(10/130) Military Operation to North and East Syria…

Within the military operation of Turkish Armed Forces to north and east Syria;

Mardin Governorate made a declaration on October 11, 2019 and announced that 8 people died and 35 people got wounded due to a mortar shell alleged to be fired from Syrian side to Nusaybin district of Mardin. 8 people are: Hasan Demir, Hüseyin Çakır, Ahmet Delen, Naif Sincar, Mehmet Şirin Demir, Orhan Doğan, Dara Ali and Hasan Muhammed.

Urfa Governorate made a declaration on October 11, 2019 and announced that 2 people died and 3 people got wounded due to a mortar shell alleged to be fired from Syrian side to Suruç district of Urfa. 2 people are: Halil Yağmur and Şıh Güzel.

Turkish Armed Forces declared on October 11, 2019 that, 3 soldiers (Yunus Mermer, Abdülhamit Bilgen and Hacı Bebek) died and 7 soldiers got wounded during the military operation.

Syrian Observatory for Human Rights (SOHR) made a declaration on October 13, 2019 and announced that 86 members of Syria Democratic Forces (SDF) and 13 members Syrian factions loyal to Turkey and at least 69 civilian died during the military operation. SOHR made another declaration on the same day to announce that 9 people including Syrian Kurdish politician Hevrin Xalef died in an attack to a civilian convoy in Tel Abyad.

8 people who were detained in police intervention to the press declaration of People’s Democratic Party to protest Turkish Armed Forces operation to North and east Syria, on October 10, 2019 in Sakarya Street of Ankara are released on October 11, 2019.

The police intervened the press declaration of HDP, for the same cause, in Sakarya Street of Ankara on October 11, 2019, and detained 11 people.

Gülşen Özer and Orhan Ayaz, co-mayors of Bismil district of Diyarbakır who were detained on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria on October 11, 2019, are released on the same day.

8 people are detained in house raids in Nusaybin district of Mardin on October 11, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria. The names of detainees are: Democratic Regions Party (DBP) Nusaybin district co-chair Celal Ata, DBP party assembly member Yasemin Demirkaya, Nusaybin district council members Nazım Kök and Nezir Özbey, HDP Mardin provincial executive Neda Alper, HDP employees Erhan Mutlu and Süleyman Akın, Peace mother Nure Tarlak.

13 people are detained in house raids in Menemen, Dikili, Aliağa and Bayraklı districts of Izmir on October 11, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria. The names of detainees known so far are: Mehmet Aksoy, Behçet Gündüz, Muhammed Ayhan and Mehmet Yüksel. It is learned that 1 person (Mehmet Aksoy) is arrested on the grounds of ‘making propaganda for an illegal organisation’ while 12 others are released on October 12, 2019.

8 people are detained in house raids in Üsküdar district of Istanbul on October 11, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria. The names of detainees are: Musa Daşdemir, Mahsum Gündüz, Sedat Engin and a child (M. B.).

The police prevented the press declaration of HDP in Ceyhan district of Adana on October 12, 2019 to protest Turkish Armed Forces operation to North and east Syria.

HDP İskenderun district co-chair Hülya Ateş who was detained in Hatay on October 12, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, is arrested by the court on the charge of ‘being an illegal organisation member’ on the same day. Socialist Refoundation Party (SYKP) Hatay provincial executive Belgin Ayrancı and Burcu Özkaya Günaydın who were also detained through the same investigation are released on judicial control conditions.

It is learned that a proceeding is initiated on October 12, 2019 by Antalya Public Prosecutor’s Office against HDP Muratpaşa district executive Mustafa Berk, Socialist Party of the Oppressed (ESP) Party Assembly member Songül Şarklı, SYKP Adana co-chair Ömer Öztürk through an investigation on social media posts about Turkish Armed Forces operation to North and east Syria.

Al Arabiye reporter Zidan Zankloi is detained in Akçakale district of Urfa while he was reporting on Turkish Armed Forces military operation to north and east Syria on October 12, 2019.

Kurdistan Freedom Party (PAK) central executive board member Vahit Aba, who was detained on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, in Diyarbakır on October 12, 2019, is sentenced to house confinement by the court on the charge of ‘making propaganda for an illegal organisation’.

5 people are detained in house raids in Şırnak on October 12, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria. The names of detainees are unknown.

Istanbul Public Prosecutor’s Office announced that a detention warrant is issued on October 12, 2019 for 5 people on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria.

Kocaeli Public Prosecutor’s Office announced on October 12, 2019 that a 2 people who were detained in Darıca and Gebze districts, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, are arrested.

