The Ministry of National Defence announced on 9 October 2024 that 1 soldier (Sefer Alan) who was wounded in a clash during the ‘’Pençe-Kilit‘’ operation of the Turkish Armed Forces (TSK) within the borders of Iraqi Kurdistan Regional Government (KRG) died in the hospital where he was being treated.
It is learned from the news coverage of 10 October 2024 that, 1 militant died in a clash between security forces and HPG militants in rural areas of Şırnak in January 2024.

It is learned from the news coverage of October 10, 2024, that Mizgin Acar, a prisoner in Elazığ High-Security Prison, who was brought to Mardin E Type Prison for the final trial of the case against her on September 30, 2024, was kept handcuffed and tied to the bed for two days in Mardin Training and Research Hospital intensive care unit, where she was hospitalised on October 1, 2024, on the grounds of suicide attempt in prison; and that she had wounds on her hands due to this. It is also claimed in the press statements of her mother Afife Ağırman that Mizgin Acar was kept in the same ward with a confessor.

It is learned from the news coverage of 8 October 2024 that, in Ankara Sincan High Security Prison, some prisoners are kept in single rooms although they are not sentenced to aggravated life imprisonment, prisoners in groups of 6 can benefit from social and cultural activities offered for 10 hours a week in groups of 10, only for one and a half hours a week in groups of 6, and prisoners sentenced to aggravated life imprisonment can benefit from social and cultural activities only for one hour a day, other political prisoners can benefit from ventilation for one hour and 50 minutes, prisoners are prevented from exchanging books and newspapers among themselves, books belonging to prisoners are seized during ward searches, prisoners are subjected to body searches four times during ventilation and eight times during hospital transfers, prisoners who cannot meet their basic needs on their own due to their age are kept in single rooms, and prisoners are demanded to pay for prison fixtures such as plumbing parts.
It is claimed in the news coverage of 8 October 2024 that, in Mersin E Type Prison, rats are coming out of toilet and bathroom drains and manholes in the courtyard.
It is learned from the news coverage of October 9, 2024, that 8 women prisoners in Bayburt M Type Prison were transferred to Erzincan Women’s Closed Prison against their will on October 4, 2024. The names of prisoners who were transferred are Fatma Yıldırım, Zeynep Erdem, Sevda Arcan, Şehriban Akdere, Nudem Durak, Ela Kamış, Sibel Kaya, and Hivda Çelebi.
It is learned from the news coverage of October 9, 2024, that 4 women prisoners in Bayburt M Type Prison were transferred to Kayseri Bünyan Women’s Prison against their will on October 8, 2024. The names of the prisoners who were transferred are Fecriye Benek, Ayfer Başlığ, Gülsüm Koç, and Delila Roj Erkmen.
It is learned from the news coverage of 10 October 2024 that, in Antalya S Type Prison, prisoners’ right to call two different phone numbers was changed to one phone number, clothes and stationery of prisoners were seized during ward searches, prisoners were forced to stand up during ward searches and correction officers insulted prisoners, some letters written by prisoners were torn by correction officers on the grounds of ‘making propaganda for an illegal organization’, disciplinary proceedings were initiated by the prison administration against some prisoners and some prisoners were prosecuted for the letters.
It is learned from the news coverage of 10 October 2024 that, in Izmir Kırıklar F Type Prison No 2, underwear, socks and towels of prisoners were not allowed into the prison; ward searches were conducted with cameras; personal notes, works and books with ‘seen’ stamps were seized and not returned to prisoners; a prisoner’s musical instrument was seized; and prisoners’ petitions to the prison administration for room change were not responded.

It is learned from the news coverage of 9 October 2024 that, the doors of Sinyora and Algazi synagogues in the Konak district of Izmir were painted with red paint by an anonymous person or persons. It is also reported in the news that 1 person was detained in relation to the attack.

