(10/184) Civillian Death in Şemdinli …
It is learned that on October 14, 2017, a civilian named Adem Kuyumcu living in Tütünlü village of Hakkari’s Şemdinli district was shot dead while gardening his front yard. Kuyumcu died because of a fire opened fire from a security cabin of village’s police station.
Witnesses revealed to press on October 15, 2017 that Kuyumcu was not sent to a hospital immediately after being shot and police officers cleaned the area with salt before prosecutor arrived.
Governorate of Hakkari declared the following statement on October 16, 2017: “after thermal devices detected a wave of heath that was suspected as an illegal action taking place, following the warnings, a warning shot was fired and Adem Koyumcu was injured. Koyumcu was transferred to Şemdinli State hospital with emergency ambulance but he couldn’t be saved despite all efforts.’’

It is learned from news coverage of October 16, 2017 that a dead body was found in a construction site of TOKİ in Şırnak’s Cumhuriyet neighborhood. The body belongs to a woman but it remains unidentified.

It is learned from news coverage of October 12, 2017 that 3 militants died during clashes between HPG militants and security forces within IKBY on September 28, 2017.
It is learned from news coverage of October 14, 2017 that 13 militants died in rural Siirt during clashes between TSK units and HPG militants on September 17 and 18, 2017.
(10/188) Villagers Harassed in Silvan…
It is claimed that soldiers raided houses in Darıseven neighborhood of Diyarbakır’s Silvan district and took all villagers into a barn. Villagers who were forced to enter the barn were reportedly physically abused.
Governorate of Diyarbakır had declared curfew on October 11, 2017 in 15 neighborhoods and a military operation began following the declaration.

It is learned from news coverage of October 13, 2017 that in Tarsus T Type Prison prisoners DIHA reporter Erdoğan Alaymut and Özgürlükçü Demokrasi newspaper employee Serkan Erdoğan were transferred to Samsun Bafra Prison. Both prisoners refused to stand up during in military fashion during counting and both were physically abused on October 2, 2017.
It is learned from news coverage of October 13, 2017 that 14 prisoners transferred to Ağrı Prison from Gümüşhane Prison were forced to strip naked and then searched. Mehmet Aymaz was not given his blood pressure pills and monitor machine, also his radio was seized. It is also learned that 9 prisoners are staying in cells with capacity of 3, plus prisoners are not given any newspapers, and all prisoners are forced to stand up during roll calls.
It is learned from news coverage of October 14, 2017 that a prisoner named İsmet Akın who went under surgery for 3 times in Diyarbakır Type D Prison was transferred to Kırıkkale F Type prison 1,5 years ago, and hasn’t been able to go under any other surgeries despite immediate need.
It is claimed in news coverage of October 15, 2017 that speaking Kurdish within the Ceyhan Type M Prison began to be considered as propaganda of the illegal organisation letters written in Kurdish are blocked, letters written to prisoners in Kurdish are seized and investigations began on prisoners writing in Kurdish.
It is learned from news coverage of October 15, 2017 that ten books including HDP Co-Chair Selahattin Demirtaş’s story book Seher were not given to prisoners based on the suspicion that these books could lead to ‘cryptic, uncontrolled messaging’. It is reported that attorneys filed complaints on this ban to Diyarbakır Court. It is reported that one of the books not taken into prison belongs to former Prime Minster Ahmet Davutoğlu. (Civilizations and Cities).
It is learned from news coverage of October 16, 2017 that prisoners in Afyon Dinar Prison were forced to be handcuffed during medical examinations by doctors and they were restrained from their medical rights
It is learned from news coverage of October 16, 2017 that female prisoners in Tarsus Women’s Prison were not given any clothes for winter.
(10/190) Police Intervention Towards ‘‘I Want My Job Back’’ demonstrations in Ankara…
Civil servants discharged from their jobs with Statuary Decree’s planned for press meetings in front of the Human Rights Monument in Ankara Yüksel Street on October 13,14,15 2017. Demonstrations of the group has been going on for several weeks. Two meetings planned at 13.00 and 18.00 respectively were both prevented by the police forces who clocked entrance to the street by barriers.
During the intervention towards the meeting at 13.30 on October 13, 2017, 3 people were physically abused and detained. During the 18.00 meeting, 4 people were physically abused and detained.
During the intervention towards the meeting at 13.30 on October 14, 2017, 4 people (İlker Işık, Mehmet Dersulu, Sultan Aydoğdu and Perihan Pulat) during the 18.00 meeting, 4 people (Veli Saçılık, İlker Işık ve Perihan Palut, Nazan Bozkurt) were physically abused and detained.
During the intervention towards the meeting at 13.30 on October 15, 2017, 5 people (Alev Şahin, Mehmet Dersulu, İlker Işık, Perihan Pulat, Sultan Aydoğdu) during the 18.00 meeting, 4 people (Veli Saçılık, Mehmet Dersulu, Nazan Bozkurt, Mustafa Keçeli) were physically abused and detained.
In total 24 people have been detained during 13,14, and 15 October, 2017 attempted press briefings. All detainees were released within the same day.

It is learned that 2 women named Gülşen Kıymak and Ayten Kıymak were both detained during house raids on October 14, 2017 in Van.

