(02/100) Child Killed by Police in Mardin…

Berfin Dilek (age 7) was killed when a police panzer hit her on her way back home from school on 9 February 2017 in Dargecit district of Mardin.

(02/101) Child Injured Explosion

U.C. (15, male) was injured from his legs, arms and face on 13 February 2017 when a mine exploded at a nursery garden near her home at Yokuslu village of Dicle district of Diyarbakir. It is alleged that the mine was placed during a military operation that took place in that area a week ago.

(02/102) Person Shot During a Police Operation…

According to the news appeared in the press on 13 February 2017, Deniz Erdem (40) was shot from his leg on 13 February 2017 by the police during a house raid in connection with the police operation against HDP and DBP members. The lawyer of Erden, Şükriye Erden, told the press that the police had kicked the door of Erden and when he had asked “Who are you?”  police had not answered. The lawyer then said that when Erden, thinking them to be thieves, had opened the door with a stick in his hand, police had shot him from his leg.

(02/103) Torture and Other Ill-Treatment in Custody…

According to the news appeared in the press on 9 February 2017, Mesut Karcık, who was detained on 9 February 2017 in Istanbul during a house raid, was beaten by the police forces. Edip Karcık, Mesurt Karçık’s brother  and also DBP Chair for Istanbul Province , told the press that police had beaten her brother and had tried to put him into police car naked and that when his mother had seen him in that position she had become sick and they had to take her to a hospital.

(02/104) Torture and Other Ill-Treatment in Custody…

According to the news appeared in press on 9 February, PKK militant Hakki Turgay, who had been captured injured on 24 December 2014 in Yakitli village of Hasankeyf district of Batman, was subjected to heavy torture in custody. He was been taken to hospital but he was arrested before his treatment finished.

(02/105) Torture and Other Ill-Treatment in Prison…

10 prisoners subjected to naked search and insults at entrance of Elazig T Type Prison when they were transferred there against their will. In addition to this, in Elazig T Type Prison, prisoners are forced to put on badges on which it is written “terror organization”, to stay in line during roll calls; prisoners who disobey these are beaten by the guards.

5 prisoners, who were transferred to Corum L Type Prison against their will, were tortured all the way to the Corum Prison. They were also beaten at the entrance of the prison when they refused the naked search. A guard is reported to say “I am the state, I do whatever I want, here is Corum, and we kill you here.”

According to the news appeared in press on 11 February 2017, at Adana Kurkculer F Type Prison, in every cell 3 prisoners are hold. The prison administration gives food for one to every cell. According to an application made to Adana branch of IHD, all social activity rights of the prisoners are taken away,;  books, newspapers, magazines sent to the prisoners are not given to them;  not enough hot water is given to prisoners; the relatives of the prisoners are sometimes subjected to naked search.

According to the news appeared in press on 13 February 2017, in Sırnak T Type Prison, the rooms of the prisoners are searched in sudden raids. In these raids, the books of the prisoners, their belongings are seized. Two children died in a fire which was set on to protest the intense pressure and prison conditions on 28 September 2016. Another prisoner named Beytullah Akil committed suicide on 12 December 2016.

(02/106) Co-Mayor Arrested….

The Co-Mayor of Gorumlu sub-district of Silopi district of Sırnak Abdullgaf Uzgar had been detained on 7 February 2017.  The other Co-Mayor Suheyla Bungul was released by the court.

The Co-Mayor of Gokcebag sub-district of Siirt Serhat Cicek was arrested for ‘being a member of an illegal organization’ on 13 February 2017. He was detained on 1 February 2017.

(02/107) Journalists Detained…

Murat Karakas, the distributor of the dailies Ozgurlukcu Demokrasi and Rojeva Medya, was detained on 10 February 2017 in Adana during a road control for ‘carrying a banned publication. ’ He was released later by the instruction of the prosecutor’s office.