It is learned from the news coverage of October 10, 2024, that Veysi Aküren, a distributor of Yeni Yaşam newspaper in Batman, was under physical surveillance by the police on October 8, 2024. It is learned that the Batman Security Directorate called the newspaper employees and told them to collect the newspapers and to go to the police station with the collected newspapers to testify. It is also claimed in the news reports that the police took photographs of the newspapers bought by shopkeepers and threatened them not to buy the newspapers.

It is learned from the news coverage of 10 October 2024 that, journalist Sinan Aygül, President of the Bitlis Journalists‘ Association, was accused in a press conference by Mümin Erol, Co-Mayor of Tatvan Municipality of Bitlis, on the grounds of the news reports he had made, saying “We have a promise to this people, ‘We will not beat any journalist’. I will not beat Sinan even if he is not a journalist, because of this promise. If I had not made that promise, I would have been dishonored if I had not beaten Sinan today. I say this so clearly. I would have beaten him myself”.

The police intervened against the students protesting the killing of 2 women, Ayşenur Halil (19, k) and İkbal Uzuner (19, k) by a man named Semih Çelik in the Fatih district of Istanbul on 4 October 2024, in front of Istanbul Marmara University Göztepe Campus on 9 October 2024 and detained 5 people on the grounds of ‘insulting the President’. Detained 5 people were released after statement procedures at the prosecutor’s office on 10 October 2024. The names of detained people could not be learned.

It is learned that the march of workers of Fernas Mine, owned by Justice and Development Party (AKP) Batman MP Ferhat Nasırlıoğlu, from Kurtuluş Park in the Çankaya district of Ankara to the Grand National Assembly of Turkey (TBMM) as part of their resistance demanding job security and recognition of the right to union organization, was prevented by the police. It is reported in the news that workers protesting the barricade by banging their hard hats on the ground in the park, started to march towards the Grand National Assembly of Turkey after the barricades were removed.

It is learned from the news coverage of October 10, 2024, that the march of Antalya Akdeniz University students on the university campus to protest the killing of 2 women, Ayşenur Halil (19, k) and İkbal Uzuner (19, k) by a man named Semih Çelik in Fatih district of Istanbul on October 4, 2024, was prevented by private security units by barricades. It is reported in the news that students overcame the barricades and continued to march.

It is learned from the news coverage of 10 October 2024 that, Hatice Onaran, executive board member of the Human Rights Association (IHD) Istanbul branch, was arrested and taken to Kocaeli Gebze Women’s Prison after the Court of Cassation upheld the sentence of 4 years and 2 months given to her by Istanbul Heavy Penal Court No 13 on the charge of ‘opposing the Law on Prevention of Financing of Terrorism’.

8 persons including DEM Party Iğdır provincial co-chair Mehmet Selçuk were detained in house raids on 10 October 2024 in Iğdır and İstanbul through an investigation conducted by the Iğdır Chief Public Prosecutor’s Office in connection with the death of 13 police officers on 8 September 2015. The names of other detainees could not be learned.

It is learned from the news coverage of October 10, 2024, that 2 musicians, Helim Arslan (Omerî) and Azad Bedran Kızılkar, who were detained on October 7, 2024, on the grounds of ‘being a member of an illegal organization’ in house raids in Diyarbakır through an investigation of Istanbul Public Prosecutor’s Office, were released on judicial control conditions by the criminal peace judgeship to which they were referred on October 10, 2024 in Istanbul.

On October 10, 2024, Mezopotamya Cultural Centre (MKM) artist Ergin Cengiz was detained at the police station in Istanbul. The reason for the detention could not be learned. It is also reported that Engin Cengiz’s house was raided by the police a week ago.