2 people and Silopi district council member Fehime Saruhan are detained in house raids in Silopi and Cizre districts of Şırnak on October 13, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria.

On October 12, 2019, 16 members of Communist Party of Turkey (TKP) who were delivering Boyun Eğme newspaper in Konak district of Izmir, are detained on the grounds of headlines related to Turkish Armed Forces operation to North and east Syria.

On October 12, 2019, 4 members of Communist Movement of Turkey (TKH) who were delivering Sosyalist Cumhuriyet newspaper in Konak district of Izmir, are detained on the grounds of headlines related to Turkish Armed Forces operation to North and east Syria.

HDP Ceyhan district co-chairs Delal Mamuk and Seyfettin Aydemir who were detained on October 13, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, are released after statement procedures at the prosecutor’s office on the same day. HDP executive Tahir Özdemir is arrested on the charge of ‘being an illegal organisation member’.

Süleyman Soylu, Minister of Interior announced on October 11, 2019 that, 500 people are investigated in relation to social media posts about Turkish Armed Forces operation to North and east Syria, and 121 people are detained for the same reason.

It is learned from the news coverage of October 13, 2019 that, Selahattin Bayhan, who got wounded due to blast of an explosive material he found on the ground in Nusaybin district of Mardin on October 7, 2019, died in hospital.

(10/133) Person Died in Sakarya Due to Racist Attack…

It is learned that Şirin Tosun (19) who was attacked first and then was shot at the head for speaking Kurdish in Sakarya on August 22, 2019, died in hospital on October 13, 2019.

Ministry of National Defense announced that, Oğuzhan Erdoğan, who were on compulsory military service in Balıkesir died due to heart attack on October 11, 2019; and Onur Yavan died due to streak of lightning in Çukurca district of Hakkari on October 13, 2019.

It is learned from the news coverage of October 12, 2019 that, 3 HPG militants died in a clash between security forces and HPG militants in Lice district of Diyarbakır on September 24, 2019; and 1 HPG militant died in a clash in Derik district of Mardin on September 28, 2019.

(10/136) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of October 13, 2019 that, 25 prisoners are transferred from Adana Kürkçüler F Type Prison to Maraş Türkoğlu L Type Prison No 1 on October 10, 2019 under coercion, and they were forced to strip search and stand up during roll-calls and were subjected to physical violence of the wardens.

(10/137) Rejection to Meeting Request with Abdullah Öcalan…

It is learned that the appeal made on October 11, 2019 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s sister and brother and tutelary along with the families of Hamili Yıldırım, Ömer Hayri Konar and Veysel Aktaş in order to visit, was rejected the same day on the grounds of limitations for prisoners in accordance with the Law on the Execution of Criminal and Security Measures Number 5275.

(10/138) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1069 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 11, 12, and 13, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 11, 2019, 2 people (Nazan Bozkurt and Merve Demirel) and at 18.00 2 people (Nazan Bozkurt and Mehmet Dersulu) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 12, 2019, 2 people (Nazan Bozkurt and Mehmet Dersulu) and at 18.00 2 people (Nazan Bozkurt and Merve Demirel) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 13, 2019, 2 people (Nazan Bozkurt and Mehmet Dersulu) and at 18.00 2 people (Nazan Bozkurt and Mehmet Dersulu) were detained.

Thus in total 12 people were detained due to press declaration intended to be held in Yüksel Street on October 11, 12, and 13, 2019. It is learned detained people were released on the same days they were detained.

(10/139) Prevention of Saturday Mothers’ Protest in Istanbul…

Police obstructed all the streets around Galatasaray Square in Istanbul to prevent Saturday Mothers who rally every Saturday for 23 years in the same place to gather for the 759th time on October 12, 2019. Upon police prevention, the group including representatives of political parties, human rights defenders and artists along with families of disappeared people wanted to hold a press declaration on the street of Human Rights Association (IHD) Istanbul office. The police used pepper spray and clubs to intervene right defenders in front of IHD office. It is learned that nobody was detained in the police intervention.

(10/140) Prevention of Human Rights Defenders’ Event in Istanbul…

“F sit-in”, which is organized for the 394th time by Human Rights Association (IHD) Istanbul Branch Prison Watch Committee, to demand release of ill prisoners, on October 12, 2019, is prevented by the police. The police obstructed all the streets around Galatasaray Square. Human rights defenders made the press declaration in front of IHD Istanbul office.

(10/141) Police Intervention to HDP’s Event in Istanbul…

The event organized for 7th anniversary of foundation of HDP in Beşiktaş Mustafa Kemal Cultural Center in Beşiktaş, Istanbul on October 12, 2019 is banned by Beşiktaş Sub-governorate. A press declaration is held in Beşiktaş office of HDP on the same day, and the police used pepper spray and plastic bullets to intervene the people who wanted to march after the press declaration. The police detained at least 8 people including HDP Şişli district co-chair Mutlu Öztürk.