Aydın Asır, the distributor of the dailies Ozgurlukcu Demokrasi and Rojeva Medya, was detained on 12 February 2017 in Mersin while distributing the dailies. He was later released.  Asır was detained with members of CHP who were campaigning for “No” in that area. 5 CHP members were also released except one who had the picture of Che Guevera on his clothes.

(02/108) Detentions and Arrests…

During the house raids that were made following the curfew declared on 12 February 2017 in villages of Nusaybin and Artuklu districts of Mardin, 46 persons, including HDP Co-Chair for Nusaybin district Nidar Ayhan and of Koruköy village headperson,   were detained for ‘helping n hırboring an illegal organization.

13 persons, including HDP members and district executives, were detained on 10 February 2017 in Karakocan and Koancilar districts of Elazig during house raids. The names of detainees are as: Baki Doğan, Baki Güven, Kerim Aydın, Serkan Döner, Mahmut Doğan, Cengiz Kılınç, Ferit Canpolat, Habip Polat ile Tahsin Akalın, Metin Bingöl, Sefer Yıldırım, Erkan Yıldırım and Muhamed Aslan. Detainees were taken to Elazig Police Headquarter.

45 persons, including employees of Akdeniz District Municipality, members of HDP, GOC-DER, MEDİA-DER, were detained on 11 and 12 February 2017 in Mersin during house raids. Names of the detainees are: former HDP executive Serhat Elçiçek, Elif Efetürk, Mele Hidayet Aksu, Mele Haci Hasan Çelik, Mele Mehmet Zeki Etiz, Co-Chair of GOC-DER, which was closed down by a Decree with the Force of Law, Reşat Aan, Abdullah Capar,Director of Parks and Gardens of Akdeniz Municipaliy, to which trustee was appointed, Kamil Özdemir, Sevki Poyraz and Mehmet Bitkin. Detanees were taken to Mersin Police Headquarter.

DBP Party Assembly member Yunus Durdu, former DBP executive Emir Ali Genc, DBP Party Assembly member Soner Oz, who were detained on 4 February 2017 in Tunceli, were arrested on 10 February 2017 for ‘being a member of an illegal organization.’

6 persons, including a person from Syria, were arrested on 10 February 2017 in Mersin for ‘being a member of an illegal organization

HDP Co-Chair for Yuksekova District Fikret Turgut, DBP Co-Chair for  Yuksekova District Ercan Sevmez, HDP district executive Aydın Koç, Şabahattin Sırma and Imam Isa Bor, who were detained on 9 February 2017 in Yuksekova district of Hakkari, were arrested on 11 February 2017 for ‘helping and harboring an illegal organization.’

A child named C. A. (16, male) was detained on 11 February 2017 in Kayapinar district of Diyarbakir during a house raid.

Persons, including member of HDP Central Executive Board, members and executive of ESP and SGDF were detained on 12 February 2017 in Ankara during house raids. The names of the detainees which were ascertained are: survivors of Suruc Masseacre Haydar Enes Atlıhan ve Cansu Yumuşak, ESP provincial executive Hacer Atahan, ESP members Sedat Can Göktaş, Elif Nur Yaman, Pınar Ongan, Fatih Seçkin Şiş, member of HDP Central Executive Board Berfum Colak and university student from Middle East Technical University Melis Cevik (Cevik was detained at Tekirdağ)

70 persons, including members of HDP, HDK, DBP, TJA and trade unions were detained on 13 February in Istanbul during house raids.

22 persons, including HDP and DBP members and executives, were detained on 13 February 2017 in Malatya during house raids. Detainnes were taken to Malatya Police Headquarter.

15 KESK members were detained on 13 February 2017 during house raids.

11 persons were detained on 13 February 2017 in Batman for participating demonstrations. The detainees were taken to Batman Police Headquarter.

A person named Eyup Celik was arrested for ‘being a member of an illegal organization.’ According to the news appeared in news, Cicek was detained in connection with bomb attacks to Adana Governorate and Kayseri and kept under custody for 25 days.