It is learned from the news coverage of 10 October 2024 that, the jail sentence of 9 years 4 months and 15 days given to Adnan Selçuk Mızraklı, former co-mayor of Diyarbakır Metropolitan Municipality, was approved by Penal Department No 3 of the Court of Cassation.
Selçuk Mızraklı was suspended from his duty as co-mayor of Diyarbakır Metropolitan Municipality by a trustee appointed by the Ministry of Interior on August 19, 2019 and was arrested on October 22, 2020 on the charges of ‘being a member of an illegal organization’ and ‘making propaganda for an illegal organization’. Selçuk Mızraklı, who was prosecuted on the charge of ‘being a member of an illegal organization’, was sentenced to 9 years 4 months, and 15 days by Diyarbakır Heavy Penal Court No 9 for the same reason. Upon the reversal of the verdict by the 3rd Criminal Chamber of the Court of Cassation, Selçuk Mızraklı was retried by the Diyarbakır Heavy Penal Court No 9 and at the final hearing of the case held on 29 November 2023, he was again sentenced to 9 years, 4 months and 15 days of imprisonment on the charge of ‘being a member of an illegal organization’.

The first trial of the case against Gönül Sonbahar, co-chair of the Human Rights Association (IHD) Tunceli branch, for the press statement on 24 April 2024 on the Armenian Genocide, started on 9 October 2024 at Tunceli Penal Court of First Instance No 1. The court acquitted Gönül Sonbahar on the charge of ‘publicly insulting the Turkish Nation, the State of the Republic of Turkey, the Grand National Assembly of Turkey, the Government of the Republic of Turkey and the judicial organs of the State’.

The final trial of the case against journalist Pelin Özkaptan, on the grounds of 2 social media posts she made in 2019 and 2022, was held at Istanbul Heavy Penal Court No 13 on October 9, 2024. The court sentenced the journalist to 1 year 6 months and 22 days for ‘making propaganda for an illegal organization’ and deferred the announcement of the verdict.

The final hearing of the case against journalist Can Ataklı, on the grounds of his social media posts on the deaths of soldiers in the Turkish Armed Forces operations in KRG, was held at Istanbul Penal Court of First Instance No 5 on 10 October 2024. The court sentenced the journalist to 10 months imprisonment on the charge of ‘inciting or insulting the public to hatred and hostility’ and deferred the sentence.

On 9 October 2024, the retrial of Ali Hakan Altınay, Yiğit Ali Ekmekçi and Ayşe Mücella Yapıcı continued at Istanbul Heavy Penal Court No 13 following the reversal of 18 years imprisonment sentence given to 17 people at Istanbul Heavy Penal Court No 13 for Gezi Park protests in 2013, by Penal Department No 3 of the Court of Cassation. The indictment demands a sentence for 3 people on the charge of ‘opposing the Law on Meetings and Demonstrations No 2911’. The court adjourned the trial to 10 December 2024.
On 22 and 25 April 2022, the final hearing of the lawsuit filed against Ali Hakan Altınay, Yiğit Ali Ekmekçi, and Ayşe Mücella Yapıcı due to the Gezi Park protests in 2013 was held at Istanbul Heavy Penal Court No 13. On 28 September 2023, the 3rd Criminal Chamber of the Court of Cassation overturned the 18-year prison sentence against Ali Hakan Altınay, Yiğit Ali Ekmekçi, and Ayşe Mücella Yapıcı on the grounds that their actions were not within the scope of ‘aiding the attempt to overthrow the government of the Republic of Turkey’ and stated that their actions should be evaluated within the scope of ‘opposition to the Law No. 2911 on Meetings and Demonstrations’. The Court of Cassation had also ruled for the release of 3 people on judicial control conditions. At the hearing of the retrial of the case at Istanbul Heavy Penal Court No. 13 on 21 February 2024, it was decided to lift the judicial control conditions for 3 people.
(10/133) Person on Trial for Social Media Posts in Erzurum…
It is learned that the final trial of the case against 1 person named Ece Ronay, who made a critical post on social media about a racist image of four teachers in the Karayazı district of Erzurum, shared on social media in April 2022, with their photos under a sign saying ‘Hûn bî xer hatin’ (Welcome) in Kurdish, was held at Erzurum Karayazı Penal Court of First Instance on October 4, 2024. The court sentenced Ece Ronay to a judicial fine for 46 days on the charge of ‘insulting more than one person’.
A judicial and administrative investigation was initiated against the four teachers in May 2022 and they were suspended. In the final hearing of the lawsuit filed against the four teachers at Karayazı Penal Court of First Instance on 8 November 2022, the court acquitted the teachers on the charge of ‘publicly degrading a section of the public based on social class, religion, sect, gender, regional difference’.
(10/134) People on Trial for the Bomb Attack in Istanbul…
On 10 October 2024, the trial of the case against 10 fugitive defendants for the bombing attack on Istiklal Street in the Beyoğlu district of Istanbul on 13 November 2022, in which 6 people lost their lives, continued at Istanbul Heavy Penal Court No 13. The court decided to continue the arrest warrant for fugitive defendants Bilal Elhacmaos, Sabri Ok, Hülya Oran, Ferhat Abdi Şahin, Layika Gültekin, Walid Halil, Cemil Bayık, Fehman Hüseyin, Saliha Bişkin and Khalil Manja Hussein and adjourned the trial.
In the final hearing of the lawsuit filed against 36 people, 10 of whom were fugitives, at Istanbul Heavy Penal Court No 13 in relation to the bombing attack, the court decided to separate the files of the fugitive defendants for whom there was an arrest warrant.

