(10/061) Person Killed by the Police in Mardin…

İdris Cebe (18) was reportedly shot at head and killed by the police during curfew on 12 October 2015 in Dargeçit district of Mardin.

(10/062) Operations and Attacks in the Southeast…

20 militants were allegedly killed during the operations conducted on 12 and 14 October 2015 in the rural areas of Yüksekova district in Hakkari. 3 soldiers were also wounded during the operations.

4 alleged PKK militants were killed during the operations in Dargeçit district of Mardin.

2 soldiers were wounded during an armed clash that broke out on 13 October 2015 in the rural area of Bulanık district in Muş.

A police officer and a militant were killed during an armed clash on 14 October 2015 in İpekyolu district of Van. A militant and 2 civilians were also wounded.

A militant was reportedly killed during an armed clash that broke out on 14 October 2015 in the rural area of Malazgirt district in Muş.

(10/063) Massacre in Ankara…

According to the official announcement, 99 persons died during the bomb attack in Ankara and 2 attackers were not identified after 5 days. Peoples’ Democratic Party (HDP) withdrew its announcement alleging that 128 persons died during the attack on the allegations that the Ministry of Health did not share information. HDP also apologised on account of the fact that the number of casualties may not reflect the reality.

On the other hand, non-governmental organisations also confirmed the number of casualties as 99. But the number may reach to 103 if 4 more names are confirmed.

Although Minister of Interior Affairs Selami Altınok did not resign alleging that there was no security vulnerability, Ankara Security Director, Intelligence Chief in Ankara and Security Chief in Ankara were suspended from duty.

Criminal Court Judge in Ankara took a decision of publication ban on Ankara massacre. The court not only banned news and interviews concerning the attack, but also any kind of criticism.

(10/064) Pressures in Prisons…

According to the news appeared in the press on 14 October 2015, 3 children incarcerated in Van M-type Prison were transferred to Sincan (Ankara) Juvenile Prison without their demand. One of the children was reportedly suffering from epilepsy.

(10/065) Protesters on Trial in Eskişehir…

According to the news appeared in the press on 14 October 2015, a court case was launched against 298 persons for organising a protest rally in Eskişehir before the visit of Recep Tayyip Erdoğan.

The indictment wants the defendants to be sentenced for “violating the Law on Meetings and Demonstrations”. Eskişehir Penal Court of First Instance No 7 will start to hear the case on 24 November 2015.

(10/066) Investigations, Detentions and Arrests on the Allegations of Insulting State President…

3 persons who were among 10 persons detained in Bozova district of Şanlıurfa on the allegations of “being member of Patriotic Revolutionary Youth Movement (YDG-H)” were arrested on 13 October 2015 on the allegations of “insulting the State President”.

Küçükçekmece (İstanbul) Penal Court of First Instance No 2 concluded on 9 October 2015 to hear the case against Uğur Dündar, columnist with the daily Sözcü. The case was launched for “insulting former Minister of Transportation Binali Yıldırım” with the column he wrote on 5 April 2014.

The court sentenced Uğur Dündar to 11 months and 20 days’ imprisonment under the Article 125 TPC for “insulting a public officer”. The sentence was suspended for one year of probation.

The police detained 6 persons on 13 October 2015 in Ankara when people objected removal of a banner saying “Murderer Erdoğan” on Konur Street.

(10/069) Türkiye Çapında Başlatılan Gözaltı Operasyonları…

The lawyers who wanted to make a public statement on 13 October 2015 in Alanya dstrict of Antalya to protest in the massacre in Ankara were attacked by the police. 8 persons were detained during the attack. The police also attacked the group of persons in Hatay and İstanbul during public statements. 7 persons in Hatay and 4 persons in İstanbul were detained.

The police conducted house raids on 13 October 2015 in several provinces. 3 members of Peoples’ Democratic Party (HDP) in Hakkari, Democratic Regions Party (DBP) Chair for Tekman district of Erzurum province Aydın Durdeniz and Harun Değer in tekman, 9 persons in Iğdır, 11 persons in Pervari district of Siirt, 2 persons in Şanlıurfa, and 19 persons in Elazığ were detained.

Aydın Durdeniz and Harun Değer were arrested on 14 October 2015 on the allegations of “aiding and illegal organisation”.

Hande Kaya who was among 17 persons detained in Göle district of Ardahan, 3 members of DBP in Dargeçit district of Mardin, and 3 persons including a child in Adana were arrested on the allegations of “being member of an illegal organisation”.

25 persons who wanted to be human shield on 14 October 2015 to prevent the operations in the rural area of Varto district of Muş were detained.

Mazlum Varlu, İbrahim Erenci and Ramazan Özgezici who were among 41 persons detained during operations in Sur district of Diyarbakır were arrested on 14 October 2015 on the allegations of “being member of an illegal organisation”.

Erciş Co-Mayır Diba Keskin and HDP Co-Chair for Erciş district Seval Çadırcı were arrested on 15 October 2015 on the allegations of “disrupting the unity and territorial integrity of the state by taking part in the declaration of self-governance”.

Tuzluca Co-Mayor Mehmet Gültekin and Hoşhaber Co-Mayor Ali Çam who were arrested in Iğdır were dismissed from duty on 14 October 2015 by the Ministry of Interior Affairs.

Ministry of Interior Affairs also dismissed Batman Co-Mayor Sabri Özdemir, remanded Batman Co-Mayor Gülistan Özdemir, and 17 DBP members of municipality assembly from duty. Beşiri Mayor Mustafa Öztürk and İkiköprü Mayor Osman Karabulut were also discharged from office by the ministry. .

Hasan Basri Fırat, Co-Mayor of Hınıs district in Erzurum, and DBP Co-Chair for the district Emin Aydın were arrested on 14 October 2015 on the allegations of “being member of an illegal organisation”.