45 persons, including HDP members and executives, were detained on 13 February 2017 in Antep in a police and gendarme operation for ‘being a member of an illegal operation.’

35 persons, including HDP, ESP, SGDF, SYKP, TJA members and executives, were detained on 13 February 2017 in Menderes, Urla, Bayındır and Torbalı districts of Izmir and in city center during house raids.

14 persons, including HDP and DBP members, were detained on 13 February 2017 in Bingol and its districts during house raids.

3 persons, including the former HDP Co-Chair for Tunceli Gülseven Yildiz,  were detained on 13 February 2017 in Tunceli and its districts during house raids.

13 persons, including Chair for Kurdi-Der Siirt Branch Eyup Ongur, executive of Kurdi-DER Vedat Nas, Representative of Genel-Is Halit Kacar, MKP employee Abdullah Yorulmaz, DBP Kurtalan district executive Ali İhsan Eviz, former HDP district executives Zubeyir Yoltay and Nadire Uçar, Co-Chairs for HDP Kurtalan district Esmer BAran and Uğur Eren, Şükrü Bark and Halil Timurtaş, were detained on 13 February in Siirt.

12 persons were detained on 13 February in Antalya for their social media shares. The detainees were taken to Antalya Police Headquarter.

9 HDP members were detained on 13 February 2017 in Kocaeli during house raids.

26 persons were detained on 13 February 2017 in Bursa and its districts during house raids.

1 person was detained on 13 February 2017 in Edirne during a house raid.

28 persons were detained on 13 February 2017 in Urfa and its provinces during house raids.

16 persons were detained on 13 February 2017 in Kazancilar village of Diyarbakir’s Bismil district.. Detainees were taken to District Gendarme Headquarter.

6 persons were detained on 13 February in Cermik and Silvan districts of Diyarbakir during house raids. Detainees were taken to District Police Headquarter.

DBP province executive Ramazan Acet was detained on 13 February 2017 in Batman during a house raid.

4 persons were detained on 13 February 2017 in Adiyaman for their social media shares.

60 persons, including Akdeniz District Municipality employees, were detained on 13 February 2017 in Mersin during house raids.

26 persons were detained on 13 February 2016 in Adana during house raids.

(02/109) Women Detained For Hanging a Banner…

5 women were detained on 11 February 2017, the anniversary of Ozgecan Aslan’s death, in Mersin while hanging a banner on Tulumba Bridge. On the banner it was written “We are saying No to an unequal life which  justifies male violence.” After the legal actions, 5 women were released later.

(02/110) 15 February Protest Intervened in Istanbul…

3 persons were forcibly detained on 12 February  2017 when police intervened a demonstration which was called by HDP Province organization and HDK for the anniversary of Abdullah Ocalan’s hand over to Turkey.

(02/111) Protest Intervened in Ankara…

Police intervened a demonstration which was held by politicians, academics, students and human rights advocates to protest the expel of academics via Decree with the Force of Law on 10 February 2017 at the entrance of the Cebeci Campus of Ankara University with tear gas and plastic bullets. During the intervention beat CHP MP Ali Şeker. 11 persons, including 5 academics and 1 documentary filmmaker were detained forcibly.  The names of the 5 academics and 1 documentary filmmaker are Mehmet Yıldırım, Oktay Aydın, Nuray Türkmen, İlke Cide,  Emre Can Denizhan and Oktay İnce.

(02/112) Protest Intervened in Kocaeli…

10 students were forcibly detained on 13 February 2017 in Kocaeli when police intervened a demonstration which protested the expell of academics via Decree with the Force of Law.

(02/113) Protest Intervened in Istanbul…

Police intervened ESP member who made a press statement at Ankara Yuksel Street to protest the police operation against ESP and SGDF members on 12 February 2017. No detention was reported.

(02/0114) Protest Intervened in Malatya…

31 persons, including politicians, trade unionist, NGO executives, were forcibly detained on 11 February 2017 in Malatya when police intervened a protest on the expel of public employees via Decree with the Force of Law.