It is learned from the news coverage of 10 October 2024 that, journalist Rabia Önver gave her official statement at Van Security Directorate through the investigation initiated by the Hakkari Public Prosecutor’s Office on the grounds of ‘publicly disseminating misleading information’.
As part of this investigation, the police raided Rabia Önver’s house in Hakkari and searched it even though she was not at home. The journalist went to Hakkari Courthouse with her lawyer on 24 September 2024 to give her statement, but the investigation prosecutor stated that there was no need to take Rabia Önver’s statement. In addition, Rabia Önver’s lawyer stated that the decision of the criminal peace judgeship required for law enforcement officers to search the house was not available in the investigation file, only the decision of the prosecutor’s office.

It is learned from the news coverage of 9 October 2024 that, an investigation was initiated against some members of Kocaeli Women’s Platform, who held a march and a press statement on 6 October 2024 to protest the killing of 2 women, Ayşenur Halil (19, k) and İkbal Uzuner (19, k), by a man named Semih Çelik in the Fatih district of Istanbul on 4 October 2024. It is not known how many women are subjected to investigation and the names of women who gave their statements.

It is learned from the news coverage of 9 October 2024 that, the parliamentary question submitted by DEM Party Kocaeli MP Ömer Faruk Gergerlioğlu to the Ministry of National Defence on the death of Bedrettin Düzen, who was grazing animals in rural areas of Yüksekova district of Hakkari on 24 July 2024, due to an explosion of an object, was not answered by the Ministry. It is reported in the news that the parliamentary question includes questions such as who laid the mine that caused the explosion, how many mines there are in Hakkari, how many mines have been laid in the last 6 years, and how many people have lost their lives due to mines. It was also reported in the news that the Ministry of National Defence, in its response to the parliamentary question, referred to the Ottawa Convention and stated that the mines had started to be destroyed since 2004.

It is learned from the news coverage of 9 October 2024 that, reporters and staff of HalkTV, who went to Izmir to follow the news reports on the allegations that dormitories and Qur’an courses built by İsmailağa sect in Izmir are still in operation despite of demolition order, were intervened by people who are reported to be members and executives of the sect, and that these people tried to force the car in which HalkTV team was in to delete the footage, and that one of the people intervened HalkTV reporter Yağmur Beril Varol by saying ‘You are provoking us while trying to do news reporting while trying to be on the agenda, you are turning people against each other’.

It is learned that the DEM Party Iğdır provincial office was raided by the police on October 10, 2024, through an investigation of the Iğdır Public Prosecutor’s Office on the death of 13 police officers on September 8, 2015; all streets and avenues leading to the office were closed with police barriers, entrances to the office were banned and the office was searched.