The police intervened the press declaration in Kartal district of Istanbul on October 13, 2019, held by members of TAYAD (Solidarity Association of Prisoners’ Families) to announce their march to Ankara for Grup Yorum band members who are on hunger strike and Mustafa Koçak who is on death fast in prisons, and detained 6 people.

10 people who were detained in police intervention to the commemoration for those killed in October 10 – Ankara Massacre, in Beşiktaş district of Istanbul, are released on judicial control conditions and with a ban on leaving the country, on October 11, 2019.

(10/144) Police Interventions and Preventions Against Protests After Appointment of Trustees to Diyarbakır, Mardin and Van…

26 people who were detained in the police intervened the sit-in of People’s Democratic Party (HDP) to protest appointment of trustees to Diyarbakır, Mardin and Van, in front of HDP Diyarbakır office on October 10, 2019, are brought to the court on October 12, 2019. The court sentenced 2 people (HDP Bağlar district co-chair Fatma Kavmaz and HDP Party Assembly member Şahin Tanrıverdi) to house confinement on the charge of ‘making propaganda for an illegal organisation’ and released 24 people on judicial control conditions and with a ban on leaving the country.

The press declarations and sit-in protests of HDP in Diyarbakır on October 11, 12, and 13, 2019 are prevented by the police on the grounds of governorate’s ban. It is learned that the police intervened those gathered in front of the court house on October 12, 2019 and committed physical violence to HDP MP Saliha Aydeniz.

The police prevented the sit-in protest of HDP in Van on October 11, 2019.

(10/145) March of Mine Workers in Manisa…

Employees of Soma Holding and Uyar Mining Company who were dismissed without compensation, are prevented to march to Ankara by gendarmerie in Kırkağaç district of Manisa on October 14, 2019. The march of workers was prevented at the same point on October 5, 2019. Soma Sub-governorate has banned the march however, Manisa Administrative Court No 1 has lifted the ban decision.

Devrim Ayık, Zilan Esen, Emin Dara, Barış Dalkılıç, 4 of 6 people who were detained in house raids in Antalya on October 7, 2019, are arrested by the court on the charge of ‘being an illegal organisation member’ on October 12, 2019. 2 people (Şevin Ağaoğlu and Emre Alpar) are released on judicial control conditions.

European Confederation of Alevi Association (AABK) honorary president Turgut Öker is detained at Istanbul Sabiha Gökçen Airport on October 11, 2019. It is learned that Turgut Öker is released on the same day after statement procedures.

(10/149) Detained Union Members and Executives in Tekirdağ…

It is learned that 7 of 21 people who were detained in house raids in Çorlu and Çerkezköy districts of Tekirdağ, through an investigation against Revolutionary Textile Workers’ Union on October 4, 2019, are arrested on the charge of ‘being an illegal organisation member’ on October 12, 2019. It is learned that 8 people are released on judicial control conditions. The names of arrested people are: Veli Karaçam, Ali Karaçam, Ekrem Yavuz Balta, Emek Sedar Çiçek, Furkan İşlen, Hakan Koç and Murat Bal.

(10/150) The Case Against People Evacuated from Nusaybin…

The case against 70 people who were detained and then arrested on May 26, 2016, after being evacuated from the buildings they were stuck in during the curfew on Nusaybin district, is held on October 11, 2019 on Mardin Heavy Penal Court No 4. The court has decided to separate the case for each defendant and to start proceedings all over again with new case files on April 5, 2019. The court sentenced 2 people to heavy life imprisonment and 18 years each; 1 person to 10 years and 1 person to heavy life imprisonment. The court reduced the last sentence to 35 years since the defendant was 18 years old back then.

On October 11, 2019, 25 people are detained in operations covering 8 cities through an Antep based investigation, and 13 people including military members on active duty are detained in operations covering 9 cities through a Malatya investigation.

Antep Governorate made a declaration on October 11, 2019 and announced that, on the grounds of possible protests related to Turkish Armed Forces military operation to north and east Syria, all open-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 30 days as of October 12, 2019.

Adana Governorate made a declaration on October 11, 2019 and announced that, on the grounds of possible protests related to Turkish Armed Forces military operation to north and east Syria, all open-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of October 11, 2019.

Hakkari Governorate made a declaration on October 13, 2019, and announced 5 areas of central, Çukurca, Şemdinli, Yüksekova, Derecik districts as special security zones as of October 14, 2019 until October 28, 2019.