(02/115) 10 October Case…

Ankara Heavy Penal Court No 11 continued the case of 10 October 2015 Ankara peace Rally Massacre between 6 February and 10 October 2017. The complainant testified. During the testimonies of the complainants, a tension between them and the defendants occurred. And due to this tension, the gendarme and police intervened the complainants and their relatives physically and verbally.

The court did not release any of the defendants to be tried without remand. The court adjourned the hearing to 2,3 and 4 May 2017.

(02/116) HDP MPs on Trial…

Diyarbakır Penal Court of First Instance No 7 accepted the indictment about HDP Diyarbakır MP Ziya Pir. The indictment which was prepared by Diyarbakır Public Prosecutor’s Office, wants the defendant to be sentenced for insulting the prosecutor who had given arrest warrants for 32 persons who are working for DIHA, Azadiya Welat and KURDI-DER. The hearings will start on March 2017.

Batman Public Prosecutor’s Office prepared an indictment about HDP Siirt MP Besime Konca and HDP Batman MP Mehmet Ali Aslan for ‘being a member of an illegal organisation’ and ‘’making propaganda of an illegal organisation’ because they had participated the funeral of a PKK militant.

(02/117) Trials in Connection with the Coup d’État Attempt…

Istanbul Public Prosecutor’s Office prepared an indictment about Mustafa Seyitoğlu, the owner of Seyidoğlu Baklavaları for ‘attempting to abrogate the constitutional order’ and ‘being a member of an illegal organization.’

(02/118) Person on Trial For ‘Insulting the Head of State’

Antalya Penal Court of First Instance continued on 10 February 2017 the case against Cihan Yeşilmen, a student of Akdeniz University. The indictment wants the defendant to be sentenced for ‘insulting the Head of State.’ After the defense the court sentenced him to 1 year, 2 months and 17 days imprisonment and deferred the announcement of the verdict.

(02/119/ Premises of Culture Center Raided By Police…

Police raided the premises of Keke Youth and Culture Center in Mamak and of Fabrika Kolektif Üretim Merkez in Kızılay on 12 February 2017 in connection with a police operation against members of ESP and SGDF and searched the premises.

(02/120) Trustee Appointed to Municipality…

On 9 February 2017, Ministry of Interior appointed Sinan Başak, sub-governor of Lice, as a trustee to Lice District Municipality in Diyarbakir province.

On 10 February 2017, Ministry of Interior appointed Savas Konak, the sub-governor of Silop, as a trustee to Gorumlu sub-district Municipality in Sırnak’s Silopi district.

On 13 February 2017, Ministry of Interior appointed Alpaslan Kılıç, sub-governor of Dicle, as a trustee to Dicle District Municipality in Diyarbakir province.

The total number of trustees appointed to municipalities reached the number of 79.

(02/121) Quarter Headperson Removed from office…

The sub-governor of Lice district announced on 13 February 2017 that 8 quarter headpersons were removed from office. The quarters are: Birlik, Yamaçlı, Baharlar, Damar, Karahasan, Çavundur, Yolçatı ve Yalaza.

(02/122) Banned Activities under the State of Emergency…

Governorate of Urfa banned on 9 February 2017 all meetings, demonstrations, public statements, press statements, sit in actions, stands and distribution of leaflets, and activities for a month starting from 9 February 2017 to 9 March 2017.

(02/123) Curfew in Mardin…

The Governorate of Mardin declared on 12 February 2017 an open ended curfew startting 06.00 in villages of Omerli, Artuklu and Nusaybin distircts of Mardin. The names of the villages are Sulakdere and Aytepe (Omerli), İlkadım, Yavruköy, Büyükkardeş, Küçükkardeş and Akarsu (Nusaybin) and Yardere and Ahmetli (Artuklu).

(02/124)  Operations and Attacks in South East…

1 PKK militant was killed, 1 PKK militant was captured injured and 3 soldiers were injured in a clash on 11 February 2017 near a mine in Pulumur district of Tunceli.