It is learned from the news coverage of October 10, 2024, that Tunceli Criminal Peace Judgeship issued a recall warrant on August 21, 2024, for Sena Şat’s graphic novel ‘Daima’, published by Yeni Dönem Publishing, on the grounds of ‘legitimizing the methods of an illegal organization which involve force, violence or threats’. It is also claimed in the news reports that the decision was verbally communicated to the publishing house on 5 September 2024 by the press office of the prosecutor’s office through a phone call, and the decision was communicated to the publishing house through WhatsApp messaging application.
Police officers had attempted to seize the graphic novel ‘Daima’, which is about the operation called ‘Return to Life’ on 19 December 2000 in which 32 people lost their lives, at the stand set up by Yeni Dönem Publishing within the 22nd Munzur Culture and Nature Festival in Tunceli; upon objection, the book was photographed and the ISBN was taken.

The Governorate of Batman announced on 9 October 2024 that all open-door activities (gatherings, marches, press declarations, hunger strikes, sit-in protests, rallies, opening stands, setting up tents, distributing leaflets, hanging banners etc.) are banned for 5 days between 9 October 2024 and 13 October 2024.
The Governorate of Van announced on 9 October 2024 that, according to the provisions of the Law No 2911 on Meetings and Demonstrations, activities such as demonstrations, open-air meetings and indoor meetings, press declarations, sit-in protests and surveys, setting up/opening tents and stands, organising petitions, distributing leaflets, brochures and flyers and all kinds of protest actions and the entry and exit of people who are considered to be able to participate in these actions and activities to and from the borders of Van province are banned for 5 days between 9 October 2024 and 13 October 2024.
The Governorate of Hakkari announced on 9 October 2024 that demonstrations, open-air meetings, indoor and outdoor meetings, press statements, sit-in protests and surveys, setting up/opening tents and stands, collecting petitions, distributing leaflets and flyers, and all other forms of protest activities are banned for 4 days from 10 October 2024 to 13 October 2024.

It is learned from the news coverage of 9 October 2024 that, a total of 6 news reports and social media posts on https://www.gazeteduvar.com.tr, https://www.birgun.net, https://www.evrensel.net, https://bianet.org and https://medyascope.tv, in which Constitutional Court member Metin Kıratlı’s name is mentioned, were banned from access by Ankara Criminal Peace Judgeship No 1 on 9 October 2024, on the grounds of violation of personal rights; and that these news reports and contents were ordered to be deleted.
It is learned from the news coverage of 9 October 2024 that, a total of 3 news reports on https://halktv.com.tr, https://www.toplumsal.com.tr, and https://www.gazetedurum.com.tr, about the luxury items of President’s advisor Orhan Karakurt, were banned from access by the decision of Association of Access Providers on 9 October 2024, on the grounds that they contain the same content as the news reports that were sanctioned before.
It is learned from the news coverage of 9 October 2024 that, 3 news reports on https://www.odatv.com, https://www.cumhuriyet.com.tr, and https://www.aydinlik.com.tr, about social media posts of a judge on duty in Ankara, were banned from access by Aksaray Criminal Peace Judgeship No 1 on the grounds of violation of personal rights, on 9 October 2024.
It is learned from the news coverage of 9 October 2024 that the news article published on BirGün newspaper’s website with the title ‘Appointment at the Constitutional Court: Majority passes to Erdoğan’, which was published on BirGün newspaper’s website, was ruled to be removed from the news article by Ankara Criminal Peace Judgeship No 1.
It is learned from the news coverage of 10 October 2024 that the Information and Communication Technologies Authority (BTK) banned access to the column by journalist Fırat Can, titled ‘World War 3, chaos in the Middle East and the way out’, which was published on Yeni Yaşam newspaper’s website on 7 October 2024. It is stated in the news reports that Yeni Yaşam newspaper was not informed about the reason for the access ban.

It is learned from the news coverage of 9 October 2024 that, 2 people, Ş.D. and E.D., alleged to be members of an illegal organization, were detained for trying to illegally cross from Edirne to Greece.
