12 August 2021 Daily Human Rights Report

(08/101) Operations and Attacks…

It is learned from the news coverage of August 11, 2021 that, 3 HPG militants died in a clash between Turkish Armed Forces units and HPG militants in rural areas of Çaldıran district of Van on August 4, 2021; and 2 HPG militants died in a clash in rural areas of Patnos district of Ağrı on July 21, 2021.

(08/102) Flood in Kastamonu and Sinop…

The Disaster and Emergency Management Presidency (AFAD) declared that the flood hitting several provinces in Western Black Sea region on August 11, 2021 killed 10 people in Kastamonu and 1 person in Sinop.

(08/103) Racist Attack in Ankara…

On August 10, 2021, 1 person (Emirhan Yalçın) lost his life and 1 person got wounded in a quarrel took place in Battalgazi neighbourhood of Altındağ district of Ankara. Following this incident, racist groups attacked on houses, shops and cars of Syrian asylum seekers on August 11, 2021. It is learned that some cars were damaged, at least 1 house and 1 shop were burned down, and several Syrian asylum seekers were subjected to physical violence in their homes.

It is stated in the news reports that the police evacuated most of the Syrian asylum seekers from the neighbourhood before the attack in the evening.

Ankara Governorate’s Office made the following statement: “The events in Altındağ district ended thanks to the composure of our citizens and intense efforts by our security forces.”

Ankara Provincial Directorate of Security declared on August 12, 2021 that 76 people were detained in relation to the incidents.

On August 11, 2021, 2 Syrian asylum seekers were detained in relation to the quarrel which killed 1 person and wounded another; and they are arrested by the court on the same day.

(08/104) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of August 11, 2021 that, Neslihan Çetin, an ill prisoner in Bayburt M Type Prison was subjected to physical and verbal violence of the correction officers. Neslihan Çetin has told the following to her family: “I am being kept in a solitary cell for more than a week. The door is opened only one hour a day. I demanded to meet the director as I want them to open the door for a longer time because of my health condition. I went to see the sub-manager yesterday and demanded to have the door opened for longer times. And the sub-manager said ‘This is the case whether you like it or not’. Then I said I would not accept it and wanted them to take me to the ward. The correction officers held my arms, beat me and insulted me while dragging me to the cell.”

It is learned from the news coverage of August 11, 2021 that, 8 prisoners (Celal Babacan, Mehmet Binici, Emin Binici and 5 prisoners with unknown names) were transferred from Urfa T Type Prison to other prisons under coercion. The prisons they were transferred to are unknown.

It is learned from the news coverage of August 11, 2021 that 2 prisoners (Aysel Dalar and Berivan Tibelik) were transferred from Van T Type Prison to Mersin Tarsus T Type Prison under coercion.

(08/105) Meeting Request with Abdullah Öcalan Not Responded…

It is learned that the appeal made on August 11, 2021 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s family and lawyers in order to visit their client was not responded.

 (08/106) Detained People in Adana for Distributing Leaflets…

The police intervened members of the United Struggle Forces (BMG) and the United Youth Assemblies (BGM) who were distributing leaflets against racism, in Adana on August 11, 2021; and detained 5 people (Barış Kaya, Ömer Temel, Canser Dayanır, Taylan Çelik and Hüseyin Emun). Detained people are released after statement procedures on the same day.

(08/107) Detained HDP Executive in Muş…

The Peoples’ Democratic Party (HDP) Muş provincial co-chair Belma Nergiz is detained on August 11, 2021. The reason of detention is unknown.

(08/108) Police Search in a Political Party Office in Muş…

It is learned that the police searched HDP’s provincial office in Muş after provincial co-chair Belma Nergiz was detained on August 11, 2021.

(08/109) Prevention of Journalists in Ankara…

It is learned that journalists Seda Taşkın and Büşra Taşkıran who were reporting in Altındağ district of Ankara where racist attacks on Syrian asylum seekers took place on August 11, 2021 were removed from the neighbourhood by the police taking them into a car.

(08/110) Administrative Fine for TV Channels…

It is learned from the news coverage of August 11, 2021 that the Radio and Television Supreme Council (RTUK) issued KRT TV channel (3 times), FOX TV (3 times), Haber Türk (1 time), Halk TV (4 times), TR 35 (1 time) and TELE 1 (3 times) with a broadcast ban for 17 times and administrative fine, for the news reports on wildfires in Turkey and censoring attempts of the RTUK to news reports on wildfires.

It is also stated in the news reports that İlhan Taşçı, one of the RTUK members from the Republican People’s Party (CHP), was taken out of the room during the meeting of the Board on August 11, 2021, on the grounds of “comments reflecting bias” because he has shared the message of censoring the reports on wildfires that RTUK has sent to television channels.

(08/110) Covid-19 Pandemic…

The Ministry of Health declared that 128 people died due to Covid-19 pandemic and the daily number of Covid-19 cases is 27,356 as of August 11, 2021.

The death toll from Covid-19 in Turkey increased to 52,563 and total number of confirmed ill patients is 5,996,224 as of August 11, 2021.

It is learned from the news coverage of August 11, 2021 that 9 prisoners in Diyarbakır Women’s Prison have tested positive for Covid-19.
