the children who went to Elbistan State Hospital were interrogated by the police there, and were threatened as “Do not say the police beat us, or we will not let you go”.

It is learned from the news coverage of February 14, 2023 that, a Syrian asylum seeker who asked help for their children under the rubbles in Hatay was subjected to physical violence of the soldiers.

(02/111) Prevention of Relief Activities in Earthquake Region…

It is learned from the news coverage of February 13, 2023 that, the relief truck organized by the civil society organisations in Hakkari sent to Islahiye district of Antep, was not allowed to leave the city by the police, on the grounds of lack of governorate’s permit.

(02/113) Police Intervention to Protest in Istanbul…

The police intervened in the group gathering to participate in the press declaration to be held by the Workers’ and Labourers’ Unity in Şişli district of Istanbul on February 13, 2023 regarding the earthquakes in Maraş and Antep; and detained 20 people using violence. Detained people are released after statement procedures on the same day.

It is learned from the news coverage of February 13, 2023 that, Ankara Public Prosecutor’s Office against journalist Can Ataklı, upon the complaint of the Nationalist Movement Party (MHP) deputy chair over the statements about the earthquakes in Antep and Maraş.

(02/115) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of February 13, 2023 that, 7 prisoners in Hatay T Type Prison were subjected to torture and ill-treatment on the grounds of “riot” and were transferred to other prisons although they were injured. It is also stated in the news reports that 3 prisoners who were transferred to Tokat Prison were not allowed to get medical reports evidencing the torture. The names of prisoners could not be learned.

(02/116) Detained SGDF Member in Istanbul…

The Socialist Youth Associations’ Federation (SGDF) member Mazlum Ortaç is detained in a house raid in Istanbul on February 14, 2023. It is learned that the reason of detention was ‘inciting hatred and hostility among people’. Mazlum Ortaç is released after statement procedures on the same day.

(02/117) Journalist on Trial in Istanbul…

The trial of the case against journalist Baransel Ağca for his social media posts is held at Istanbul Penal Court of First Instance No. 2 on February 14, 2023. The indictment demands sentence for Baransel Ağca on the charge of ‘insulting the President’. Baransel Ağca, who lives abroad, did not attend the trial. The court adjourned the trial to June 13, 2023.

(02/118) Ban of Events in Mardin and Hakkari…

Mardin Governorate’s Office made a declaration on February 12, 2023 and announced that open-door and indoor meetings, press declarations, marches, sit-in protests, opening tents and stands, collecting petitions, distributing leaflets, protests and so on are banned for 15 days as of February 13, 2023.

Hakkari Governorate’s Office made a declaration on February 13, 2023 and announced that all meetings, open-door assemblies, demonstrations, marches, sit-in protests, human chains, op-ed stands, public sessions, any kind of audio-visual activities with mobile audio-visual vehicles, hunger strikes, opening stands, collecting petitions, flying sky lanterns or balloons, commemorations, concerts, festivals, theatre plays, screening shows, firing torches, distributing leaflets, hanging banners and so on are banned for 15 days as of February 13, 2023. All events are banned in Hakkari for 420 days since January 4, 2022.

Siirt Governorate’s Office made a declaration on February 13, 2023 and announced that press declarations, meetings, opening tents and stands, collecting petitions, crowded funerals, commemorations, festivals, concerts, plays and so on are banned for 15 days as of February 14, 2023.

(02/119) Trustee Appointment to Local Administration…

It is learned from the news coverage of February 13, 2023 that, Ömer Bağıran, the local authority of Esentepe neighbourhood of Karaköprü district of Urfa was suspended and replaced by a trustee by the district governorate’s office.