It is learned that 2 women in İstanbul’s Bahçelievler district were detained for putting up a banner that wrote ‘Mufti Bill Will Not Pass’ referring to the suggested parliamentary bill enabling Muftis to perform civil marriage.

It is reported that 115 people formerly in administrative positions in 328 education institutions, were issued with detention requests through an Istanbul based investigation on October 13, 2017. 328 institutions were shut down with Statuary Decrees. 54 of 115 people were detained.
It is learned that 32 of 44 people issued with detention requests through an Ordu based investigation were detained on October 13, 2017.
It is learned that 3 academics from Uşak University detained on October 9, 2017 in Uşak were arrested on October 13, 2017.
It is learned that 11 of 20 people detained on October 3, 2017 through an Antalya based investigation were arrested on October 13, 2017. 9 people were released with judiciary control condition.
It is reported that 5 people planning to cross Greek border were detained in Edirne. 2 people were detained on October 13, 2017. 3 people were sent to Ankara due to other ongoing investigations on them.
It is learned that 10 of 28 people detained on October 2, 2017 and following days, were arrested through an Elazığ based investigation were arrested on October 13, 2017. 17 people were released with judiciary control conditions. 1 people remain in detention.
It is learned that 63 of 100 constables either discharged or suspended with Statuary Decree’s were detained on October 14, 2017 through ongoing operations in 19 cities. 100 constables were issued with warrant of arrests through an Ankara based investigation.
It is reported that 5 of 15 people detained in Çorum on October 13, 2017 were arrested on October 14, 2017. 10 were released with judiciary control condition.
It is learned that 7 people were detained in Balıkesir on October 15, 2017.
It is reported that 8 of 14 people detained in Urfa were arrested on October 14, 2017. 6 were released including 3 with judiciary control condition.
(10/194) Trials in Van due to ‘Making Propaganda of Illegal Organization’…
Final trial of 9 people including 2 arrested took place on October 13, 2017. Defendants were on trial due to allegations of making propaganda of an illegal organization in 2015 Newroz celebrations of Van’s Erciş district. The court ruled for the acquittal of one defendant and sentenced 8 defendants to 1 years 8 months due to ‘making propaganda of an illegal organization’.

It is learned from press on October 15, 2017 that 3 students from Ege University named Tuna Oğuz, Emine Akbaba and Kutlay Bülbül were acquitted by İzmir Penal Court of First Instance No 16. A case was filed against students because of a speech they made in Medical School to condemn Reina massacre and call for a secular struggle.

The final trial of civil servant Ö.D. took place on October 13, 2017. The case was opened by Çorum 2nd Heavy Penal Court. Ö.D. was discharged with a Statuary Decree. The court sentenced the defendant to 6 years 3 months due to ‘membership of an illegal organization’ and ruled for release with judiciary control condition.
The final trial of former Diyarbakır 16th Mechanized Brigade Commander Savaş Beyribey took place on October 13, 2017. The case was opened by Diyarbakır Heavy Penal Court No 4. The court sentenced the defendant to 6 years 3 months due to ‘membership of an illegal organization’ and ruled for release with judiciary control condition.
The final trial of 26 employees of School of Land Forces Information Systems (MEBS) and Education Center Command took place on October 13, 2017. The case was opened by Ankara Heavy Penal Court No 17. The court sentenced 4 defendants to heavy life sentences, 11 defendants to life sentences, 4 defendants to 6 years 4 months. 7 defendants were acquitted.
The final trial of former Lieutenant Mehmet Yalçın for the case opened by Kars 2nd Heavy Penal Court took place on October 13, 2017. The court sentenced Yalçın to a heavy life sentence due to ‘attempting to overthrow the constitutional order’. The court then lowered the penalty to 18 years 9 months and ruled for the continuity of defendant’s arrest.
The final trial of Alpay Yılmaz took place on October 13, 2017. The case was opened by Erzurum Heavy Penal Court No 2. The court sentenced Yılmaz to 12 years 6 months due to ‘forming and leading an illegal organization’ and ruled for the continuity of his arrest.
The trial of 143 people including 135 arrested continued between October 9 2017 and October 13, 2017. The case was opened by Istanbul Heavy Penal Court No 25 based on the events on the Bosphorus Bridge during July 15 coup attempt. Following the defenses of defendants and attorneys the court ruled for the continuity of arrests and adjourned the trial date to November 27, 2017.

Governorate of Hakkari declared on October 16, 2017 that an open ended curfew will be implemented on 4 villages and 1 neighborhood of Şemdinli until further notice and effective immediately by October 16, 2017 17:00. Villages with curfew are: Çatalca, Güvenlik, Erdemli and Soğuksu villages.

Governorate of Siirt declared on October 15, 2017 that an open ended curfew will be implemented on 4 villages and 5 hamlets of Baykan until further notice and effective immediately by October 15, 2017 17:00. Villages and hamlets with curfew are: Meşelik, Ardıçdalı, Ormanpınar and Çamtaşı Villages; Boyluca, Aydınlar, Korucu, Bahçeli and Doğruyol Hamlets.

Governorate of Siirt declared on October 15, 2017 that 4 zones within Baykan district will be special security zones for 15 days as of October 15, 2017.
